Minutes
Present: JoEllen Bailey, InShik Lee, Cynthia Waterman, Tom Quinn, Kris Bennett
JoEllen called the meeting to order at 6:45. The minutes from March were approved. Revised
minutes from April (showing that Stephanie, not InShik, was present) were also approved.
Report outs JoEllen reported that she and Kris attended the Town of Dryden board meeting the
previous week. Kris spoke briefly and shared the annual report. Dave, Tom and Linda from
CCE also spoke as did 2 young program participants who were well received. Kris said that
Stephanie was currently attending a meeting of the Freeville trustees and would share the DYC
annual report with them. JoEllen is scheduled to attend the V. Dryden trustee meeting next
week. She will also follow up with the Village about possibly appointing someone for the seat
Alan currently holds. On Monday, she will make a brief presentation to the Dryden School
Board to share the azuival report and thank them for their support. Other DYC members may
also attend if they are available. Kris, . ioEllen, InShik and Tom attended a joint meeting last
week with the Dryden Rec. Commission (though only one member plus rec. director Jeri Dube
were present). Kris has shared armual report with both Dryden county legislators.
Review and vote on additional funding requests for youth employment Kris reported that she
had spoken in the last month with 4 programs potentially interested in applying for some of the
$3290 in funding that has not yet been allocated.

She did not receive applications from the last 2 (the last one decided not to apply).
Discussion followed — Do all youth employees have proper working papers? Yes, all programs
must assure this. Will programs be informed that this is one -time money that does not set a
precedent for funding in future years? Kris will include this in the award letter. Will programs
confirm that Dryden youth will be employed? Again, Kris will include this in the award letter.
JoEllen moved, InShik seconded, to approve awards in the amounts listed above to T. Dryden
Rec. Dept. and V. Freeville summer rec. program. All voted to approve.
Possible Youth Conservation Corps for 2008 At the joint meeting with the Rec. Commission,
Dan Schmohe expressed interest in possibly organizing a YCC for next summer. He is
employed by Dryden School District and thinks the district could be convinced to make a bus
available for transportation (a driver would have to be paid). Dan had hoped to get to tonight's
® DYC meeting to discuss this further but was unable to attend. DYC members are interested in
exploring this further, Kris will ask Dan to attend next month's meeting and share some
information with him about past YCC.
Police & Community Update JoEllen has not yet followed up with Freeville Elementary School,
she will do so shortly. We'll discuss in .tune.
Review liaison assignments and monitoriny, plan Kris distributed monitoring forms and
reminded all of which program each had volunteered to serve as liaison to. All present
confirmed their intention to monitor a program and share info with other DYC members and Kris
will also try to monitor program. Toni volunteered to monitor the T. Dryden Rec. Dept. youth
employees at skate park program that did not previously have a liaison. Kris reminded those who
will monitor youth employees at camps that it is the youth employees, not the campus, that
should be monitored.
Commission Vitality Exercise As a group we completed thee Municipal Planning Group Vitality
and Accountability Assessment. On the whole, the group was pleased to see it is functioning
quite well. Three areas were noted for improvement:
• regular participation of all members, quorum at all meetings, prompt filling of vacancies
(These are interconnected; there has been a vacant Freeville scat since Jan. In addition, one
current appointee has not attended a meeting since July. Both contribute to the challenge of
achieving a quorum at meetings.) Proposed action: continue to work with Freeville on
® vacancy; ask V. Dryden to appoint a new member to replace inactive one.
• networking o4th schools, businesses, churches, other service groups ( networking with
schools occurs, and with Rec. Commission and, in the past, with the Dryden Youth
Opportunity Fund, but DYC has not actively connected with other listed groups.) Proposed
action: take advantage of existing opportunities and networks to raise awareness of DYC and
its programs.
• youth involvement (Youth do not attend regular DYC meetings and except for program
feedback, DYC does not hear from youth.) Proposed action: Pursue filling vacant seat with
young person; talk with DI-IS about developing a way to hear from youth about needs and
issues. InShik suggested doing a survey of youth, Kris suggested that working with an
existing youth group (such as Serateen, Jr. IIonor Society, etc.) to develop a project to solicit
youth input around needs, issues and ideas. All thought this was a good idea, Kris will
connect with Dryden I-IS guidance or others to pursue this.
Other — We need to develop a form to get feedback from youth served in our youth employment
programs, the form for participating in other programs isn't appropriate. We'll work on this in
June. Also, InShik asked about developing a short paragraph to include with youth paychecks so
kids know how their job was funded. .
Planning for June meeting Members decided to meet at 6:30 PM. Kris will request use of Town
Hall. She will make sure CCE staff are planning to attend and will ask them to bring a set of
youth & parent feedback for DYC. Also, she will see whether Dan Schmohe can attend to
discuss YCC.
