Tracy culled the meeting to order at 6:38 I'M Introductions were made. Minutes from October
and November were approved.
Program Rerort — Youth Cc Corps Megan -Mack was unable to attend, having broken
her arm while snowboarding over the weekend, Allen and Kim brought a photo collage of YCC
youth at work- Allen was glad for nice media coverage by the Ithaca :journal this year. He
reported that the main project was the footbridge at 4H Acres. YCC also did Work at Dryden
Lake (sanding and sealing the clocks), fire hydrant painting, trail work at the M alloryville Nature
Preserve and playground maintenance at Montgomery Park- The kids were enthusiastic and
having an extra youth participant was not a problem since one youth didn't complete the project.
Allen cited several aspect's that went especially well: the early identification of the .footbridge
project and Toni's great job of recruiting participants. Allen hopes Torn will do this again in
2006. DYC reported that Torn will do this again as part of a spring youth employment program
he will offer. Kris mentioned that coordination will be needed with countywide Workforce
Investment Act (1 1A) summer youth cmpIoyment. WIA has .funds to pay income eligible,
enrolled youth for their work. It might be possible to harve several slots funded as usual by DYC
with 1 -2 slots funded thru W1 A. Megan had expected that YC would construct benches for the
Jiro Schug trail but this didn't work aut. AItern asked whether DYC members had aiy 2006
project ideas. InShik said that FreeviIIe's Millie Sherwood recently donated land to the Finger
Lakes Land Trust and there are plans to put in trails. She does not know whether the land
transfer has already taken place. .Allen will look into this, Kris will ask Co Extension
whether there are other projects aG 4H Acres- She will also ask mayors Reba Taylor and Lotte
Carpenter slid Town Spvr. Steve 'Trumbull. Allen reported that minimurn wage will rise on Jan.
and go up again 1'or 2007; SeCLlring adequabC funding is having an impact on vouch employment
programs, Kris asked whether the parents ol: youth participants had signed a release form for the
use of their child's photo - Allen and lien were not sure, they will check aid get hack to Kris on
this. JoEilen would like to use some of the Y photos in the Powerpoint she is putting together
about the DY C and its funded programs. Tracy thanked Allen and Kim for coming-
Nomination of Officers for 2006 Nomination of Officers for 2006 Tracy ,Kurtz and 3oEllen
FJailey were noxnMated as eo- chairs for 2006. Election will occur at Jan. meeting,
2006 Mission Statement and Objectives Rather than referring to "goals" the DYC members
agreed to change the name to ` °ob,jectives." The list was passed unanimously.
2006 Final budget Kris distributed a final budget, It shows an increase to CCE due to the
approval orthe over - target request by CotiLnty Youth Services to raise the base salaries of
program managers. For 2 00 6, the entire Increase will be funded by County dollars, for 2007 the
Town will have to share in the cost. Neither CCE nor YCC received the full allocation they had
requested. Kris has spoken with Linda at CCE; they will be able to manage the $500
underfunded amount with program fees. Kris will discuss with Allen how YCC will adjust to
manage the $91 underfunded amount.
Draft 2006 Working Calendar Kris distributed a tentative meeting calendar for DYC for 2006.
Two meetings (Feb. and Apr.) fall during school vacations, will the DYC want to reschedule
those meetings? All will look at their calendars and discuss this at the Jan. meeting.
Membership Update Lyndsi Prignon recently contacted Kris and Tracy to resign her position
with regret. Kris told her she needs to notify the Town since they appointed her. With Eric's
term expiring, that creates 2 Town openings. Kris spoke with Alan Macomber and Reba Taylor;
Alan is willing to be reappointed and Reba will ask the Village trustees to do so this month.
Alan needs to be sworn in after the vote. Kristen said she does intends to go off the DYC when
her term ends at the end of 2006. InShik expects to move sometime in early /mid 2006, out of
Freeville and into the Town. Tracy reported that Cynthia Waterman is interested in serving as a
Town rep. Kris had sent her an application but Nita said it had not been received by the Town.
Kris gave another copy to Tracy who will give it to Cynthia. vita said the Town Board could act
on it Jan. 4 if her application is received before then. Tracy will ask Cathy Wakeman to include
notice about the other Town opening in her weekly Ithaca Journal "Our Town" Dryden column.
Recreation Updates Tracy said there is no news. The elementary school gym space has not been
available due to renovations and the high school gym is in hot demand.
Dryden Youth Program Inventory InShik has looked through the OJ Guide to identify Dryden
programs. She asked Tracy to ask Cathy Wakeman to include notice that she is compiling the
guide and asked that other Dryden youth programs contact her for inclusion. She will give more
thought to how to organize the information, whether to include school info such as PTA contacts,
etc. All agreed this would be very valuable!
Thanks and farewell to Eric Though he was not present, Tracy thanked Eric for his involvement
and contributions during his 3 year term on the DYC.
DYC Powerpoint JoEllen showed the Powerpoint she has been working on. It includes general
information about the DYC as well as programs funded and photos. She will continue to work
on this. It looked great and all thanked her for taking this on.
Plan for Jan. meetin., The next meeting will be Jan. 17, 6:30 pm at Town Hall. Margaret Ryan
from Dryden Police is scheduled to attend to report on the Police and Community Program. Kris
will also ask her to speak about Dryden Youth in general from her law enforcement perspective
as part of our needs assessment. Tracy will also ask school resource officer Bill Stanbro to
attend. We will also assign program liaisons for 2006, elect officers and discuss our DYC open
house/public meeting.
