HomeMy WebLinkAbout2002-09-24Dryden Youth Commission September 24, 2002 Minutes Present: Penny Green - Brown, Jean Simmons, Kristen Blackman, Walt Matyjas, Nita Baldwin, Kris Bennett Penny opened the meeting at 7:05 pm. Minutes from July were approved. Updates: There are now 3 openings on the DYC since Colleen has resigned. Walt will follow up with Ed Bugliosi from V. Dryden; Kris will create a handout for Carissa and Dave to give to parents of youth in their programs, Kris asked if DYC members want to consider a bylaws change lowering the minimum age from 16 to 14 to broaden the pool and include youth currently in programs; members prefer to leave it at 16 for now but may consider a change in the future if recruitment efforts continue to be unsuccessful. Walt reported on the Aug. 14 appearance at the T. Dryden Board meeting, He updated the Board on DYC activities and Commission openings, requested funds for 2003 equal to 2002 and introduced participants from the YCC and CCE's programs. He reported on the presentation made by the Outings Program that resulted in the Town Board authorizing Spvr. Varvayanis to write a letter of support for Outings to the County Board. Kris also clarified for the Board about the small midyear increase in State funds and the suggestion that municipalities waive the increase to be used instead toward the Cooperative Extension van. Kristen monitored the Freeville camp during the summer; Kris monitored the Freeville Camp, Brooktondale Camp and Youth Conservation Corps. She tried to visit the V. Dryden camp but they had left to swim at ® TC3 when she arrived (she'd called earlier in the morning to make sure they would be there!) Penny has tried unsuccessfully to reach Margaret Ryan of V. Dryden police. No youth or parent evaluation forms have been received recently. Kris gave an update of the County budget; both the Cty. Administrator and the Health & Human Services Committee approved the YB budget for 2003, H &HS restored $70,000 in funding for Outings; they must raise an additional $35,000. All still needs to go through the entire Board. Budget Revenue for 2003: All reviewed the working budget Kris had prepared and voted to accept it, showing $79,570 available for 2003. Kris will forward it to Spvr. Varvayanis this week. Programs' Funding Requests for 2003: Requests for funding were received as shown. Freeville Youth Jobs — Request $7,138 This amount is equal to the amended 2002 amount which added $1,100 to the previous year's amount. Funding supports youth jobs at the Freeville Summer Camp. Kristen moved to accept; Jean seconded. Passed. V. Dryden Youth Jobs — Request $1,608 The Village will create 2 youth summer jobs, one to work in the Village office, the other at the summer camp. Penny moved to approve $1,600, Walt seconded. Passed. V. Dryden Police Community & Youth Services Unit — Request $7,379 Kris spoke with Margaret Ryan to clarify their proposal. According to Lt, Ryan, they are not required to do any community policing or outreach; it's hard to know what would happen if their budget was cut. It would depend on funding from the Village. In 2002 they did not do 8th grade visits since there is now a school resource officer. She broke out the cost of the Jr. Police Academy as approximately $1,006, including salaries of officers and supplies. Re. classroom visits, done twice a year: grades K -2 take ' /z hour; for grades 3 -5 it's 3/4 hour. Freeville has 5 classrooms, Dryden has 34. In addition there are 4 Head Start groups in Dryden. Classroom visits have included bike safety; they gave out approx. 40 helmets to youth this year. Though all want to see the Jr. Police Academy continue, Commission members expressed reservations: some of the work might occur even with reduced DYC funding; bike safety and helmets are available from Sertoma; how much value do youth get from short classroom visits. The group discussed whether the total amount to V. Dryden (including youth jobs proposal) should equal the total for V. Freeville. Commission members would prefer to support the Village summer camp. Jean agreed to go with Kris to meet with Mayor Taylor to discuss this possibility. Walt moved funding of $4,338, Kristen seconded, Passed. Brooktondale Day Camp — Request $1,750 This request is less than the amended 2002 amount but more than the 2001 funding. The proposal shows the camp running for one less week in 2003. Jean moved to approve $1,000, the 2001 funding level; Walt seconded. Passed. Youth Conservation Corps — Request $13,345 (version 1); $14, 545 (version 2) (both excl. materials) Kris clarified the 2 versions: #1 assumes that the County Board approves funding for Outings; #2 assumes that Outings is not funded by the County Board (Allen Green from IYB stated that Outings partially supports YCC so if Outings is discontinued it will cost more to offer YCC.). Walt moved to approve $13,345, Penny seconded. Passed. (If additional funds are needed later, DYC will consider using some of the funding set aside for youth employment with CCE,) Cornell Cooperative Extension Dryden Youth Services — Request $47,882 Kris made 2 clarifications to this ° request: 1) it does not include any money for youth employment at this time (usually added by DYC) 2) CCE is revising its salary structure; full time base salaries will increase $250. To offset this increase CCE will forego a cost of living increase in administrative salaries for '03 and make other budget adjustments (Kris will bring to the Oct. meeting). Bottom line request is the same. Walt moved to approve $47,882, Kristen seconded. Passed. An additional $3,467 was included for youth employment and passed. Dryden School Age Child Care Proqram After School Skating — Request $800 Same amount requested as last year. Jean moved to accept; Penny seconded. Approved. Other: Marie Vitucci has left CCE to run the new afterschool program at B.J, Martin; no replacement has been hired yet. Carissa will be leading a pilot project related to United Way's Youth and Philanthropy at Dryden Middle School. Kris will bring information on this to the next meeting. Kris reported that Laura Cooper has been appointed to the Youth Board; she participated in YCC this summer, lives in Dryden and is home schooled. Kris mentioned that the County Youth Bureau will be asking local commissions to help with community forums this fall to gather input from local people and youth as part of its needs assessment and comprehensive planning process. There will be a youth forum component included in the Prime Time event on Oct. 19. Next meeting will be on Wednesday, October 16, 6:00 pm at Dryden Town Hall. (Note change of day and time!)
