1. Call to order 6:47.
2. Minutes approved as read.
3. Tasks Report: Steve talked to Barb Hulbert re: Summer School At-risk program,
Jim Schug re: Proposed 1l2 youth worker, Allen Green and Barb re: Outings.
4. Intro and overview of agenda.
5. Program Reports
A. Dryden Youth Program (additions to written report)
1) Time to Talk: 2 new mentors, Tuesday. Changed days to accommodate
change in late buses. Would like to keep this going over summer maybe bi- weekly.
2)Pet Parade: mentors from Time to Talk sometimes come with their little friends.
3) Youth Info Exchange: 'Transfer over to ScienceCenter for summer. 4) Horse
Program: Response good, no problem in 12 mentors, motivation varies from
mentor to mentor. 4)Leadership Conference: well attended, kids liked it.. 5) "Adopt a
Youth" Internships: 2 youths have been selected, now they need to get matched with
local businesses.
B. Officer. Friendly: no report. Officer Gwynn is out of town.
C. Conservation Corps: Recruitment is well under way - 3 locations for applications to
be accepted for interviews in May, applications sent to guidance counselors in
surrounding schools. Allen Green: IYB needs for project to be identified so Monica
could tell the students at the interview what the project will be. A Varna site is not a
possibility this year. Mill Dam Park in the Village of Freeville is the Commission's
recommendation. Both the Town and Village have expressed in and need for this
location. Question remains re: construction costs of about $1,000 which normally
would be financed by Freeville. Loretta will serve as contact person to the IYB and
make initial calls to Mayor and Liz..
Judy suggested another small project - to build a new foot bridge in Varna by Chip
Ray's Trailer Park. Bridge is used by many to avoid walking on busy road. Owner of
bridge has agreed to provide money for lumber. Bridge would likely be constructed
off -site. 0
D. Outing Club: Concern was expressed regarding the amount of youth worker time
involved. For next year (fall) this should be examined in greater depth. While fYB staff
needs adult assistance, this does not have to be the DYP youth worker. Other
possibilities are worth looking into including paying a teacher or paying IYB to hire
their own assistant. Needs someone who likes outdoor activities and someone who
knows community kids. Further discussion was tabled.
E. Youth Leadership Conference: Report from Barbara
48 youth attended from all over county and 12 college student facilitators.
Youth felt comfortable to talk openly, presenters were people kids hadn't seen in
schools previously, 3 serious workshops and one fun one or cartooning led by JQAnn's
father. Got lots of comments from youth in "Roving Reporters" and evaluation forms.
Youth want to help organize next time we do this. By kids for kids, lots of
participation, have noticed more communication between kids in school now.
6. Summer Programming - looking at sites, transportation, camps. Requested
Commission input. Dryden Elementary School - good possibility. Need large gathering
room and classroom type room. Final proposal next month.
7. Allocation of 96 Funds. Freeville returning $1,500 to Commission but Dryden
needs additional funds for Officer Friendly.The net effect translates to a balance of
$2,660 unallocated funds.
A. Re: recommendation for new 112 time youth worker: Town raised question about
number of additional youth served vs. administrative costs. Cooperative Extension
estimates an additional 150 youths would be served. Town Board meets May 14th to
make its decision. Cooperative Extension has begun to recruit for the position.
13. Sumner Transportation for summer school at -risk program. 60 kids attended last
year and a similar number are anticipated this year. Commission voted to recommend
$2,660 to transportation for summer school at risk program for this year. More
information needs to be obtained from the school this year as to total transportation
budget, who and how many use the bus, possible coordination with youth services and
rec. programming.
8. Municipal Jobs Program. After some discussion, Commission on recommended
applying for jobs funding from the county to be applied to employment skills training
that could be used through 12131196. The Commission has identified teen employment
as an important program area which with the addition of a new youth worker could be
developed without giving up other programming.
9. Adminsitrative Business.
A, County. 1) -Youth mini- grants are being offerer! - proposals by youth, for youth,
reviewed by a committee of }youth. 2) Stand for Children national march on
Washington June 1 has local organizers, into distributed. 3) Sign -ups taken for 4-23

Jim Schug suggested we contact Ithaca Journal, Dryden Representative with relevant
Commission news.,
