Minutes
March 21, 1.996

Correction to minutes - 6 assistants not yet selected. Minutes moved, seconded and
approved as amended.

Outing Program -- shelter building and overnigh comiing up, 6 kids spending the night,
8 kids total.
Other programs running well. Concern depressed that late bus has been cut back
another day which becomes barrier to participation. Requests support towards getting
bus reinstated.
Horse Program -- materials ready to go out. Posters going up this week.
Conservation Corps Program -- materials nearly ready to go out. Addressing problem
about kids at JHS getting the information.
Leadership Tompkins IfoAnn will help to identify two youth from Dryden to be
paired with local business irientors; expectations for later expansion,

Recreation Program hired 9 older teens to assist with the village summer day camp
program and at Village offices. Because of increasing costs due in large part to HeaIth
Department compliance with camp regulations, hoard looking at dropping progrwn-
Youth participatiou has slowly grown to about 100 kids, many from outside vilIage
attracted because there is no charge. Changes being considered; requiring that kids
apply, charging for program, limiting enrollment to 70, offering preference to Village
and Town youth.

While agency has existed for over 20 years, it has launched outreach effort to rural
communities to educate about their programs Doing in- school programs including
RAVE (Rape, Abuse and Violence) Interactive Theater. Important to make a "real
connection" to youth and their lives; desire to recruit volunteers outside the Ithaca
community. Feel there's a gap in education at grades 6,7, and 8.

Subcommittee composed of Tracy, Vicki, Loretta, and Barbara reported on
recommendations to: Target youth grades 5 - 8 (10 - 14 yrs). Format half -day sessions
for 6 to 7 weeks, 5 days per week. Starting July 1 - first week is 3 days. Each week a
different activity focus. Location as yet uncertain between Dryden FIS or Elementary
School.

Marketing -- Brochure, 4H Newsletter, PennySaver, WHCU, school handout.
Other possible activities -- tennis, horseback riding, swimming, 3 on 3 basketball,
music festivals. 20 to 30 kids require: 2 adults, 2 teens paid by municipal summer
jobs. To address transportation - publish public bus route in materials, private car
pools, school? In past years kids found their own transportation, used school bussing
very little. Fee to be charged? Some areas charge and others do not. Program needs •
to be put together during April - packets must go out mid - May. Fee can be
motivation to show up. Barbara passed out copy of monthly financial statement. $4,000
is budgeted for summer program expenses.
Moved that the commission approve the preliminary planning for Summer Program,
seconded and carried.
5. Youth Leadership Conference -- See flyer
Anticipate about 25 DHS students, 25 others from around county joining college age
facilitators, and 4 workshops with presenters.
6. Proposed Hiring of Half -time Youth Worker
Budget request for adding a half -time worker was distributed. Additional 112 time
worker can provide a significant enhancement to the in- school and after- school
programs. Moved to recommend that a half-time youth manager be hired, seconded and
approved without dissent. Recommendation will be presented to Town Board.
Cooperative Extension will begin search. It is their intention to combine this job with
half -time LPP position.

7. Administrative Business
A. County Update - Carol Eichler
Application deadline is May 3 for county municipal jobs grants.
Eligible municipal applicants must have first allocated all their current funds.
B. Review Commission Funded_Prograrrnnine
With the recommendation to add DYP staff, some unallocated 1996 youth service funds
remain.

9. New Business
Discussed the desirability of creating DYC Home Page and the possibilities of using
the Internet to disseminate information on local up -to -date activities for youth.
Ithaca Sciencenter is providing Web browser /editor for youth. Youth Commissions
could coordinate to post info together. Baka Computers has told Barbara that they
would be willing to set up IHS computers to do Web editing. '
