'� i J l February 15, 1996 F J 1 1 1 rl r ^, MAR t 81996 ! i Present: Vicki Alexander, Tracy Kuitz, Loretta Carrillo, Steve Kirsch, Lance Cole Associates: Nita Baldwin, Barbara Hopkins, JoAnn Myer- Foland, Carol Eichler Guests: Allen Green, Monica Bosworth Absent; Rae Harris, Judy Taylor 14 Call to order at ;53 p.m. 2. Minutes approved as written. 3. Task Assignments. A. Steve spoke to Judy Taylor. She is doing well and wants to continue to be a inerinber of the Commission. Checking on a site in Varna for YCC and for a future meeting site in Varna. 1 _ Funding notification letters were written. C. Annual Report in draft process pending final program reports_ Draft outline for next meeting. 1). Ithaca Journal "Laurel" was printed and was well received by liana, E_ Where was no need for Carol to investigate the IB Pottery Program since e decided not to participate later in that meeting. 4. Correspondence fr. Supervisor $chug re; 1DYP survey and results. • fr_ Traveling Books re: appreciation for i'unding. • fr. Curtis Ogden, Coordinator of Community Outreach Youth, Learning Web, re: interest of youth from the group in attending tlse DY meetings 5. Program Reports: A. Dryden Youth Program ( written report distributed) included 0 -LLtjLg-5 with diehards, going well; Time to Talk with H participants, 1 others being invited; You t lnfb. Exchanze has 19 participants. From now on report will come in minutes for advance review . X 1pcorning Programs: Pet Parade starting last week in February ; Horse Program has 6 participants, with 12 Horse assistants. J E ob Services E=Ipyers Committees a Leadership Tompkins Pilot Project is a mentoring program between local businesses and teens. Dryden Youth Services is helping to identify youth- 2xi e Time Youth Leadush .Qn&reuo, at the end of March. flyers are being placed in schools. B. Youth Conservation Corps: Monica Bosworth is the IYB staff person again this year, Because she will be out of- town for much of June, Hiring and planning schedules need to get an earlier start, Roy Simmons will participate again. Project ideas were solicited including 2 cemetery clean -ups, "One Shot" clean ups of areas in the town during slow days, possibility of developing trails. The main project idea is another playground structure in Varna c area in western part of township - Allen will be contacted with any additional ideas for the project before the next meeting- JoAnn will be responsible for recruiting students- Judy Taylor is ConlnliSSioia liaison- Allen Green from I'YB reminded the Commission of its role in assisting with project identification and clarifying who will provide for the cost of materials. A]Ien also inquired about any long -term plans for the town to run their own Conservation Corps- C. Police and Con=iinity a Officer Gwinn wfil be rescheduled, . Program Programming : Barbara Hopkins A. Prinie'irintie Youth Leadership Conference will be March 30th, 9 a,m. - 5 p -m- with 4 work -shop forums on substance abuse, youth violence, and 2 lighter "fun" topics. AriticipMe about 50 }youth total from each rural community where Cooperative Extension has youth workers. Expect to develop plans of action as a result. Purpose. I . To give youth an opportunity to express their ideas and perspectives on community based issues, 2. To give youth information to help create awareness of positive options. 3. To create a forum to meeting other youth from different towns, who face similar issues "differently" 4- To provide role models for exploring community strengths and weaknesses (peer leaders) . B. Summer Prugraminin #: Program models were given from the previous summer from the commumuties of Lansing, Groton and Trumarnsburg. Program Committee was assigned comprised of Loretta, Vicki and Tracy to work on a proposal foz next meeting- . This half -time position is clear and distinct from a youth worker position. However since the Commission is considering adding a half -.time youth worker position, it is possible that one person could serve both roles. 7. Roles of the Commission Youth Bureau and Cooperative. Chart was distributed for discussion at next meeting, S. Administrative Business A. County 'Youth Bureau Update: Carol upcoming RPP's from the county will be fortheorning, l) youth mini- grants for youth generated projects; and 2) municipal suinmer jobs for which matching funds are required- B. Mernbership: Currently all positions are filled. C, Election of Acting Vice Chair 1.996, Lance Cole was unarj mousIy approved- D. Annual Report is being worked on. Draft to be presented next month. E. Committees: Assignments were made as follows, Public Relations -- Loretta, Judy Programming -- Vicki, Tracy, Loretta Program Evaluation -- Lance, Steve Progra Liaisons: m Remains same as 1996 except the fallowing- Loretta will du Freeville Summer Camp Tracy will do Brooktondale Summer Camp Tracy will do Caroline Parenting 9. New Business: Vicki mentioned ,Dryden Police Officer Sterling talked to her about how Dryden youth did not do well at the Fays Drug Quiz Contest, It was noted that other communities have a school advisor/coach for the contest, 1~eit that DARE should be considered here as in many other schools. 10- TASKS FOR MARCH MEETJNG : Carol - verify March meeting place, Steve - recvgrtition of Pet Parade Coordinators, extend welcome Co Community Outreach youth to attend Commission meetings, All - read Commission roles hand -out- Tracy is note taker at March 2 It 1996 meeting- Adjourned at x:33 p,m. pY�
