Welcome – Quorum Check 2. Public Comment Period For items not on the agenda, and limited to 3 minutes per person. 3. 338 Lower Creek Rd - Sketch Plan Review W/SEQR 4. Zoning Rewrite - Review of agenda for 11/6 ZAG meeting Phase 1 Redline, Phase 2 Scope, Recording Secretary 5. Planning Department Update 6. Town Board Update 7. Minutes Approval – 09/25 PB 8. November/December/January Planning Board and Zoning Meetings 4th Thurs in Nov falls on Thanksgiving Day. 4th Thurs in Dec falls on Christmas Day. Consider one meeting in December (PB/ZAG) 1st Thurs for ZAG in Jan falls on New Year’s Day 9. Executive Session (If needed) 8:00 Adjourn Next Zoning Advisory Group (ZAG) Meeting: November 6th, 2025, 6:00 pm Next Regular Meeting: TBD Agenda subject to amendment. PB 10-23-25 APPROVED 3 #1. Welcome – Quorum Check & open the meeting at 6:04 PM Frank Parish will be acting chairperson tonight in Tony's absence. #2. Public Comment Period – No comments offered from the audience or by Zoom. #3. 338 Lower Creek Road – Sketch plan review with SEQR. The Planning Board reviewed this Sketch plan at last month's meeting. Applicant Zbigniew (Joe) Klimkiewicz is present and has shown the changes asked of the PB. He showed the separate septic systems and said there will be a shared driveway agreement between the 4 units in the event the property is subdivided and sold. The project is a Type II SEQR exempt. Motion to approve the site plan with Standard Conditions of Approval dated : F. Parish Second: B. Griffin All in favor: yes, unanimous #4. Zoning Rewrite – Results of Recent ZAG meeting. • The PB has received redline documents for Phase 1 updates back from Nan. Tony will be sending this out to ZAG along with the agenda for the November 6th ZAG meeting. Other discussions are needed around the Phase 2 scope. #5. Planning Department Update – Ray Burger • The RFP for the housing study on Route 13 near the NYSEG node has gone out. • Telecommunications tower application on Snyder Hill Road was introduced at the last Town Board meeting. • IthacaTrails.org website has been updated. #6. Town Board Update – Dan Lamb • Progress on Rt. 13 and Freese Rd. bridges. DOT has replied, and we are close to putting them out to bid. • We are continuing to explore moving to Town-Wide Fire district PB 10-23-25 APPROVED 4 • Had long budget meetings; there will be a small tax levy increase. #7. Minutes Approval – Sept. 25, 2025 Approve the Minutes Motion: F. Parish Second: C. Anderson All in favor – unanimous The Board discussed the Nov. and Dec. meeting dates. November/December/January Planning Board and Zoning Meetings The next regular meeting of the PB will be on December 9. This meeting replaces both the November and December meetings since they fell on holidays. The November ZAG meeting will be on the 6th, and December’s will be on the 4th. 1st Thurs for ZAG in Jan falls on New Year’s Day, so the new meeting date will be decided at the December meeting.
