Executive Session (If needed) 8:00 pm Adjourn Next Special Meeting, Zoning Advisory Group (ZAG): July 3rd, 2025, 6:00pm - Canceled Next Regular Meeting: Thursday, July 24th, 2025, 6:00pm Agenda subject to amendment. PB 6-26-25 Approved 3 #1. Welcome – Quorum Check The board postpones the 846-848 Snyder Hill project discussion temporarily due to the lack of quorum and proceeds with other non-voting agenda items. #2. Public Comment Period – No comments offered from the audience. #5. Planning Board Training and Training Budget Discussion The board discusses increasing the education/training budget for Planning Board members to allow more members to attend conferences and training events to meet required annual training. The Board is requesting allocating funds for three members to attend the main conference annually and six members to attend local day-long training sessions. The board calculates that this plan would cost slightly over $2,000, providing justification for the budget increase. Quorum check: Board now has a quorum. In Person (IP) is T. Salerno, B. Griffin, C. Morrissey and J. Kiefer. On Zoom (Z) is B. Will and C. Anderson. F. Parish is absent. #3. 846-848 Snyder Hill Rd – Public Hearing for Final Plat approval of Subdivision 6:12pm opens the public hearing This is the 3rd month this project has been before the board. The ZBA unanimously granted a variance to the project and there have been no concerns raised from the public. With no further questions or comments, the Planning Board will make a resolution to approve. T. Salerno moves to approve the final plat at 846-848 Snyder Hill Rd. as revised on 6-23-25 and the ZBA approved for a variance. Second: C. Morrissey All in favor: Yes, unanimous – Motion carries T. Salerno signs copies of the final subdivision survey. Public hearing closed at 6:18pm. #4. Zoning Rewrite – The Town Board has accepted the scope for phase one and sent it to Nan Stolzenburg, the Town’s zoning rewrite consultant from Community Planning & Environmental Associates, to begin drafting Code language with a focus on the data center piece first due to the moratorium. The board agrees to skip the July 3rd ZAG meeting and resume in August to review N. Stolzenburg’s progress and start working on the scope for phase two. PB members discussed at what point to begin public outreach. D. Lamb advised waiting until there was more substance to share. PB 6-26-25 Approved 4 B. Will presents on Mobile and manufactured homes. B. Will discussed the technical difference between the terms “mobile” and “manufactured” homes. He would like to see this difference reflected in the zoning code. Mobile homes make up 28% of the Town’s housing stock and should be considered a viable affordable home option. There is a danger of non-local investors/corporations buying up all the local mobile home communities and raising rents to unaffordable levels.” Meeting attendee C. Geisler concurs with B. Will’s points. He recommends the board read “Equitable Zoning for Manufactured Housing” by Cornell Professor George Frantz. He also reiterated the concerns about investor-owned mobile home communities. #6. Planning Department Update – Ray Burger 1400 Dryden Road (proposed self-storage add-on building) and 2150 Dryden Road (automobile repair garage) were scheduled to present to the Town Board meeting last week, but neither attended. Both are probably evaluating their options, as 1400 Dryden needs a fire hydrant and 2150 needs significant road upgrades to proceed. Four bids were submitted for the Dryden Rail Trail Route 13 pedestrian bridge. NYS DOT is deciding on the validity of the bids. A DOT response is expected in the next few weeks. A proposed PUD housing development at the end of Cardinal Drive is delayed due to sewage capacity issues. They are assessing their options. This will likely come before the Planning Board again in July. Hanshaw Village Mobile Home Park (on Hanshaw Road) is partnering with the Town on a CDBG for a sewer extension from the other side of Route 13. This extension may benefit other residents outside the park as well. #7. Town Board Update – Dan Lamb D. Lamb reiterated R. Burger’s comments on the Route 13 pedestrian bridge. Lamb has also followed up on the Town’s request for design approval for the Freese Road Bridge from NYS DOT. The consultant hired to evaluate ambulance services in the County suggested that the County might own and operate its own service. The private ambulance service currently contracted by the County, Bangs, tends to take more lucrative calls, such as transport to hospitals in Syracuse and Rochester, and leaves the less profitable services, such as attending Ithaca High School games, to the Dryden ambulance service. Griffin All in favor – 5-Yes, 1- abstains C. Morrissey – Motion Carries We will skip the July 3rd ZAG meeting, so everyone can have a nice long weekend. The next regular meeting of the Planning Board is Thursday, July 24th. The next scheduled ZAG meeting will be August 7th. Adjourned: 7:35 PM
