Executive Session (If needed) 8:00 Adjourn Next Zoning Advisory Group (ZAG) Meeting: September 4th, 2025, 6:00pm Next Regular Meeting: Thursday, September 25th, 2025, 6:00pm Agenda subject to amendment. PB 8-28-25 APPROVED 3 #1. Welcome – Quorum Check & open meeting at 6:04 PM #2. Public Comment Period – No comments offered from the audience. #3. 380 Freeville Rd – Site Plan Review This is a revisit of a sketch plan review that was heard last month. Further site plan review was waived pending County 239 Review. The Tompkins County GML 239 Review was received. Applicant returned to address items from the GML 239 review. The GML 239 review had these 2 comments. • “The Town should ensure receipt of an Onsite Wastewater Treatment System construction permit from the To. Co. Environmental Health Division before issuing a building permit for this project.” • “Suggest that the Town encourage the applicant to utilize lower-level LED lighting. The Tompkins Co. Environmental Management Council has studied outdoor lighting and recommends that outdoor LED lighting not be higher than 2700 CCT to minimize adverse human and ecological impacts. “ Applicant's agent – Tom Schickel, who is the Architect for the William George Agency briefs the Board. • Lighting was inadequate for their needs at the south end, good to add more. • External will be one additional pole in the parking lot. Motion to approve the amended Site Plan Review with consideration of the lighting plan and the Tompkins County GML 239 Review. - T. Salerno Second: B. Griffin Unanimous #4. Zoning Rewrite – a. General updates and Discussion b. Co-Housing Discussion – tabled for another meeting. A proposed zoning update document was received from the zoning rewrite consultant on data centers. The Board also received some feedback with opposition to any data centers in the Town. This will be on the 9-4-25 ZAG meeting agenda. This meeting will also discuss the scope of work for phase 2. A suggestion was made in include refinement to the definition of accessory use vs. educational use for school district properties as part of the zoning rewrite. Examples include the HS Bus Depot, TC3 Dorms, and Athletic fields. This was a discussion that came up as part of the William George project. Better definitions will help determine when projects should be reviewed by the planning board. #5. Planning Department Update – Ray Burger PB 8-28-25 APPROVED 4 • Hanshaw Village Mobile Home Park (on Hanshaw Road) sewer line extension is being submitted for a Community Development Block Grant (CDBG) next month. • 2 projects coming up are an application to add storage units to the existing storage unit business unit on Pinckney Rd. for SPR to expand and a major subdivision on Lower Creek Rd. • The PUD on Cardinal Rd. was introduced to the TB in Aug. #6. Town Board Update – Dan Lamb • The TB liked the PUD on Cardinal Dr., concerned Members expressed concern about what the view would be from Hanshaw Rd with the tree buffer, a discussion ensued about whether the road would become a shortcut for people to cut through, and signage for a private road. • The Town is waiting on DOT to approve our request to put out for re-bid for Rt. 13 Bridge. • The study on the EMS emergency service is wrapping up. The TB is in favor of having Tompkins County include funding in its budget for emergency services, so the Town would not have to allot as much money to this use as it has in recent years. • TC3 is converting the 3 newer dorms into housing/apartments for sale. Development of this site could be really good for the Dryden community by expanding housing options available. • Dryden Lake Dam is failing. The DEC hired a consultant to calculate the cost to replace it. The Town may save some expense on this project if local labor is used. Discussion of this is continuing #7.
