The Dryden Fiber Monthly Report for December 2024 (being discussed today) was presented to the Town Board at their meeting on January 16, 2025 Mission Statement •T Salerno read the Dryden Fiber Mission Statement aloud: “Our mission is to provide reliable, affordable, high-speed, fiber-based internet access. We offer state-of-the-art technology and unmatched customer service.” o D Makar asked T Salerno, “What does this mission mean to you?” o T Salerno answered, “It’s really about bringing high-speed internet access, which is very necessary in today’s world, to everyone in the town.” Executive Summary – Dave Makar The Municipal Infrastructure Program (MIP) Updates: • Inter-Municipal Agreement (IMA) between the Town of Dryden and the Town of Caroline o This agreement specifies the relationship between the two towns: funding, placing orders, invoicing, payments, reimbursements o The Town of Caroline approved the Inter-Municipal Agreement on 1/15/25 o The Town of Dryden approved the Inter-Municipal Agreement on 1/16/25 o D Makar stated that the IMA can be amended over time as needed o The IMA is available to view on dryden.ny.us as part of the attachments for the 1/16/25 Town Board meeting • Grant Disbursement Agreement (GDA) o This agreement outlines everything that is required of Dryden Fiber to do to receive the reimbursements from NYS o This agreement has been approved by the Dryden Town Board for signature  A signed GDA allows us to begin to submit milestone details (construction), receipts and canceled checks (proof of payment), and request reimbursement from the ConnectALL Office o The GDA is available to view on dryden.ny.us as part of the attachments for the 1/16/25 Town Board meeting • Permitting (29 for MIP) is moving faster than expected Last Month: Inventory Issues • Drop Cables – We now have a comfortable number and are continuing to order and secure more • ONU’s – We now have over 500 on hand (these are needed for each customer) • Construction – We are in a good position on fiber to continue our construction We are now able to serve 1,579 parcels (27% of the Town of Dryden), with an expectation of adding another 1,576 parcels in Quarter 1 (between now and the end of March), which will bring us over 50% of the Town of Dryden with access to Dryden Fiber (by parcel count) We have 270+ paying customers We had 77 in-bound requests in the month of December and 158 in-bound requests 12/31/24 through 1/15/25 (due to sending out 5,500 letters in the tax mailer) As of today: 272 installs; +35 scheduled; +27 need to be scheduled; +35 tenants • G Dobson asked, “So that means we’ve met our goal of at least being able to cover monthly expenses, but not capital yet. Isn’t that the case with that number of customers?” • D Makar answered, “It’s pretty close. We estimated 270 a few months ago. Some of the expenses have gone up a little bit. There are some expenses that are tiered expenses, like electrical, that went up a bit more in the winter than we thought they would. I think right now, our break even on the monthly is somewhere between 320 and 360.” Draft Goals for 2025 – Dave Makar • As of 1/15/25, we have 272 live customers on the platform • Current Estimates: o 30 more in January o 65 more each month of 2025 o 1,017 total by 12/31/25 • Current Aggressive Estimates: o 30 more in January o 80 more in February o 100 more in March o 120 more per month April to December o 1,562 total by 12/31/25 • The committee discussed that they believe demand for Dryden Fiber is only going to get stronger (word of mouth and social media posts have been very positive), and we need to be sure we have the inventory needed to keep up with the demand Team Reports Customer Base – Amanda Anderson • 247 total customers as of January 1st (232 residential, 15 business) • We now have a new billing line for Static IP Addresses (this number is not part of the total customers) • We had 4 new Business Tier customers sign up or get installed in December • R Garrison commented that our retention rate over the last 2 years is around 99%, with only 3 or 4 customers dropping service to go back to another provider Construction Permitting Updates – Ryan Garrison • No new activity on permits other than we have one DOT permit submitted for the Town of Caroline • We have cable attached to all applications except DRY006, DRY007, DRY008, DRY011, and DRY013 • West Dryden Road – Strand is being placed and cable will be next • Working through electrical make-ready: DRY006 (Bone Plain Road) • Working through telco make-ready: DRY007 (State Rt. 38 north) and DRY008 (Peruville Road) o Will be in construction with these in the next couple of months o We will be looking into awarding these to different vendors to allow the current vendor (Richardson) to finish up and not be interrupted by additional applications (they are contracted with NYSEG, so they get poles with any outages from the weather) MIP Pole Permitting Updates – Kate Morseman (see slide) There are 29 total MIP pole applications, with several of them in different stages 26 applications have been submitted to Avangrid 1 application is in make-ready construction, and Danella was awarded this package 2 MIP applications are out to bid There are currently 137.69 total aerial miles; Underground mileage will be calculated once a few applications go through final design edits G Dobson requested that Hunt add projected dates to this slide to make sure we meet our 2-year deadline with the ConnectALL Office • D Makar mentioned that C Kurz from Hunt is working on this chart, which will show the timing of all 29 permits, the construction, the splicing, and the map turning green Construction Permitting Updates – Ryan Garrison (see slide) Caswell Road was being spliced this week, and will go green with the map update next week Bone Plain Road will be worked on next Strand and cable will be put up on State Route 38 North and West Dryden Road in the next couple of weeks Cable is hung on Fall Creek Road and Ed Hill Road, and will be finished once cleanup work in the Village and Dryden Road in Etna is completed Address Availability Updates (As of January 1st)– Ryan Garrison • Added 67 parcels in December • Total coverage: 1,579 parcels • 5.6% increase for this month • Added 8 miles of aerial cable and .2 miles of underground cable this month • Highland Crescent, Hilton Road, and Goodrich Way – Underground fiber has been installed, and splicing will begin the week of 1/27/25 • Cable placed on 8 of 12 pole applications that will complete the north half of the Town • Next 2 weeks: Underground construction to continue at Scenic Way, Chelsey Circle, Bear Circle, and Hanford Drive; Splicing and testing of aerial work on Dryden Road, Fall Creek Road, Ed Hill Road, Hile School Road, and Route 13; Aerial cable installation on Route 38 and West Dryden Road Installations – Tracy Monell Number of installations completed this month: 68 Number of installations pending (as of January 1st): 40 Installation blockers: • We had some issues with drop cables, but we now have 100-150 drop cables in our possession (should get us to the middle of February/beginning of March); We have over 300 ONU’s on hand • Frozen ground – cannot bury fiber, so it is being laid on the ground and installation will be completed post-thaw • DLX (2 customers) Finance – Capital Project – Amanda Anderson We are due money from MIP, but that cash will not be available until the summer Next week, our Bond Anticipation Note (BAN) will be renewed, and we will have new cash available to fund the project until MIP funds come in It was a big year for construction and preparation for the MIP initial costs that had to go in, but just under $1 million will be coming back to us from grants D Makar added that the project budget total is now $18.9 million, while in May of 2022, during groundbreaking, the budget was shared to be $14.9 million (this is a 26% increase in about 3 years); We are looking at this carefully, as costs continue to go up, to figure out ways we can take action and spend the money sooner when the prices are still at the estimated levels Finance – Operations – Amanda Anderson We are very close to our break-even point There were outage credits issued from the November outage, and they were applied to the December bills Customers have been very responsive about making sure their bills are paid (less than 3% of our total customers are not using auto-pay) Sales Operations – Tracy Monell Currently working with many property owners on getting fiber to their locations and getting landlord agreements signed Working with George Junior Republic to figure out how to get service to them Upcoming Dates •Public Broadband Committee Retreat – Friday, January 24th from 2pm-4pm at Town Hall o Looking at our planning and goals for 2025 o Thoughts on where and how we will grow over the next 2-5 years •Public Broadband Committee Reporting Meeting – Friday, February 7 at 10:30am •Public Broadband Committee Discussion Meeting – Friday, February 21 at 10:30am The meeting adjourned at 11:58am. The Ciena team is working on specifying the electronics needed to uplink via fiber and provide service via Ethernet. 14 Lake Street Dryden MDU Yes The existing communication services originate at the pole in front of 12 Lake St and enter the property underground. There appears to be a mechanical space at the end of each building where gas meter and exhaust vents were observed. There is a sidewalk in between the pole and mechanical space, we recommend the mechanical space/utility entrance be evaluated, a wall penetration at ground level may be an acceptable solution if the mechanical space provides a pathway to the individual units. Mott Road Dryden MHP No Underground, not started. Property owner not responsive to request. Little Creek MHC Dryden MHP Yes In construction, part of DRY010, ready for Dryden Fiber’s construction on 11/11/24. Waiting for spring 2025 to begin. Fall Creek Parke Etna MHP No Lower Creek Road Etna, 38 mobile home units. Dave, Eric, and Tracy met with Karel Westerling on 1/13/25. The space is tight between the mobile homes. 8-12 units are probably accessible from Lower Creek Rd. Ju st wants to meet for assurance and he is currently south •8 Library St - 4 tenants waiting for approval from the landlord to have service.
