Deputy Supervisor Lamb called the meeting to order at 6:06 p.m. Board members and
audience recited the pledge of allegiance.
RESOLUTION #56 (2025) – APPROVE MINUTES
Cl Lamb offered the following resolution and asked for its adoption:
RESOLVED, that this Town Board hereby approves the meeting minutes of January 9
and January 16, 2025.

Announcements
Cl Lamb encouraged the public to participate in a survey by the Tompkins County
Health Department. It will be shared in the town’s newsletter.
PLANNING DEPARTMENT
Ray Burger said his department’s monthly report is on the town’s website. This month’s
report includes the yearly activity figures for 2024. There were 98 dwelling units built in the
town in 2024. Typically, there would be 20 -30 single family homes, but this year’s number
includes a couple of larger projects such as the 23 townhomes at 1061 Dryden Road and 28
apartments toward the NYSEG intersection. Work has not yet begun on the Freese Road INHS
project.
DOG CONTROL OFFICER
DCO Retta Beardslee said she is preparing to begin a dog enumeration and asked board
members for feedback on a poster she has prepared and whether they would like her to move
forward. She and Tracy Barton will perform the enumeration and she suggested April 25 as a

beginning date. There will be publicity about the upcoming enumeration to give people an
opportunity to get their dogs licensed prior to commencement of the enumeration. Cl Lamb
asked her to consider leaving door hangers for Dryden Fiber when they are working on the
enumeration.
R Beardslee made the board aware of new dog shelter standards going into effect
December 15, 2025. The shelter as it currently stands will not meet these new standards.
Items that need to be addressed include the drain (floors are not slanted and trough is not deep
enough) lighting, ventilation, and HVAC. It becomes too hot in the summer. An AC unit in the
window helps, but is not sufficient. The flooring needs to be non -porous and any rusty areas of
the metal need to be addressed.
The board is interested in discussing shelter needs further and R Beardslee invited
board members to contact her and visit the shelter.
DRYDEN FIBER
At last week’s board meeting the board voted to terminate its agreement with Hunt
Engineers and contract with Vantage Point and Executive Director David Makar said the Town
of Caroline will vote on those matters tonight. He had a kickoff meeting with the Vantage team
Monday and has another meeting tomorrow. The MIP grant will provide high speed internet to
every unserved and underserved (dialup or DSL) and between the two municipalities there are
472 homes that are unserved or underserved. About 2200 other homes that get passed along
the way to reaching those 472 will also be connected to the network. The grant is a
reimbursement grant, meaning that the town will provide receipts for costs incurred and paid
and the state will provide reimbursement. Dryden is currently the furthest ahead on its project
of the 25 similar projects in the state.
With respect to the non-MIP project, we are now at 1673 parcels (about 29% of
households) and added 52 locations in January. They continue to construct the network and
more parcels will be live next week. There are currently 294 paying customers. January was
the highest month to date for requests for service. (See attached report.)
Reasons for contracting with Vantage Point include experience (20 years), expertise
(deploying about 10,000 miles per year of fiber across the country), team size, and they are
focused on the deadlines for the MIP project and all of Dryden . They believe they can get the
MIP project and the rest of the town completed by the end of 2026.
In the past year project revenue has increased by $12,000. Installations average about
$1,000 and we offer free installation (up to 500 feet). Once we hit the monthly breakeven and
pay off the cost of installations, funds will go toward paying down the cost of the project.
Expenses of the project to date were reviewed as well as comments from current customers and
those excited to become customers.
D Makar said they would like to make some equipment purchases prior to expected
price increases and ahead of tariffs. They will need this requested equipment and ordering it
now will help keep the cost of the project down.
RESOLUTION #57 (2025) – APPROVE PURCHASE OF MATERIALS FOR DRYDEN FIBER
Cl Lamb offered the following resolution and asked for its adoption:
Whereas, to continue to build the Dryden Fiber network for MIP locations, more
materials need to be purchased from our supplier, Graybar.

Therefore, be it resolved, that the Town Board approves the purchase of a variety of
materials from Graybar for $65,599.00 as listed in Quote #0248104631 dated February 18,
2025.

There will be a public Broadband Committee meeting via Zoom tomorrow morning.
COUNTY BRIEFING
Mike Lane reported that he had inquired about the broadband application for the rest of
the county and was told that the county continues to advocate for a 14 -million-dollar grant.
There has been no word from the state yet.
The facilities committee has discussed increased costs for projects like bridges. He
learned that the Podunk Road bridge in Ulysses has SHPO problems because they’ve decided it
is a historic bridge. The County Highway Manager has said that SHPO will no longer allow
these bridges to be moved and stored for future use.
He recently noticed people waiting in a rainstorm for the bus on Route 13 at its
intersection with Mineah Road and Kirk Road. Several provisions for pedestrian safety have
been made at that location, and he asked at a meeting today what it would take to get a bus
shelter there. A lot of people use that bus stop and there should be a place for them to wait
out of the rain.
Homeless issues monopolize a lot of time and money for the county. They are trying to
develop a new shelter and a code blue shelter for next year. They also need a temporary
housing assistance shelter. The county has purchased land on Cherry Street and that may be
the location for a shelter, but meanwhile they are having to run the operation out of Social
Services. In the past they’ve had a not-for-profit managing the operation, but have had to hire
employees and take over for now. In the long run, they want to contract for those services.
There is a diverse homeless population. There are people with mental health problems, with
drug and substance abuse, and some are out of a job. There are single parents with children
and sex offenders who cannot mix with the other populations. It is not an easy problem to
solve, and they are looking at what other counties are doing.
Today county reps met with Anna Kelles about the EMS issues in rural areas. She
spoke about the bills she is sponsoring and they talked about issues in the county. He said it
seems the Association of Counties is not in favor of a county-wide solution and would like it to
stay at the municipal level. Cl Lamb and M Lane agree that county-wide EMS makes sense in
this area and Cl Lamb said he would like to move forward and not wait on the state to act.
M Lane announced that he will not be seeking re-election to the County Legislature this
fall. He will do his best for the people of the town for the next ten months.
DISCUSSION/ACTION ITEMS
Internal Audit – Cl Vargas Mendez and Cl Dravis have audited the Justice Court
records. Cl Dravis said they do a terrific job with all their records.

DEC Reforestation Grant - Jerry Sheng, Climate Smart Communities Coordinator,
said Cornell Cooperative Extension (CCE) is looking to apply for a community reforestation
grant from the Department of Environmental Conservation . The state’s goal is to plant 25
million trees by 2033. The rail trail has been recommended as a potential site for reforestation.
This grant is match free. CCE plans to create a curriculum to teach volunteers how to plant
and manage trees as well as manage invasive species as needed. They hope to provide
volunteers with a tangible opportunity for change in their community. They hope to leverage
Climate Smart Task Forces and other groups and expect to deliver this program cost free to the
town as well as no commitment from town staff. They will work out final details about the
project site on the trail with rail trail folks and the proposed resolution allows CCE to access
the land.
Cl Lamb said there are residents along the trail that have requested more screening and
would like to see trees in those areas.
RESOLUTION #59 (2025) – ENDORSE COMMUNITY REFORESTATION
GRANT APPLICATION
Cl Lamb offered the following resolution and asked for its adoption:
WHEREAS, the Cornell Cooperative Extension Tompkins County (CCETC) is applying to
the New York State Department of Environmental Conservation (DEC) for a grant under the
Community Reforestation (CoRe) program for a reforestation project to be located on th e
Dryden Rail Trail, a site located within the territorial jurisdiction of this Board; and
WHEREAS, as a requirement under the rules of this program, said not -for-profit
organization must obtain "a municipal endorsement, or an agreement or letter giving
permission for the project to be conducted by the bidder and signed by the owner";
NOW, THEREFORE, be it resolved by this august body that the Board of Town of
Dryden hereby does approve and endorse the application of CCETC for a grant under DEC’s
CoRe grant for a community reforestation project to be located on the Dryden Rail Trail and
allow CCETC and its contractors to access the site for this purpose.

1274 Dryden Road – Lincoln Morse, managing partner of Garden Place LLC and
Organic Elements, which is the consulting and repurposing arm for Morse Construction
purchased the former Orchid Place and are looking to repurpose the 2.6-acre parcel and the

buildings on the site for a mixed-use commercial/workforce housing project reusing 70% of the
structures already in place. They specialize in workforce housing and with the cost of
construction and labor, delivering workforce housing is almost impossible. The repurpose of
buildings recaptures the economic value of foundations, roofs, and structures. They
incorporate some of their repurposed items to make the project interesting. He displayed
repurposed items that will be installed in Garden Place. One of the greenhouses will become a
home. The commercial space will become four apartments. A prototype mini home will be
built in the back. A public hearing for the project was set for March 20 at 6:05 p.m.
478 Lower Creek Road – Ray Burger explained that a hemp processing business is
proposed in a business park at this location that is mostly self-storage. This is a cannabis
drying operation with some office space for a couple of employees. There are no exterior
changes, but it is a new business that needs a special use permit. A public hearing was set for
March 20 at 6:15 p.m.
Route 13 Pedestrian Bridge – A supplemental agreement with NYS Department of
Transportation and a bond resolution are necessary to move forward in the process. A public
hearing to enter into the agreement is necessary and that was set for March 13, 2025, at 6:05
p.m.
ADVISORY BOARD UPDATES
Affordable Housing Committee – The committee has held two working meetings to
review the zoning report by Nan Stolzenburg and their comments were sent to the Town Board
today.
Cl Lamb said he understands we should be watching the Governor’s pro-housing
agenda and that there should be more funding becoming available for housing. Cl Dravis has a
state contact that will join one of the committee meetings to speak about available programs.
Conservation Board – They worked on next steps for a tree planting in Bob Beck’s
honor at the O.D. von Engeln Preserve and they are working on a paragraph in the town
newsletter regarding that effort. They discussed Finger Lakes Land Trust purchasing an
easement on Pinckney Road and they are supportive. There was discussion about the need for
household battery recycling drop-off locations and determined the next step will be to engage
with the county regarding that.
Climate Smart Communities Task Force – The upgrade to the DPW building is 100%
complete and is now a net zero building. The Task Force is working toward silver certification
and should be able to accomplish that. The first electric vehicle has been purchased with the
grant that was received. It is a Chevy Silverado for the DPW. There will also be a Chevy
Equinox for the Planning Department and a Transit van for the Recreation Department. The
resolution that passed tonight for a grant for tree plantings was brought by the Task Force,
and Cl Dravis thanked the board for passing that.
Planning Board – They had a presentation by the County Office for the Aging on aging
in place and being an age friendly community. Cl Lamb let that know that it is a priority of the
town to accommodate an aging population.
The board learned that Varna Auto is going to expand. They talked about a PUD
coming for Cardinal Drive. There will be about 20 2-bedroom small homes in a cluster at the
end of the drive.
There was a special meeting to review the zoning rewrite efforts. It was the first of a
series of regular meetings on the first Thursday of each month for this sole purpose.

Rail Trail Task Force – They are close to getting clearance from the state and being
able to put the pedestrian bridge over Route 13 out to bid. There will be a resolution for Town
Board action on March 13. The Task Force discussed a washout section near NYSEG and are
working with a team from Cornell to figure out how to put in a culvert there. Phase three
planning is taking place and they believe they will receive funding from ITCTC to help in that
effort. They will map out how the trail gets from Pinckney Road to Freeville.

Recreation & Youth Commission – No report.

EXECUTIVE SUMMARY –2/7/2025
▪The Municipal Infrastructure Program (MIP)Updates:
o The Grant Disbursement Agreement (GDA) has been finalized
o A signed GDA allows us to begin to submit milestone details (construction), receipts
and cancelled checks (proof of payment) and request reimbursements from CAO: Prepping
for first reimbursement has started
o Permitting (29 for MIP) is now halted per Hunt and LaBella due to pole permit clean -up by
Hunt
▪We are now able to serve 1,673 parcels (28.6% of the Town of Dryden)
o Jan. 20th: Added 52 locations on South St.; Caswell Rd.; Ray and Hill Place;

o Jan. 27th: Added 42 locations on W. Main St.; Wall St.; Highland Dr.; Highland Cres.

DRYDEN FIBER IMPACT UPDATE

▪Currently our only Internet service option is through Frontier. Fiber (Spectrum) is only available on the Ellis Hollow side o f Hunt
Hill Rd. Spectrum quoted us $12,000 to be connected. Our part would be $3000 just to be connected.
▪Dryden fiber is moving closer to our area! Our neighbors just a few doors down have planned service at XXX Ellis Hollow
Creek Rd. We would like to be added. Thank you.

▪Hurrah! So glad this is coming. However, our driveway is 1/3 mile long. Can we get fiber?
▪I am currently on a fixed income. When an affordable, fast (>500 mbs) internet connection becomes available, I will switch
from Spectrum cable and go to Internet only. I will at that point be able to purchase a TV with ethernet (INternet) and
discontinue cable TV. I will also switch to a Consumer Cellular home unit for connecting what is now an expensive Spectrum
"land line". The other side of Dryden Road (Rte. 366) has Dryden Fiber. Is the planned installation going to cross Rte. 366
aerially? I already have the Spectrum cble leading to the house -can that be used? Thanks!
▪I can see that Ringwood Road is coming next year --yay! We're so close. Just a note of encouragement. Glad you're doing
this. I don't know exactly what we'll need --we have three buildings on the property, and then all require internet. Thank you!
▪I feel confident that several homes around me would make the switch
▪I know service is not quite ready yet, I just wanted to try to be near the top of the list as soon as it IS available. We are
desperate here.
▪I realize there are not many houses located in this area however with a farmhouse on the corner with 3 apts, and two duplexes
in close proximity that would be 7 residences that would greatly benefit from this. It is very difficult to get reliable inte rnet in this
area. Thank you!
DRYDEN FIBER IMPACT UPDATE
▪Future Customers Requesting Service:
▪I worry that we seem to be the last to get service. I hope that the system can be completed
before more restrictive regulations on municipal broadband are passed.
▪I would sign up for Dryden Fiber as soon as it becomes available for my home. It would save me a lot of
money compared to Spectrum. The Spectrum monopoly has been going on for far too long.
▪The small corner of Brooktondale Road that resides in the Town of Dryden is excluded from grant expansion, I
imagine it would be easy to expand up the road a little. Many of my neighbors would also be interested!
▪There are about 12 residents that have been in this 1 mile dead zone for high speed internet for the last few
years. We would greatly appreciate it if you could prioritize this section of Thomas near Rt. 79, as a few of us
are business owners that are struggling with weak WiFi since DSL left. Thank You!;-)
▪We are STOKED to become Dryden Fiber customers in the (hopefully) very near future!
▪We are very excited to be part of the Dryden Fiber family soon. We have been watching the map expand
toward our neighborhood. Our internet service from Frontier is very sketchy, frequently nonexistent. We are
not 100% sure if we would be Silver or Gold customers.
▪We're not any color on the map but there is green all around us. Please help us get usable Internet at home
as our children get older and we have to have more devices online at a time. I have to hotspot from my phone
to work from home.
▪We've been waiting for this ever since it was first announced. Spectrum is overpriced and unreliable. We just
lost Spectrum last night for 10 hours for "severe weather" -there's maybe 2 inches of snow and no wind.
DRYDEN FIBER IMPACT UPDATE
Customers with Dryden Fiber (via Freeville Listserve, Jan. 29, 2025):
▪"I wanted to do a check in with those who have signed on with Dryden Fiber Optic
service for your internet provider.I have been reluctant to switch from Spectrum
because of the complaints from some on this Listserv about random outages. I often
work from home and need reliable internet and can't risk being kicked off a Zoom
meeting or otherwise losing service during the day. Has the service improved or are
folks still experiencing random outages?"
o "We've had it for 2 months, and haven't yet experienced an outage.I work from home, and
our kids were home and online throughout winter break, no complaints."
o "I was one who had experienced outages (last summer) but lately it has been rock solid."
o "We have had the service since November with no problem. That said we are not on all the
time."
o "We have had the service since last summer and (have) been very pleased . There were
some drops in service early in our experience but, according to DF, some infrastructure
improvements were made. We have not had any issues since. Their customer service is
very responsive as well. All in all, we have been extremely pleased with the experience."
