1) Chair Salerno opens the meeting at 6:30 PM
2) Public Comment Period – No comments offered
3) 1280 Dryden Rd – Site Plan Review W/SEQR – Applicants Riley Rynone with Jim Steiner and
property owner David Moore talk about the 30 site plan review questions and discussion with the
Board.
• The property lines have been documented by the surveyor.
• Parking and loading areas, pedestrian access and handicap parking, bike rack and light
poles have been addressed. The Board could approve the site for this but it’s the Building
Code Officials who will approve the location and actual sizes of parking etc....
• David Sprout approved the locations of the bike rack and dumpster. He also suggested a
wood fence for privacy and hiding the cars from view and to stop the headlights from
flashing onto Rt. 13 traffic. Will be fenced with some chain link in back where trees are
and in the front a wood fence. Will be a 6-foot fence but a 8-foot fence is allowed with a
building permit. No mural painted on the fence, just paint a natural color, and no name
across fence.
• The signage will be on the building, with a small sign at the driveway entrance and will
have the address number and name on the sign and number on mailbox.

• The existing drainage will remain the same.
• The driveway will be widened, and lighting is to be placed along it
• Water is municipal, there are no fire hydrants near the building, they will have ample fire
extinguishers, and the driveway widening allows plenty of room for fire trucks to enter and turn
around.
• Existing vegetation will not change except for some trees under 12” which will be cleared to
allow the widening of the driveway.
• The lighting will be ground lights and solar will shine towards the building and the driveway
pointing down. All lighting will be LED and what is required.
• Dave Sprout has looked over the SWPPP and gave approval.
• The FEAF and Ground Disturbance has been updated and submitted.
• The County 239 review is not back yet so no SEQR can be done tonight. The building permits
can be started.
• In the future applicants may want to have a pavilion with food trucks and picnic tables by the
walking trails. The use allowed now for this site is retail only. If special events are wanted this
would require an Operator Permit for each event and to be reviewed by the Zoning Officer not the
Planning Board for allowed uses.
4) 27 Dutcher Rd – Special Use Permit for Home Occupation Level 2 – Sketch Plan
Review with recommendation to Town Board Applicant, Joe Tifft, requests a SUP to conduct a
small engine repair business out of his garage. This is the existing garage and site so there are no
changes to the site. The applicant has indicated that the driveway and sufficient parking already
exist. This is not a large business, not expecting more than one car a day.
• Lot size is large, not close to any neighbors, this is a busy AG District with lots of trucks going
up and down, so noise is not expected to be any greater than current level. The repair work will
be done in the garage, and items will be left in the garage not outside. If outside storage is needed,
the applicant will put up a wood fence to hide from the road.
• There is a runoff stream in the back yard, that’s all for water bodies.
• There is a plan to safely collect and dispose of oils and lubricants. The applicant is looking to get
a recyclable furnace for the oil. For small engine repair there is no antifreeze, mostly air-cooled
engines. Not water-cooled. No big tractors.
Resolution #3 - Sketch for 27 Dutcher Road on 11-19-24
The Planning Board reviewed the sketch for 27 Dutcher Rd. The board found with the details
provided above that this home occupation level 2 does not negatively impact the neighborhood.
Be it resolved that the Planning Board recommends to the Town Board that the site plan be
approved, and the Special Use Permit granted.
Motion: Chair Salerno recommends this is an appropriate use of the site to the Town
Board to approve.

5) 587 Caswell – This is a subdivision that needs a variance with a recommendation to ZBA. The
applicant is just North of the Caswell Landfill. They want to create a flag lot and will need a
Variance from the ZBA for frontage. The ZBA can approve this, but their law says they need a
recommendation from the Planning Board.
• Dryden Town Code §270-6.1 requires minimum lot road frontage to be 250 feet in this
district. The existing road frontage is 218 feet nonconforming, and applicants want to
increase this nonconformity by further reducing frontage to 193 feet in order to subdivide
a flag lot, so they are appealing to the Zoning Board to grant this increased
nonconformity
• It doesn’t change the character of the neighborhood; it equalizes that piece with the other
two adjacent lots.
RESOLUTION #4 - Site Plan for 587 Caswell Road on 11-19-24
The Planning Board reviewed the site plan for 587 Caswell Rd. The board found that granting a
variance for this nonconformity will not change the character of the neighborhood and supports
the housing goals of the Comprehensive plan. Be it resolved that the Planning Board
Recommends to the Zoning Board of Appeals that a variance be granted based on the site plan
for 587 Caswell Rd.
Motion: T. Salerno recommends the ZBA to approve.

6) 1814 Hanshaw Rd – Electronic Billboard Special Use Permit – Sketch Plan Review
with recommendation to the Town Board. Representatives from Park Outdoor were
present. The first application that the Town Board approved was by the NYSEG intersection,
NYS DOT did not approve this location. This will be a new Special Use Permit for Hanshaw Rd.
• This site is in the brand-new Billboard Overlay District for the Town of Dryden.
• The site meets all the requirements from the town’s perspective.
• Applicant has DOT approval for this site.
• We have 45 digital billboards throughout the entire region.
• This sign is the same as the other approved one, same height, brightness,
everything the same.
• The site already has a bit of an industrial look.
• Applicants will meet all Dark Sky requirements and use the same specifications as
were approved at the previous location.
C. Anderson suggests that they give the town access to the sign for any community messages,
get privileges to use for emergencies, banners like the town needs volunteers etc. Applicant is
willing to do this.

RESOLUTION #5 – Application for Electric Billboard at 1814 Hanshaw Road on 11-19-24
The Planning Board Conducted a review the application for an electric billboard at 1814
Hanshaw Rd. The board found that the application is in compliance with the Billboard overlay
district and Town law. Be it resolved that the Planning Board recommends to the Town Board
that the site plan be approved, and the Special Use Permit granted.
Motion: C. Morrissey moves that PB recommends TB approve this SUP.
Second: C. Andersson
Motion Carries: Yes, unanimous
7) 2012 Dryden Rd – Introduction - amendment to a site plan. The applicant was before the board
a couple of years ago for a site plan review and now wants to expand the facility. Expanding a
business is not the same thing as adding a physical addition and just wanted to get some
feedback from the board before the applicant invests too much into the design of the actual
remodel. Applicant Suzanne Kuntz would like to put an addition on the back of 2012 Dryden Rd.
The dimensions would be 30 feet across the back and then 32 feet out. This would be for storage
space.
• Storage space
• No new employees
• Applicant has a large cutting machine they would like to purchase and would put inside.
• The business name is Math and Movement, it's an educational program that allows
students to learn math and other academic subjects through movement and physical
activity. We have the machines to print banners. We print them out and then cut them and
mail. This is just the production part of it. Most of the business that we do remotely is
activities that we create and sales and marketing for the business, the only thing we really
do at this place is to create the materials.
• The change to the site plan is the addition off the back of the main building and would
not be seen from the road.
• It won’t change anything that was in the original SEQR, it’s just amending.
Motion: J. Keifer motions to waive full site plan review and approve application

8) Zoning Audit – Next Steps
• We should write something for the Conservation and Ag Boards to look at.
• We should get recommendations from all the committees or boards to get their feedback
over the next few months about what their priorities are. Then for us to prioritize
and rank based on their feedback or community involvement.
• Priority order for updating Town Zoning code is
o Making changes that improve housing availability.
o Regulating or banning data processing centers and crypto mining facilities.
o Incorporating specific references to NYS law; and
o Improving the definitions section.
o The order among these four priorities is flexible.
• We are in support of extending the current contract or issuing a new contract with Nan
Stolzenburg for crafting the wording of the updated Code and for public outreach. Nan
has more black and white definitions and can guide us in a way that is really important
for a better outcome.
• The Board will consider thoughts and ideals and at next month’s meeting will put
together a plan.
9) Planning Department Update – Ray Burger
• Noted that the Planning Board should add battery energy storage to the phase 1 zoning
update.
• We just received a Lead Agency letter from DEC for RMS Gravel, Heidelberg, the new
owners to expand their mine site. This SUP would need to be amended. More info. to
follow.
• The old Dollar Store property has new owner and will be applying for a retail business
there, its half in the Village and half in the Town. Application will be coming.
• In Dec. we may see a subdivision on Lower Creek Rd. to build duplexes.
• And on Hanshaw and Cardinal Rd, there may be a introduction to a possible PUD.
10) Town Board Update – Dan Lamb
• Tompkins Co. Legislature is to consider whether or not to support state legislative efforts
to make light rescue, emergency response and ambulance services “essential.” This
would require all municipalities to pay for these services, and would thereby help
Dryden, which now pays more than its fair share for these services (currently $1.2M
when 40% of emergency calls are for locations outside of the Town). Emergency
response volunteer numbers are significantly reduced from previous years.
• The Freese Road Bridge has passed the Federal Highway 4F determination. The Town
should have an historian to document that proper protocols have been followed in this

project. It is expected that the bridge will be designed in 2025 and built mid-2026. It has
been a long process for a very special bridge.
• The Town has requested that the County reduce the speed limit on West Dryden Road,
where there was recently a fatal car accident. Other traffic safety devices at the
intersection at Sheldon Road now include a “Stop Ahead” warning sign and a blinking
yellow light.
• The new budget decreases the tax rate by 12%, while the levy is being increased by 4.4%.
This is, in part, driven by increased assessed housing values.
• Rail Trail Bridge – The rail trail has another issue that needs to be sorted out. R. Burger
Commented - The Town has discovered one spot along the proposed Rail Trail where the
property owner has not granted an easement. Instead of trying to convince the owner to
grant the easement, the Town is going to make a minor adjustment to the course of the
trail
Minutes Approval – Sept 27, 2024 & Oct – T. Salerno, Postponed until the next regularly
scheduled PB meeting. I need to get all the edits out to the Board, and we will approve next
month.
Planning Board Membership for 2025 – T. Salerno, Joe Wilson’s term expires at the end of
2025. There will then be two openings on the PB, one as a full member, and one as an alternate.
Joe is open to the possibility of being an alternate. The Chair must be reappointed annually. At
next month’s meeting we will make recommendations to the Town Board.
