1975 Dryden Rd – Sketch Plan Review for a manure composting facility along Dryden Road 1975
Dryden Rd. It is in the Rural/AG district.
• Small scale, horse manure, mostly removal service with composting.
• Using area static tiles that will be covered with a biofilter layer to reduce any flies, rodents and
odor
• Will do maybe 250 to 300 cubic yards a month and then that will be sold as bags and bulk
compost. It won't be stored long term on site.
• Any water that’s generated by any runoff from the compost will be contained in a lined retention
pond that will get put back on to the compost to maintain moisture.
• There is a vegetative buffer to keep from the stream.
• Applicant trucks in the manure.
• The applicant plans on doing some property maintenance to the overgrowth and buildings that
need repair.
Board comments:
• The 239 County Review determined the proposed action will have no significant county-wide or
inter-community impact.
• The Planning Board discussed whether this should be with Ag & Markets not the town, they will
be regulated by the State, the Town Code and Zoning have no jurisdiction over farming.
o Note: This was later discussed via email that included the Agricultural Advisory
Committee. The question was posed to Jeff Kehoe from the Department of Agriculture
and Markets who stated, “As soon as a compost facility accepts debris from lands outside
their Farm Operation, that compost facility is no longer eligible for AG District
protections. The Town is free to regulate health and safety aspects of a “community
compost facility” even if it is located in an agricultural District.”
Motion for Neg. SEQR and statements that the applicant made on how the facility will be
operated and to waive full site plan review.

5&9 Freese Road - Sketch Plan Review for Reconfigured Lots. Change to subdivision and needs
sketch review. The property has an 11,000 sq. ft. building as part of the plan that would require a
SUP. Hoping to get a recommendation of support from this board.
Board and applicants’ discussion
• Looking for a 2-lot subdivision vs the 6-lot subdivision as proposed earlier.
• Applicant had on plan, a larger lot surrounding the single-family homes and single-family homes
on an individual lot. We want one single lot with six individual lease lots.
• Keeping the larger multi-family lot separate.
• Applicant still meets all the requirements.
• Trash will function like any other single-family home.
• Applicant agreed to bank mailboxes for single family homes similar to how mailboxes are banked
in several locations through Varna on rt366.
• The pocket park in the corner has added landscaping boulders to help prevent cars from driving
onto the play area. Added more play area, we expect approximately16 children to be living in the
complex.
• The applicant is still working with the Fire Department to accommodate adequate fire access, and
emergency vehicles.
• Homes will be bought on a leased lot.
• The Board looks at slides to see height and elevations to road.
• There will be some EV chargers in the parking areas.
• Working on a plan for the dozens of heat compressors.
• Common grass areas and snowplowing INHS will take care of. There will be some area for bulk
storage, but some homeowners may choose to set up sheds on their lawn.
• The Board is requesting a public hearing for a meeting on 7-25-24, to allow any public input.

Morris Road Solar Project - Sketch Plan Review - tonight they want to hear comments from the
board and a discussion about the 15% slopes on the site and how they overlap with the prime
farmland soils.
Board and applicants’ discussion
• Looked at slides to see the prime farmland area. Will need to get maps to show where this area is.
• The changes since our last meeting had to move a small section of the panels that were originally
in these small fields due to more wetlands. There was a little bit of miscommunication between
us and the landowner. Shifted to this wooded area about 1 acres of clearing will be needed.
• The applicant updated our view shed analysis of this neighbor and her visual impact is about the
same.
• Planning Board concerns with the pole lineup, Applicant put calls in to NYSEG and they can do a
stand up between 50 and 200 feet. The poles were closer to Morris Rd, we moved them back 200
ft. and we moved the back causing less of a visual impact.
• Morris Rd will have poles running along it that do not currently exist. Trees will have to be
cleared. The Planning Board would like more clarification on what the road will look like.
• This is early but we are looking into a single-phase line that has existing poles where we would
go down Malloryville Rd. Difference between the 2 roads are Morris Rd goes through many
homes where Malloryville Rd runs down fields. NYSEG will not go underground.
• There will be Evergreen vegetation screening planted along the south side.

Planning Department update. (Ray Burger)
• TB denied the SUP for the 52 Quarry Rd. After much public concerns over truck traffic, noise in a
residential area. Many letters of concerns and audience attendance, saying the Town never listens
to them. I looked into what the process was for 33 Quarry Rd. and if we had a public hearing, and
it is in a Conservation district where it is allowed by right for a Contractor Yard, we did a site plan
approval here where the other side of the street is rural/residential.
• TAP award for the sidewalks north of the Village $4.1 million was awarded, sidewalks along Mott
Rd., North Rd, Rt. 13, Ellis and Enterprise up to the school.
• Nan Stoltenberg has completed her interviews with folks around town. She's compiling the notes,
and then we'll go into the next phase of getting a deep dive into our zoning law subdivision law
and mobile home law and come back with that recommendation in August.
• A small bit of news is the Insurance Services Office (ISO) came and did a re-rating of the
Planning/ Building Department and our rating went from a 4 to a 3 that will be reflected in
insurance rates. It’s always good to improve your rating with the ISO folks, on building safety.

• The town scored a lot of money this last week, $9 million went to Dryden Fiber. The total project
cost was $15 million to build for the town. Now this grant of $9 million is a split between the
town of Caroline and the Town of Dryden. It’s actually a lot of the underserved properties in the
towns because this was under the ARPA funding for unserved/underserved broadband folks.
There are a lot of them in Caroline, a lot more than in Dryden. Part of the $9 million is to build
the infrastructure in Dryden but a significant part of it is Caroline. So, in total, this 9 million pays
for125 miles of new fiber. And I believe 2600 homes. So, we've probably got half of the project
paid for now. The whole intent was for rolling in subscribers come in that will pay for further
capital.
Town Board update. (Christina Dravis)
• We approved the drive-through at 2207 Dryden Rd. based on the Planning Board’s
recommendation.
• And there's been a lot of talk about the battery energy storage systems, I guess Caswell and
Lower Creek Rd. the fire departments have expressed interest in possibly being part of the
emergency response planning. My understanding was that the Fire Chief was suggesting some
pauses. But in that Caswell Rd. project, they budgeted some money for first responder training
and related items.

There were some discrepancies, with the forms/checklist that applicants and we had for reviews. The
Planning Department has now updated this to a single current version."
