The Regular Meeting of the Town of Dryden Planning Board was called to order at 6:04 pm by
Chairman Tony Salerno.

Approval of Minutes – May 25, 2023
A motion was made by Member C. Anderson to approve the Planning Board Minutes of 5-25-23,
as submitted.

The Board discussed the 1847 Hanshaw Road – Contractor Yard, which is a Special Use Permit
Amendment to make recommendations to the Town Board.
PB recommendations:
• They are not to disturb wetland in southeast corner or allow activities that would impact
the wetlands.
• Maintain existing vegetative buffer as required in Code Section 270-9.10.

RESOLUTION 2023-#7 Recommend to the Town Board that permit conditions ensure that the
construction is not impacting the wetland and that the vegetative buffers are maintained.

The Board discussed the Sidewalks and Bike paths for the North Street Development Plan.
RESOLUTION 2023-#8 to the Mayor of the Village of Dryden recommending the Developer of
Ezra Village Apartments be responsible for the costs of installing sidewalks along the west side of
North Street and North Road that lay within the Town of Dryden jurisdiction.
WHEREAS The Mayor of the Village of Dryden requested the Town of Dryden fund Sidewalk
expansion along the North Street, North Road corridor in conjunction with the proposed Ezra
Village Apartments infrastructure build-out,
WHEREAS Dryden Zoning law requires Project Developers be responsible for the cost of
installing sidewalks to ensure pedestrian safety related to their project.
WHEREAS Town of Dryden Sidewalk Law requiring Developer funded sidewalks has been used in
past Special Use Permits and Site Plan Review approvals, E.g, Storage facility on Freeville Road
and Ivy Ridge Apartments in Varna
WHEREAS The Dryden Zoning Law does not support the Town funding of these sidewalks.
Be it Resolved, Town of Dryden Planning Board recommends the Developer of Ezra Village be
responsible for the cost of installing sidewalks on the westside of the North Street and North
Road, between Mott Road and Freeville Road, on parcels that lay within Town jurisdiction.

RESOLUTION 2023-#9 Town Planning Board request to review Ezra Village Apartment project.
WHEREAS the Planning Board would welcome the opportunity to collaborate with and offer our
expertise.
WHEREAS the Town has recently updated their Comprehensive Plan with substantial input from
Village residents.
WHEREAS this project will have a significant impact on the Village and the Town infrastructure,
services, recreation, and traffic.
Now therefore be it resolved that the Town Planning Board requests the opportunity to
collaborate and to provide input on this project in the earlier stages of the review.

Zoning RFP Discussion with R. Burger.
• Review committee to meet on July 7, 2023 at 1PM
Planning Dept. update from R. Burger
• Town is searching for a Planner.
• Town is applying for two Community Development Block Grants – a half-million-dollar
Home Rehabilitation Grant and extending Sewer for Hanshaw Village MHP.
• The Town Board revised the Rt. 13 Pedestrian Bridge agreement to be signed with DOT. A
public hearing will be held on July 20, 2023.
• July 20, 2023, Town Board will be accepting 2- properties for the bridge project, one is
more land from Cornell lands for the ramp. Another is the 1.39-acre donation from the
Knickerbocker Co.

Town Board update from D. Lamb
• TB postponed the Billboard vote till August due to many public comments and the
Representatives’ different intents.
• Town is still pursuing the demolition of 28 Leisure Lane, a legal question caused
postponement of the auction.
• Researching the status of the North Street and Freeville Road corner property which was
the old Gas Station. It’s in the Town and there are many possibilities.
