Abstract Approval
RESOLUTION #181 (2021) – APPROVE ABSTRACT #11
Cl Skaley offered the following resolution and asked for its adoption:
RESOLVED, that this Town Board hereby approves Abstract #11, as audited, general
vouchers #896 through #983 ($1,007,250.70) and TA vouchers #48 through #52 (4,661.48),
totaling $1,011,912.18.

Budget Modifications
Budget modifications are necessary to accommodate transfer of funds for:
reimbursement for demolition costs, training expenses, website update expense, town portion
of rail trail bridge expenses, recreation partnership and community music.

Adoption of Personnel Manual
Cl Sparling asked for clarification on several items in the new personnel manual and
those were discussed with the human resources committee and A Anderson.
RESOLUTION #183 (2021) – APPROVE PERSONNEL MANUAL
Supv Leifer offered the following resolution and asked for its adoption:
Whereas, the Personnel Committee contracted in 2021 with a Human Resources firm to update
the Town’s Personnel Manual.
Whereas, there were two changes added to the prior manual. Part -time employees are allowed
personal and floating holiday time, and bereavement leave was rewritten to include certain
extended family members.
Whereas, the rest of the policies in the manual were reviewed and ensured that the manual
follows current practices and included correct inform ation for reference by the staff. Therefore,
be it
RESOLVED that the Board approves the draft Personnel Manual dated October 15, 2021 .

Approve 2022 Pay Rates
This resolution is for individuals whose pay rates are not identified clearly in a budget
line in the budget.
RESOLUTION #184 (2021) – APPROVE 2022 PAY RATES
Cl Skaley offered the following resolution and asked for its adoption:
RESOLVED, that this Town Board hereby approves 2022 pay rates for non-union
Highway/DPW and Town Hall employees who work less than 40 hours per week, OR do not
have their own unique budget lines as follows:

Windstream Non-Disclosure Agreement
Supv Leifer explained that the town is buying bandwidth from Windstream for the town
broadband project. The committee and town attorney have reviewed the non-disclosure
agreement and he asked for authorization to sign the agreement.
RESOLUTION #185 (2021) – APPROVE WINDSTREAM NON-DISCLOSURE AGREEMENT
Cl Lamb offered the following resolution and asked for its adoption:
RESOLVED, that this Town Board hereby approves the Windstream Non -Disclosure
Agreement and authorizes the Town Supervisor to execute the same.

County Briefing
Mike Lane spoke about the green light project for Veterans to shine a light on the issue
of veteran suicide for the month of November.
The County Administrator search will be continued. They had candidates that pulled
out for other jobs and are optimistic for the second effort. A new airport director is expected to
be announced at the next legislature meeting.
There was only one speaker at the county budget hearing, and the budget will go before
the legislature for final approval on November 16. There is no tax levy increase in the budget.
The search for a new president for Tompkins Cortland Comm unity College continues.
The provost has taken over as interim until the position is filled.

Varna Water/Sewer Update
Cl Skaley and Dondi Harner of TG Miller Engineers provided updated , increased
budgets (attached) for the water and sewer projects. Due to the increase, the town will need to
again go through 202-b process for bonding. D Harner explained there are delays in delivery of
materials of 3 to 7 months. He will talk with Bolton Point about the possibility of exceptions,
such as using plastic pipe instead of ductile iron.
The earliest we could be ready to put the project out for bid is January. Delays in
getting the water mains replaced will extend construction in the Varna area beyond the point
where NYS DOT is likely to accommodate us. There was discussion about procuring the pipe
early (using fund balance) and the contractor would utilize the materials purchased. They can
put quantities together to put out to bid. It may not all be available from the same distributor
or at the same price. Town procurement policy will need to be followed.
Cl Lamb noted there will be federal money for infrastructure and wondered if we would
miss out on that by moving forward now.
Applying for the WIIA grant could cover up to 60% of the cost for water and 20% of the
cost for sewer.
The board discussed the timing of the 202-b process for bonding and set the public
hearings for December 9.
RESOLUTION #186 (2021) – SCHEDULING A PUBLIC HEARING REGARDING PROPOSED
INCREASE IN THE MAXIMUM ESTIMATED COST OF IMPROVEMENTS TO THE TOWN OF
DRYDEN CONSOLIDATED WATER DISTRICT FACILITIES
Supv Leifer offered the following resolution and asked for its adoption:
WHEREAS, the Town Board of the Town of Dryden (the "Town") previously approved t he
acquisition, construction and installation of improvements to the Town of Dryden Consolidated
Water District water distribution system including, but not limited to, the replacement of water
mains, valves, hydrants and other facilities, and the acquisit ion of machinery, equipment or
apparatus required in connection therewith (the “Project”), at a maximum estimated cost of
$3,021,956; and
WHEREAS, the maximum estimated cost of the Project has increased to $3,588,518; and
WHEREAS, the Town Board now desires to call a public hearing regarding the proposed
increase in the maximum estimated cost of the Project, as required by Town Law Section 202 -b;
NOW, THEREFORE, BE IT RESOLVED that the Town Board will hold a public hearing to
hear all persons interested in the proposed increase in the maximum estimated cost of the
Project, which public hearing shall be held at Town of Dryden Municipal Building, 93 East Main
Street, Dryden, New York on December 9, 2021 at 6:05 p.m.; and be it further
RESOLVED, and ordered that the Town Clerk give notice of such hearing by publishing
in the official Town newspaper the Notice of Public Hearing in substantially the form attached
hereto and by posting the Notice of Public Hearing on the Town's official sign -board not less than
ten nor more than twenty days before such hearing.

WHEREAS, the maximum estimated cost of the Project has increased to $4,813,000; and
WHEREAS, the Town Board now desires to call a public hearing regarding the proposed
increase in the maximum estimated cost of the Project, as required by Town Law Section 202 -b;

Fire Coordinator Position
Mike Hall reported the position was discussed at a meeting of the fire chiefs last night.
No one is protesting the position itself. They understand the need and the concept. They do
have questions on certain aspects and the legalities of some of it. There is a question about
certification. The departments would like a meeting with board representatives. The board will
try to do that before the end of the month.
There being no further business, the meeting was adjourned at 7:40 p.m.

York, to consider the proposed increase in the maximum estimated cost of
improvements to the Town of Dryden Consolidated Water District water distribution
system including, but not limited to, the replacement of water mains, valves, hydrants
and other facilities, and the acquisition of machinery, equipment or apparatus required
