June 7, 2021 via Zoom
Present: Dana Magnuson, Katie Quinn-Jacobs, Christina Dravis, Elly Cramer
1) Committee had quorum present. Elected Christina Dravis new chair pending TB
approval. Thank you Dana for all the effort and good will you put into being the 1st SPC
chair!
2) Items related to Borger Public Report
a. Ownership: Who is Eastern? From Loren Sparling's June 2, 2021 email:"The new
owner of Borger Station, Eastern Gas Transmission and Storage, Inc., will present this
update at the Town Board meeting on June 17."
b. How have things changed with the new ownership?
c. By-product discharge question: Katie will try to gather details on this before 6/17
mtg
d. More notice on Swift911 for routine maintenance. Can an alert be sent out 24h
prior?
e. Air quality consultants to attend 6/17 TB mtg. Katie will follow up with Jason
f. Borger add a local contact number to its website to help community contact
3) Things to discuss with board:

Subject: DETI's agreement to SUP Conditions
Hi Dana, Christina, Janice and Paul,
I heard from Tony Ingraffea that you would like details on the concessions I've negotiated with
DETI, as conditions of the SUP. Ingraffea was very helpful in developing these and has indicated
that he finds them satisfactory with regards to addressing GHG and criteria emissions.
I specifically brought these up at the 8/21 town board meeting (at minute 3:27 if anyone is
asking) . DETI responded and we spent 5+ minutes were spent discussing them. I am happy to
provide the precise language. These conditions are fairly extensive and will help reduce CH4
fugitive emissions, improve safety, and establish an annual system for town/community
oversight.
The following conditions will be included in the SUP:
1. The applicant will comply with emissions requirements applicable to the Borger Station as determined by
the New York State Department of Environmental Conservation, including the integration of the following
industry leading commercially available methane mitigation technology and equipment to capture and
monitor planned and fugitive methane emissions during operation and maintenance activities at Borger
Station:
■ "Pressurized hold"accomplished through the installation of electric-driven seal gas booster pumps on
Units 4, 5, &6. This will eliminate methane emissions during start up and shutdown of each unit.
■ Portable compression which will be utilized to reduce the volume of methane vented to atmosphere during
planned station and pipeline maintenance, including the pigging of pipelines associated with Borger
Station.
■ Leak Detection and Repair(LDAR)conducted at Borger Station to identify and mitigate sources of fugitive
methane emissions.
■ Utilization of continuous methane monitoring devices (combustible gas indicators) inside each compressor
station pumphouse at Borger Station
The applicant agrees to install this new equipment and incorporate these best practices into its operations
contemporaneously with the other proposed equipment included in this application.
2. The applicant will report, annually in April,to the town of Dryden in a public setting on the operational run-
hours and emissions, including CO2e, at Borger Station, as well as the technology and practices used to
reduce planned and fugitive methane emissions.
