TOWN OF DRYDEN
SPECIAL TOWN BOARD MEETING
OCTOBER 24, 2018
Present: Supervisor Jason Leifer, Cl Daniel Lamb, Cl Kathrin Servoss,

Other Town Staff: Jennifer Case, Bookkeeper
Supv Leifer called the meeting to order at 6:00 p.m. He previously shared information
and proposed resolutions with board members with respect to projects at the Ithaca Area
Wastewater Treatment Plant. The board didn’t take action at the last board meeting because
they hadn’t had an opportunity to review the information. These improvement projects are
recommended for the overall management of the system. The total project cost is 7.1 million
dollars and the town’s share is 2% of that.
RESOLUTION #154 (2018) - Behind the Meter Battery Storage System (BTM) Agreement
Between NYSEG and Ithaca Area Wastewater Treatment Plant
Supv Leifer offered the following resolution and asked for its adoption:
WHEREAS, New York State Gas and Electric (NYSEG) is sponsoring a Behind the Meter (BTM)
Battery Storage System Demonstration Program through May 1, 2021, and
WHEREAS, NYSEG is seeking to conduct this demonstration program at various Commercial
and Industrial sites meeting specific power usage and site location requirements in NYSEG’s
“Energy Smart Community,” and
WHEREAS, eligible Customers who participate in the program will help NYSEG test new ways
to make the electric grid more flexible and to include more renewable energy sources into the
existing system, and
WHEREAS, the IAWWTF was determined to be an eligible Customer after a preliminary review
which included an inspection of the premises and a review of historical electricity usage data
by NYSEG, and
WHEREAS, NYSEG desires to enter into an agreement with the IAWWTF for a BTM program,
and
WHEREAS, the conditions of the agreement provide a no cost to Customer BTM on the
premises, and
WHEREAS, the agreement provides the IAWWTF with guaranteed electricity bill savings,
increased control over energy usage, and increased sustainability, and
WHEREAS, the agreement projects a net electrical savings to the IAWWTF of $459.56 per
month with a guaranteed net savings of at least 7%, and

WHEREAS, after a two year trial period, the IAWWTF will have the opportunity to purchase the
battery from NYSEG, renewing the subscription agreement, or discontinuing the participation
in the program, now therefore be it
RESOLVED, the Special Joint Committee (SJC) authorizes a no cost BTM Demonstration
Agreement between the IAWWTF and NYSEG, and be it further
RESOLVED, that the terms of the agreement will be from the Effective Date of signature
through May 1, 2021.

RESOLUTION #155 (2018) – Microturbine Maintenance Agreement – Ithaca Area
Wastewater Treatment Plant
Supv Leifer offered the following resolution and asked for its adoption:
WHEREAS, the Ithaca Area Wastewater Treatment Facility (IAWWTF) has four (4) C65
Capstone Turbine Corporation Microturbines, which are a vital component in the aeration
wastewater treatment process, and
WHEREAS, on April 28, 2014, Johnson Controls, Inc. (JCI) entered into a four year agreement
with Gem Energy to conduct maintenance services on these microturbines at scheduled
intervals as part of an Energy Performance Contract signed between JCI and the IAWWTF at or
around this time, and
WHEREAS, the aforementioned agreement between Johnson Controls, Inc. and Gem Energy
has now expired, and
WHEREAS, the IAWWTF is desirous in entering into a continued Factory Protection Plan
Agreement with Gem Energy for similar maintenance service at scheduled intervals, and
WHEREAS, Gem Energy has provided the IAWTTF with a four year cost proposal in the
amount of $49,721.00 per year for a sum total of $198,884.00, now therefore be it
RESOLVED, that the Special Joint Committee (SJC) agrees to authorize this agreement in an
amount not to exceed $198,884.00 for costs required to maintain the IAWWTF microturbines.

The board reviewed the tentative budget in its entirety. Revisions made at workshops
prior to this meeting:

• A1081 Tax items in lieu of taxes to $2,000 from $1800 based on info from Town Clerk
• B3620.101 CEO1 $47,000 per R Burger based on salary of new CEO (he started at
$45,000 last week)
• A1430.1 General Time to $10,000 per Supervisor (had already added some to B fund to
cover retiree health insurance for a B fund employee)
• A1420.402 Legal to $35,000 per Supervisor
• A7310.4 Youth Services Contr. to $101,333 per M Conger
• A2005 Misc. Grants $3,000 per M Conger to correspond to A7989.407 Misc. Grants
• A2006 name change to Recreation Sponsorships/Donations
• A7989.402 Comm. Music to $7,500
• DA2302 Intergovernmental Charges to $42,000 per Highway Superintendent for new
County routes
• DA5140.4 Misc. Contr. add $1,500 per Highway Superintendent for clothing allowance
increase in new Union contract
• A1490.4 Public Works Contr. add $400 per Highway Superintendent for clothing
allowance increase in new Union contract
• A5010.4 Transportation Contr. add $400 per Highway Superintendent for clothing
allowance increase in new Union contract
• A1490.2 Public Works Equip. add $5,000 (amount that used to be in A7110.2 Dryden
Parks/Trails Equip.)
• A5010.102 Highway Secretary to $40,000 per Highway Superintendent
• Added accounts B1001 and DB1001 Real Property Tax (not used previously, but needed
now since sales tax will not be used)
• Fire Contracts: Freeville $172,900, Varna $275,000, Etna $113,000, Neptune
$350,000, Brooktondale $29,000 as a place holder until their request is received.
The board reviewed the budget with a goal of reducing the budget by a total of $232,000.
