Dryden Recreation and Youth Commission
October 26, 2016
Members Present: Stephanie Mulinos (Chair), David Bravo-Cullen, Tom Fuchs,
Claudia Haferkamp-Wise, Paula Klaben, and Diane Pamel
Liaisons present: Kathy Servoss (Town Board) and Kris Bennett (Tompkins County
Youth Services)
The meeting was called to order at 7:08PM
Town Board Update/Recreation Director Search: Kathy Servoss
- the resolution from last month recommending a Recreation Director, a Recreation
Coordinator and a part time recreation assistant was presented to the Town Board.
Due to budget constraints, the Town Board approved a recreation director and two (2)
part time assistants.
- Currently the Town Board and the DRYC are agreeable to offering J. Davison full
time employment with the thought that eventually he will be given the Coordinator
position (there are concerns that he might not meet all of the Civil Service
requirements).
- The DRYC will start a search for a Director.
T. Fuchs offered the following resolution:
Whereas, the Dryden Recreation and Youth Commission has recommended that the
Dryden Town Board maintain the position of Recreation Director; and
Whereas, the Town Board agreed with the recommendation and further indicated that
the Dryden Recreation and Youth Commission will convene a search committee to make
hiring recommendations;
Therefore, be it resolved, the Dryden Recreation and Youth Commission has determined
the structure of the search committee will consist of the following: two (2) Town Board
members, preferably with knowledge of and experience and participation with the
current DRYC; two (2) DRYC members as chosen by the DRYC; and two (2) community
members as chosen by the DRYC.
Further, be it resolved, the Dryden Recreation and Youth Commission will be working
with the goal of filling the director position by March 2017. This goal is dependent on the
availability of Civil Service Exam results.
Seconded by D. Bravo-Cullen and unanimously approved.
D. Bravo-Cullen offered the following resolution:
The Dryden Recreation and Youth Commission hereby recommend to the Town Board
that they appoint Jack Davison to the position of permanent full time Recreation
DRYC

Assistant. The Commission further recommends that the position of part time Recreation
Assistant be maintained with the continued appointment of Rexford Hollenbeck.
The motion was seconded by T. Fuchs and unanimously approved.
- There was a discussion about which Town Board members should be on the
search committee and although the Commission members were willing to
entertain the idea of inviting Ms. Lavine to be on the committee it was
ultimately decided that her previous behavior indicates that having her on the
committee would be too contentious. Several members indicated that they have
heard Ms. Lavine is already asking various members of the community if they
are interested in the director position despite her lack of authority to do so.
- The Commission also discussed the fact that K. Servoss and D. Lamb have been
consistently attending the DRYC meetings but L. Lavine has not, even as
liaison, attended.
- J. Davison is going to provide a list of potential coaches/parents that might be
good on the committee.
- Once the committee members are identified, the Committee will have to
schedule times to meet, identify the parameters for the search, determine the
expectations of the time board and create a time line for the search.
- The committee will be required to look at the top three scores from the Civil
Service Recreation Director exam (one will be provided this Saturday).
- The Committee discussed the process for appointing a new director – the DRYC
recommendation will be sent to the Town Board for approval (after the meeting,
the supervisor, Jason Leifer, stated that the Town Board has the final
hire/fire/discipline/ oversight of the Recreation Department).
OURS Director search: Kris Bennett
- K. Bennett and K. Servoss interviewed four (4) candidates on Friday. They have
eliminated one of the candidates. Shellie Lester checked the references for the
top pick of the remaining three (3) candidates. That young lady has been offered
the position although she is not certain the hours of the program will work for
her.
- Currently, Friday programming is happening. Students from Cornell have been
helping out. The issue is getting the kids to the programming since the driver
has to complete a course and be certified by Cornell to operate the van.
Recreation Department report: Jack Davison
- They are maintaining the programming but with a lack of staff (only 2 part time
employees), they are concerned about getting some of the special programs
together such as the basketball tournament that A. Pierce put together last
year.
- The Commission discussed karate and the method of getting the participants to
the VFW. D. Pamel asked about the potential of using the Dryden school

bussing to get the kids to the VFW – the problem with that is the program time,
the busses would not be able to get the kids to the program on time. Another
suggestion was using school facilities for the program which might make it
more feasible to use school transportation. J. Davison pointed out that the
Town has to pay to use the school facilities and currently they have a lot of
programming of their own making it more difficult to work Town programs in.
- S. Mulinos ask about the progress of the fit trail financing. The grant is in but
J. Davison has to work on getting it all coordinated. S. Mulinos suggested the
funds be encumbered for next year.
- S. Mulinos asked about the progress with the multi-use court at Montgomery
Park. The previous court has been torn up during the park build that was held
this month. The Town Board has allocated funds to assist with the renovations
and priority will be given to the Recreation Department for use with
programming.
o S. Mulinos indicated that she wants to know that the project is
continuing to move forward. K. Servoss stated that the Montgomery Park
committee will not allow the project to slow down – they are very
interested in finishing the project.
- The County budget appears to have more than anticipated in it for the Youth
Services programs, instead of flat funding, there may be a 2% increase. K.
Bennett cautioned the Commission that it is not a guaranteed increase.
- D. Pamel verified that the person hired for the OURS programs will also be
doing youth employment.
Review and approval of minutes from September 28, 2016:
D. Bravo-Cullen moved to approve the minutes with editorial changes. P. Klaben
seconded the motion and the minutes were unanimously approved.
Future meeting dates:
Since the next meeting date is the night before Thanksgiving, the Commission moved
the meeting to the 30th of November and the meeting will be held at the Ellis Hollow
Community Center.
There being no further business, the meeting was adjourned at 8:30PM.
