TOWN OF DRYDEN
TOWN BOARD MEETING
March 31, 2016

Supv Leifer opened the meeting at 5:10 p.m. He explained that the law allows for a
registration day for a special election, but if that is done, absentee ballots have to be provided.
It is probably best to not do that, but instead to register with the Board of Elections.
If the registration form is received by them by April 28 at the close of business (5:00 p.m.), they
will be qualified to vote in this election. Voter roll books will be printed on Monday, May 2, for
the May 3, 2016, election. If we choose two polling sites (basically along the dividing line of
Legislative Districts 13 and 14) we will only need one set of voter books at $500.00. Board
members agree that two polling sites was a logical way to proceed and decided on the Dryden
Fire Station and Varna Community Center. The board discussed the number of poll workers
needed at each site (at $10 per hour) and decided that four at each site would likely be
sufficient. The board doesn’t expect a large turnout. Hours that polls will be open will be noon
to 8:00 p.m.
The town will do press releases, get notices out to the community centers that have list
serves, and put up posters. There will be a legal notice published.
The board reviewed language for the legal notice and ballot and a resolution prepared
by the town attorney.
RESOLUTION #76 (2016) - Resolution of the Town Board of the Town of Dryden Calling
for a Special Election to be Held on May 3, 2016, and Making Certain Other
Determinations in Connection Therewith
Cl Sloan offered the following resolution and asked for its adoption:
Whereas, on January 21, 2016, the Town Board of the Town of Dryden adopted
Resolution #40 of 2016, subject to permissive referendum, authorizing the purchase of tax
parcel #44.-1-2.323 located on Pinckney Road in the Town and containing 15 acres, for the
purpose of establishing a public park, providing access to the rail right of way to establish a
public hiking and bike trail and protecting Fall Creek, and
Whereas, the Town Clerk, in the same manner as provided for notice of a special
election, posted and published a notice that set forth the date of the adoption of the resolution
and contained an abstract of such resolution concisely stating the purpose and effect thereof,
and that said resolution was adopted subject to a permissive referendum, and
Whereas, on February 19, 2016, a petition in due form was presented to the Town Clerk
that was signed and acknowledged by the requisite number of electors of the Town, requesting

that a referendum be held by the Town Board on the question of the proposed property
purchase, now, therefore, be it
Resolved by the Town Board of the Town of Dryden as follows:
1. The petition requesting a referendum on the proposed property purchase is hereby
determined to be sufficient.
2. A Special Town Election of the Town of Dryden will be held on May 3, 2016, between
the hours of 12:00 noon and 8:00 p.m., or as much longer as may be necessary to
enable the voters then present to cast their votes, at which Special Town Election
the proposition contained in the notice hereinafter set forth shall be submitted to
the electors of the Town qualified to vote upon a proposition to raise and expend
money and must be approved by the affirmative vote of a majority of such qualified
electors voting on such proposition.
3. The polling places for said Special Town Election shall be Varna Community
Association, 943 Dryden Road, for Election Districts Nos. 1, 4, 5, 8 and 9, and
Dryden Fire Hall, 26 North Street, for Election Districts Nos. 2, 3, 6, 7, and 10.
4. The Town Clerk is hereby authorized and directed to publish and post the attached
Notice of Special Election, in accordance with applicable law. The proposition
contained in the attached Notice of Special Election is incorporated into this
resolution by reference.
NOTICE OF SPECIAL ELECTION
NOTICE IS HEREBY GIVEN, that a Special Election of the residents and taxpayers of the Town
of Dryden, Tompkins County, New York (the “Town”), will be held in the Town on the 3rd day of
May, 2016, at which the polls will be kept open between the hours of 12:00 p.m. and 8:00
p.m., for the purpose of voting by ballot upon the following proposition:
Proposition No. I
On January 21, 2016, the Town Board of the Town of Dryden adopted
Resolution #40 of 2016, authorizing the purchase of tax parcel #44.-1-2.323 located on
Pinckney Road in the Town containing 15 acres for the purpose of establishing a public
park, providing access to the rail right of way to establish a public hiking and bike trail,
and protecting Fall Creek. The Town Board proposes to appropriate funds from the
Recreation Reserve fund, in an amount not greater than $71,800, to make the
purchase. Funds drawn from the Recreation Reserve fund have no effect for the 2016
budget or any budget year thereafter. Tompkins County has committed to contribute
$15,000 towards the purchase, with funds to be disbursed to the Town of Dryden after
the closing is complete. The $15,000 contribution by Tompkins County reduces the
Town’s cost to no more than $56,800.
Shall the qualified voters of the Town of Dryden approve the purchase of tax parcel #44-
.1-2-323 (15 acres on Pinckney Road) as provided for in Resolution #40 of 2016?
