Meeting called to order at 7 : 35PM.

Time Warner Cable, Inc.- Area Variance to further divide a parcel into two parcels, ( 1 ) with non-
conforming frontage at 47l Snyder Hill 11oad .

PLEASE TAKE NOTICE that the Zoning Board of Appeals of the Town of Dryden will
conduct a Public I•Iearing to consider the application of Time Warner Cable , Inc. for an Area
Variance to further divide a parcel into two parcels , ( 1 ) with non -conforming frontage at 471
Snyder Hill Road and are appealing Dryden Town Zoning Ordinance Section 702 . 1 to do so .
SAID HEARING will be held on Tuesday Sept . 2ndj 2008 at 7 : 30 PM prevailing time at the
Dryden Town Hall , 93 East Main St. Dryden NY, at which time all interested persons will be
given an opportunity to be heard . Persons may appear in person or by agent.
Individuals with visual , hearing or manual impairments and requiring assistance should
contact the Town of Dryden at 607 -844 -8888 x 216 at least 48 hours prior to the time of the
public hearing.
Oers- states since there are only 3 board members present the board is required to concur "Super
Majority "

Tompkins County. I do not have anything further to add.
Oers to Audience - Joyce Morgenroth. and Gerald Wolfe at 474 Snyder Hill Rd. Our concern is
that the quality of the residential neighborhood has changed a bit by adding an additional
driveway and now there are 3 trees that are east of the current right of way, if they put the
® driveway where they are proposing to it will cut down at least I of those trees and if it turns out
that they get the variance and are approved to do that there will threre be some way to soften the

impact visually of having the driveway there, to do some source of landscaping along the
+� driveway to keep the nature of the rural ?
Oers- to Time Warner will the placement of the driveway on the east side will that require cutting
down trees ?
Time Warner— Pin not sure, says neighbor would better knotty then him.
Morgenroth - Trees are equally spaced
Time Warner- if we can make .l e ' cut between the trees we certainly will.
ZBA- With the receiver system that is in. the back of that lot there how much traffic does that see
in a typical day ?
Time Warner- We don't visit there daily, again the neighbors would better know then me, I
would say we visit there twice a week.
Morgenroth- you are right some days there are rto traffic other days triny be more than one visit.
The site is important so like in snow it gets plowed right away.
ZBA- so on the daily visits or however, what kind of trucks are these?
Time Warner- Most are a pickup truck or what we call a bucket truck. The main guy drives a
jeep.
Morgenroth - am I correct that Time Warner's concern. is for security, is that the reason for this ?
Time Warner- No fast that we have stated this process when the house still existed, we had an
oil Ieak anti decided to demolish the house.
Morgenroth- If the neighbors wanted to buy the property and not put up a house, could this be
done?. So we could buy the property and not put up a house? How many acres are we talking
about?
ZBA- according to this it is 2. 89 acres total.
ZBA- the property as it exists not) what is there ?
Time Warner - just a lawn.
ZBA- so would there be any sufficient problems as Mr. Hovanec proposes you to move the
driveway to the other side of the property?
NOTE: Stephen and Linda Hovanec sent in this letter, Oers did not read it , but since he
mentions their name thought I should include this letter. See below .

Re. 471 Snyder Hill Road Area Variance hearing Sept. 2, 2008
We do not object to the division of the property, but do have a problent with the location of the planned right of
wap.
The proposed right of wrty would be located approximately 60 'front our house and would connect to Sitvder Hill
Road directly across front the house of our neighbor 's. We feel that having a commercial right of way this close
to our residence would be an annoyance and also reduce our property value. it would have less of an hapact on
bash residences if the new right of way ryas located at the west boundary of the divided parcel. There are no

Time warner- will work on the plan around the trees to satisfy the needs of neighbors.
ZBA- suggests Time Warner coming back with a more detailed answer on how they could work
with the neighbors.
Oers - takes a sense of the board on what board wants before nine Warner goes through and
works on making changes if the board is not going to grant variance anyway.
ZBA- would like to see a more specific response so we can be looking out for everybody . A map
that shotus what trees will stay and which will go, so we cart then make condition..
Randy- to 7BA you have to be specific as to what you are looking for on a rnap, where the trees
are clearly marked so that without being present on the site can see the description that says 6
trees will be removed or 12 trees or 20 etc. . .
Quinn- makes a. motion to table this hearing until Time Warner is ready to present., so hearing
will be left open until ready with a new proposal.
