TOWN BOARD MEETING
July 10, 2014

Supv Sumner opened the meeting at 7:08 p.m.
RESOLUTION #111 (2014) – APPROVE ABSTRACT #7
Supv Sumner offered the following resolution and asked for its adoption:
RESOLVED, that this Town Board hereby approves Abstract #7, as audited, general
vouchers #467 through #563, excepting #557, ($319551.86) and TA vouchers #11 through #13
($5,571.14), totaling $325,123.00.

Supv Sumner said the board will need to authorize the Town Supervisor to execute and
submit an application to exceed the first year expense threshold set by the State Comptroller
for the Yellow Barn Water District.
RESOLUTION #112 (2014) – AUTHORIZE APPLICATION TO STATE COMPTROLLER
FOR YELLOW BARN WATER DISTRICT
Cl Solomon offered the following resolution and asked for its adoption:
RESOLVED, that this Town Board hereby authorizes the Town Supervisor to execute
an application on behalf of the Yellow Barn Water District to exceed the first year expense
threshold and submit the same to the New York State Comptroller.

There is currently a vacancy on the Zoning Board of Appeals and Supv Sumner
suggested the board fill it with Jeff Fearn who has been serving as an alternate. She will then

do an article for the newsletter seeking new alternates. The appointment will be on next week’s
agenda.
The Planning Department submitted a memo regarding what they have been working
on. Jane Nicholson and Supv Sumner have been working on a new building fee schedule.
They have been trying to clarify the underlying rationale. It needs to be related to the actual
expense of processing the application. The goal is to introduce it at August meeting and hold
public hearing in September.
Dryden Industrial Development Agency (IDA) – Supv Sumner explained that the bank
called recently to say the IDA has about $800 in an abandoned account that is about to be
closed. The State Office of Authorities has contacted the Town in the past to see if we wanted
to abandon this inactive IDA. Since it takes a legislative act to create one, she has not been
willing to do abandon it. She has spoken with Tom Hatfield who was town board liaison at the
time. She is trying to locate records and determine where the money came from and where it
should go. Perhaps a task force could be formed to reactivate the IDA. It has great potential
and putting the right people together could be very beneficial. Supv Sumner will work on this.
Bolton Point Public Interest Order - SEQR will be reviewed and the board will take
action on this next week.
Supv Sumner said that 1200 Dryden residences were affected by the recent power
outage. Her house was the only house on Niemi Road that was without power. There is a lot of
information on the NYSEG webpage with respect to outages. 800 or more residences were
without power for more than 24 hours. When homes are without power for this length of time,
NYSEG provides dry ice at no cost, but it needs to be picked up from the NYSEG building.
Supv Sumner shared photos of the crew that restored power to her home.
There was a discussion about recent violent weather, hazard mitigation and the need
for a point person for emergency preparedness. Cl Sloan and Cl Lavine are interested and
Supv Sumner will forward contact information for Beth Harrington.
The Community Garden would like to install a rainwater collection system so they no
longer need to depend on the fire department or others to fill their rain barrel. They are
proposing a 500 gallon tank and collection system. They need permission from the town to
construct the system under the agreement. Supv Sumner will write a resolution for next
week’s meeting.
On August 13 at 7:00 p.m. at the Dryden Fire Department the Ag Committee will be
hosting a presentation by Bob Somers of NYS Ag & Markets. They thought it would be helpful
to other boards and Supv Sumner encouraged board members to attend.
The Dryden Intergenerational Band and Chorus Concert will be August 9 at 7:00 p.m.
in Groton and August 10 in Dryden at 3:00 p.m. This is the 19th year this group of musicians
of all ages have come together for a community event .
Supv Sumner noted that Jane Nicholson’s report urges board members to read the
packets for the TC3 farm and Incodema3D in order to be prepared for the public hearings.
Supv Sumner noted there may be a lot of public interest in the Incodema application because
of concerns for noise, odors, pollution, or fencing. The TC3 Farm is a simpler application but
an exciting project.
The LiLoLa special use permit application has been withdrawn for the time being.

Scott Doyle of County Planning will be giving a brief presentation for the public hearing
on the hazard mitigation plan.
Ron Szymanski would like to be on the agenda in the future to speak on property rights
and leases and mitigation of leases with gas companies in light of the recent court decision. He
will have 5 minutes at next week’s meeting.
On motion made, seconded and unanimously carried, the board moved into executive
session at 8:18 p.m. to discuss the employment history of a particular individual. No action
was taken and the meeting was adjourned at 8:40 p.m.
