TOWN OF DRYDEN

October 27, 2010

Supv Sumner announced she has put together a final proposed budget. She has
increased some of the wages from what: was discussed at the last meeting and restored the
Town Clerk to her request based on the trainings she has attended and work she has done
with the KYS Association of Town Clerks and other work like that. B McIlroy and Supv
Sumner have spent quite a lot of time on the water and sewer districts. The fire budget
includes everything everyone requested and uses a pretty big sum of appropriated fund
balance. That should be considered for coming years. There are no big changes in the lighting
districts. Everything was restored to the ambulance line that was asked for. She has provided
for $5,000 for Slaterville Ambulance (a contract will be required). Neptune Hose and Dryden
Ambulance will be two year contracts. There was no increase for Etna Fire Department. (no
budget request was received). Supv Sumner is checking into the legality of holding Etna's
reserve amount until they get their 501(c)(3). Cl Makar noted that all fire contracts should
contain that: clause.
Special district levies and formulas were reviewed. Supv Sumner said these were
tweaked until they reached levels she was comfortable with. Cortland Road Sewer looks like a
big increase because of setting up the infrastructure replacement line. The formulas for
Turkey Hill Sewer and Turkey Mill Water Districts were adjusted to de- emphasize the part of
the formula that is based on acreage. This will slightly benefit: t:he two largest properties that
pay the most on acreage. It is a large district and has little impact on the other 1.00 or so
properties. Varna Water is a little higher because pumps are being replaced (one this year and
one next year).
Supv Sumner will prepare a statement for next: week's budget hearing. There is no
serious difference to the bottom line.
Cl Makar said D Kwasnowski has been working on a resolution to create a Planning
Department for the Town.
Mike Richmond from the Conservation Board has volunteered to be the Town of Dryden
representative to the Tompkins County Environmental Conservation Board. They meet on the
second Wednesday of each month, so if the board appoints him next week, he will be able to
vote at their next meeting.

Cl Makar reported the Conservation Board has passed a resolution asking the Town to
ask County reps Martha Robertson, Mike Lane and Brian Robison what they feel the direction
of the Tompkins County EMC is because the EMC currently appears to be rudderless. It.
appears the County Legislature makes decisions on its own and does not use the EMC as a
resource. They are not: using the EMC for fracking issues. The EMC thinks that Tompkins
County Council of Governments has replaced the EMC. The last task of the EMC was when it
was asked by the City of Ithaca to review dredging the inlet and placement of the removed
material. Cl Makar will draft the inquiry.

There was discussion about the Environmental Planner sending comments on the
State's Forest Management Plan. Cl Leifer has provided D Kwasnowski with a copy of the Town
of Danby's comments. Comments are due by October 29, 20101 Cl heifer asked the board to
authorize sending comments from the gown when D Kwasnowski has finished his review and
made his comments. Supv Sumner will sign the letter.
RESOLUTION #150 - AUTHORIZE COMMENTS TO DEC
Cl Makar offered the following resolution and asked for its adoption:
RESOLVED, that this Town Board hereby authorizes the Town Supervisor to forward
comments on the State Forest Management Plan to the State after they have been prepared by
the Environmental Planner.

Cl Makar said he has received information on an event, Lighten Up Dryden, that will
begin at the Dryden Town Hall on Saturday morning at 11:30 a.m. The media has been invited
and the group would like an elected official present to speak on sustain ability. He and /or Cl
heifer will try to be present.
There being no further business, on motion made, seconded, and unanimously carried,
the meeting was adjourned at 6:40 p.m.
