Supv Sumner called the meeting to order at 7:00 p.m.
Atty Perkins has provided the board with a proposed order for a public hearing
regarding Southern Cayuga Lake lnt:ermunicipal Water Commission's Burdick Hill Tanks
project.
RESOLUTION 477 - ORDER FOR PUBLIC HEARING
IN THE MATTER OF THE CONSTRUCTION OF THE SOUTHERN CAYUGA LAKE
INTERMUNICIPAL WATER COMMISSION'S 2009 BURDICK HILL TANKS PROJECT, THE
ISSUANCE AND SALE OF JOINT AND SEVERAL SERIAL BONDS FOR THE COSTS OF SUCH
PROJECT, AND THE EXECUTION OF AN AMENDMENT TO THE AGREEMENT OF MUNICIPAL
COOPERATION GOVERNING SUCH WATER TANKS PROJECT.
Cl Makar offered the following resolution and asked for its adoption:
WHEREAS, a plan, report and map has been duly prepared in such manner and in
such detail as this Board determines to be necessary, relating to the dismantling of an existing
water storage tank and the construction of two new wager storage tanks, all in the Town of
Lansing, to be part of the Southern Cayuga Lake Intermunicipal Water Commission ( "SCLIWC ")
water system, pursuant to Article 5 -G of the General Municipal Law and relevant provisions of
the Town Law, such project to be known and identified as the SCLIWC 2009 Burdick Hill
Tanks Project, and hereinafter also referred to as the "Improvement," to provide improved water
storage capacity for SCLIWC and the system owned in common by the Towns of Dryden, Ithaca
and Lansing and the Villages of Cayuga Heights and Lansing (collectively the "Municipalities"
and sometimes individually the "Municipality "), such improvement to be constructed and
owned by the Municipalities, and
WHEREAS, the proposed SCLIWC 2009 Burdick Hill 'Tanks Project consists of the
improvements set forth below and as more particularly shown and described in said map, plan
and report presently on file in the office of the Town Clerk:
(i) Construction of a new 900,000 gallon pre - stressed concrete water storage tank (the
"New Tank No. 1 project ") on the site of the Commission's existing 33- year -old,
1,500,000 gallon welded steel water storage tank (the "Existing 'Tank ") just east of'
the intersection of North Triphammer and Burdick Hill Roads in the Town of
Lansing, construction of 290 feet of twenty -inch diameter ductile iron pipe and
appurtenances running from the Commission's existing transmission main, and
drainage and site improvements, and
(ii) dismantling and removing the Existing 'Tank, construction of a new 1,500,000
gallon pre - stressed concrete water storage tank (the "New Tank No. 2 proiect") on

the same footprint as the Existing Tank, construction
replacement of the Existing Tank overflow outfall
structure up to current Health Department standards
drainage around the New Tank; and
WHEREAS, the maximum amount proposed to be
Improvement is $2,600,000.00 ($1,200,000 for the New 'Tank No
the New Tank No. 2 project); and
WHEREAS, the proposed method of
Improvement is issuance by the Municipalities

WHEREAS, the area of said Town determined to be benefited by said SCLIWC 2009
Burdick Hill 'T'anks Project: consists of the entire area of all the water districts in the Towns
sensed by SCLIWC, including without limitation Dryden Water District: #1 -Varna area, Snyder
Hill Water District, Monkey Run Water District, Hall Road Water District, 'Turkey Hill Water
District, and Royal Road Water District; and
WHEREAS, it is now desired to call a public hearing for the purpose of considering (i)
the aforesaid plan, report and map, (ii) the providing of said SCLIWC 2009 Burdick Hill 'ranks
Project, (iii) the authorization of serial bonds for payment. of the costs of the Improvement, and
(iv) the amendment of the existing Agreement of lnterrnunicipal Cooperation between the
Municipalities in relation to such Improvement, and to hear all persons interested in the
subject thereof, all in accordance with applicable provisions of General Municipal Law, Local
Finance Law, and Town Law;
NOW, THEREFORE, iT IS HEREBY ORDERED, by the Town board of the Town of
Dryden, Tompkins County, New York, as follows:
Section 1. A public hearing will be held at the Town Hall, 93 East Main Street, Dryden,
New York, on April 8, 2009, at 7:1.0 o'clock p.m. to consider the aforesaid plan, report and map
and the questions of the providing of said SCLIWC 2009 Burdick Hill Tanks Project, the
authorization of joint and several serial bonds for payment of the costs of the Improvement,
and the amendment of the existing Agreement: of intermunicipai Cooperation between the
Municipalities to authorize; such Improvement, bonding, and other acti%4ies, to delegate to the
'treasurer of SCLIWC certain authority to issue such bonds on behalf of the Municipalities, and
to grant SCLIWC certain other powers and authority, and to hear all persons interested in the
subject thereof and concerning the sarne, and to take such action thereon as is required by
law.
Section 2. The Town Clerk of the Town of Dryden, Tompkins County, New York, is
hereby authorized and directed to cause a copy of this order to be published once; in The, Ithaca.
Journal, official newspaper of the Town, and also to post a copy thereof on the Town signboard
maintained by the Clerk, not less than ten nor more than twenty days before the day
designated for the hearing as aforesaid.
Section 3. This order shall tike effect irrimediately.

IS Supv Sumner said she has a copy of the Village of Dryden's budget in her office
available for review and will be attending the Village of Dryden's budget. hearing on Monday.
She would like someone to attend the meeting that: night at: the Town of Ithaca regarding gas
drilling for municipalities. Atty Perkins will attend that meeting.
Atty Perkins said the Board needs to take a look at its contract with the Village of
Dryden and what consulting the Village should be doing with the Town on the sewage
treatment plant and interceptor work. Under the agreement for the Cortland Road Sewer
District, the Town is to be consulted about these improvements. Supv Sumner wril.l look into
that.
Harry Weldon has expressed an interest. in the Town Historian position. Supv Sumner
is writing a job description for the position.
Supv Sumner will
do a radio interview tomorrow morning
about
the
proposed reserve
funds. She has received
positive feedback about: the article that
was in
the
newspaper.
Tompkins County Council of Governments will be looking at the current locations of call
towers in the County and Ivry to do some planning about where towers are likely to be needed
and can be appropriately located.
There will be a meeting tomorrow= with a representative of Ama, ZO Slater, Jeff Kirby
and Supv Sumner about TC3's upcoming telecommunication tower application, Supv Sumner
asked board members to get her any questions they have about cell tower applications.
Supv Sumner had a brief meeting with Lotte Carpenter, Mayor of the Village of Freeville,
recently. Supv Sumner said there are three areas in which the Town could possibly help
Freeville: Court, Department of Public Works, and Code Enforcement. This would likely result
in a savings to taxpayers. The board discussed this further and would like to explore the
possibility of shared services with the Village of Freeville. Supv Sumner will contact; Mayor
Carpenter.
There is a possibility that the old Red Mill Road Bridge could be moved to either the
Genung Preserve: to connect it with the ball fields on Groton Avenue in Freeville, or to replace
the snowmobile bridge behind the VFW on Route 13.
Supv Sumner said the Park Foundation has asked her to apply for a grant to fund the
salary for a Sustainability Coordinator for three years. They have suggested the Towns of
Dryden and Ithaca apply jointly. The board discussed this briefly, and Supv Sumner will
develop the grant.
The board discussed the amphibian project on Thomas Road. Supv Sumner asked Atty
Perkins to prepare a local law to allow the Highway Superintendent to temporarily close the
road under certain conditions.
Supv Sumner said that she %rill enforce the provision in the Fire Contracts this year
that requires departments to provide a monthly summary of the calls responded to.
