Supv Schug explained the proposed local law increasing the

Supv Schug read the notice that was published in the newspaper
concerning a research and development laboratory business. (copy
in minute book).
QUESTIONS AND /OR COMMENTS
Dale Loomis - our intention is to move our existing business to an
existing facility at 334 George Road. We need more space to be
able to continue what we are doing. We do research and development
laboratory business. The location will be at the old Todd farm
where the chicken barn is. This is not a noisy operation and a day
operation. There will not be a lot of traffic since it is not open
for local business. There will only be 3 cars. The only big trucks
would be a UPS delivery truck. There was one concern about waste
oil. We do have 15 gallons of kerosene that stays on the premisses
at all times that is captive in a machine. The only other oil that
we use is, which I have checked with hazardous materials is
noncarcinogenic The primary consistence is mineral oil and is
water soluble and biodegradable.
Supv Schug - wanted to know if they were doing any machine work.
Dale Loomis - they do have a number of computer controlled
machines which we do modifications. Our primary effort is research
and development of equipment in prototypes. We do this for
professors, the USDA, the FDA, a number of universities in the
area, Israel, Norway, Chile and the government of Brazil. We do a
lot of work on specialized equipment and develop specialized
® equipment for the academic world because they are so far
disconnected from engineering or designing that they can't get
their wishes resolved. We bridge the gap between the engineering
and machinist. Right now we are making 5 specialized grinding
machines. Once they are proved to work, someone else will market
the product. We have no desire to manufacture anything.

The building is to be used for a small researchlengineering
business. The outside will be sided in a residential motif. The interior
will be insulated (walls and ceiling. Fire code sheetrock will be used
where required. The entire remodeled area will be finished in painted
sheetrock to provide a clean business look. Three phase electricity will
be installed to accommodate the machine equipment. The business will
provide employment for 3-4 people initially, with a possibility of two
or three more in the fixture. Parking will be no problem as the farm has
always had ample gravel parking area. Parking will be in front of the
building.
I know of no other special needs relative to the project. The business is
presently at 1514 mecklenburg road. We need a nicer business
environment and more room.

Although there are bathroom facilities on the property a separate
approved septic system for the business will be installed when weather
permits. There should be no problem as the land near the building has good
percolation and can provide more than adequate drain field area.
Water will be piped from the "pole barn" adjacent to the site. The well
was installed by Mr. Todd when he ran the chicken farm business.
6). Description of the adjacent properties:
The building is quite isolated. It is at least 600 feet from adjacent
properties. The properties adjacent to this property are Gerald Estelle (Jim
GleasoiVDonna), and Joan Curtis /Don Portius, both residences. Other
borders are agricultural lands associated with Paul Cook. Across the road,
agricultural land.
7). :Provide a general statement.
The business is a day business with three employees besides myself.
The effect on the area should be only beneficial. There will be the addition
of two cars nominally on the road as increased traffic. Rumsey- Loomis is a
private business that does not deal with the general public. As a result there
will be no "customer traffic ". Delivery Traffic will not increase as the UPS
truck uses George road daily on it's normal route. Neighbors will not be
bothered by noise as the business is quiet. Smoke or foul smell is not an
issue as the business activity creates none. Any coolant fluids that we use
are either permanently recycled or are synthetic bio- degradable. The
business is located at least 600 feet from the road or any neighbor and
should have no negative effect. The value of a full daytime occupancy of
people in the area will enhance the "neighborhood watch" concept.
8). Federal state and local regulations: I am not aware of any regulations
other than the application for zoning use, and compliance with water and
sewage regulations.

Proposed Business Move
Rumsey- Loomis was formed as a Partnership in 1988 between Stanley
Rumsey and myself. Stanley had been in the business for over thirty years at that
time. I came to the business as an electrical and mechanical engineer having been
a full time engineering consultant for the printer engineering group at NCR (10
years) and then master model maker for the then fledgling Ithaca Peripherals (5
years). Recognizing my intense interest Stan decided we should computerize and
automate as much of our business as possible. Since then the company has
changed dramatically. What was primarily a machine shop is now a research and
development engineering facility with model making abilities. Our main effort is to
transform concepts that we receive into properly developed prototypes. After a
concept is presented the feasibility study is made, followed by AutoCad computer
drawings, which are then computer modeled in three dimensions. The three
dimension models are computer "rendered" to look like the finished product,
® which doesn't yet exist. If necessary, live moving animation models are made to
allow the product to move and or rotate in space to further emulate a "real" thing.
The "idea" now appears solid. The designs are completed and the first feasibility
models are then generated. Empirical testing follows with further design changes
as necessary. At that point our effort is usually complete.
Some of our customers include Ithaca Peripherals, the Federal FDA, the
USDA, the Brazilian government and several universities, including research
groups in Gennany, Argentina, Norway, Israel and Canada. Most of our shipping
is via UPS, or personal carrier. None of our efforts require large trucking.
This move is occurring for a number of reasons. We are running out of room
at our present location. Automation and engineering space is needed. The new
facility must also present a much needed change to reflect the engineering design
environment. I have been arthritic for years and must plan to be able to move and
work in an area that is 100% wheelchair accessible. This involves placement of
equipment with far more travel space than normally exists.
This move represents a logical evolution in the business world, and should
® prove to be a stable employee environment for }rears to come.

center staying there if the Town of Dryden and /or the Town of
Groton wishes to run it. The County DPW was concerned about the
mess so the towns would have to be committed to keep it clean.
There would not be a problem with it staying open.
COUNCILMAN PRIVILEGE OF THE FLOOR
Clp Grantham - personal safety program - no meeting has been
scheduled yet.
Clp Grantham - report on Planning Board - looked at Kimberly Drive
situation and what can happen over time regarding drainage.
Clp Grantham - zoning district change - the Planning Board was
interested in Mrs. Andrus request but the consensus was that it
should be considered as a special permit approval rather than a
zoning district change. They would like it to be tied to the State
license, so that if the license was withdrawn the special permit
would be withdrawn. The reason was the use would be specific to
adult care to a certain number of people so that it can't be
converted to apartment house etc. They didn't want to do the
zoning change because it would be too general. They didn't have
any objections and thought it was a fine idea.

sanction for failure to appear. That motion was heard by Judge
Rumsey last Friday in Cortland, by then Mr. Ottenshot had obtained
a new attorney and claimed he never got notice of the examination
report trial date. Judge Rumsey then ordered Mr. Ottenshot to
appear and be deposed on 3 -27 -97 at 10:00AM and to appear in my
office.

® Clp T. Hatfield - there is a difference between a community owned
asset that the taxpayers are responsible for in maintaining
through us and a not for profit organization that has other goals
and purposes and now rely on the community for revenue sources. I
would hope the volunteer fire department has other sources of
revenues. I don't have any problem with waiving the fee and we
could do it for all of the fire departments.
Atty Perkins - this would be unconstitutional since the fire
company is a private organization /corporation. It has its own
existence, its own government, its own board of directors. The
town only has a contractual relationship with them. You are going
to be making a gift of taxpayers money to a private organization
which is unconstitutional.
Z.O. Slater - reported on MAK Industries - Gus and Dryden Mutual
Insurance have met and have come to some type of agreement
regarding the outside storage. Dryden Mutual will be writing a
letter to the Town Board summarizing what the agreement is. Gus
has order venetian blind slats for the fencing and should be
installed by the end of the month. He plans to have all of the
landscaping done by the May board meeting.

General Municipal. Law 5705(2) requires that certain objections
based on the grounds set forth in General Municipal §705(].) shall,
in addition to the presentation of oral testimony thereon, be
submitted in writing.
On behalf of the Town of Dryden, the following objections are
submitted:
14 The signature of Patricia Schlecht is not properly
authenticated. The witness does not reside in the State
Of New York [General Municipal Law §703(2)]. The witness
has not stated her residence as required by the provision
of General Municipal Law §703(2).
2. The signatures of Genave Sopp, Donn W. Sopp and Robert S.
Oughterson are not properly authenticated. The witness
has not stated his residence as required by the
provisions of General Municipal Law §703(2).
3e The petition is purportedly signed by the owners of a
majority in assessed valuation in such territory assessed
upon the last preceding assessment roll utilized by the
Town of Dryden but there is not attached thereto a
certificate of an assessor responsible for the
preparation of such assessment roll certifying to such
facts. General Municipal Law §703(3).
4. The territory described in the petition allegedly
includes property (parcel 38 -1 -30.3) which does not
appear on the last preceding assessment roll utilized by
the Town of Dryden.

assessment roll. of, or util..i.zed by, the local

the assessed valuation of the real property in such

valuation of the real. property in such territory.
6. The territory described in the petition - both by tax
parcel number and in Schedule A - does not adjoin the
village and therefore is not subject to annexation and
cannot lawfully be annexed to the village. The Charter
of Dryden village (approved as Chapter 302 of the laws of
].865) describe the north line of the Village as running
easterly along the south Line of Wheeler Road (now New
York State Route 38) to the east line of McLean Road (now
New York State Route 13) and thence north along said east
