TOWN BOARD MEETING
PUBLIC HEARING - BUDGET
• NOVEMBER 7, 1996
Supv Schug called the meeting to order at 6:OOPM

QUESTIONS AND /OR COMMENTS
Supv Schug
- the preliminary budget
is just under one
half of one
percent in
increase in town taxes.
There was an across
the board 3
percent plus in salaries. There is
an increase in the
attorney
area. This
is a one time charge of
$7,600.00 to codify
and revise
the zoning
ordinance.
Co.
Rep.
Lane
- wanted to know the status of the ambulance district
and
the
charge
back.
Supv Schug - the ambulance rate has been cut. The rate last year
was .495 and this year is .0344 which is a 31.2 percent reduction.
The money is coming in on a routine basis and very happy the way it
is working. There are reserves for contingencies in this budget.
Les Cleland - questioned amount of money given to Southworth
Library,
Supv Schug - anyone the town supports through services and if they
are looking for an increase we ask that they get it to the town in
early September so that it can be considered. I received the letter
last week from Southworth Library which is late. If the board
desires they can authorize an increase which would bring the amount
to $3,900.00 as to what is proposed of $3,7B5.00. No one is given a
3 percent increase unless it is asked for. I have received
information from the library as to what their budget is.
Les Cleland - the Southworth Library would ask for your
consideration realizing the request is late and recognizing this is
a preliminary hearing there is still time to make changes prior to
adopting the budget.
Supv Schug - the board members have plans for recommendations to
increase the library request. The town does not mind supporting a
good program, but we shouldn't be the sole support.
Les Cleland - what do you anticipate to be the surplus at the end
of this year.
• Supv Schug - we have a reserve fund and do not anticipate any fund
balance for the end of this year.

NOTICE OF PUBLIC HEARING
TOWN OF DRYDEN
FIRE CONTRACTS

NOTICE IS HEREBY GIVEN, that the Town Board of the Town of Dryden will
hold a public hearing at the Town Hall, 65 East Main St., Dryden, N.Y.,
County of Tompkins on November 7, 1996 at 6:OOPM for the purpose of
considering contracting with the hereinafter designated fire companies for
fire protection to be furnished by each of them in the designated fire
protection district established in said Town. The following contracts are'
to be considered:
1- Varna Fire Department $109,950.00
2- Neptune Hose Co. #1 Inc. $140,700.00
3- W B Strong Fire Co. of Freeville $102,550.00
4- Etna Volunteer Fire Co. Inc. $ 950100.00
5- Brooktondale Fire District $ 9,500.00
A total of $460,300.00 to be raised
Proposed fire tax rate $1.085per thousand
6- The various fire departments shall answer and attend all calls in
the fire protection district of the Town of Dryden.
7- Each fire department shall be .responsible for any loss or damage to
its fire apparatus sustained in answering any such calls.
8- The contracts shall continue for one year, commencing January 1,
1997
9- Such other incidental terms as may be necessary or proper with such
contracting. The following additional term applies only to
Brooktondale Fire District. Such fire department shall be responsible!
for payment of all claims for injuries to or death of firemen in
connection with such calls.
All persons interested in this matter will be heard at such time and
place. A copy of the entire proposed budget is available at the Town
Clerk's Office, 65 East Main Street, Dryden, New York during regular
business hours.

• SPECIAL DISTRICT IMPROVEMENTS
Notice of hearing to hear objections to assessment roll for water, sewer
and lighting districts in the Town of Dryden.
NOTICE IS HEREBY GIVEN, that the Town Board of the Town of Dryden has
prepared the assessment rolls for parcels of land included in the
following water, sewer, ambulance and lighting districts. The following
are the proposed rates:
Varna Lighting (District #1) - .417 per thousand Total $5,000.00
Etna Lighting (District #2) - .505 per thousand Total $3,700.00
Meadow Drive /Leisure Lane Lighting (District #3) - .711 per thousand,,
Total $2,300.00
Dryden Ambulance District - .344 per thousand - Total to raise
$178,040.00
Sapsucker Woods Sewer (District #1) - 63.768 per unit Total $4,400.00
Varna Sewer (District #2) - 83.812 per unit Total $32,100.00
Cortland Road Sewer (District #3) - 10.625 per unit, .081 per pipe
footage, .342 per thousand Total $10,000.00
Monkey Run Sewer (District #4) - 33.169 per unit, 1.717 per thousand,
54.35 per acre = Total to raise $88,450.00
Turkey Hill Sewer (Sewer District #5) - 28.242 per unit, 59.255 per
acre, 2.018 per thousand - Total to raise $46,600.00
Snyder Hill Sewer (District #6) - 130 per unit, .002 per thousand, .12
per front footage Total $2,600.00
• Varna Water (District #1) - 61.671 per unit, .667 per thousand, .125
per front foot = Total to raise $42,270.00
Snyder Hill Water (District #2) - 176.711 per unit, 1.741 per
thousand, .232 per front foot = Total to raise $13,430.00
Monkey Run Water (District #3) - 54.04 per unit, 3.257 per thousand,
77.132 per acre, = Total to raise $120,690.00
Hall Road Water (District #4) - Total to raise $7,250.00
Turkey Hill Water (District #5) - 24.079 per unit, 50.52 per acre,
1.72 per thousand = Total to raise $39,730.00
FURTHER NOTICE IS HEREBY GIVEN that pursuant to Section 239 of the Town
Law, the Town Board of the Town of Dryden shall hold a

• AMBULANCE CONTRACT

NOTICE IS HEREBY GIVEN, that the Town Board of the Town of Dryden will
hold a public hearing at the Town Hall, 65 East Main St., Dryden, N.Y., j
County of Tompkins on November 7, 1996 at 6 :OOPM for the purpose of
considering contracting with Dryden Ambulance Inc. for ambulance service
in the Town of Dryden for an annual sum of $99,100.00 and contracting with
Slaterville Fire Department for an annual sum of $4,100.00.
All persons interested shall be heard at such time.

• Les Cleland - so all appropriated funds will be expended in the
current year.
Supv Schug - what we do with the unexpended fund balance at the end
of every year is applied to next year. We try and budget very !
carefully and conservatively. j
Hwy Supt Gilbert - wanted some things clarified on the budget. On
the sewer and water under personnel services that would be for the
secretary who does the billing. Is that usually one person or is
that divided up.

Supv Schug - that is divided up and is also part of the DPW work.
Hwy Supt Gilbert - wanted to know if the purchasing agent was one
person. Under personnel services that would be for the person who
does the billing. Under DPW there is a personnel services and there
are 3 categories. Is this for staff in public works under personnel
services. Wanted to know if the last line in the budget was for
secretary for DPW.
Supv Schug - there are a lot of people being paid from different
parts of the budget.
Charles McDaniels - wanted to know if the town has talked about
adding on to the town hall.
• Supv Schug - yes we have, so that we will have enough office space,

board room space and court space that is mandated. �

Hwy Supt Gilbert - would like the board to reconsider the salary of
the highway superintendent. He would like the board to consider the
amount of salary he received in the letter from the supervisor's
office to the +/- 3 %. He would like the board to think it over
again.

RESOLUTION #217 AMEND BUDGET CHANGE
INCREASE SOUTHWORTH LIBRARY
Clp T. Hatfield offered the following resolution and asked for its j
adoption:
RESOLVED, that this Town Board authorize to increase the amount
from $3,785.00 to $3,900.00 to Southworth Library for the year
1997.

RESOLUTION #218 AMEND BUDGET CHANGE
JUSTICE SALARY
• Clp C. Hatfield offered the following resolution and asked for its
adoption:
RESOLVED, that this Town Board authorize the decrease in salary for
the new justice from $7,725.00 to 87,500.00 for the year 1997.

The board decided to make no changes at this time for the highway
superintendent salary.
RESOLUTION #219 ADOPT BUDGET
Clp C. Hatfield offered the following resolution and asked for its
adoption:
RESOLVED, that this Town Board adopt the budget with the previous
changes made for Southworth Library and Town Justice.
2nd Clp Grantham Roll call vote - all voting Yes
RESOLUTION #220 ADOPT ASSESSMENT ROLLS
Clp C. Hatfield offered the following resolution and asked for its
adoption:
RESOLVED, that this Town board has met at the time and place
specified in the notice of the public hearing in the preparation of
the assessment rolls of parcels of land included in the water,
sewer and lighting districts to base the cost chargeable to said
districts in connection with the construction of water, sewer and
lighting systems which benefits and improves said districts and
heard all persons desiring to be heard thereon:
NOW THEREFORE BE IT RESOLVED, that this Town Board does hereby
adopt said assessment rolls for this Town for the fiscal year
beginning on the first day of January 1997.
