TOWN BOARD MEETING
PUBLIC HEARING - HUD GRANT
• MARCH 5, 1996
Deputy Supv C. Hatfield called the meeting to order at 9:00AM
Roll call was by Town Clerk Lloyd:
Present: Deputy Supv. C. Hatfield, Clp Grantham, Clp T.
Hatfield and Clp Roberts
Absent: Supv Schug and Atty Perkins
Karl Heck - there
has been a
good response from
the Town of
Dryden. They are
proposing a
2 year $850,000.00
housing
rehabilitation grant.
There would
be 23 projects
each year. This
does not preclude
the town to
apply for another
grant next year
should they apply
in another
area.
Clp Roberts - wanted to know what years this applied to.
Karl Heck - 1996 - 1997
Clp Roberts - wanted to know if the one already in progress was
for 1995 and can any new projects could be started on that grant
at this time.
Karl Heck - yes, it is a one year housing rehabilitation project
and takes about 18 months to actually finish. The deadline for the
applications were in the summer and the grants were awarded in the
• fall. You have 5 years to spend the money.
Clp T. Hatfield - those are grants to the town and we are putting
that money to work in the community. Is this in the form of grants
and loans? Wanted to know where the loans get repaid to.
Karl Heck - the loans get repaid to the town.
Clp T. Hatfield - wanted to know if the town could get some kind
of report on the status of the loans.
Karl Heck - saw no problem with sending a report to the town.
Clp T. Hatfield - does it come back to the parameters under which
it can be utilized or do those parameters change. Can it be used
for housing or can be be used for economic development.
Karl Heck - it can be used for anything that is eligible.
Communities have the option of either keeping it, reapply for more
in the same or different areas, or give your money back and apply
for something else. Each year is an independent project. There are
23 projects in the Town of Dryden outside of the villages.

PLAN
Clp T. Hatfield offered the following resolution and asked for its
adoption:
WHEREAS, the Town of Dryden is interested in submitting an U.S.
Department of Housing and Urban Development (HUD) Small Cities
Community Development Block Grant (CDBG) applications for the 1996
round of funding, and
WHEREAS, HUD
has
required
the
completion of an Abbreviated
Consolidated
Plan
as part
of
those applications, and
WHEREAS, the Tompkins County Planning Department has prepared the
Abbreviated Consolidated Plan and the application to comply with
this regulation, now therefore be it
RESOLVED, that the Town of Dryden is authorized to apply for a HUD
Small Cities application for two (2) years for $850,000.00
RESOLVED, that the Town of Dryden Abbreviated Consolidated Plan be
approved and the County be authorized to submit the Plan to HUD,
and
RESOLVED, further, that the Supervisor or his designee be
authorized to sign any documentation involved in the Abbreviated
Consolidated Plan.
2nd Clp Grantham Roll call vote - all voting Yes
Deputy Supv C. Hatfield received an invitation from the Etna
Volunteer Fire Dept. to their annual banquet and installation of
officers on March 16th. Clp Roberts said he would attend.
Clp T. Hatfield - reported he had received information from the
State that their records indicate the Town of Dryden IDA provides
for the automatic dissolution of an IDA who has no bonds or other
obligations outstanding at the expiration of 10 years after the
effective date of this enabling legislation. If our records are
incorrect regarding bond issues or obligations by the Town of
Dryden please furnish us with the information. If you have any
information to report please respond by March 15th. If we do not
hear from you by that date with this the agency will be dissolved
pursuant to Section 8561b of the General Municipal Law. I feel we
should hold on to the IDA so that in the future if something does
show up it gives us something to move forward with.

Clp T. Hatfield - gave report to board members regarding update of
bathroom in highway garage. They are at a point now with the
upgrading and can be left that way if need be since there is no
money in the budget account for that item.
Clp T. Hatfield
- the
highway is
gathering up information in the
format which we
have requested.
I
would like the data compiled so
that whoever is
doing
the highway
bills will have a basis for
looking things
up when
we meet once
a month with them. This
information
should
be
ready
by the
April
meeting.
