TOWN BOARD MEETING
NOVEMBER 2, 1995
0 Supv Schug called the board meeting to order at 1:OOPM
Members and guests participated in a moment of silent meditation
followed by the Pledge of Allegiance

DISCUSSION
Court salaries - board members have copies of information
supplied by Judge Lloyd.

Supv Schug - isn't the night court more of a pass through.
Judge Lloyd - the clerk's feel they are falling behind in
recognition for their efforts compared to other full time
employees of the town. This should be considered as well and I
• will be happy to answer any questions you might have.

Clm T. Hatfield - wondered about the work involved when the
village court closed.
Judge Lloyd - there was a bulge of cases that were open when the
village court was closed. I was asked how this was going to
affect the town court when the village court was closed. I told
them there were too many unknowns. There were several hundred
mail waivers that were not handled by the village along with
civil and criminal cases. These were some of the unknowns. This
was temporary and did put us behind. I feel that from April 1st,
1995 to March 1996 we will handle 3700 cases and after that we
will drop down to 3500 after we get the bulge taken care of. It
was a 40 per cent increase from the village court.

Judge Lloyd - I posed that question to the clerk's and they feel
they can. I think that is a valid question. You might want to get
an expert in from OCA who could tell you.

In the matter of the establishment of ORDER CALLING
the Town of Dryden Ambulance District PUBLIC HEARING
WHEREAS, a map, plan and report have been prepared in such
• manner and in such detail as has heretofore been determined by the
Town Board of the Town of Dryden, Tompkins County, New York,
relating to the establishment of an ambulance district in said
Town, such ambulance district as established to be known as the
Town of Dryden Ambulance District, and
WHEREAS, said map, plan and report have been filed in the
office of the Town Clerk of said Town, where the same are available
during regular office hours for examination by any persons
interested in the subject matter thereof, and
WHEREAS, said ambulance district will comprise all of the
property within the boundaries of the Town of Dryden, Tompkins
County, New York including the Villages of Dryden and Freeville,
and

WHEREAS, the Village Board of the Village of Dryden, pursuant
to the provisions of Town Law §209, passed a Resolution consenting
that said Village be included in said ambulance district, which
Resolution was adopted subject to a permissive referendum as
provided by law, and
WHEREAS, the Village Board of the Village of Freeville,
pursuant to the provisions of Town Law §209, passed a Resolution
consenting that said Village be included in said ambulance
district, which Resolution was adopted subject to a permissive
referendum as provided by law, and
WHEREAS, said map, plan and report does not contemplate the
construction or acquisition of an improvement, but only the
performance and supplying of ambulance service with the maximum
amount to be expended annually not.to exceed $246,850, and
WHEREAS, the aforesaid project was the subject of an
environmental review by the Town Board of the Town of Dryden
pursuant to the regulations of the New York State Department of
Environmental Conservation promulgated pursuant to the State
Environmental Quality Review Act, the implementation of which as
proposed, the Town Board has determined will not result in any
significant environmental effects, and
WHEREAS, there are no hook -up fees required to be paid, and
WHEREAS, there is included with the map, plan and report filed
with the Town Clerk, a detailed explanation of how the estimated
cost of the district to the typical property was computed as
required by Town Law §209 -d(1)

which estimated cost is $39.03
WHEREAS, the maximum amount to be expended annually will be
• raised by assessing, levying and collecting the same from the
parcels of land within the district in the same manner and at the
same time as other town charges, and
WHEREAS, it is now desired to call a public hearing upon the
question of the establishment of the Town of Dryden Ambulance
District in the manner aforesaid; and pursuant to Section 209 -d of
the Town Law; NOW, THEREFORE, BE IT
ORDERED, by the Town Board of the Town of Dryden, Tompkins
County, New York, as follows:
Section 1. A meeting of the Town Board of the Town of Dryden,
Tompkins County, New York shall be held at the Town Hall, 65 East
Main Street, Dryden, New York on the 14th day of November, 1995 at
• 7:30 o'clock p.m., prevailing time, for the purpose of holding a
public hearing to consider the establishment of such ambulance
district of said Town as described in the preambles hereof, to be
known as the Town of Dryden Ambulance District, the boundaries of
such ambulance district being the boundaries of the Town of Dryden,
Tompkins County, New York including the Villages of Dryden and
Freeville and to consider the map, plan and report filed in
relation thereto, and to hear all persons interested in the subject
matter thereof concerning the same, and for such other action on
the part of the Town Board as may be required by law or shall be
proper in the premises.
Section 2. The Town Clerk is hereby authorized and directed
to cause a copy of this Order to be published once in The Ithaca
• Journal, the official newspaper of said Town, the first publication
thereof to be not less than ten nor more than twenty days before
• the day set herein for the hearing as aforesaid, and said Town
Clerk shall also cause a copy thereof to be posted on the signboard
of the Town maintained pursuant to subdivision 6 of Section 30 of
the Town Law not less than ten nor more than twenty days before the
day set for the hearing as aforesaid.
Section 3. This order shall take effect immediately.
The question of the adoption of the foregoing order was duly
put to a vote on roll, which resulted as follows:

ATTORNEY
Atty Perkins - reported Nov. 1st was the last day for a petition
to be filed with the Town Clerk requesting the appropriation for
a sum of money to prepare a map, plan and report to establish an
ambulance district. The Town Clerk has indicated by her
certificate that no such petition was filed. Today there was
filed with the Town Clerk a map, plan and report together with a
detailed statement required by Town Law Section 209 -B1 as to how
the cost to a typical property was computed. The plan and report
recommends that the Town Board adopt an order calling a public
hearing for the formation of the district. There is a copy of the
SEAR form which has to be reviewed before the proceedings and a
copy of the proposed order calling a public hearing on the
establishment of the district.
The Village of Dryden and Village of Freeville passed a
resolution subject to a permissive referendum consenting to be
part of the district.

GEOGRAPHY AWARENESS WEEK PROCLAMATION
Clm T. Hatfield offered the following resolution and asked for
its adoption:
WHEREAS, the United States of Ameri
landscapes and bountiful resources,

WHEREAS, geography has aided Americans in understanding

knowledge of world geography plays in preparing citizens of New
York and the United States for the future of an increasingly
interdependent and interconnected world, and
WHEREAS, the theme of National Geography Awareness Week is
"Geography: Passport to the World," and encourages students to
become more aware of and to learn about other cultures of the
world, and
WHEREAS, the supervisor and the people of the towns of New York
desire to participate in activities and programs that enhance and
broaden educational opportunities to students in New York
schools,
NOW, THEREFORE, I, James F. Schug supervisor of the Town of
Dryden for and by resolution of the Town Board of November 2,
1995, hereby proclaim November 12 through November 18, 1995 as:
"Geography Awareness Week"
in New York, and urge all of our citizens to participate in
activities and programs that enhance public awareness of the need
to develop a productive, literate citizenry and work force, one
that understands how people and places are linked.
