Hatfield, Clm Roberts and Atty Perkins
Atty Perkins - there is time in 1995 to form an ambulance district
effective 1 -1 -964 For the 1996 contract the town board on behalf
of the ambulance district, which would be town wide, would
contract with Dryden Ambulance Inc. for ambulance services. This
would involve the employment of daytime help so they can have
their advanced life support system operating and have people
available to operate the billing. The district would have to be
formed prior to the time you adopt the town budget for 1996, which
would be on or about November 14th. The need for a special meeting
is so we can have all of our proceedings in place by Nov. 14th.
The meeting today 10 -2 -95 is a special board meeting and the board
will have to adopt a resolution to appropriate funds for the
preparation of a map, plan and report under Article 12 -A of the
Town Law to form the Town of Dryden Ambulance district. That
resolution is subject to a permissive referendum. On October 12th
the Town Clerk will publish and post the notice of adoption. The
30 days from which to request a permissive referendum begins
today. The last day to file for a permissive referendum would be
November 1st. On November 2nd there should be another special
board meeting, which the town board would call a public hearing on
:he map, plan and report. The public hearing would be Nov. 14th
4nd would be immediately prior to the adoption of the town budget.

Atty Perkins ° nothing would change. This is a special improvement
district formed under Article 12 -A of the Town Law, which is town
wide including the villages. There is nothing in the town law that
says anything about having an effect on a fire district.
Clm C. Hatfield - McLean Fire district is upset because nobody has
notified them as to what is going on.
Atty Perkins - it is not going to be any different than it is
right now. If someone will point out to me why they should be
involved I would be glad to consider that from a legal standpoint
and do whatever is necessary.

A RESOLUTION APPROPRIATING $1,500 OF THE TOWN OF DRYDEN, TOMPKINS

REPORT IN CONNECTION WITH THE PROPOSED ESTABLISHMENT OF AN
AMBULANCE DISTRICT IN SAID TOWN IN AN AREA OF SAID TOWN NOT
INCLUDED WITHIN THE BOUNDARIES OF ANY INCORPORATED VILLAGE WITHOUT
THE CONSENT OF ANY SUCH VILLAGE SUCH DISTRICT PROPOSED TO BE KNOWN
AS THE TOWN OF DRYDEN AMBULANCE DISTRICT.
WHEREAS, Section 209 -b of the Town Law authorizes any Town to
adopt a resolution, subject to permissive referendum, appropriating
a specific amount of monies to pay the cost of preparing a map,
plan and report in connection with the establishment of a proposed
improvement district not included within the boundaries of any
incorporated village without the consent of any such village; and
WHEREAS, it has been proposed to establish an ambulance
district in said Town, said ambulance district proposed to be known
as the Town of Dryden Ambulance District; and
WHEREAS, it is now desired to appropriate monies of said Town
to pay the cost of preparation of a map, plan and report for said
proposed Town of Dryden Ambulance District, in accordance with the
provisions of Section 209 -b of the Town Law; NOW, THEREFORE, BE IT
RESOLVED, by the Town Board of the Town of Dryden, Tompkins
County, New York, as follows:
Section 1 There is hereby appropriated the sum of $1,500.00

established by whatever name known, pursuant to the provisions of
Article 12 -A of the Town Law, the expenses incurred by the Town of
Dryden, Tompkins County, New York, for the preparation of such map,
plan and report shall be deemed to be a part of the cost of the
establishment of such ambulance district and the monies
appropriated hereby shall be reimbursed to said Town by said
ambulance district.
Section 4. This resolution is adopted subject to a permissive
referendum in accordance with Section 209 -b and Article 7 of the
Town Law.
The question of the adoption of the foregoing resolution was
duly put to a vote on roll call which resulted as follows:

At a special meeting of the Town Board of the Town of Dryden,
Tompkins County, New York held at the Town Hall, 65 East Main
Street, Dryden, New York, in said Town, on October 2, 1995 at 8:00
A.M., Prevailing Time.
The meeting was called to order by Supervisor Schug and upon
roll being called, the following were

The following resolution was offered by Councilman Baker who
moved its adoption, seconded by Councilman Thomas Hatfield, to -wit:

RESOLVED, that following publishing and posting of a Notice of
Adoption of the foregoing resolution according to the provisions of
the Town Law and upon the filing of the Town Clerk's Certificate
that no petition requesting a permissive referendum on the
foregoing resolution has been filed within the time required by law
for such filing, the Town Attorney is directed to forthwith prepare
a map, plan and report in connection with the proposed Town of
Dryden Ambulance District and following such preparation shall file
the same with the Town Clerk.
