Slater Absent: Clm Baker Supv Schug read the notice that was in the newspaper concerning the lighting districts: Varna, Etna, Leisure Lane and Meadow Drive. (copy in minute book) QUESTIONS AND /OR COMMENTS - none Closed public hearing 7 :05PM PUBLIC HEARING #2 NOVEMBER 2. 1994 WICKER WHARF • Minutes of public hearing #2 at 7:30PM Supv Schuq read the notice that was published in the newspaper concerning the application for Wicker Wharf. (copy in minute book) QUESTIONS AND /OR COMMENTS Mr. Glebe - they would like to relocate at the former Daves Place. They do not plan on doing anything other than some painting to the interior. It was formerly a bar and restaurant. Clm Roberts - wanted to know if there would be any outside structural changes. Mr. Glebe - they only and painting the trim plan on painting on the outside. stripes on the parking lot It was reroofed several years ago and painted so the exterior is in pretty good shape. The only thing they need to do is change the sign from Daves Place to Wicker Wharf since they plan on using the same sign. Clm Roberts - wanted to know if there would be any lighting changes on the outside. Mr. Glebe - said the lights would remain the same as they are now. Mr. Glebe - they would be happy with 10 to 20 customers per day and deliveries would be 1 per week. Clm Roberts - wanted to know hours of operation. Mr. Glebe - they would be open from 10:OOAM to 6:OOPM Monday thru Saturday. Clm Roberts - wanted to know if there would be a dumpster there. Mr. Glebe - it would be a shared dumpster with the service station next door or a dumpster at the side of the building. Clm Roberts - wanted to know if they would have a problem with enclosing the dumpster. Mr. Glebe - he did not see any problem with having the dumpster enclosed. Supv Schug - wanted to know about outside displays. Mr. Glebe - they would put merchandise out in the front in the summer time. It was decreased by $5,775.00 and they find they are sliding backwards with their requests every year. Their cash reserve is needed to operate their business. He wondered if the board would consider to put this amount of money back into the budget. Supv Schug - Dryden ambulance asked for over 11 per cent increase from $99,275.00 A 5 per cent increase would be $93,500.00 which is what the board gave. Supv Schug - wanted to know how much they had in their reserve. Last year you said there was a problem with money in not having enough to heat the building. The board said if the heating bills were brought here then the town would pay them. • Brad Perkins - there are other things that impact them and one is trying to make use of the OSHA program that the board funds. They are just trying to keep up with all of the mandates. They are going to be required to have a separate facility to wash their medical equipment, which at the present time they do not have. Supv Schug - when he checked the records to see how the shared money for OSHA training and equipment was the maximum has not been used. Brad Perkins - if we had your perimeters for that in writing so they have it as a formal thing to use. Supv Schug - it has been made in the form of a resolution and is in the contract with the fire and ambulance departments agreements. Brad Perkins - what is knocking them down are their utilities. Clm T. Hatfield - would like to review their balance sheet they have offered to the board members. Brad Perkins - since they have built the new fire station the village has decided not to plow their snow which is $500.00 to $1,000.00 expense. Brad Perkins - he now has a full year of data in the computer as to the nature of the ambulance calls so these reports will be available to the board members. TB11 -2 -94 Page 4 Supv Schug - suggested the Dryden Ambulance stay with the proposed budget and if they have serious problems at any time they are free to come back to talk with the town board. Clm T. Hatfield will review the figures so we can always make an adjustment if needed. Brad Perkins - they will do the best they can. Closed budget hearings TOWN BOARD MEETING NOVEMBER 2, 1994 Supv Schug called the meeting to order at 9:OOPM DISCUSSION Clm Roberts - regarding elder housing - there was one statement in the list of items that needed to be done for approval for the elder cottages. Such proposed placement will be more objectional or depreciating to adjacent or nearby properties by reason of traffic, noise, disposal of waste or sewage of the allowed uses • of the zone. He would like to propose to change the statement of disposal of waste or sewage to disposal of solid waste, since sewage is under the control of the Health Dept. Also, as this stands now it would be open to parents, grandparents or great grand parents. He was wondering why we weren't including other blood relatives such as brothers, sisters, aunts or uncles. His concern was, maybe an elderly person does not have any children. Supv Schug - these would be limited to one unit and you can get them big enough for two people. The minimum age limit is 55 or older. Clm Roberts - wanted to know the procedure if this was passed in its present form and the board would like to change a part of it. Atty Perkins - you would have to hold a public hearing. Clm Roberts - would like to recommend that the one change be made regarding the solid waste. Supv Schug - will send copies to the Planning Board and ZBOA for their review. Hatfield Roll call vote - all voting Yes RESOLUTION #211 GRANT SPECIAL PERMIT - WICKER WHARF Clm Roberts offered the following resolution and asked for its adoption: RESOLVED, that this Town Board grant a special permit to Wicker Wharf with the following conditions: 1 - the dumpster shall be enclosed, 2 - hours of operation 10:OOAM to 6 :OOPM Monday thru Saturday; 3 - the stripes shall be maintained on the parking lot; 4 - "Boiler Plate Conditions" adopted 7- 10 -90; 5 - no additional outside lighting; 6 - sign shall be in compliance with sign ordinance; 7 - no outside displays in parking lot (only on porch) 2nd C. Hatfield Roll call vote - all voting Yes RESOLUTION #212 ADOPT ASSESSMENT ROLLS Clm Roberts offered the following_ resolution and asked for its adoption: WHEREAS, this Town Board has met at the time and place specified in the notice of the public hearing in the preparation of the assessment rolls of parcels of land included in the water, sewer and lighting districts to base the cost chargeable to said districts in connection with the construction of water, sewer and lighting systems which benefits and improves said districts and heard all persons desiring to be heard thereon: NOW THEREFORE BE IT RESOLVED, that this Town Board does hereby adopt said assessment rolls for this Town for the fiscal year beginning on the first day of January 1995. • 2nd Clm C.
