CITIZEN PRIVILEGE OF THE FLOOR
David Riordan from NYSDEC - works for DEC out ti �f the Cortland
Office - they are interested in the state land that is located in
the Town of Dryden. He attended a board meeting about `c_) years
ago regarding Canaan Road and got a cooperative agreement between
the town and DEC to try and keep the road in fairly decent shape.
This didn't happen and what has happened over the years is that a
number of the town roads have deteriorated. It is a concern to
him as a manager of the state lands and should be a concern to
the people who live in the Town of Dryden. When the town went
through the procedure of qualified abandoning Hammond Hill Rd.,
Canaan Rd., and Red Man Run in 1992 DEC did participate in some
of the hearings of the roads that did get qualified abandoned. He
met with Hwy Supt Gilbert in July and DEC would like to try and
maintain some type of access to the state forest lands. If there
can be an agreement he would like it in the record some place.
DEC is proposing that the Town of Dryden start to rework about
2500 feet of Star Stanton Rd, from Dr. George's driveway to the
junction of Canaan Rd. The State of New York is willing to do
some major work ors Canaan Rd beginning with the junction �n of Star
Stanton Rd to the state property line and then the town would
continue to work a small section t� � the Town of Caroline. The
state would work about 8500 feet on Canaan Rd. He did agree with
the Hammond Hill portion that was qualified abandoned by the

David Riordan - there was one proposal made a number of years ago
that the town turn over the jurisdiction of Canaan Rd so that the
state own both sides. They do not plan to plow the road. He told
Hwy Supt Gilbert that he has requested $50,000.00 from the state
over the next 10 years to improve Canaan Rd. He will be putting
this in his budget in hopes to get the rtioney in the next 5 to 10
years so the state can do major work on the road. Canaan Road can
be fixed up so there are proper ditches and culverts even though
• there are 15 per cent grades. They have truck trails with a 25
per cent grade.

be an up -date of where we
stand in
1994.

Referring to the forest mosaic, the roads in question are Hammond
Hill, Star Stanton Hill, and the Canaan Roads. I will summarize each
separately.
Canaan Road
Is completely in the Town of Dryden. Road has grade from north to
south of 0% to 15 %. Washed out in spots but has been cleared in past. Has
potential to be improved and drained. Being 1 1/2 miles in length and
having a good location as a main access road, I am recommending that DEC
take over ownership of this road. We would do a major construction job on
this
road in
the
next 10 -15 years. This road and our present Redman Run
Truck
Trail
would
be our major access system on the forest.

by the Town.
DEC
will attempt to get

Town to

of road, we
will
have good through access
on the
forest.
The Town has
tentatively agreed to take over and upgrade this section of road.
Hammond Hill Road
This road is presently abandoned by the Town of Dryden from the Girl
Scout property south for 1 1/4 miles to the town line, and deservedly so,
for the road is in very poor shape, with steep pitches and general poor
location.
This road has little potential for good access on the State forest and
will serve as a foot trail or good weather, limited road travel in the
future.
The southern section of this road, for 1 1/3 miles, is in the Town of
• Caroline. There is potential to upgrade or maintain this section for
future forest access. The road is presently in good condition from the

south end up to the pipeline right -of -way. DEC will work with the Town of
Caroline to encourage good maintenance of this 1 1/3 section of Hammond
Hill Road.
Thus the middle section of the road, about 1 1/4 miles in length, will
be abandoned because of poor condition and location. DEC should concentrate
our time and money on the other roads on the forest. They will serve as
our primary forest access.
I met with Don Gilbert, the Highway Superintendent, on July 6, 19940
_We agreed to the following.
1. Town will upgrade and maintain the 1/2 mile section of Star
Stanton Hill Road from Dr. George's driveway to the Canaan Road.
2. The DEC will upgrade and maintain the 1 1/2 miles of the Canaan
Road as a truck trail and continue to maintain Redman Run Truck
Trail.
We will make our agreement public and recorded at the August Town of
Dryden Board Meeting.

from the board to reopen maintenance on that portion of Star
Stanton Road. He has a commitment from Hwy Supt Gilbert. It would
be very difficult for the state to go through the commitment of
putting all of the m oney into bringing the road into compliance
if there is a section of read that is riot maintained. The state
does not want to maintain it because it goes across state and
privately owned land.

WEST DRYDEN COMMUNITY CENTER
Clm Baker offered the following resolution ion and asked for its

RESOLVED, that this Town Board authorize an amount riot to exceed
$109500.00 to Buck Engineers regarding lead paint removal or, West
Dryden Community Center. Also, nothing happen with Buck
Engineering until the ti.-iwn receives an estimate for the total
cost of renovation.

water /sewer - he still has abut 4 outstanding property owners
who haven't signed.
Atty Perkins - regarding So=uth Knoll Drive and Dale Cotterill
property. He has checked on the map, deeds and procedure. He has
written to Mr. Couteri 11' s attorney several times asking them to
identify the consideration for the transfer and has riot yet heard
back from hire. Once the consideration ion is identified the town
would adopt a resolution subject to a permissive referendum to
have the town convey the property back to Mr. Cot t er i 11.
Atty Perkins - Abbott Road - he is still waiting from information
from the state.
Atty Perkins - Alfred Eddy - draft environmental impact data was
forwarded to the town for comment.
ENGINEERING
Dave Putnam - Turkey Hill water /sewer - NYSDOT has approved the
location of the water /sewer mains and will issue a permit. The
Facilities Development Ci Grp. - bid date � �f Sept. 8th and will
have a recommendation for Sept board meeting. They are going to
divide the Job in two parts since it is late ire the year. The
first part will work on the county and town roads, back lots and
install the casings underneath the highways this fall. In the
spring they will finish the part they didn't get done this year

Supv Schug - wanted to knew if the town would be using part of
Millie Reed's sewer line and wanted Atty Perkins to check the
agreement.
ZONING OFFICER - monthly report given to board members
Z.O. Slater - Would like t• � have Atty Perkins obtain an order to
enjoin Cortland Paving from dumping trash at the intersection of
Rt 366 and Freese Rd. Cortland Paving needs a special permit to
do what he is now doing.
Atty Perkins - it would be an injunction to enjoin Cortland
Paving from continuing to use the property which is in violation
of the zoning ordinances
Z.O. Slater - there is about an acre that is covered with
material ranging from trees, used black top, used concrete and
bank run gravel. He has kept track and it is evident they are
using this land as a storage yard. This is an allowed use
provided you have a special permit. He has received complaints
from the neighbors and hash written t� � the owner with no response
from him.
