COUNCILMAN PRIVILEGE OF THE FLOOR
Clm Roberts made a suggestion with regard to the ZBOA members.
'That this be a regl_tirement during appointment rather than
enacting a local law for there to attend cizint inuing education
courses.
Atty Perkins - YOU can Only do it through local law. He has
discussed this with Anne Everett and she was going to contact the
Department of State and the Ass• is i at i o ns of Towns to find out
what kind of training programs they c induct. He will then be able
to write a local law so the members would be required to
periodically attend these classes. The new amendment to 'Town Law
effective 7 -1 -92 specifically left this open fair towns to decide
by local law if they were going to require training for ZBOA
members. This is the method the legislature is giving the town
board to firm up educational requirements for appointments to the
ZBOA. He felt the board should let Anne cr.1me back to the beard
with a proposal first.

have some methods of getting out what the needs and wants of the
youth h recreat i on are within the county. The towns are passing a
resolution to sUpport in spirit the intermunici pal recreation
task. force. She would also like to ask for a small amount of
m oney to Support their mailing efforts. They are a committee
without funds. The other towns with the exception of Caroline are
appropriating small amounts of money to assist in the mailing.
The computer analysis and the data work will be done for nothing.
They are hoping that at the end of a given period of time they
can go back with some hard evidence to the youth bureau to let
them see what the results of the survey are. She thinks the
results of the survey will also be helpf1_tl to our own youth
commission. She has a pledge that we will have access to that
part of the survey.

George Schlecht - the town should make it clear to the parties

the fact that they have been using this road as such for 20
years.
Atty Perkins - felt this should be considered when there is
problem and you know what the problem is.
Supv Schug - felt that the town should finish and pay for the
survey to find out how far off i t is and then let Mr. Keech have
the opportunity to do what he wOUld like to straighten this out.
George Schlecht - the survey is plotted and not fully drawn. They
have the drawing done as to where the road is and the vario=us
pipes and title lines are. Before it is finalized he can come
back and make a recommendation in terms to protect the towns best
interest. A letter should be sent to Mr. Keech and his neighbor
forewarning her she shouldn't be putting her fence up in what

years then the town would have rights and the public has rights
regardless -if the deed. The town has rights to the road where it

Attached is a brief summary of each request,

Old Businessa Temporary Business Occupancies.
Wilcox Press remains under a Temporary Certificate of
Occupancy. As you'll please recall, one item of issue is the
final successful testing of the air pollution equipment. To
try to close out the permit, I've written to Norman Boyce of
NYS —DEC who referred it to Randy Young of the Cortland DEC
Office. Mr. Young reports," no actual stack tests have been
conducted at the Wilcox Facility. Incinerator performance to
date at the Wilcox Facility, indicates that the incinerator -
is operating satisfactorily ". Formal test are on a hold. The
hold up is, the adoption by NYS of new emission requirements
which will leave most such equipment across the state in
noncompliance. Wilcox will not be a facility in noncompliance
with the new standards which took affect April 1st of this
year.
At the direction of the Supervisor, I've been in contact with
Randy Young of Region 7, DEC Cortland for the Wilcox Press
Stack test schedule. I was informed, "Wilcox will be required
to Submit to DEC a test schedule prior to November 1993 ".
Once DEC has all test schedules from all facilities across
the state, DEC will then determine, by need, what facilities
• Must be tested and in what order. Since Wilcox has the most
efficient equipment available, Wilcox will not get much of a
priority for testing. Mr. Young guessed June 95, which is the
dead line for all testing And corrective actions to be
determined. That also assumes no extensions are granted!

West Dryden Comm. Center - There are 8 people who applied for
historic consultant, of which 3 are qualified and on the state

Supv Schug - Dryden Fire Dept. has a FCC license for a separate
radio frequency. They wc- iuld like to � instal 1 their antenna _in the
town owned Beard Hill tower site. They will assure us there will
be no interference with the other repeaters located at the site.
Dryden Central School l has been paying the town $100.00 a year to
have their repeaters li.-icated there since 1984. Cj .-jrnel 1 also uses
it for their farm frequency. Cr.irnel1 has extended the height of
the tower. They have put a new rmcnof and new doorm on the shed and
maintain the facility. The ti.- iwn dries run a bill i::if approximately
$600.00 a year. We would like to suggest that Cornell will
continue to maintain the building and Dryden Central School would
pay $150.00 a year and Dryden Fire Dept. pay $15('.).C)(') and the town
would pay the balance.

currently without treatment capacity that would allow additional sewer
hookups and
WHEREAS, a project, known as the Kline Road bypass Project, is being
developed by the staff and consultants of the involved municipalities,
such project diverting flow from the Cayuga Heights Waste Water Treatment
Plant to the Ithaca Waste Water Treatment Plant and
WHEREAS, the purpose of this project, following further agreements among
the involved municipalities, would allow up to 250,000 gallons per day
is of replacement capacity within the Cayuga Heights Waste Water Treatment
Plant for use by the Town of Lansing, the Village of Lansing, the Town
of Dryden and Town of Ithaca, be it therefore
RESOLVED, that the governing board of the Village of Cayuga Heights
supports the purpose of the Kline Road Bypass Project and encourages the
further development of plans and agreements that will meet that purpose.

WHEREAS, the Tc- lwn of Dryden has sewer districts known as Dryden
Sewer District 4$1 (Sapsucker Woods), Dryden Sewer District # ^c
(Varna), Mon key Run Sewer District arid Turkey H i l l Sewer '
District, and
WHEREAS, the wastewater generated by users of such sewer
districts is treated at the Cayuga Heights sewage treatment plant I
or the Ithaca Area Wastewater Treatment Facility, and
WHEREAS, the ability to treat the wastewater from the Town of l
Dryden in each of these facilities is limited by agreement or
plant capacity, and
WHEREAS, it is in the best interests of the Town of Dryden to
have agreements in place so that long term planning car- proceed ;
knowing that future wastewater treatment facilities are
available, and
WHEREAS, the "Draft Sewer Service Proposal" referred to herein
allows for planning in an area to be known as the "Cayuga Heights
Service Plant Area" shown on a map attached hereto, and
WHEREAS, said proposal 1 w i l l allow for treatment of wastewater
generated in the "Cayuga Heights Service Plant Area" and such
proposal also makes provision for increased wastewater flows fry �m
existing districts and service areas,
NOW THEREFORE, be it resolved that the Town Board of Dryden
conceptually endorses the "Draft Sewer Service Proposal" and
