Co Rep. Evans - reported ::in reapportionment map. He proposed a
map that followed Bone plain Rd. across the Town cif Dryden,
giving the upper end of the town to the Groton district. This
would make the districts in Dryden of about 6100 each and a
district in Groton of 6500. Fie alsin made a counter prcipo sal of
district #13 - 6209; district #14 - 6E16 and the Groton district
6309. This is about 12 percent of the Groton district that would
bR from the Town of Dryden. He did not think that the vc1tes were
there to � pass map 29L.
• Supv Schug - wanted t� � know if the Town Board passes a resolution
to support this kind of a breakup when is the time to ask, who is
going to pay fcor the extra voting machines?
Co. Rep. Evans -- w i l l be glad to ask. He wondered if the lines
could be adjusted in the town so that another voting machine
would riot be req u i red.

Clm Corrigan - was in favor cif c ild map 29L. The town should give
up as few people as possible and let all of the other townships
share equally.
Clm Hatfield had nci prciblem with voting in Groton, Win, but did riot
like Mr. Shurt leff telling the county board what he will and will
not accept.
Co. Rep. Evans - the issue is, do you want ti_i give up any more
than yCIU have too or do you give up enc 11_lgh people to have some

Clm Roberts would rather see Dryden stay together as much as
possible, but there is certain merit to see scirne start of

Atty Perkins - the status is that the applications have been sent
to the State Comptri.- Il ler and are i:jn the desk of Robert Martin who
is an associate attorney. He has reviewed all of the material
that was sent to him including the opinion of local counsel and
has fund everything in order except that he has dyes have one
concern about the opinion of legal counsel. That has to do with
-the eligibility of the voters who voted or) the proposition. Mr
Martin has been instructed by his bureau chief to review the
memorandum of law that Willkie, Farr and Gallagher had sent him.
He will then write a memo to his department for discussion arid
they will then make a decision as to whether i.-jr not everything is
in good shape to send on to the bureau of local government
research.

Atty Perkins - there is still art open question in New York about
who can vote :in the formation of a water and sewer district Under
Article 12A. This board resolved to allow the same class of
people under the same gual i f icat icins to vote in the second
election that voted in the first election. We did that based or]
what we believed the law to be in the State of New York based on
the court decision.
Charles Geisler, 517 Ellis Hollow Creek Rd. - gave the board a
petition from the neighbors in the Ellis Hollow Rd. area
regarding land use of dirt biking. He would like this loc.1ked into
by the zi_irting officer and enforced. (co py in minute book)
Supv Schug - the board members and zoning officer will check this
out and get back. to Mr. Geisler with any information that is
available.
Charles Larsen, 1675 Ellis Hollow Rd. - he has been receiving the
agendas for the town board meetings. The agendas that have been
prepared are better designed f� rr council, but a citizen trying to

Atty Perkins - ACC cable - the new formula for the franchise was
being review at their home office. Two items that are in question
is what happens if there is deregulation and the senior citizen
discount.

This letter is to inform you that the Town of Dryden, by Resolution No. 68 -1992,
has requested the Superintendent of Highways of Tompkins County to hold a
public hearing on the qualified abandonment of portions of the following Town
highways. (Enclosure)
1. Canaan Road
2. Redman Run Road
3, Hammond Hill Road
4, Star Stanton Road
5. Mineah Road
Highway Law requires the County Highway Superintendent hold a public
hearing with at least twenty (20) days written notice to owners and occupants
along the subject Town highways of the time and place of such hearing.
A public hearing will be held at 12:00 p.m., Thursday, June 11, 1992 at the

S.2744/A.4199 which would allow t awns, cities, counties and
villages to establish speed limits for their riilAnicipal streets
and roads without first having to secure State Department of
Transport at i on apprr. Iva 1 . The Town is in favor I_if such
legislation in the interests of safe roads, more local control
and less bureaucratic red tape. The Town urges the Assembly
Transportation Committee to report the bill out favorably and to
bring it t� � the Assembly for a vote.
