CITIZEN PRIVILEGE OF THE FLOOR
George Shank., after the meeting was held regarding his
application for Country Maniwir Estates, he has talked with John
Anderson. Mr. Anderson would like whoever^ is doing the review to
contact hire. He sees a lr.it :If problems with the town taking over
a public water supply and making a municipal water Supply. He
does not know that the town has any class grade C operators that
report to the health department every day.
Atty Perkins - the towns involvement in wi- Jrking on water systems
or testing is all done by Bolton Point.
George Shank - Ji :;hri Anderson knows that the ti awn dries work with
Bolton Point, but he says that he has about 50 operators that
would love to turn their systems over to the Town of Dryden.
Atty Perkins - we are not talking about the same kind of system
that you are talking about and this alight be where the confusion
is. The intent is that you, .just riot have a community system
turned over to the ti_iwn, which the the town would not accept to
begin with. You have tc_i have a municipal system. It has to be
designed under the state health department requirements, has to
be done* by an engineer, certain storage requirements, certain
size water mains, fire hydrants, etc.
George Shank - right, but getting back to what he said that if
the cost is not pri-.1hibited he would build it.
Atty Perkins - this is the inquiry that you have not made yet.
What you have done is Suggest to John Anderson that you want to
turn giver the system to the Town of Dryden that the health
• department has approved. He has not looked at it and George
Schlecht has not looked at it.

George Shank - right, and his understanding as to what you are
saying is that a hydrant for 6 lots.

George Shank - he is saying that if it gets cost prohibited,
obviously nobi �dy could build it. It wouldn't behove anybody to
build it because you wt �uld never get your revenue back. That is
the case in point.

possible costs might be.

plan, if these plans do not meet the specs.

George Shank - we did discuss the other options of the property
last time that what could be done with the ether extra lots. He
has talked with his attiTJrney and Mahlon abir.nut that. There can be
no rather use for the property do to the fact that the wells that
exist there go to the park itself. There has to be two wells
because there is not enough land on the � ether part ti-.1 build two
mere wells to service the park. They exist where they are and
there can be no changes there, so there is no � other use for it.

George Shank. - that is the only thing that it could be used for
because the health department requires two wells and they also
require within 100 feet there be no sewer system. So there is not
enough property left on the ether part to sub divide.
Atty Perkins - that is ,just for a residential use. You are .just
talking about a residential use, there are a l ot of c_ither uses
that are permitted in a RED 1 zone.
George Shank - all he is saying is that you can't build anything
there and cut off a well, sell lets 1-jr sub divide or whatever.
Yi.-ju can't build new wells because there is riot enough land left
in the other part to drill the wells and keep away from 100 feet
of a septic system that already exist.
Atty Perkins - if You Put in a Municipal sewer system, you could
hook all of the trailers to the t.- ine system„
George Shank - did not believe that there was enough land because
under health regulatil :ins that system is as big as it can get.
Atty Perkins - we are not talking about sub surface disposal, we
are talking about a sewer plant. You have to ask YOUr engineers

10 The 1980 district lines with the 1990 census population numbers, gave a deviation
spread of 33.87 %. George Pfann, Legal Advisor to the Reapportionment
Committee suggested that the Committee should not exceed 12 percent
differential between high and low population districts in order to satisfy legal
requirements when and if they arise.
To date we have prepared over 36 different plans. The Reapportionment
Committee has evaluated most of them and has come up with three draft plans
which are being presented to local municipalities for their review and comment.
The various district lines have been drawn to satisfy the guidelines of
reapportionment approved by the Board of Representatives. These guidelines
include the constitutional requirement of "ONE PERSON, ONE VOTE ".
During the coming two months, the Reapportionment Committee will evaluate
input received from the various municipalities. It will make any needed revisions
to the plans, summarize them into a final plan, and recommend it to the Board of
Representatives for their consideration and adoption. Subsequently, election
district boundaries will be drawn jointly by the Planning Department staff and the
Commissioners of Election, and will be completed early in the spring of 1993.
This plan will be used for the primaries and the next election which will be held
in November of 1993.

Stu Stein, Co Board of Rep. and chairman of the reapportionment
committee. - reported on the reapport is inment plans. They showed
three different maps and would like the towns input. (ccipy in
minute bor.,k) . They have been to every municipality arid they have
received input. In April the committee will meet and they will
review all -.If the input that they have received from the
different ti.-mriships. The committee will d=ime up with a resolution
and they will then select one proposal to put forth t� � the full
board. They do ncit make the decision as a committee, it is the
full board who establishes the redistricting for the next 10
_years. That will be proceeded by a public hearing so that there
is an opportunity again for more input to be made before a
decision is made by the full board. He expects the decision to be
made by the full beard by either May or June of this year.

redistricting. It seems that Dryden is carrying the brUnt and
Lansing is giving up nothing, it should be shared.
Chris O'Conncir - would like the town board to consider amending
Local Law #1 - 1982. The Town of Dryden Fire Prevention Code. He
would like to prcipose that the town board consider a provision
that scime buildings be equipped with external mounted knox boxes
for emergency fire department access. He brought this idea up two
months ago at the Town of Dryden fire chiefs meeting and
basically everyone agreed that it was a fine idea. The Dryden}
Fire Dept. has been talking with the Village of Dryden board to
pass some sort cif similar ordinance for the village. The City of
Ithaca has had this system in operation now for 4 years. The
basic intent is tc, prevent a lot of problems that crop up when a
fire dept. is called to a commercial building for either an
automatic alarm or an actual fire. They either have a choice of
breaking in or waiting for% the maintenance man to:, arrive. Without
a knox box system it makes fire fighting more dangerous and time
consuming and causes unnecessary damage to the building.

The knox box provides for a safe secure system. The use of this
system would reduce the liability for the town and the fire
department. The system car, also be used in case of medical
emergencies.
Chris O'Connor - had ordinances from the City � �f Ithaca and
sample c.irdinarices that he gave to Atty Perkins for review. The
cost would be a bc_l ut $150.00 per system.
Clint Cotteri l l - suggested that the ti:jwn board li -J ok at this
proposal 1 very closely i f it is made mandatory. Number one who is
liable if these keys are put out there. Teenagers could break
into the box and get the keys and go into a building and do
destruction. Who w'::'Uld be liable, the town? He is on the board of
directors for the Dryden Fire Dept. and he has heard that several
people who own businesses w i l l never pLit keys in a box. He is
sUggest ing that the beard looks at this closely and analyze who
is liable before you make it mandatory. I think you will have a
hard time getting people to ca imply. This is riot the City of
Ithaca.
Atty Perkins - would it be possible that if a business wanted to
use this automatic alarm system that it coUld be provided arid if
you didn't want it YOU wOUld be at your own risk.

Clm Ro iberts - reported can the Citizens Advisory Landfill
committee - met ::in March 4th and the committe brought forth a
resolution asking the T; impk i ns County Board of Representatives to
look at other sites for a landfill. Ken Thompson, from the Solid
Waste Commission reported that there would be a scooping session
. in May � �n the proiposed landfill. Mr. Thompson alsoi, reported that
the proposed landfill i s now down to y about 30 acres and their
engineering report shows that will be 4 cells. The report also
listed that the purchase of the land was at $5001000.000

committee. She thinks that there is a disproportionate ionate penalty
arriving at the variance for the Town of Dryden and we dog not see

Clint Couteri l l - it is a multiple dwelling that has had serious
problems for over 2 years. They have d• ine fire safety inspections

because they have received complaints from the tenants and they
trying to work with the health department since there is a
problem with no water available to the tenants and the sewage
system is not working. The place is not fit for habitation and
the zoning department keeps serving zoning violations i� ins with no
response from the owner. The house has been illegally c• inverted
from a one family residence to several apartments over the last
several years.

Breidinger; property on Sweetland Rd. where a variance was granted

the house and mobile home and we took action to alert any
potential purchaser about that, so that a good faith purchaser
couldn't say that he didn't know about the variance and request a
hardship case. Mr. Breidinger has decided now to rent both the

January, 1992, between the TOWN BOARD OF THE TOWN OF DRYDEN, Tompkins
County, New York, on its own behalf and on behalf of DRYDEN WATER DISTRICT 1
(hereinafter referred to as "Dryden "), the TOWN BOARD OF THE TOWN OF ITHACA,
Tompkins County, New York (hereinafter referred to as "Ithaca "), the TOWN BOARD OF
THE TOWN OF LANSING, Tompkins County, New York, on its own behalf and on behalf of
MC KINNEY'S WATER DISTRICT (hereinafter referred to as "Lansing Town "), VILLAGE
OF LANSING, on its own behalf and as successor to LANSING WATER DISTRICT 1,

Dear Jim:
The Commission's January 1, 1992 billing cycle for our Town of '
Dryden customers was the first quarter using the 1992 water rate.
An'adjustment in the 1991 allowable consumption levels, based on
meter size. for 1992 resulted in a few customer complaints.
The Commission considered these complaints and an explanation by
Staff at their Audit Meeting on February 10. 1992. It is
recommended that a water charge credit be approved by the Town
Board for the four (4) accounts shown in the enclosed spreadsheet.
This credit, shown in the last column, would be applied to each of
the four (4) accounts prior to the second quarter billing.
Adjustment to account forms for each of the affected accounts is

Kevin Kauffman, from SCLIWC gave Atty Perkins an agreement for
his review. He explained the new rate Structure reading. They
adjusted the minimum gallonage for the different meter sizes and
the one inch and six inch were disproportionate to the other size
meters. It was his recommendation to the commission that the
commission approve the new rate schedule. The agreement itself is
in draft farm, although it was adopted in draft form by the Town
of Ithaca.

Summary: GTE Installation New Digital Switching
Equipment in Etna
ETNA, NY (FEBRUARY 11, 1992) -- GTE New York has announced a
$722,000 project to expand and improve telephone service in the
Etna (347) exchange. Installation and testing of new equipment
is taking place in the present facility at 573 Main Street. Due
to be completed in May, the project involves replacing present
equipment with a new digital (computerized) switch, improving the
quality of service to customers.
According to Debbie Wrobel, Local Supervisor based in
Dryden, the computerized switch will eliminate the need for re-
lays or other mechanical equipment. Although it will take up
only 1/6 the space of the present equipment, the digital switch
is infinitely more flexible.
More than $64,000 is being invested in fiber optic cable and
supporting equipment. Fiber, a major innovation in the telecom-
munications industry, has a capacity that is far greater than
traditional copper cable. Fiber optics carry a path of pulsed
light signals which are "read" at the receiving end. Using

The conversion project also involves testing of cables which
may result in some brief interruptions of service. Should cus-

Persistent problems should be reported to the Company's Repair
Service.
Customers who have medical devices or home security
which are dependent upon the telephone line are asked to call
their local GTE service office so that a notation can be made on
company records. From time to time, cable and construction
activity can disrupt these services.

With the new equipment, customers may experience a slight
change in the sound of their dial, busy and ringing tones. They
will be required to dial all seven digits of a telephone number,
as the previous "short -cut" method of dialing will no longer coIm-
plete the call. Party line customers will be able to call others
on their line by dialing the listed directory number. They will

then receive further instructions through an appropriate re-
cording.

after installation of the new system. These optional features
may then be obtained at a minimal cost by calling GTE's Servile
Office.
Call Waiting is a feature designed to prevent a subscriber
from missing an important call because the phone is busy.
According to Wrobel, "When your phone is in use, you are notified
by a short beep tone that another caller is trying to reach you.
You can then place the first caller on hold and switch back to
that person at a later time. Or, you may choose not to answer
the incoming call when you hear the tone."
Call Forwarding enables a telephone user to leave his home
or business and have calls transferred to another location. "It
allows you to program your own phone," said Wrobel, "so that
calls are forwarded to any number you desire, local or long dis-
tance. The electronic system 'remembers' to transfer all your
calls until you tell it otherwise."
Three -way Calling allows a customer to set up a conference
call with two other parties. If the caller desires to delete one
of the parties, and add another, this is also possible and it all
can be done without the assistance of an operator.
Speed Calling enables telephone users to dial short codes to
reach frequently called numbers. With this feature, a caller can
pre - program either eight or thirty numbers, then dial them by
using only one or two digits.

The new equipment is manufactured by Northern Telecom based
in Raleigh, North Carolina and is "state -of- the - art." The
advantages of this new switch are numerous, including more rapid
and reliable call completion. The present switch is electro-
mechanical and involves many moving parts. The new digital
equipment will increase operating efficiency by eliminating wear
on parts. This, in turn, reduces maintenance requirements and
allows GTE to keep telephone costs to a minimum.
Installation of this equipment is indicative of GTE's
continuing commitment to expand and improve service for its
customers. This also allows the Company to continue to meet
customer demands and to provide modern and efficient
telecommunications services.

RE: An update on county -wide reapportionment activities.

This is the fourth reapportionment activity that the County Planning Department
has been involved in. Technical services are being provided to the Tompkins
County Reapportionment Committee by the Department. The Committee was
appointed by the Chair of the Board of Representatives in May, 1991. The
members are: Stuart Stein, chair, Mary Call, Charles Evans, Deborah Dietrich,
and Daniel Winch.
The first meeting of the Reapportionment Committee was held on June 17, 1991,
to organize and develop a work program to accomplish its tasks. Since then the
Committee has held monthly meetings where guidelines and standards of
reapportionment have been agreed upon, and a variety of optional county -wide
reapportionment plans evaluated. The first two pages of this handout describe the
guidelines for the reapportionment work. Mr. Stein has sent letters of invitation
to municipal mayors, supervisors, and others, informing them of the progress of
the Committee's work and inviting them to attend the meetings.
The Planning Department received the 1990 Census information, Public Law 94-
171, on April, 1,1991. The document came from the State Data Center, via the
Southern Tier East Regional Planning Offices in Binghamton. The PL 94 -171
information is the legal document provided by the Bureau of the Census for all
reapportionment work in the country.
The work started with an estimation of the population of each existing
representative district. The final reapportionment plan that was adopted for the
distribution of the 1980 population of 87,085 people had a deviation spread of 16
percent. Given the size of the Board of Representatives, the average number of
people per district was, 87,085/15 = 5,806. Some districts were a little larger, and
some smaller, thus causing a deviation spread of 16 percent. The larger districts
had positive percentages, and the smaller ones negative. Adding the two numbers
represented by these negative and positive percentages gives the total percentage
spread. The rational for this kind of analysis is to preserve the integrity of local
municipal boundaries along with several other guidelines that were adopted by
the Reapportionment Committee..
