JANUARY 9 , 1990
® Supv Schug called the meeting to order at 8 : 00PM
Members and guests participated in the Pledge of Allegiance
Roll call was by the Town Clerk :
Present a Supv Schug , Clm Roberts , Clm Walbridge , Clm
Hatfield , Clm Corrigan , Atty Perkins and Z . O . Slater
APPROVAL OF THE MINUTES :
Motion was made by Clm Walbridge and seconded by Clm Corrigan
that the minutes of the Town Board meeting held Dec 12th be
approved as submitted . Carried
Clm Roberts - abstained .
COUNCILMAN PRIVILEGE OF THE FLOOR
Co . Rep Evans - resigned as the Town of Dryden representative to
the Citizens Advisory Board which is a 3 year term and would like
the Town Board to fill the vacancy for the remaining 2 years .
CITIZEN PRIVILEGE OF THE FLOOR
D iane Willard - wanted to know the status of the Rt 13 and Rt 366
traffic light installation ?
® Supv Schug - he hoped to have some information by next week .
K en Tillapaugh - wanted to know the status on the Turkey Hill
water and sewer district ?
S upv Schug - hopefully to set a meeting sometime this month in
✓ arna for a public hearing .
COUNCILMAN PRIVILEGE OF THE FLOOR
Clm Walbridge - has been approached concerning the recycling bins
in the Freeville area when the tag system goes into operation .
They feel that it is going to be unfair since they have no place
for their recyclable so they will have more garbage .
S upv Schug - tried in August and Sept to see if there were any
recommendations for a site for the recyclable . If anyone has any
ideas please let him know .
Co Rep Watros a there will be recyclable drop off in Danby and
Caroline at the beginning of Jan . These will be the first ones
and hopefully by mid year there will be a number of drop off
places . The communities are going to have to assist the County in
f inding a location .

Supv Schug - the Town would not only have to find the location ,
but also apply to the County to have a set of containers put some
place . The only place he can think of would be near the highway
barns . A big problem is the County wants to put it some place
were there is no liability for it .
Co Rep Watros - the Village of Freeville has recycling service so
h e thought that the people in the rural areas could come there if
there was a drop off station located there . There also would be a
possibility of a drop off station at the county barns on
P eruville Rd . The towns and county have to work jointly on this
e ffort .
Co Rep Evans - thought that a pick up would be more economical
e very other week .
Clm Corrigan - residents in the Town are still confused with the
mailing that the County sent out and felt that the County should
d o more mailings and more information in the newspaper regarding
the trash pickup .
Co Rep Watros - said they will work on getting some pick up
locations in the Town of Dryden
ATTORNEY
® Atty Perkins -- the Supv needs authority to sign a permit so the
Town can plow and sand the proposed Abbott Rd in the event of an
u nsafe or hazardous incident or condition . The State of New York
through the Division of Military and Naval Affairs is in the
process of turning the road over to the Town . They have asked the
Town to plow and sand when needed . This will give the Town the
authority to do it and not be responsible for any of the
maintenance except for plowing and sanding .
RESOLUTION # 63 AUTHORIZE SUPV TO SIGN PE RM I T
Clm Walbridge offered the following resolution and asked for its
adoption :
RESOLVED , that this Town Board authorize the Supv to sign a
permit to allow the Town Highway plow and sand Abbott Rd .

RESOLUTION # 66 APPROPRIATE MONEY FOR REWARD
® FOR CRIME OF HARRIS FAMILY
Clm Walbridge offered the following resolution and asked for its
adoption :
W HEREAS , the cold - blooded murder of the four members of the
Harris family occurred in the Town of Dryden on or about the
22nd of December , 1989 and
W HEREAS , the entire community grieves for this family , their
✓ elatives , friends and neighbors , and
W HEREAS , swift prosecution and justice is the strong desire
o f all citizens of this community ,
N OW , THEREFORE , BE IT RESOLVED , that the Town of Dryden will
appropriate one thousand dollars , the limit allowed by law ,
as a reward to bring the person or persons responsible for
this crime to justice and conviction , and
BE IT FURTHER RESOLVED , that the payment of such reward will
be determined based upon the same criteria utilized by the
County of Tompkins in determining the payment of the reward
o ffered by it .
2nd Clm Corrigan Roll call vote - all voting Yes
® Atty Perkins - had distributed to the Board members the EAF for
the proposed Turkey Hill Water and Sewer Dist for their review .
They were prepared by Hunt Engineers for each of the proposed
actions . You w i l l find Part 1 completed and there was one
question that was unanswered .
Clm Walbridge - questioned A . Site Description #3b if any
agricultural land is involved , how many acres of soil are
classified within soil group 1 through 4 of the NYS land
classification system ? Wondered if any of the Alton Reed
property is included in this proposed area and is it classified ?
Atty Perkins - didn ' t believe that any of his property was in the
proposed water and sewer district . This would not be an important
consideration because we are not building anything .
D ave Putnam - this would not apply because they will be working
in the road right of way . Any place that they go off the road is
n ot in an ag district .
Clm Walbridge - A Site Description question # 9 is site located
o ver a primary , principal or sole source aquifer ?
D ave Putnam - a major aquifer is under Freeville and Dryden ,
there probably is one in the Fall Creek area although it is not
used and would not be classified as a primary , principle or sole
source . Theoretically any place you can drill a well will be over
an aquifer of some sort .

® Clm Walbridge - A Site Description question # 11 does project site
contain any species of plant or animal life that is identified as
threatened or endangered ?
D ave Putnam - 95 to 98 percent of the project is in the road
✓ ight of way . As far as they know there is none .
Clm Walbridge - is talking about that part that is not and they
h ave to verify this is true and wanted to know if there had been
an attempt made to know if there is .
Atty Perkins - wanted to know if they had contacted the
Environmental Management Council because they would have a list .
D ave Putnam - personally walked the areas that were not in the
road right of way , which was mostly thru cultivated fields to the
e dge of the woods . There is an old building lot with houses
falling down .
Clm Walbridge - wanted to know if the Environmental Management
Council would have a list of that sort of thing . Also make sure
that any project should contact the management council so that
e verything can be verified .
Atty Perkins - the Board can approve the application subject to
that verification .
® Clm Roberts - B Project Description question # 15 is project or
any portion of project located in a 100 year flood plain ? In the
w ater questionnaire it is replied no and in the sewer
q uestionnaire it is replied yes .
D ave Putnam - that is an error it should be answered no in both
the water and sewer .
Clm Walbridge -B Project Description questioned # 11 regarding the
sewer will the project require relocation of any projects or
facilities ? Aren ' t we moving a pump over to another location in
✓ arna .
D ave Putnam - that is not part of this project .
Clm Roberts - C Zoning & Planning Information water district
q uestion # 11 will the proposed action create a demand for any
community provided services ( recreation , education , police , fire
protection ) ? Should that be answered no ?
D ave Putnam - yes , that should be answered no because it asks if
this water district will cause the Town to have to provide more
fire protection . This will actually improve the fire protection
w ithout additional cost over the water system .
® Atty Perkins - the question would be more applicable in the event
o f a large housing project .

will the project generate solid waste ? Is this question similar .
D ave Putnam - during construction there might be a piece of left
over pipe etc but other than that no it will not generate solid
w aste . They are talking about the project itself .
Clm Walbridge - A Site Description questioned # 3 what is
predominant soil type ( s ) on project site ? Is it really 50 % well
drained , are there such places in the county that are well
d rained and 50 % moderately well drained ?
Dave Putnam - it was done with the Tompkins County soil map .
Atty Perkins a we are going to be restoring everything to what it
w as before the project was started .
Clm Roberts - A Site Description question # 6 is project
substantially contiguous to , or contain a building , site , or
district , listed on the State or the National Registers of
H istoric Places ?
• Dave Putnam - they said to their knowledge there was nothing in
that area , so the answer would be no .
Clm Walbridge - A Site Description question # 17 is the site
served by existing public utilities ?
Dave Putnam - not in the Turkey Hill district , but it may go
through but it is not serving them . Technically , the Monkey Run
sewer line is in the Turkey Hill district because it is on the
✓ ailroad bed , where the water line is not .
Atty Perkins - if you have reviewed and answered to your
satisfaction the questions on Part I and Part II with respect to
the water district that part of the explanation which is in Part
III then you should have the engineer type them up and date them
today as the date they were approved . If the Town Board is
w illing you can pass a resolution approving each of them . With
✓ espect to the Turkey Hill water district under item 6 of the
✓ esolution you should insert Part I , Part II and Part III because
there is one question of Part II that is stated upon Part III ,
this is just for the water district . On Part III you expand on
Part II question #5 impact on water . Will proposed action affect
surface or groundwater quality or quantity ?
Clm Walbridge - Impact on growth and character of community or
neighborhood question # 18 . Will proposed action affect the
character of the existing community ? Will it cause change in
d ensity , whether the population is likely to grow more than 5 % .
When you put in water and sewer you are going to increase the
® density of the area , or potential for increase density .

Dave Putnam - the way that is stated is the permanent population
o f the Town , not of the area being served .
Atty Perkins - keep in mind what question # 18 is designed to do .
These are just examples that might apply to different kinds of
actions . Some of these would really not be applicable to this
kind of action . They might pertain for example to the approval of
a big housing project or a zoning ordinance in the first instance
o r a change in the zoning ordinance , or some action that had to
be taken by the Town Board which would directly lead to that kind
o f an impact . These items here are examples that may not be
applicable to this particular action . For example it is going to
create short term employment and in the long term it might
e liminate septic problems .
RESOLUTION PERTAINING TO REQUIREI) ENVIRONMENTAL
REVIEW UNDER SEAR FOR TURKEY HILL WATER DISTRICT
RESOLUTION # 67 ( 1990 )
Clm Walbridge offered the following resolution and asked for its
adoption :
1 . The proposed original capital improvements comprising the
Turkey Hill Water District constitutes an action which is
subject to SEAR .
B . The action does not involve a federal agency
3 . The action may involve other agencies including but not
Onecessarily limited to the Tompkins County Health Department ,
the New York State Department of Environmental Conservation
and the New York State Health Department . Coordinated
e nvironmental review is not desirable .
4 . The action is an unlisted action however a Full
Environmental Assessment Form is required .
5 . The Town Board of the Town of Dryden shall be the lead
agency for this action .
6 . The Environmental Assessment Form consisting of Part I ,
Part II and Part III and dated January 9 , 1990 is hereby
accepted as being complete and suitable for purposes of
review and determination of significance .
7 . Based on the Environmental Assessment Form the project
w ill not result in any large and important impacts and will
not have a significant impact on the environments .
8 . That under A . Site Description question number 11 . Does
project site contain any species of plant or animal life that
is identified as threatened or endangered ? Also number 12 .
Are there any unique or unusual land forms on the project
site ? ( i . e . , cliffs , dunes , other geological formations ) be
✓ erified by the Environmental Management Council .
9 . A Negative Declaration shall be prepared and filed
according to applicable requirements .

WHEREAS , a map , plan and report have been prepared in such
manner and in such detail as has heretofore been determined by
the Town Board of the Town of Dryden , Tompkins County , New
York , relating to the establishment of a proposed sewer
district in said Town . such sewer district to be known as

Turkey Hill Sewer District of the Town of Dryden ; and

WHEREAS , said map , plan and report were prepared by Hunt
Engineers and Architects , P . C . , competent engineers , duly
licensed by the State of New York , and have been filed in the
office of the Town Clerk of said Town , where the same are
available during regular office hours for examination by any
persons interested in the subject matter thereof ; and
WHEREAS , the improvement proposed for said Sewer District
shall consist of the purchase of additional treatment plant
capacity at the City of Ithaca wastewater treatment plant and
the purchase and installation of approximately 16 , 400 linear
feet of 8 - inch diameter gravity sewer collection main together
with necessary related appurtenances , and one pump station with
force main , in the Turkey Hill Sewer District ; and
WHEREAS , y the estimated cost of said improvement is
$ 990� y , 000 ; and
WHEREAS , the proposed method of financing such cost of said
improvement is by the issuance of serial bonds of the said Town
having a maximum maturity of not exceeding forty years ; and
that the cost of said improvement shall be assessed , levied and
collected from the several lots and parcels of land within such
sewer district in just proportion to the amount of benefit
which said sewer improvement shall confer upon said lots or
parcels ; and

WHEREAS , the aforesaid project has been determined to be an
Unlisted Action pursuant to the regulations of the New York
State Department of Environmental Conservation promulgated
pursuant to the State Environmental Quality Review Act , the
implementation of which as proposed , the Town Board has
determined will not result in any significant environmental
effects ; and
WHEREAS , it is now desired to call a public hearing upon
the question of the establishment of said Turkey Hill sewer
District of the Town of Dryden in the manner aforesaid ; and
pursuant to section 209 -d, of the Town Law ; NOW , THEREFORE , BE IT
ORDERED , by the Town Board of the Town of Dryden . Tompkins
County , New York , as follows :

Section 1 . A meeting of the Town Board of the Town of
Dryden . Tompkins County , New York , shall be held at the Varna
Community Center , in Dryden , New York , in said Town , on the 24th
d ay of January , 1990 , at 7 : 30 o ' clock P . M ,, Prevailing Time ,
for the purpose of holding a public hearing to consider the
e stablishment of such Sewer District of said Town as described
in the preambles hereof , to be known as Turkey Hill Sewer
D istrict of the Town of Dryden , the boundaries of such Sewer
District being as set forth in Schedule A attached hereto and
made a part hereof and to consider the map , plan and report
filed in relation thereto , and to hear all persons interested
in the subject matter thereof concerning the same , and for such
o ther action on the part of said Town Board as may be required
by law or shall he proper in the premises .
Section 21 The Town Clerk is hereby authorized and
d irected to cause a copy of this order to be published once in
t he Ithaca Journal , the official newspaper of said Town , the
first publication thereof to be not less than ten nor more than
twenty days before the day set herein for the hearing as
aforesaid , and said Town Clerk shall also cause a copy thereof
t o be posted on the sign- board of the 'Town maintained pursuant
to subdivision 6 of Section 30 of the Town Law not less than
t en nor more than twenty days before the day set for the
hearing as aforesaid .
Section 3 . This order shall take effect immediately .

WHEREAS , the improvement proposed for said Water District
shall consist of the the purchase and installation of
approximately 10 , 700 linear feet of 12 - inch water main , 1 , 700
linear feet of 8 - inch water main , 1 , 950 linear feet of 6 - inch
water main , 3 , 000 linear feet of service tubing , and a 100 , 000
gallon water storage tank , together with hydrants , gate valves
and other necessary appurtenances required in connection
therewith , in the Turkey Hill Water District ; and
WHEREAS , the estimated cost of said improvement is
$ 990 , 000 ; and
WHEREAS , the proposed method of financing such cost of said
improvement is by the issuance of serial bonds of the said Town
having a maximum maturity of not exceeding forty years : and
that the cost of said improvement shall be assessed , levied and
collected from the several lots and parcels of land within such

water district in just proportion to the amount of benefit
which said water improvement shall confer upon said lots or
parcels ; and
WHEREAS , the aforesaid project has been determined to be an
Unlisted Action pursuant to the regulations of the New York
State Department of Environmental Conservation promulgated
pursuant to the State Environmental Quality Review Act , the
implementation of which as proposed , the Town Board has
determined will not result in any significant envrionmental
effects ; and
WHEREAS , it is now desired to call a public hearing upon
the question of the establishment of said Turkey " Hill water
District of the Town of Dryden in the manner aforesaid ; and
pursuant to Section 209 - d of the Town Law ; NOW , THEREFORE , BE IT
ORDERED , by the Town Board of the Town of Dryden , Tompkins
County , New York . as follows :

Section 1 . A meeting of the Town Board of the Town of
Dryden , Tompkins County , New York , shall be held at the Varna
Community Center , in Dryden , New York , in said Town , on the 24th
day of January , 1990 , at 7 : 30 o ' clock P . M . , Prevailing Time ,
for the purpose of holding a public hearing to consider the
establishment of such Water District of said Town as described
in the preambles hereof , to be known as Turkey Hill Water
D istrict of the Town of Dryden , the boundaries of such Water
D istrict being as set forth in Schedule A attached hereto and
made a part hereof and to consider the map , plan and report
filed in relation thereto , and to hear all persons interested
in the subject matter thereof concerning the same , and for such
other action on the part of said Town Board as may be required
• by law or shall be proper in the premises .
Section 2 . The Town Clerk is hereby authorized and
directed to cause a copy of this order to be published once in
the Ithaca Journal the official newspaper of said Town , the
first publication thereof to be not less than ten nor more than
twenty days before the day set herein for the hearing as
aforesaid , and said Town Clerk shall also cause a copy thereof
to be posted on the sign-board of the Town maintained pursuant
to subdivision 6 of Section 30 of the Town Law not less than
t en nor more than twenty days before the day set for the
h earing as aforesaid .
Section 3 . This order shall take effect immediately .

Anderson and the Keane property buildings are down but not
cleaned up and the remains are not buried or removed .
Supv Schug - 7 . 0 . Slater would like some direction to go with the
enforcement of these two properties . These were supposed to be
resolved by Dec 1st and they are still not cleaned up .
Z . O . Slater -° with regard to the Anderson property nothing has
been done since Uct and the Keane property was given until Dec
1st to have it cleaned up . Since the landfill is not taking any G
and D material them is no choice but to bury the debris . No
Keane told the Town Board that if he didn ' t have his property
cleaned up by Dec 1st he gave the Board permission to burn it .

During 1989 this office was again a very busy place and what follows is a
summary of those activities . 'lb start , I ' ll Hi - lite some of the results of
the efforts made by this office .
There were a total 210 Building Permits issued for a total of $ 7 , 023 , 500 .
of estimated construction value within the Town of Dryden . Pieasenote that
this does not include construction within the villages of Freeville and Dryden .
This is considerably less than the $ 16 , million of 1988 , however , we must consider
that in 1988 there was 4 . 5 million in commerical growth . This year there was
only $ 907,000.0".. of growth and housing starts and extentions were down by 50
as well .
'I 'o give you a better idea of the trends in growth over the past 10 years , I ' ve
put together 3 different charts that indicate growth and where that growth
is being established .
We also were very busy in several other areas of this office . "There were a
total of 12 New Site Plan Reviews , 12 Special Permit Hearings and the Planning
Board stated review on 11. • new subdivision applications . The Zoning Board of
appeals heard 39 Zoning Requests .
We continued our unregistered motor vehicle removal efforts by issuing removal
orders for some 200 - 300 motor. vehicles . We sent several of these to the Town
Court when such owers either failed Co comply within an adequate time frame
or failed to respond at all .
In terns of cout case , there were a total, of 27 violations that required court
action to resolve them . At this time , 21 have been completed . All but a couple
were resolved without aid from the Town Attorney . We did and continue to use •
those services as necessary . In all cases sent to the court since I ' ve been
been here , each has been resolved in our favor .
we have also been able to implement a very effective ublic & multi - famil y
structure inspection program . As you may or may not be aware , the State of New
York requires that all public structures successfully complete a fire safety
inspection each year and multi. -families must be inspected as determined by
this office .

In summary , as for the third straight year , this office issued 210 or more construction
permits , however , the increase in tax base was considerably less . In fact you will have
to go back., to 1986 to find a lower $ volumn . In order to aid you in seeing the growth
trends in the area of housing starts , total dwelling units and commmerical dollar value
of created tax base expansion , I ' ve created ( 3 ) charts which are attached , ' . _
Please find attached another chart which will review the Z . B . A . Requests and a summary
of the results of those requets .

Th only other message that I would leave you with would be the need of reviewing the
current Dryden Town Zoning Ordinance and the suggested changes that have been submitted
by this office and other sources . Some of these ideas were suggested more than one . and a
half years ago .

5 of 7 Use Variances that were approved were those that were related to Mobile
Homes . Of those , 4 were to omit the Double -wide Mobile Home Skirting wall requirement .
Another approved use variance was for the temporary use of a building while another
was under construction .
Of the 21 area variance requests , 8 of these were for insufficient road frontage
• for a residential building lot .
Another 4 request were for reduction in sire of parking lots for commerical
parking lots which were to be constructed for a proposed new structure .
in summary , you can see that certain areas within the Zoning Ordinance are under
constant appeal . This is the prime reason that we have presented a list to the
Board requesting that consideration be given to apossible alteration .

1 . This is a Use Variance and the applicant did not demonstrate that the .

neighborhood which may reflect the unreasonableness of the zoning
ordinance itself .

3 . The applicant did demonstrate that the granting of the variance would
not alter the essential character of the neighborhood or violate the spirit
of the zoning law .
On motion by Francis DiTommaso and seconded by Anne Everett that this
variance be denied based on the findings. Vote - Yes - 3 , No - 1 .

RESOLUTION # 75 BONDING COMPANY
Clm Walbridge offered the following resolution and asked for its
adoption :
RESOLVED , that this Town Board authorize Supv Schug to write to
David Allardice Bonding Company to proceed with 200 year bond
proposal regarding Monkey Run Water and Sewer District and Snyder
up Hill Water District .

D ISCUSSION
S upv Schug •- Pinckney Road bridge , a suggestion was made that
when the bridge was replaced that the Town of Dryden , even though
there is no water or sewer available there , that when the bridge
is dug up and they have all of the permits for disturbing the
steam that the Town consider laying the water main underneath the
creek at that point . There was some discussion and the Board
felt that it would be cheaper to have the lines installed on the
side of the bridge instead of underneath .
S upv Schug - Village of Dryden wastewater treatment plant . It
w ould cost the Town of Dryden $ 10 , 580 . 40 to have a study done to
u pgrade the treatment plant . We can use E00 , hfd gallons and we
are using 50 , 000 gallons .
Atty Perkins - the Town should find out how much input they are
going to have and that the report will attempt to address the
acquisition for the Town to NO per cent of the increase of
capacity . This has to de made clear .
S opv Schug - they don ' t even know if they are going to increase
the capacity yet .

Clm Walbridge - wanted to know who the report would be aimed at .
The Town of Dryden concern is that we do want one half of the
plant capacity . Whatever engineer is preparing this report they
should come to both the Village and Town that we have input as to
h ow the report should read and what questions we want answered .
S he felt that if the Town went ahead with the study it would be
w ith the provision that whatever engineer is hired they come back
to a representative of the Town and Village so that it can be
looked at .
Atty Perkins - the Town should be a co - owner of the study and
should be clear at the outset the willingness of the Town to
participate in the feasibility study . The Town believes that any
increase capacity will be shared equally by the Town and the
✓ illage . You are already paying for your share of the outfall
line and some share for the increase of the upgrade of the plant .
You don ' . t wart to fall back from where you are . You want to keep
moving forward .
Supv Schug - he asked Mayor Lane would it would cost to double
the size of the Dryden plant and if we paid for it could we have
the existing 50 plus the 250 that it would be capable to handle .
The capacity was brought about by one of the Town users with
pumping all of the water from the gas station . If the Village of
D ryden has more housing projects they will be in trouble , because
the plant will not be able to handle it .
Supv Schug - we could have Atty Perkins write up the resolution
as to what should be in the study and the plan . Decision was
tabled until resolution was ready for review .
Clm Walbridge - reported that the Ithaca Wastewater treatment
plant finished a study regarding the Town and Village of Lansing
coming in as a joint owner or paying in . If the Town of Dryden
w ants or needs additional capacity we should get a proposal
w orked up so they are aware of this .
RESOLUTION # 76 UFPO SERVICE
Clm Walbridge offered the following resolution and asked for its
adoption :
RESOLVED , that this Town Board authorize the Supv to sign the
agreement with UFPO for service for the year 1990 for an amount
o f $250 . 00 .

4,1 DISCUSSION
S upv Schug - discussed with NYSE & S the possibility of installing
2 light poles at the intersection of Rt 13 and Lower Creek Rd and
the intersection of Pt 13 and Hanshaw Rd since there seem to be a
lot of car accidents at those intersections . The cost For S
lights at each intersection would cost $ 446 . 24 per year or
$ 111 . 56 per poles The cost for four high pressure 250 watt high
sodium lights would be $ 18 +0 . 80 per year or approximately for the
four of them $97 . 45 per month . There is the passibility of buying
your own poles and Supv Schug said he would look into .

district in said Town , such water district to be known . as

WHEREAS , said map , plan and report were prepared by Hunt
Engineers and Architects , P . C . , competent engineers , duly
licensed by the State of New York , and have been filed in the
office of the Town Clerk of said Town , where the same are
available during regular office hours for examination by any
persons interested in the subject matter thereof ; and
WHEREAS , the improvement proposed for said Water District
shall consist of the the purchase and installation of
approximately 10 , 700 linear feet of 12 - inch water main , 1 , 700
linear feet of 8 - inch water main , 1 , 950 linear feet of 6 - inch
water main , 3 , 000 linear feet of service tubing , and a 100 , 000
® gallon water storage tank , together with hydrants , gate valves
and other necessary appurtenances required in connection
therewith , in the Turkey Hill Water District ; and
WHEREAS , the estimated cost of said improvement is
$ 990 , 000 ; and
WHEREAS , the proposed method of financing such cost of said
improvement is by the issuance of serial bonds of the said Town
having a maximum maturity of not exceeding forty years ; and
that the cost of said improvement shall be assessed , levied and
collected from the several lots and parcels of land within such

water district in just proportion to the amount of benefit
which said water improvement shall confer upon said lots or
parcels ; and
WHEREAS , the aforesaid project has been determined to be an
Unlisted Action pursuant to the regulations of the New York
State Department of Environmental Conservation promulgated
pursuant to the State Environmental Quality Review Act , the
implementation of which as proposed , the Town Board has
determined will not result in any significant envrionmental

41/ WHEREAS , it is now desired to call a public hearing upon
t he question of the establishment of said Turkey ' Hill Water
D istrict of the Town of Dryden in the manner aforesaid ; and
pursuant to Section 209 - d of the Town Law ; NOW , THEREFORE , BE IT
ORDERED , by the Town Board of the Town of Dryden , Tompkins
County , New York , as follows :

Dryden , Tompkins County , New York , shall be held at the Varna
Community Center , in Dryden , New York , in said Town , on the 24th
day of January , 1990 , at 7 : 30 o ' clock P . M . , Prevailing Time ,
for the purpose of holding a public hearing to consider the
establishment of such Water District of said Town as described
in the preambles hereof , to be known as Turkey Hill Water

District being as set forth in Schedule A attached hereto and
