TOWN BOARD MEETING
DECEMBER 28 , 1990
Minutes of the board meeting held Dec 28th
® Members and guests participated to the Pledge of Allegiance
Roll call was by Town Clerk :
Present : Supv Schug , Clm Hatfield , Clm Evans , Clm Walbridge ,
and Atty Perkins
Absent : Clm Garlock
S upv Schug - appointed Clm Evans to audit the highway bills
RESOLUTION # 285 APPROVE WILCOX PRESS
BUFFER ZONE LANDSCAPE PLAN
Clm Hatfield offered the following resolution and asked for its
adoption :
RESOLVED , that this Town Board approve Wilcox Press site plan
✓ eview landscape plan modified to include 80 trees along the
✓ ailroad berm and to work with the neighbors in the Hall Woods
Road Civic Assoc . as to where the trees will be planted and that
t he buffer zone be maintained over the years . All trees are to
conform in all respects to the Town of Dryden Zoning Ordinance
✓ equirements .
B E IT FURTHER RESOLVED , that the landscape plan be approved as
submitted and revised on 12 - 28 - 89 .
2nd Clm Evans Roll call vote - all voting Yes
® Atty Perkins - wanted to make sure it was clear as to where they
✓ ere to be planted .
K athy Wolf - they will be planted along the railroad berm between
the center line on the Wilcox property , but not in the wetland
area .
Atty Perkins - what happens if the Town wants to dig the railroad
berm up to place water and sewer lines ?
S upv Schug - they are not going to plant on the top they are
going to plant on the side , because in one of the old resolution
it states that the railroad berm will not be disturbed .
K athy Wolf - they want to stay on the side hill so there will be
a place for the utility lines .
S upv Schug - reported that Walden Lane was accepted as a town
✓ oad in Sept 1989 and there is a bond in effect to cover stone
and oil .
S upv Schug - the Town Board has to respond to the State regarding
t he Rt 13 bypass of the Village of Dryden .

RESOLUTION # 286 ROUTE 13 BYPASS AROUND
VILLAGE OF DRYDEN
- C1rt Evans offered the following resolution and asked for its
adoption ;
RESOLVED , that this Dryden Town Board oppose the George Road ,
Route 38 modification to Route 13 as proposed , but request the
S tate continue to look at the issue in hopes of coming up with an
appropriate route bypassing the Village of Dryden .
2nd Clm Walbridge Roll call vote - all voting Yes
Clrn Evans - wanted to go on record to request New York State
D epartment of Transportation when they rebuild the Route 13
bridge in the Village of Dryden to do it with traffic lights and
continue traffic through the Village , or use neighbors lots , but
d o not go through the Village of Freesillo or hamlet of Etna
RESOLUTION DUEL REBUILDING OF FRIDGE
ON ROUTE 13 IN VILLAGE OF DRYDEN

RESOLVED , that this Town Board support the continuing of traffic
through the Village during the rebuilding of the bridge on West
Main Street in the Tillage on Dryden Route 13 , either by
maintaining one net traffic over the bridge while it is being
✓ ebuilt , or build a bypass to one site of the present bridge
during construction .

There was discussion regarding the installation of a traffic
control device near the Dryden high school .
S upv Schug - the positioning of the traffic light at Rt 13 and Rt
366 . The State has come yap with a plan for the light to be
installed at the intersection of At 13 and Rt 36S until NYSE & G
came up with another plan to have it changed . The Town of Dryden
worked hard to . get it placed at the intersection . We to hare the
money in the budget to rebuild Hall Rd and bring it around
h erehell Monument to the state highway ht it and Rt 3EE . He is
n ot sure of the change that hYOEtG proposed with having Hall Road
going to the front of NYSE &G driveway and that we as a Town could
n ot afford it _

RESOLUTION # 2A8 LIGHT AT ROUTE 13 AND ROUTE 366,
Clm Walbridge offered the following resolution and asked for its
adoption :
RESOLVED , that this Town Board request New York State Department
of Transportation to install s light at the intersection of Route
13 and Route 3C 6 and re 1 neat a Hall Road as proposed .
BE IT FURTHER RESOLVED , that if an additional traffic light be
placed at New York State Electric & Gas driveway and Route 13 to
be coordinated with the light at the intersection of Route 13 and
Route 366 and relocate Pinckney Road at New York State Electric &
G as driveway . If possible the Town of Dryden will help with part
of the expense to relocate Pinckney Road .

Tim Walbridge offered the following resolution and asked for its
adoption :

Clw Walbridge offered the following resolution and asked for its
. adoption :
WHEREAS , Charles Evans has served the residents of the Town
of Dryden as a Town Councilman since January 2 , 1982 to
D ecember 31 , 1989 and
W HEREAS , his service to the Town and the residents thereof
h ave in all respects been unselfish and exemplary and of the
h ighest standards ,
N OW , THEREFORE , BE IT RESOLVED by the Town Board of the Town
of Dryden as follows :
The Town Board of the Town of Dryden hereby gratefully
and respectfully acknowledges itself and its residents
indebted to Charles Evans for his years of unselfish and
e xemplary service as a member of the Town Board of the
Town of Dryden as Town Councilman and for all services
he has put forth on behalf of the residents of the Town
o f Dryden .
