JUNE 13 , 1989
Supv Schug called the meeting to order at 7 : 30PM
Members and guests participated in the Pledge of Allegiance
Roll call was by Deputy Town Clerk Woodin ;
Present : Supv Schug , Clm Hatfield , Clm Evans , Clm Garlock , Clw
Walbridge , Atty Perkins
Absent : Town Clerk Lloyd , and Z _ fl . Slater •
COUNTY BRIEFINIG
Co Rep Watros --' the County is considering a proposal for the county tax
payment on an installment basis . This will impact the towns so they want
to get their input from the towns and clerks as to what their position
would be within the next 30 days with taking taxes on installments . They
are considering of adding a one percent fee for the ones that elect to pay
• an installments of January and May payments .
To Rep Tillapaugh -- the public works committee meet with DOT regarding
alternate routes when the new bridge will he constructed in the Village of
Dryden . Construction will start in early 1990 , with an 10 month
construction schedule providing that they do not have one lane open on the
bridge . They will recommend that the bridge will be completely closed .
They are considering the main detour from Route 38 through Preeville and
Route 355 through Etna to Route 13 , since this is as state route and can
handle the truck traffic . Etna and Freeville residents are concerned about
the amount of traffic that will be generated . Toeeville fire chief was
concerned about emergencies vehicles getting out near the intersection of
Rt 38 and At 3EE an they would have to have some type of control measure
to enable emergency vehicles to get out . There will be a public hearing
sometime in Sept with the design plan .
- - Tom Bonn and the residents in Etna have been concerned of the traffic
through Etna for sometime and they are requesting the State to install a
traffic light there . The State is reluctant to do that and they did a
traffic survey in April or May . The County was hoping that they would have
their report , but . have not received . it yet .
- - the public works commiitte did vote to cell the house on Caswell Rd
adjoining the old Iandfi, ll to historic Ithaca with the stipulation that
the house he moved to another location and level off the foundation where
the house sits now . Historic Ithaca will remodel the house for resale for
affordable housing .
- - the recycling project in the Town of Dryden will start in late July .
They have also appointed a solid waste assistant manager to help Barbara
Eckstrar _
- - the County wants to speed up the recycling in various ways because they
have made a survey of Landstrrm landfill and it looks like the amount that
is going in at the present time might be filled ON by Aug of 1990 . The
County is considering of buying 2 or 3 wacdchippers to help out with •
material that has previously gone to the landfill . They are also

considering the non recyclable bottles in the Village of Dryden for pick
u p which would save a lot of space in the landfill .
Clm Evans - wanted to know if it was an option to have one lane open of
the bridge in the Village of Dryden while it was being repaired , because
he was concerned about traffic going through Etna .
Co Rep Tillapaugh - this was discussed and if this was done it would take
2 years and if it was closed completely it could be done in 18 months .
� �- there was a meeting concerning the disposal of sewage . The County
feels that at the present time the haulers have a permit to dispose of
sewage by either land spreading or lagoons in the county until the end of
March 1990 . The County strongly recommends that the haulers dispose of all
o f their sewage at the Ithaca Wastewater Treatment Plant . At the present
time the County does not feel that they can force them to use the plant .
The treatment plant is in operation and doing a good ,job . One problem is
the disposal of grease trap material , which at the present time they are
t aking it and have not had a problem . Once an attendant sees that a
truckload should not be deposited they can refuse to let the hauler dump .
They other problem that they have not found a solution for is the material
that comes from car washes . The committee did authorize yank Liguori to
obtain a permit from DEC to allow this material to be dumped in the
landfill _
CITIZEN PRIVILEGE OF THE FLOOR
Anita Chirco -° reported on Dryden Youth Pride , they have distributed
flyers listing what kind of help is available and have put posters up in
d ifferent locations . They also plan on putting ads in the Shopper ,
classified ads , and public service announcements on the radio stations .
The age group is from id to 19 . So far they have had a goad response .

Clm Evans offered the following resolution and asked for its adoption :
RESOLVED , that this Town Board appoint Anita Chiron , Coordinator , and
Laurie Weaver , Assistant Coordinator as the Town of Dryden representatives
to Dryden Youth Pride .
E nd Clm Hatfield Roll call vote - all voting Yes
Bob Spear , area manager of Contel - reported on new telephone system that
is being installed in the Dryden area . The new system is fiber optics and
w ill not be completed this year , but carried over to the following year .
The switch itself will be done this year on Rug 15th . Prior to the switch
a mailing will be going out to everyone and there will be a change in the
d ial tone . Every customer sill be contacted at least once and asked to
call the office back to verify that the system actually works before the
cut is made . Many new options will be made available .

Tim Devoogd , Varna Civic Assoc representative - after a public hearing
concerning the special permit by Richard Hutchens to have a development on
parcel 56 - 4 - 5 . 2 , owners Ramon , Daniel and David Clark on Mt Pleasant Rd ,
one of the responses made to that was to see whether it would be possible
to change the zoning on the parcel that was discussed . There has been a
petition circulated and has been submitted to the Planning Board . They
w ere told it should come to the Town Board first . He gave the Town Board
the petition asking that the area between the railroad grade and Turkey
Hill Rd be changed from RC to RB . This petition has been signed by over
170 people which is all of the residents of the area ( copy of petition in
minute book ) .
Clrn Evans - if the Town Board was to do this would that change the
situation for this particular project since it has already been applied
for ?
Atty Perkins - would have to check because he does not have the permit
yet .
S upv Schug - thought this might be considered spot zoning .
Clm Evans - didn ' t think so because the area surrounding this was already
an RB zone .
Tim Devoogd - wondered if this would effect the situation if the developer
came back and said he wanted to revise his plan to 8 acres and not quite
as dense as before . Would that be a new application or would that be a
revision of the old one ?
S upv Schug - after the hearing the Town Board was ready to take Mr .
H utchens ' s application that was presented and go over the environmental
impact statement on June 27th . It is our understanding the developer
applied for another set of papers with the possibility of changing them
and redoing the environmental impact statement .
Atty Perkins - if the developer makes any changes in his application there
w ould have to be another public hearing . If the developer wanted to submit
a new Part I of the environment assessment form , it would have to be done
by June 16th so the the Board members would have time to review it before
the June 27th meeting .
RESOLUTION # 142 MODIFY CURRENT ZONING ORDINANCE
Clm Evans offered the following resolution and asked for its adoption :
RESOLVED , that this Town Board modify the current Zoning Ordinance to
change the area currently RC Zone bounded by east of the abandoned Lehigh
✓ alley railroad tracks , bounded on the south by Stevenson Rd and the east
to be contiguous with the RB Zone on Turkey Hill Rd to RB Zone . That this
Town Board schedule a public hearing to amend the zoning ordinance on June
27th at Varna Community Center .

® Frank Becker , 380 Turkey Hill Rd - was unclear about the question earlier
if the change in zoning was made would it have any effect at all on the
proposed project or would it be grandfathered in ?

Atty Perkins - the developer does not have any vested interest because he
does not have a permit .
Beth Morano , 111 Wood Rd - wanted to comment on Co Rep Tillapaugh request
o f the Board . She thought he was putting pressure on the Board to change
the law that the Town Board passed regarding sludge dumping . There are 7
sludge dumping sites in the Tompkins County 4 of which are in West Dryden .
S he thought that the Town Board did what was right in banning sludge
d umping in Dryden . Mr LaPoint has known for at least 2 years that he would
h ave to change the way he dumps sewage and was told by DEC on March 3rd
1987 that he would have to use the wastewater treatment plant as soon as
it was opened . She knows there have been problems and Clm Evans has worked
them out with everyone involved . She is very opposed to the County letting
Mr LaPoint keep his permit to dump there .
Cim Evans - concern in the Local Law isn ' t whether or not we repeal his
allowing to dump there . His concern is whether or not we can make him use
the wastewater treatment plant .
Co Rep Tillapaugh - is not putting any pressure on anyone and the County
has no dispute with the Town not allowing any dumping of sewage in the
town . The County is not trying to override the Local Law . There was
considerable discussion .
Alan Green , 609 Fall Creek Rd - the Town of Dryden has the only
® distinction of being the only municipality in Tompkins County that has no
plan to use the county funding that is available this year and the
d ivision for youth funding that is available for towns for youth
d evelopment type programming . He was involved in the construction of the
school playground in the village and was real proud of that and Dryden
should be proud . He hoped that this was one thing among many that the Town
B oard can do to demonstrate their concern for young people here in Dryden .
He has been disappointed in the Town Board ' s ability to demonstrate that
until now .
S upv Schug - the Town has available to them about $ 6 , 000 . 00 to spend and
about $5 , 000 . 00 of that is corning back . We have reserved our county money
to be held this year because we do plan to use it .
E d Brothers , 3 Sunset West , Ithaca - was concerned about Fall Creek
✓ ecreation area . He is a Fisheries / Ecologist and did the biological
components for the environmental impact statement for the proposed
h ydroelectric plant on Fall Creek . He is on the hydropower commission and
a member of CROWD in dealing with the DR7 situation . In talking about
d esignation you should realize that the resource that we are talking about
is a river . The river is unique as you know and that it does not stay in
o ne place at any given time . It is a moving river resource and that is
w hat a river is by nature , it flows and therefore in order to manage it
you would have to take a much broader aspect . You would have to look at it
terms of a water shed . What is on your property today is on your neighbors
property tomorrow . Doing regulations on a very spotty basis or piece meal
Abasis may not be advantageous in terms of preserving the entire resource .
The kinds of changes we may be talking about might be affected by the

regulations are fairly dramatic changes . Things such as damning the river ,
moving amounts of vegetation along the river, corridor and will have very
large impacts on the river _ He thinks that an organized and generalized
approach to the river is the way to go . Some people would like to have
local administration or regulation and this would appear to give you local
control , not having somebody in Albany or Cortland telling you what to do
w ith your property . The river belongs to all the people in Tompkins County
to use that resource . By getting the State involved and getting that kirk!
Of designatinn you can bring to dear the power of the State laws in order
to act upon a " neighborr ' who is not acting in the test of that resource
and therefore you may be able to do things that you would not be able to
to on the individual basis . The resource I hope you are aware of is an
e xcellent one in many respects . It is used by many people in Dryden and
the City of Ithaca and the entire county for that matter for a variety of
recreational uses . Canoeing , hiking , fishing and has superb scenic
resources and has extensive wetlands and wildlife associated with it . The
proposal that has gone to the state includes an area south of Fall Creek
u p to Route 13 . There are 4 distinctive sections , the mouth area itself
which is near Stewart park where there are wetlands , the falls region
which has excellent fishing , a large amount of Cornell property which
includes Beebe Lake , and than a long stretch going up to Rt 13 most of
which is relatively unspoiled and includes extensive forestry area . The
h istory of this protection probably can be traced back to the desires of
many people to protect development of Ithaca Falls from hydroelectric
d evelopment which may be undertaken either by the City of Ithaca or by
another party _ The reasons for trying to protect it has to do with ascetic
concerns , fishing , economic viability of the project itself and
maintaining control of the property in terms of what happens to it in park
development . The initial goal was to protect the site around the falls was
e xpanded because it was realized that what you have to do is protect the
✓ iver and not just the site . Also protecting the river should be
considered by Dryden because in any way that we can protect the river to
make it more valuable and more recognizable by the State as a more
✓ aluable resource is a better situation we are in terms of development of
the Dh7 landfill site . He did not think that there was loss of local
control because the way the law is written individual regulations in terms
o f variances , permits , etc which may be required and in many cases they
w on ' t be required , should be handled by a local board . The State is not
interested in doing all the paperwork for whatever is necessary . There
will be local control with some State guidelines , The guidelines
themselves are very lax , the boundaries that are set for this area can be
determined in a hearing and can be set as narrow as the stream banks .
Initially , you might have read they to out as far; as one--half mile from
the stream banks , but that is as soon as the law is passed . After that
point the DEC commissioner will than net the final boundaries . All the
current uses will be permitted and additional uses will be appropriate .
The area that are most strictly administered involve regulations in the
stream bed itself , damning the river , building walls along the river ,
water diversion , things of that nature . Many people think that designation
of the river will not prevent hydropower on Fall Creek . The jury zt i 11 has
n ot made a decision on the legal ramifications of this designation . Even
if the hydropower does not exist he feels that this a good idea to
designate the river to protect the other values of Fall Greek and the

Dear Fellow Citizens :
I am writing to you in support of the request to the State of New York to designate Fall
Creek as a State Recreational River under the state Wild, Scenic, and Recreational Rivers
Act In this time of rapid growth of the Tompkins County area , it is one of the principle
duties of our governmental representatives to ensure that the growth proceeds in the best
manner possible. Were growth to diminish the quality of life we all enjoy instead of to
improve it, there would be no point to encouraging it. A major contributor to the quality of
life we all enjoy in this area and particularly in the Town of Dryden is easy access to areas
of open space that we can travel through and obtain a re-acquaintance with the natural
world around us. As citizens of the finger lakes region , we are proud of the fact that we •
co-exist with the natural world instead of create a world that has shut out the beauty and
tranquility that nature has to offer. However, as you well know, the rapid growth of our
area is threatening this easy access. It is time to take a hard look at those areas of fastest
® ' growth, to identify the areas of open space in their midsts, and to move to preserve those
open space areas so that they will remain a resource available to the whole community. Fall
Creek is such a resource, and without protection it is liable to be converted into a stream
flowing through a developed area, unable to provide citizens with the peaceful escape now
offered. Designation of the Creek would take a big step toward protecting it as a
community resource.
As a landowner with property abutting a sizeable stretch of Fall Creek, I realize that this
designation would restrict some of the freedom that we previously have enjoyed.
However, as members of our community , it is more important to contribute our part to the
• maintenance of the quality of life of the entire community rather than to selfishly guard our
rights. As a professional forest ecologist and as a member of the Tompkins County
Environmental Management Council , I have seen the large number of threats being
imposed on our natural resources in the area, and I am all too aware of how fragile the Fall
Creek environment is and how easily development could cause rapid degradation of this
environment Many projects have been initiated in the Fall Creek watershed over the past
several years that could have profitably been located elsewhere without endangering the
ability of the community to enjoy the watercourse. Even more such projects are in planning
for the near future. The state government has provided us with a tool to use in just such a
case to protect a valuable resource. The only sacrifices being asked of most landowners
would be to prevent construction that would be visible from the creekbed and to allow land
that is presently forest to remain forest. Since most home construction could be adjusted in
keeping with these simple principles , it seems a small price to pay to keep the natural
character of the area intact Would anyone really want to build a house right on the creek
bank if there were a multistory apartment complex staring at them from the opposite bank?
Now is the time to move to provide protection .

eThe Tompkins County Environmental Management Council is presently studying the Fall
Creek area for continued inclusion in its list of unique natural areas of the county , a
designation that parts of the watercourse have already carried. One of the saddest things I
have encountered in my life is to hear people talk about natural areas they previously
frequented but that have now become " messed up" so that no one wants to go there
anymore. I hope I never have to hear anyone tell a child about how they used to go over to
Fall Creek, seeing wildflowers and wildlife and hearing the water quitely rush past, as the
child looks up and asks, "Why didn't you save this place for me? '
Many people thinkk that because Cornell owns a large piece of the area proposed for
designation that it is already protected. However, Cornell has its own agenda. Even the
best intentioned• institutions and landowners somehow seem to let natural resources slip
through their fingers. We can paint to countless examples in this community. and others.
The community must actively identify those resources with value to everyone and must
actively move to provide protection. None of us want the government to tell us what to do,
but a community resource such as Fall Creek can only be protected if we all sacrifice a little
now to become hems for future generations .

designation of a strip around Fall Creek and to request our State
Representative and Senator . Martin Luster and James Seward . to introduce

IDO Fall Creek watershed . He hopes that the Board will consider this in a
positive light and there needs to be support from the Town of Dryden , Town
o f Ithaca and City of Ithaca .
L isa Blackwell , with Cornell Univ - wanted to paint out some of the
u niversities concerns . Those areas would include the storm drains that the
u niversity has , the water filtration plant , the ability to maintain the
gauging station , the current hydropower plant , water for irrigation ,
d rinking waters the chilled water plant and they would be happy to answer
and questions .
Supv Snhug - did not believe that any Cornell area falls into the Dryden
section of the river designation .
Richard Dunham , 962 Dryden Rd - owns land that is contiguous with Fall
Creek and thought this proposal does not go far enough but is a step in
the right direction .
Leonard Geller , Newfield - spoke an behalf of the Sierra Club and what the
d esignation will probably to is increase and enhance the property values ,
because this will preserve the quality of water and component of the
w atershed .

COUNCILMAN PRIVILEGE OF THE FLOOR
h it Evans - personally did not want to vote on this tonight because he
would like to get a ruling from the DEC as to whether or not we can
designate boundaries during the passage of the law . The law that the town
has is contrary to that and wants a positive statement from DEC council so
we can agree an the boundaries . He wants to know what he is supporting
before he agrees to do anything .
din Walbridge - appreciated all of the citizens coming who are interested
in this proposal .
Cim Hatfield - the Town of Dryden can set their boundaries before it goes
to public hearing that it will be set .
There was some discussion and the Town Board wanted all legal information
before they made their decision .

Margaret Fabrizio - the boundaries will be set at the public hearing and
by staff input and will have a map available of the boundaries .
ATTORNEY
Atty Perkins - reported the Town Board previously approved a contract with
L KB Engineers for work in connection with the Town of Dryden testimony of
the 3E0 hearing to be held by DEC on the county permit for DR7 . We
accepted part of the proposal and there were parts of the standard
conditions of the contract that gave them some trouble . He wrote a
d etailed letter to Atty Jan Kublick and requested that he take those up
w ith LKB Engineers and they have agreed to all of the revisions . They are
going ahead pending finalization, of the contract .
Atty Perkins -- residents from the Snyder Hill area have filled out their
application to obtain a permit for local public display of fireworks . he
h as found everything in order and would recommend that the Supervisor
issue them a permit for their fireworks display .

Atty Perkins . reported that there ham been progress made with Karel
hesterling , new owner of Little Creek Park ( formerly bortzline Trailer
Park ) . Mr hesterling is going to arrange for inspection of the connections
to make sure they were properly done _
Atty Perkins - accept dedication of Walden Lane . The Tern Board needs to
determine the amount of security needed for the developer to complete the
woad _ He would like the Town board not to consider any resolution to
accept any 17_ own road until the developer has furnished all of the
paperwork and the only matter left would he the question of the amount of
security ,
him Garlock - recommended that the Town Board accept Walden Lane with a
letter of credit upon the recommendation of Hwy Supt Gilbert for

Atty Perkins - Monkey Run Water & Sewer Dist for out of district users ,
the contracts are now ready for Wilcox Press and Guthrie Clinic . The water
and sewer agreements and the purchase of the facilities agreements for
Wilcox are as we last agreed . Wilcox came back and wanted some changes in
the purchase giving them more favorable terms and the Town Board declined
that request . There is a 10 year buy back ; they pay straight rate , but pay
o n the same formula ; in both water and sewer agreements there is a
limitation of service ; these are 40 year agreements which would terminate
in the event of a terminational point ( for example on the water ) or would
• continue in the event of continuation , but not beyond the 40 years . They
would also terminate in the formation of a district which included this
land _ The Board should pass a resolution for each agreement and the bupv
and Board members have to sign the agreements _

WHEREAS , the Town of Dryden Planning Board has approved
t he subdivision for Cleve - Land Development in Military Lot
N o . 1 in said Town , and
WHEREAS , the road to be designated as " Walden Lane " has
been partially constructed according to Town specifications
and such construction to date, has been inspected and
approved by the Town of Dryden Highway Superintendent , and
WHEREAS , the Highway Superintendent has issued his
opinion in writing dated June 8 , 1989 as to such
construction , and the estimated cost to complete
construction of the same to Town of Dryden specifications ,
and
WHEREAS , the developers have offered to dedicate said
road to the Town of Dryden as and for a town road , and have

and to deed to convey the same to the Town as a town

NOW , THEREFORE , BE IT RESOLVED by this Town Board that
the road shown on the map entitled " Final Plat of Woodmere
® Sub - Division " sheet 2 of 4 dated 5 - 26 - 1989 and made by
G eorge C . Schlecht , P . E . , L . S . Nos . 49832 & 49190 and which
is incorporated herein by reference be , and hereby is ,
accepted as a Town road and the same is to be added to the
official Town map , and the Town Highway Superintendent is
authorized to place , the appropriate road signs thereon and
to take any and all steps necessary to maintain said road as
a Town road from this day forward to be known as Walden
Lane .
This resolution and acceptance of the road are
specifically conditioned and contingent upon the following :
1 . The developer pay all costs necessary in connection
with filing of the map , deed and other documents including
all abstract and related costs and reasonable fees of the
Town Attorney in reviewing said documents and the
sufficiency thereof and for compliance with Town of Dryden
✓ equirements .
2 . That until such time as the taxable status with
✓ espect to said road is changed to reflect its use as a
✓ oad , the developer pay all real estate taxes assessed on
said road .
3 . That the developer warrant materials and
411 workmanship in the construction of said road for a period of
o ne ( 1 ) year from the date of final completion of the road .

and until the developers have furnished to the Town Attorney

all required documentation to convey the same to the Town of

the Town Attorney .
5 . That the developer file with the Town Clerk a bond ,
cash deposit , or other certified funds , or a letter of
credit in the amount of $ 33 , 000 . 00 to cover the completion
of the required improvements to said road , including those
set forth in the letter from the Town Highway Superintendent
dated June 8 , 1989 which conditions are incorporated herein
by reference , and such security be in a form acceptable to
t he Town Attorney and be for a period of not less than one
( 1 ) year .
6 . That no certified copy of this resolution shall be
g iven until such time as the Town Attorney has approved and
accepted the documents called for herein .

WHEREAS , the Town is an owner with the Town of Ithaca
and the City of Ithaca of the Ithaca Area Wastewater
Treatment Facility pursuant to a Joint Sewer Agreement , and
WHEREAS , the Town of Dryden has formed the Monkey Run
Sewer District which will collect and transport wastewater
from said sewer district to the Ithaca Area Wastewater
Treatment Facility , and
WHEREAS , the participating muncipalities have
previously approved service to the area of the Monkey Run
Sewer District which is outside of the original service area
established in the Facilities Plan , and
WHEREAS , the Town has recently approved contracts
between the Monkey Run Sewer District and certain out of
district customers including Wilcox Press , Inc . and Guthrie
Clinic , Ltd . ,
WHEREAS , those agreements require the purchase by the
contracting party of any additional required capacity in the
Ithaca Area Wastewater Treatment Facility according to the
Joint Sewer Agreement , and
WHEREAS , it is in theibent interests of the residents
of the Town of Dryden and residents of Tompkins County to
have these facilities served by public sewer ,
NOW , THEREFORE , BE IT RESOLVED by the Town Board of the
Town of Dryden as follows ;
1 . That the Town respectfully requests permission to
connect the facilities of Wilcox Press , Inc . and Nuthric
Clinic , Ltd . to the Monkey Run Sewer District for
transmission of wastewater to the Ithaca Area Wastewater
Treatment Facility .
2 . That the Town respectfully requests the purchase of
the required additional capacity in the Ithaca Area
Wastewater Treatment Facility in such increments as may be
necessary and reasonable and according to the terms of the
Joint Sewer Agreement .
3 , That Councilwoman Walbridge present this resolution
to the next meeting of the SAS for consideration and
approval and that the Town furnish to the SJS such other and
additional information as the SOS may require to consider
this request .

Monkey Run Piot , but within the proposed Turkey Hill Dist , and connect to
a Monkey Run manhole which is located within Sewer Dist # 1 in Varna . The
agreement should be made with the Monkey Run Water & Sewer Dist . because
the connection charges based on the formula would be less because the
applicant would have to pay a much smaller; portion of debt service which
has already been paid _

topsoil . It turns out that it was used in the Monkey Run Water and Sewer
Dist and until this is resolved Stan Payne Construction retainer on his
contract will not be paid .
Atty Perkins - last month the Town Board received several reports for
unsafe structures in the Town of Dryden from the Zoning Officer . He has
reviewed the provisions of the local law . There are 5 prepared resolutions
that need action and each resolution deals with a particular property .

All charges filed by our office were upheld and compliance was achieved . Several
defendants paid fines ranging from $50 to $ 100 . One was assigned to ( 2 ) days
community service . Several more cases were sent on to the court by this office . We
currently send about ( 4) cases per month to the court . Most cases envolve motor vehicle

Dear Mr. Shug:
Find enclosed copies of a petition signed by 37 local residents. This
petition requests that a 4- Way Stop be installed at the corner of Turkey Hill
road and ' Mt. Pleasant road . As stated on the petition, the basis for this need
is the increased traffic, limited visibility , and excessive speed on Turkey
Hill road , as well as the steep slope on Mt. Pleasant road. I am sending this
petition to you because the intersection is in the Town of Dryden . This is a
county road so the Tompkins County Highway Department will be responsible
for the installation. If someone else should be contacted , please forward
this petition or contact me . Your prompt attention to this matter would be
much appreciated.

Establishing the Sewer Rent Law for Dryden Sewer District
# 2 )
LEGAL NOTICE IS HEREBY GIVEN that the Town Board of the
Town of Dryden will hold a public hearing at the Varna
Community Center , 943 Dryden Road , Ithaca , New York , in the
Town of Dryden , New York , on the 27th day of June , 1989 , at
6 : 30 o ' clock p . m . prevailing time , to hear all interested
parties and citizens for or against the proposed amendment
to such Local Law . The proposed amendment requires payment
of sewer bills without penalty within 20 days of billing and
imposes a 10 % penalty of the amount due for payments
received after 20 days of billing .
