TOWN BOARD MEETING
DECEMBER 20 , 1988
S upv Cotterill called the Town Board meeting to order at 12 : 45PM
Present : Supv Cotterill , Clm Oarlock , Clm Evans , Clm Hatfield , and
Atty Perkins
Absent : Clm Crawford
G reg Miller , from the SWI in Binghamton was present to let the Town
B oard know of their intentions and to introduce themselves to the
B oard members . Also present was Joseph Bennett President .
They are considering to develop DR7 as a disposal site . It will be
o perated by their company or by Tompkins County . They would like to
discuss with the Board members , not the fact that there should or
should not be a landfill at DR7 but what would the concerns of the
Town Board be as a municipality . What would you expect to be
compensated for . They would like to come to an understanding .
Clm Evans - was very concerned about the traffic and weight of the
traffic on the roads that would not be able to handle them . There
is no good access to the DR7 site .
® There was considerable discussion . •
Clm Evans - asked if it would be possible for the Town of Dryden to
go on the Lucente property to do some testing of their own .
J oseph Bennett - did not see any problem with that , but would check
w ith their attorney .
Atty Perkins - how do you provide security to residents of the Town
o f Dryden to cover the cost of clean up . The County has the power
to tax and pass that cost along to the property owners , but how
does the Town be reassured that SWI when and if there is a problem
w ill have the funds available to address the situation .
G reg Miller - with every landfill application , they have to include
a closure plan and a monitoring plan . They have to have a bond that
would cover that type of activity and the State holds the bond and
has access to call the bond at anytime .
Atty Perkins - was concerned about the end of 15 or 20 years at the
e nd of the landfill site . Also where is SWI going to be when it
starts leaking .
G reg Miller - that is something we have planned for and is like a
contract .
Atty Perkins - contracts are • not worth anything if you go bankrupt .
G reg Miller - the State would have the ability to go in there and
d o the work that needs to be done to clean up any problems .

Catherine Brown - wanted to know their track record „ How long have
you been in this business and is there a regional landfill which
they have been running and if so how long ?
J oseph Bennett - they have been in business 5 years and the first
project is the Blossburg , Pa site . They do not operate the site but
h ire someone who has the experience .
Catherine Brown - in other words you are just a developer who comes
in and you have no track record or responsibility .
G reg Miller - they have the latest technology to the site .
Atty Perkins °- wanted to know the Board decision regarding the the
d raft agreement with water and sewer hook - ups . There was some
d iscussion regarding the rate of one and a half charge . The Board
took no action at this time .
