The amount to be discussed for 1983 is $ 62 , 000 . 00 QUESTIONS AND/OR COMMENTS - none Closed public hearing # 1 7 : 35PM PUBLIC HEARING # 2 . SEPTEMBER 14 , 1982 IMPROVEMENT OF FACILITIES OF SEWER DISTRICT # 1 and # 2 ITHACA AREA WASTEWATER TREATMENT PLANT PROJECT Minutes of public hearing # 2 7 : 35 PM Supv Cotterill read the notice that was published in the newspaper concerning the connection with the increase and improvement of the facilities of Sewer Dist # 1 & # 2 . QUESTIONS AND/OR COMMENTS Atty Perkins - in order for the town to participate in the one percent share of this project , you have to authorize the increase of the facilities and improvements in the sewer districts that are to be served by this . This is the preliminary step to approve the bonding on the t'own ' s share which is approximately $ 385 , 084 . 00 . The town is required to have this hearing . This is not an authorization of bonds , but an authorization to allow- the districts to have improved facilities by participating in the Ithaca Area Wastewater Treatment Plant Project with the Town and City of Ithaca . The town would participate by contract with the town and city . Closed public hearing # 2 7 : 40PM PUBLIC HEARING # 3 SEPTEMBER 14 , 1982 DEDICATE SMALL PORTION OF PROPERTY TO REALIGN AND ADJUST A TURN-AROUND FOR REDWOOD LAND - William & Helen Kiker Minutes of public hearing # 3 7 : 45PM Supv Cotterill read the notice that was published in the newspaper to consider the offer of William E Kiker and Helen D Kiker to dedicate to the Town of Dryden a small portion of property to realign and adjust a turn - around for Redwood Lane , a Town road and the proposal to abandon by the town a portion of the turn - around no longer needed for public and highway purposes . QUESTIONS AND/OR COMMENTS - none Closed public hearing # 3 7 : 50PM TOWN BOARD MEETING_ SEPTEMBER 14 , 1982 Minutes of the town board meeting held Sept 14th . . Supv Cotterill called the meeting to order at 7 : 50PM Members and guests participated in the Pledge of Allegiance Roll call was by the Town Clerk : Present : Supv Cotterill , Clm Jordan , Clm Metzger Clm Evans , Clm Webb , Z . O . Stewart and Atty Perkins Approval of the minutes : Motion was made by Clm Evans and seconded by Clm Jordan that the minutes of the Aug . 10th board meeting be approved as submitted . Motion was made by Clm Jordan and seconded by Clm Evans that the minutes of the special meeting on Aug 31st be, approved as submitted . Clm Jordan felt that all of the requirements were met by the engineer that the board had requested and felt that there would not be any big impact of run off . He does not like to deter somebody that owns property who wants to do something as long as it is within reason , therefore he was in favor . . Clm Evans felt that Mrs Delahanty was there first and had no involvement whatsoever in the development around her on Yellow Barn Rd area . If the development was not there she could build all the apartment houses she wished , therefore he was in favor . Supv Cotterill - his suggestion was that everything possible be done to improve the run off and was also in favor . RESOLUTION # 113 GRANT SPECIAL PERMIT - Elizabeth Delahanty 427 Ferguson Rd . Clm Evans offered the following resolution and asked for its adoption : ® RESOLVED , that this Town Board grant a special permit to Elizabeth Delahanty , 427 Ferguson Rd to build an 8 unit apartment house on her property with the following stipulations : that all of the requirements that are in the statements from the Health Dept and Soil Conservation Depts are met 2- the water from the . roof area be diverted to the southwest to go down the slop and that all water must be diverted before it reaches the side of the road . 2nd Clm Jordan Roll call vote - all voting YES Mr Dik - if someone wants to appeal the boards decision how many days do they have? Atty Perkins - 30 days . . Atty Perkins - also reported that the town board should set a public hearing for Sept 14th with regard to the offer of William Kiker to dedicate to the Town of Dryden a small portion of property to realign and adjust a turn - around for Redwood Lane , a Town road in the town and the proposal to abandon by the town a portion of the turn- around no longer needed for public and highway purposes . Supv Cotterill scheduled a public hearing on Sept 14th at 7 : 45 PM Adjourned : 8 : 25 PM ' f , ' ' Susanne Lloyd / Town Clerk • • • • b1 COUNTY BRIEFING Co Rep Tillapaugh reported on the new Tomtram bus transportation system between Ithaca , Dryden and TC 3 . Eventually they would like to extend the service to Groton . He felt that Frank Liguori and Dwight Mengal in the Planning Dept have done a tremendous job . He now hopes that the residents in the area will take advantage of the system . He was not sure of the ridership , but we do have the potential . Also reported that Tom Payne , Director of Assessment , had a discussion with the Budget & Administration last week requesting additional staff . They are under staffed in order to do the proper assessment throughout the county . He was asking for an extra $ 20 , 000 to hire extra staff . 60 percent of the people that have asked a review of the assessment to have it lowered ; it has been lowered for the simple reason that they have not been able to get out and adequatelylool the property over . This is only in the preliminary stage at this time . • Also reported on - the Freese Rd bridge .;and creek . Hwy Supt Humphrey has done a fantastic job in fixing up the creek and getting it correctly channeled . Supv Cotterill wondered if there would be any possiblity of getting any help from the county for some rip- rap work that has to be done ? Co Rep Tillapaugh said he would try to find out if the county will be able to help . Also wanted to know who owned the old railroad bed in back of his house . There is a culvert that goes underneath the bridge and is deterioating . This is the reason why he wasn ' t interested in purchasing the railroad tracks adjacent to his property because of the possibility of the culvert plugging up or washing out and other dangers . He felt that the board members should be aware that this culvert is deterioating and he is very much concerned about the safety , since people do walk there and some ride their motor bikes there . He was very concerned about the liability if something did happen . TOWN CLERK Tomp . Co Municipal meeting Sept . 22nd at 7 : 00 PM at South Lansing . ATTORNEY RESOLUTION #114 DRYDEN KIDDS INC - REIMBURSABLE FUNDS Clm Metzger offered the following resolution and asked for its adoption : RESOLVED , that the Dryden KIDDS Inc contribut to the Town of Dryden the maximum sum of $ 4 , 000 . 00 and the Town mill reimburse Dryden KIDDS Inc to whatever extent the Town receives from NYS Division for Youth . 2nd Clm Jordan Roll call vote - all voting YES RESOLUTION # 115 ACCEPT OFFER FROM WILLIAM KIKER TO DEDICATE TO THE TOWN OF DRYDEN A SMALL PORTION OF REDWOOD LANE Clm Evans offered the following resolution and asked for its adoption : RESOLVED , that this Town Board accept the offer of William E and Helen D Kiker to dedicate to the Town of Dryden a small portion of property to realign and adjust a turn- around for Redwood Lane , a Town road in the town and the proposal to abandon by the town a portion of the turn- around no longer needed for public and highway purposes with the approval of the Planning Board , Hwy Supt Humphrey and Atty Perkins . 2nd Clm Webb Roll call vote - all voting Yes . ZONING OFFICER 17 building permits for the month of August . 5 one- family dwellings ; (1 is for Relyea 4 unit apartment which he needed a special permit for ; 4 mobile homes ; 2 additions ; 2 garages and 3 storage buildings . ZBOA granted a variance to Manderville to build • a garage . It was closer than 70 feet to the road . Z . O . Stewart reported that he checked on the Gambrell property and she does have a 2unit house there and supposedly renting to 4 girls . HIGHWAY Hwy Supt Humphrey would like to meet ' with the highway committee after the board meeting .
