RESOLUTION # 138 GRANT SPECIAL PERMIT - ITHACA INTERSYSTEMS •
Clm Tarr offered the following resolution and asked for its adoption .
RESOLVED that this Town Board grant a special permit to Ithaca Intersystems to construct
a new building that is seperate from the ' present building for research and development
and administrative offices as designed on the application and comply with Article XIII
of the Zoning Ordinance :-

chargeable to said districts in connection with the construction of the water and sewer
systems which benefits and improves said districts , and heard. all persons desiring to r=.. '

FIRE CONTRACTS
November 3 , 1980
Supv Cotterill read the notice that was published in the newspaper for the purpose of
contracting with the various fire departments . The proposed budget_ for the
departments are as follows::
Dryden Neptune Hose Co #1 Inc . $ 40 , 000 . 00

for a total of $ 117 , 550 . 00 This figure does not include compensation which will be added
as part of the fire costs in the budget .
The fire rate for the Town of Dryden - . 844 per thousand on the current assessed valuation .

RESOLUTION # 142 ADOPT FIRE CONTRACTS
Clm Metzger offered the following resolution and asked for its adoption :
RESOLVED , that . this Town Board approve the fire contracts as presented and authorize
the Supervisor to execute the fire contracts in accordance to the amounts in the budget .

PUBLIC HEARING # 6
PRELIMINARY BUDGET
Supv Cotterill read the notice that was published in the newspaper for the purpose
of the 1981 Budget .
'; QUESTIONS AND/OR COMMENTS
Clm. Metzger wanted to know if the budget had to be adopted tonight ?
Supv Cotterill said that they did not have to , but it has to be adopted within the next
2 or 3 weeks . He suggested that if they wanted to make any changes the board decides on
that now and then they can make the final adoption . The budget can be changed anytime ,
until , the budget is adopted .
Judge Sweetland said that for the past 3 or 4 years they have had the salaries for the
court clerks at 40 cents above minimum wage . This year he requested the • same increase
and was rejected . It seems quite ironic that the cleaning lady gets more than the court
clerks . He said his court clerk • handles well over $ 50 , 000 . 00 , • which she is responsible
for . He said that he was not trying to run down the responsibil"ites of the cleaning
lady , but he is trying to make a point that a custodian :is in a different category than
a person who is a court clerk . He said he had spoken with JudgefNewhart and he feels the
same way . , ! ,

Supv Cotterill said that a court clerk would be . ea`sier to get than a custodian . There was
some discussion about the salary last year and the number of hours that the court clerks
worked . . , Last year, their salary.. was ; $ 491 '4 with .. 27 hour work week . Judge Sweetland said
that ' he''. figured his budget on a . 40 ' cent above minimum wage and not on a percentage basis .
Clm Webb said that he coiild'see if he was doing it and dropped under the 40 cent he would
think he was getting a cut and not a raise . Judge Sweetland said that he was speaking
on behalf of both court clerks . He said his work load has increased in small claims
court since it has been advertised on ' TV so much . The cheapest way to handle your litigation
in small claims is $ 2 . 00 . . •
Supv Cotterill said tha;t • :the iiSreaseeis from $ 4914 to $ 5209 which is a $ 295 . 00 increase
with 27 hours per week. They didn ' t figure the hours differently from last year , but a
percentage increase : . He said a lot of people don ' t make minimum wage , but the court
clerks do . Everyone in the town hall makes minimum wage except election inspectors .
C1m Webb questioned the minimum wage for election inspectors , but Town Clerk Lloyd said
she had called audit and control in Binghamton to find out for sure and was told that
they did not have to be paid minimum wage because they do not work full time . Supv Cotterill
said that you can ' t compare working a 27 hour work week with working just 3 or 4 times
a year .
Clm • Webb said that he could see the Judge ' s point of view . Judge Sweetland said that the
$ 5265 in the budget before it was cut back is the 40 cent increase above minimum wage
which is $112 more than what is in the tentative budget . This about is $ 56 . 00 more for
each court clerk . Judge Sweetland said you should try a night with a new court clerk .
Supv Cotterill said he knows it would be a job to train them but there are probably lots of
people . The problem is to find people who would have the ability to do it . It is a lot
easier to find people to work 26 or 27 hours per week than . it is to find some of the others .
There are a lot of people happy to work part time , but at . the same time they have to be
trained . Judge Sweetland said if there were anymore questions he can be reached in the
court room since he has some attorneys waiting for him . Supv Cotterill thanked him for
his comments . •

Supv Cotterill said that while they were looking at that part of the budget he would like
to talk about the town clerk , since she had made some comments about the figures in the
budget . The town clerk and tax collector is up $ 100 each from last year , she felt that it
should be $ 200 in each case . He had been presented with some figures over the last 5 years
with what has happened and suggested that the increase be changed back to the $ 200 increase .
Supv Cotterill said that he looks at the increase in deputy hours . Tax collection isn ' t up
that much but over the last 3 years between , .. but ., .. tax collector and town clerk hours are
up considerably . He didn ' t know if there was' any chance to change the number of deputy:
hours . Town Clerk Lloyd said that she might be able to cut back this year , but she certainly
can ' t handle the front desk alone with everyone coming in for dog licenses , hunting licenses
and paying taxes . It should be different this year since the dog licensing will be on a
staggered basis . ° She only has the deputy in here when she needs her and she should not be
penalized for that . Also this year there will not be any tax receipts sent back unless
requested so that should help to cut some of the hours . j
Supv Cotterill said that in 1980 - $ 650 tax collector and $ 800 for town clerk was in the
budget for deputy and was wondering if this was used up . Town Clerk Lloyd said that
tax collection is used up first and then the money in the town clerk fund is used next .
Clm Webb wanted to know if she was paid minimum wage . Town Clerk Lloyd said that she
receives $ 3 . 10, per hour and has put in for $ 3 . 30 per hour . She felt that she shouldn ' t
need her so much this year with the staggering of dog licenses and tax receipts that do
not have to be returned unless requested , but it does . get pretty wild on the front
counter at the end of the' month and 1 person cannot handle the people alone .
Clm Webb wanted to know what will happen to the tax receipts that are not mailed back .
Town Clerk Lloyd said that she will keep them and they can come to the office and
pick them up or send a self- addressed stamped envelope . .
Mr Lloyd said that what he had 'to say he didn ' t want to be taken as abuse against the
salaries wifchrare given to any of the other town employees . He felt that all the town
employees both elected and appointed are worth all that we can give them , but as Judge
Sweetland spoke he thought of '-an exception and looked at what we are paying for maintenance
of this building on a part time basis and seemed quite high to him . He said he heard
mention of the amount of hours that the deputy has put in and feels that it should have
no bearing on the decision on the town clerk ' s raise . The deputy keeps the town hall
open on Saturday and is here to provide adequate service here during the busy times of the
year . He does not see any rational in using those hours for justification in cutting
the clerks raise . If the town board give the town clerk a $ 200 raise that raise will be
just over 2 % whereas other town employees are getting a raise of over 54% and 64% raise .
Again he felt they were worth every penny that we can give them , but doesn ' t think that
as it stands is equitable .
Supv Cotterill said he isn ' t questioning peoples wortla , . but he as a taxpayer represen
tative has to be very frank and he told the judges the same thing . We probably are
not paying them what they are worth at 4800 but he was sure he could find some 50
capable judges that would take the job at 4800 so the question is what should the
taxpayer pay . When there are plenty of capable people that will put in those same hours
at that figure . He said that he wouln ' t call this a livelihood and he looks at some
of the other jobs as to how easy they are to replace or how many people would accept
them at this level . This is the way he looks at his own job , that there are probably
thousands of people that would like to have 3000 and do a better job . He said that
there are loads of capable people that can do his job and might be willing to do it
for 3000 . He looks at the same thing as the town clerk , and tax collector or custodian .
How many people can we get to do it and are capable and would do it for this salary .
There is no question there are loads of people that would take a job that would allow
them to be done at noon during the summer or allows them to go to work at 9 : 00AM . He
looks at these things and doesn ' t believe anyone will agrue about peoples worth , she is
doing a terrifc job and people are happy with her and he is not saying that 200 is an
adequate raise . At the same time he looks at the total budget and anywhere he can save
the taxpayers a couple hundred dollars we have to look at it . He thinks the budget is
about 10 % or 20 % higher than it should be for the good of the taxpayer but he doesn ' t
know how he can get that 10 or 20 % back . It isn ' t because the budget is out of sight
it is because the federal and state monies are not here anymore . So anything we put
in here has to come from you and all the rest of the taxpayers . At this point we have
probably cut the budget more than we should have . We probably cut the highway by
100 , 000 more than we should have and was very frank if we get a tough winter people
may be riding on slippery roads and snow drifts because the money isn ' t there to
plow them on Sat , Sun or nights . This is his point of view , that is why these figures
are not as high as they are and - not because people are not deserving or not earing .
It is because he has tried to keep things as tight as possible and not against reanalizing
the figures . He said he is expressing why he didn ' t but more money in there , because
he looked at if from the point of view that it was possible that there would be a lot of
people happy to do the same job for the figures that are here even though it maybe worth
twice as much . He said he would agree , anybody that wants to be realistic that anyone
who is getting less than 8 or 10 % obviously isn ' t keeping up with inflation . He knows
that probably 80 % or higher of the taxpayers in the county aren ' t keeping up .
Mr Lloyd said that the town clerk isn ' t the only one in . the town hall that works those hours .
If you restore $ 200 to the budget that will make the town clerks raise . 48 % still lower
that the . 568 % and the . 645 % . Supv Cotterill said that he was not questioning it and not
saying he is not interested in analyzing the change but is rationalizing that the preliminary
- - -
budget was laid o ?: .t and is happy to hear any comments as to what their feeling is
and what we should do with the total figure . He felt that we should be very careful
with any increase since .the." budget is 10 % higher then he wished it was . There are people
in the town that will pay 30 % more money on this budget than last year with less services .
There are figures in there that aren ' t more generous than they are because of the 30 %
increase to the taxpayer . Mr Lloyd said that if you cut 5 % of this budget they are still
going to be hit big . He asked the : town board if they would look carefully at the figures .
Supv Cotterill asked the board if they had any questions with the requests for the increase
in the court clerks , town clerk and tax collector . There might be . a need for a lot of
changes but he wasn ' t very generous with increases due to the increase in the budget . If
the board wants to make any changes they can refigure the budget with the changes and adopt
it at the next board meeting .
There was some discussion on cutting back the hours for custodian which would help with
cutting down on the supplies used . She works on the average of 20 hours per week , but that
varys .' Supv Cotterill said that he would talk with her to see what alternatives can be
worked out .
Clm Webb said he didn ' t like to see employees dissatisfied since the amount is so small in
both cases . The 2 % increase is a small amount for town clerk and tax collector compared
to the other raises that were given out . There . was some question about the amount for
minimum,wage and the board members wanted to check on this .
The Town Board members tabled adopting the budget until the November 11th meeting .

SPECIAL PERMIT - Alfred Eddy - excavate and sell
November 11 , 1980 gravel at 100 W Malloryville
Rd .
Minutes of the public hearing held on the 11th of November commenced at 7 : 30PM
Present ; Deputy Supv Metzger , Clm Jordan , Clm Webb , Clm Tarr , Atty Perkins & ZO Stewart
Absent : Supv Cotterill
Deputy Supv Metzger read the notice that was published in the newspaper for the purpose
to consider the application of Alfred Eddy , RD # 5 , Ithaca , NY for a special permit to
excavate and sell gravel at approximately 100 W Malloryville Rd tax parcel # 3- 24 - 1 - 20 . 1
QUESTIONS AND/OR COMMENTS
Atty Winn and Surveyor George Schlecht represented Mr Eddy . Atty Winn said that Mr
Schlecht has prepared Mr Eddy ' s excavation sight . One is the mining plan and the
other is the reclamation p,lan . _ Mr Eddy owns approximately 50 acres on West Malloryville
Rd . Prior to 1975 this parcel had been used for the purpose of removing gravel . It
hasn ' t been in operation for 5 years . Mr Eddy would like to resume operation there
and at the same time restore this to a more pleasing 'appearance . Right now , the
grades are up to a 20 % slope . The plan calls for removing gravel and sand and
eventually ending up with a parcel that slopes approximately 8 % . Mr Eddy is seeking
a permit to put this parcel in working order pursuant to Section 806 of the zoning
ordinance .
Mr Trusky , 112 W Malloryville Rd . , wanted to know how long this gravel pit would be open ?
Mr Schlecht said that there are 2 administrative steps that they have to go through to
get this approved . 1 = is the special permit from the town and 2- is approval by the state .
His plan is the requirement by the state DEC . In order to operate a mine or quarry in
the State of New York you have to get a permit from DEC . The term of the permit is 3 years ,
and has to be renewed every 3 years . There has to be an annual report which has to have
an update of what was done last year and what reclamations were undertaken that year .
Mr Trusky wanted to know how that would effect property taxes ? Atty Winn said that
would have to be checked out with the assessment department .
Mr Lyman Armentrout , 25 W Malloryville Rd . , was opposed to the gravel pit because of
overloaded , trucks . He wanted to make sure that it will be enforced . There is a one
lane bridge there and the road is not wide enough for 2 trucks to pass . Also , there is
a large amount of dust . 30 years ago it was a dirt road and after it was paved the
county and town drew gravel so now the road is ruined with large pot holes , which he
has been trying to get the town to repair . His objection to the opening of the gravel
pit is that no one will fix the road . The water runs down the hill into his drive and
right up to the front of his garage . He was strongly opposed and wanted to know who was
going to control the overloading , because he will certainly report it , whether it be
private , county or town .
Atty Winn said that in the plan Mr Schlecht is submitting to DEC most of the traffic will
go west and north to Peruville Rd . You can ' t control _ individual truck drivers . It is
anticipated that most of the traffic will go to the west and north .
Mr Armentrout said that this would be for this particular job , but if this goes for
3 years and another job comes up to the east what happens then .
Atty Winn said that the truck driver would select his own route . Right not Mr Eddy is
planning to sell individual truck loads by the yard , and there will be no heavy equipment
in there .
Mr Trusky wanted to know how many trucks would be using the road ? Atty Winn said that
it would depend on the request for gravel .
Atty Winn presented the Town Board with a report that Mr Schelcht had prepared and
what is planned) and an environmental questionaire .
Clm Metzger wanted to know if any hours had been established in working this mine ? -
Atty Winn said that not as of yet because it depends on the town board and the DEC . .
Herb Whetzel wanted to know if it is a town or county road and if the town or county
have been asked whether or not they would allow trucks ? The reason he asked this is
just recently they banned trucks over 5 ton through Forest Home . He has heard that
from time to time the county will post a road because someone has complained and this
could create a catastrophe if you have an operation going .
Mr Armentrout thought the town owns the road because they plow and maintain the road .
Atty Winn said that they had not contacted either the town or county for a permit because
he didn ' t feel it was required . The only permit required would be from the town and DEC .

Dr William White , 67 W Malloryville Rd , stated that his concerns were that Mr Armentrout
has lived there for 30 years and has developed a beautiful place . We are talking about
a rural local , but we are also talking about a large concentration of people down
through this valley many of whom are small children . The road is in exceedingly poor
repair . He invited the board members to go out and look at the road , there are at
least 30 holes with water standing in them . He said his taxes have tripled in the
last 3 years and he would like to have the road looked at . There is also a lot of
farm machinery on the road and could see some accidents there . There have been
accidents before and the state police no that it is a real problem area . He felt
that it will lower the property value and he has put a lot of money into his house .
He is strongly opposed to the gravel pit and if the trucks ' .do so down the road he
will strongly fight it . if they go the other way that is something else . He felt
that the reasons given the town board should give it serious consideration .
Mr Trusky agreed with Dr White for the same reasons and he would also be opposed .
Mr Selinsky 54 W Malloryville Rd said that he has some private problems with Mr Eddy's
operation . He did agree with the people that. had spoken previously and that the road
has to be considered . If this becomes a big operation year-round the road is not
going to hold up particularly in the spring . He has only been there for 1 year and
he has seen the pot holes grow already . If they are going to have heavy truck traffic
on - that road then something will have to be done more then what has been done now to
make that a liveable road . He believed the ordinance stated something about dust
control and if the permit is granted he hoped that the town will enforce the dust
control . His. concern is how big the operation will be , no plans have been made with
regard to the size of operation but he feels that these permits have no growth limit .
In other words Mr Eddy can go as far as his gravel pit will let him go , which for
right now means a few trucks coming in and picking up 10 yards . It could mean a
couple of bulldozers and/line of trucks waiting to get in , he wouldn ' t know for sure .
He is concerned that the permit has no limiting factors . It doesn ' t bother him
particulary if he takes 10 or 20 yards a day but it would bother him if there will
be a steady stream of trucks going in and out all day lone . Part of the reason they
live there is the type of area , the farm machinery is intermittent and part of the
fact that it is a rural area . This would be an entirely different type of operation
and he felt that it infringes on the area . For that reason , he opposed this permit .
His main objection to this property is environmental . We have the Malloryville bog,
which has certain ecological features . It has a certain system in its own and is
surrounded by this gravel pit . The bog. tends to be a fragile eco system in its own and
it is not hard to change its character by changing the amount of water that runs off .
He is concerned how this whole operation will be dealt with so that it doesn ' t change
the character of the bog . There are at least 2 main draws that run from Mr Eddy's
property right into the bog which during high water periods they become a stream .
He felt that anything that goes on up above on the slopes of the banks will wash right
down into the bog. We are trying to maintain this as a natural area . We don ' t have
any plans for bulldozing or lumbering or anythigg else . We like the idea of the bog
and a lot of other people also do , because of its uniqueness . He would like to see
some guarantees of something either in posting of a bond where limits in activity are
in writting to protect his interests in the -water shed area and his property . He was
not positive if this requires a bond or not . If if doesn ' t , he requested that ' it be
a consideration of the board in granting the permit and the land be restored and the
water shed be protected . He suggested planting trees for a buffer zone , maybe more
than what the law allows . He' believed the law allows 350 feet and he would ask for
more than 350 feet . He would suggest some sort of damto : keep the run off out of the
bog . These are all considerations and he is perfectly willing to follow up on them
because they are important . L
Herb Whetzel said that people- ask how big it will be and no one knows the answer . He
thought that the state DEC requires a permit if over 1000 yards per year and if it is
less than 1000 yards they don ' t need a permit .
Atty Winn said that DEC requires a permit for over 1000 yards but the Town Zoning Law

requires a permit basically if you do anything there . The subject for the application
is 10 acres . Mr Whetzel wanted to know if there was an anticipated amount that . would
be moved out of there in 1 year . Mr Eddy said that he really couldn ' t answer that . He
has lost a few loads because he didn ' t have a mining permit .
Mr Armentrout wanted.- to know that since the town and county were heavy users before and
wanted to purchase gravel will Mr Eddy sell to them? Mr Eddy said he would need a
mining permit before he could even sell one load .
Mr Armentrout said that it was the town and county that was using the gravel bank before
and left the road in the condition that it is in today , and you can ' t do anything to
them for wrecking the road .
Mr Eddy said that he drives a big truck and he got weighed in both Pennsylvania and
New York so he can ' t believe that they are not stopping overloads .
Mr Armentrout said he asked a state trooper does a county or town truck get checked
for an overload and he did not receive a very satisfactory answer . -

Mr Charles Hatfield , 68 Gulf Hill Rd , said that his property joins on 2 sides of the
gravel bank and has heard comments on whether or not it is a town road or county road
and feels that if the permit is granted it would be up to the town or county to
maintain the road to take the traffic . As far as the gravel bank it has been there
for years and situated in a spot where most people wouldn ' t see it . He admires any
person that will try and take some of these private enterprises . We need more in
this county like Mr Eddy and we have a roomful of people who want to turn him down .
He has done farming near the gravel bed for 30 years . The gravel bed was there before
and didn ' t do any harm then and it won ' t do any harm again . These people want to kill
this gravel bed but if the gravel has to be gotten 20 miles away they don ' t realize
that with this plant it will pay in the end . This gravel bed was there when the
people moved into the area and they knew that . .
Mr Selinsky wanted to respond and said he had ho intention of trampling on Mr
Eddy's private enterprise rights , all he asked is that he doesn ' t trample on his .
He thought natural resources are important , and thought it was just as important
as making a dollar . The bog was there before the gravel pit and all he cares about
is that Mr Eddy ' s .gravel bank doesn ' t do anything to the bog . If he can have the
guarantee that Mr Eddy is accountable for what he does . He can make as much profit
as he wants as long as he is accountable he would not have any objections .
Mr Hatfield said Mr Eddy doesn ' t have any guarantees from anyone . Mr Selinsky
said all he requires is that he has plans for what he is going to do so the water
shed will be controlled and the run off be controlled . He said he didn ' t know Mr .
Eddy , he might be the most notorious rascallion in the county . . He might take all
the gravel out and just leave us all sitting there and laugh in - our faces because
he has gotten his permit and not one of us said we would like Mr Eddy to be accountable
for what he does .
Mr Schlecht said the State DEC looks at the mining plan and reclamation plan . There
is a requirement-for a bond to be posted . Each year there has to be an annual report
mailed to the state and at the end of 3 years he has to apply for a new permit . Part
of the permit reapplication is the state can see that the application has been mined
according to the plans and the reclamation effort is on the way . Concern was expressed
that you can get in and out . Mr Schlecht didn ' t feel that it is a major concern in
light of the fact that at the end of the 3 years Mr Eddy would have to reapply , and
another public hearing would have to be held . As far as the bog goes , you are
quite right , the bog was there before the gravel pit was ever opened . 40 or 50
years ago when the mine was open the bog survived and anything that happens now
should help the situation because the reclamation has to be done . You walk up
there now and there is just open wasteland for 5 or 6 acres . Part of this plan
is that when Mr Eddy opens new areas they have to be reclamined and the area that
they are beginning is actually an enlargement of the area already started . Eventually
the whole area will have to be reclamined and he believed that it would decrease
the amount of runoff if .anythinq , which would be an improvement to the bog
has
Co Rep Tillapaugh said that he/known Mr Eddy for a number of years and is a very
reputable farmer on the west . side of Ithaca . He has worked at Cornell for several
years and Mr Tillapaugh has found Mr Eddy to be a very conscientious worker , and
anyone would like him as a neighbor . For several years now he has had a farm stand
on the Elmira Rd which has grown , so he must be doing something right . As far as
his own personal character he is very trustworthy and would be an asset to the area. .
As far as the gravel bed goes he wouldn ' t be able to comment on that , but his personal
character is someone you would like to have there .
Mr Whetzel said that if you are a private owner operator the state police will give
you an overload ticket . The town and county he wasn ' t sure , but some supervisor ' s
have said that they have been spoken to with overloading .
Co RepTillapaugh said that he is Dryden ' s representative to the Co Bd . of Legislators
and said that if they do overload the trucks on the road he would like to hear
about it , because there are some people that he can talk to and is sure that the
county wouldn ' t tollerate it . He was not sure how the state police handle it , but
is sure that they don ' t ignore the ones who are overloading consistently and is sure
that it can be controlled .
C1m Jordan said he knew that the police are giving tickets to the town and county
trucks : They give them a warning and are now writting .

Deputy Supv Metzger called the meeting to order at 8 : 20PM
Members and guests participated in the Pledge of Allegiance
Roll call was by the Town Clerk : Present : Deputy Supv Metzger , Cim Webb , Clm Tarr

Approval of the minutes : Motion was made by Clm Tarr and seconded by Clm Jordan
that the minutes of the Public Hearing and Town Board meeting held on October 14th
be approved as submitted .
COUNTY BRIEFING
Co Rep Tillapaugh reported that there will be a public hearing on the county budget
on November 17th at NYSE&G . Also reported that on Jan . 1st 1981 Tompkins County
Hospital will be a privately owned , non-profit corporation . He is sure that there
will not be any change or disadvantage to the community with the health care that
will be received .
Clm Webb wanted to know what will happen if it goes bankrupt ? Co Rep Tillapaugh
said that it will go back to the county if they run into financial problems .
Clm Webb wanted to know how many years the bond was for ? Co Rep Tillapaugh said
they had a 20 year bond .
COUNCILMAN PRIVILEGE OF THE FLOOR
Cim Tarr gave the board members a . copy of the agreement with Bolton Point so that they
could look it over and act on it at the December meeting .
Clm Metzger reported that the town received an intermunicipal proposal sewer agreement .
One is the City of Ithaca contract andone 'is a joint contract which is similar to
Bolton Point , that will have to be voted on . The meeting is scheduled for November
13th at 7 : 30PM at the Central Fire Station . The 2 proposals will be presented in
detail that night .

Letter from the City of Ithaca Youth Bureau
Co Rep Tillapaugh wanted to know if the board members were aware of what goes on in the
City of Ithaca Youth Bureau . He was concerned since quite a few of the children live
in the Town of Dryden and go to the City of Ithaca schools . It is natural for the
children to go for activities where their friends are . He knows that the Town - of
Dryden supports a youth program , but wants it understood that some children in the
Town of Dryden do go to the City of Ithaca . This is not connected with the County
Youth Bureau and felt that it should not be brushed off lightly because he sees the
other side of the picture .
Clm Metzger said that unfortunately it is the Ellis Hollow and Varna area that would
use these services .
Cim Webb said that it is a question of concern and fully realizes what you are talking
about , and from the towns standpoint is what can we afford to put into our youth as
you get more pressure on the budget problems . What the City of Ithaca is asking for is
double what the Town of Dryden spends on their youth program .
