T. 3 PUBLIC HEARING # 1 PROPOSED USE HEARING FEDERAL REVENUE SHARING November 8 , 1979 Minutes of the public hearings held on November 8th commencing at 7 : 35 PM Present : Supv Cotterill , Clw Graham , Clm Metzger , Clm Tarr and Clm Webb Supv Cotterill read the notice that was published in the newspaper . QUESTIONS AND / OR COMMENTS Hwy Supt Humphrey asked the Town Board for $ 30 , 000 of FRS money for highway use . Sup'J Cotterill reported that the town now has $ 15 , 000 and the town will be receiving about $ 15 , 000 each quarter for 1980 . The town has to spend this money within 2 years . Supv Cotterill was not opposed to allocate the FRS money to highway , but would also like to use some FRS money to lower the tax rate . He also felt that there should be some back up of FRS money in case highway needed to repair or purchase equipment that wasn ' t anticipated . Hwy Supt Humphrey said that if he knew that he had a certain amount of money he could plan ahead . Clm Webb wanted to know with todays prices as they are , and we left the highway budget where it is now , does that mean the road program will stay the same , go ahead or slip back . Hwy Supt Humphrey said that it would stay the same , from all reports they should be able to do the same amount of roads as they did this year . They paved 8 miles of road this year where the year before they paved 10 miles for the same amount of money . They did about 2 z miles of resurfacing for the extra $ 30 , 000 . 00 FRS money received in 1979 . Closed public hearing PUBLIC HEARING # 2 SEWER DISTRICTS # 1 & # 2 WATER DISTRICT ## 1 Supv Cotterill read the notice that was published in the newspaper . Assessment rolls for the water and sewer districts in the Town of Dryden . Rates as follows : Sapsuckerwoods Sewer Dist # 1 - Total of $ 3 , 470 . 00 to be for 38 units = $ 91 . 32 per unit Varna Sewer Dist # 2 - Total of $ 21 , 600 . 00 to be for 296 units = $ 72 . 97 per unit Water Dist # 1 Varna - Total of $ 26 , 800 to be $ 1 . 63 per assessment = 30% . 12 front footage = 10% 56 . 32 per units = 60% Closed public hearing PUBLIC HEARING # 3 RINGWOOD COURT IMPROVEMENT Supv Cotterill read the notice that was published in the newspaper Ringwood Court Improvement - 3096 front footage 470 per front foot to be raised $ 1 , 450 . 00 Closed public hearing PUBLIC HEARING # 4 FIRE PROTECTION DISTRICT WORKMAN " S COMPENSATION Supv Cotterill read the notice that was published in the newspaper QUESTIONS AND / OR COMMENTS Supv Cotterill said that the town proposed to allocate $ 25 , 000 . 00 for compensation in the town budget this year , it was $ 10 , 000 . 00 last year . Since the preliminary budget , the state has imposed more increases and with the new figures we have already overdrawn for 1979 , which it looks like we will need another $ 5 , 000 for this year , plus another $ 25 , 000 for 1980 . There have been 3 raises this year . Supv Cotterill questioned if what the town was doing was right . The state auditor is looking into the matter . The town has been paying the compensation out of the fire protection district fire tax . The question was raised about paying compensation for the villages . Supv Cotterill wondered if we have a right to pay village bills out of fire tax ? It the state says that we can ' t , we will turn the bills over to the villages because they are billed seperately and pay the town outside of the fire tax . We can look at whatever other method there is to getting the money . :39-1 Clm Webb wanted to know what would happen if one of the municipalities didn ' t pay the compensation ; would they still be covered ? Supv Cotterill said that we receive the bills addressed to the Village of Dryden , Village of Freeville and Town of Dryden which are based on population . If the town does pay all the workman ' s compensation it will be over $ 30 , 000 . 00 . Doug Cotterill said that 1- it is based on population 2 - rate increases and 3 - they do an experienced rate , where several small claims might make it higher then one big claim . Supv Cotterill said that there will have to be some investigation done before any action can be taken . The town will have to finish up 1979 but 1980 would be in question . Supv Cotterill said if we are going to pay the compensation it will be at least $ 30 , 000 unless we turn over the village portions over to them . If the town does pay , it should come out of the whole town budget and not on the fire budget . This is one of the alternatives . Clm Webb said that McLean has to pay for their own and now you will make them pay double . The only fair way would be for the 1 III town portion to be taken from the fire protection district and let the villages pay for their own from their fire protection district . Closed public hearing PUBLIC HEARING # 5 . PRELIMINARY BUDGET Supv Cotterill read the notice that was published in the newspaper for the 1980 budget QUESTIONS AND / OR COMMENTS Captain Eric Stevens , from the Volunteer Ambulance Service requested $ 18 , 000 . 00 for a second ambulance to the Dryden Fire Dept . The committee has looked at 4 or 5 vehicles at this time . They are set up with moderate equipment and 1979 chasis which the price right now is $ 38 , 000 . 00 vs the $ 26 , 000 . 00 which was the cost for the 1st ambulance that 'was bought 3 years ago . When the committee was first set up it was on the assumption that it would be a 5 year replacement on one vehicle . They feel at this time that the 5 year replacement fund budget they have set aside is a little bit short of the money able to buy this 2nd vehicle . As part of the investigating committeethey would like to apply for the money that they are lacking , in the event they get approval from the board to go ahead and make the purchase , at this time which is 2 years premature . Captain Stevens reported that they went into service in October 1976 . Their fiscal year runs from April 1st to March 31st . Their runs from October 1976 to March 31 , 1977 were 169 ; April 1977 to March 1978 were 272 runs ; April 1978 to March 1979 were 397 runs and it is possible for 500 runs for this fiscal year . It was impossible at this time to bring the amount of times that their ambulance has been down for repairs . When this happens they have to rely on the Town of Groton or the Town of Lansing which have 2 ambulances . At this time the Town of Dryden ' s ambulance is in the repair shop and they are using the Town of Groton ' s ambulance . At this time no paid ambulance service will go into a volunteer service area , mainly because people are paying for this service through their taxes . Eric said that the ambulance is now 3 years old and has about 30 , 000 miles . Supv Cotterill said that they are proposing to keep the ambulance they now have and purchase a second one , in case of a break down or they need a second one . The committee. has also looked into a chasis conversion which would cost about $ 17 , 000 . 00 , which they would send the old vechicle back to the factory to be completely checked over throughly . It will be updated and used as the second vechicle . There is enough man power for the 2 ambulances . Supv Cotterill received a letter from the Varna Fire Dept in regard to the budget , also a letter from the Dryden Fire Dept . ( see attached ) Supv Cotterill read a letter from the Southworth Library asking for an increase from $ 850 . 00 to $ 2 , 000 . 00 . There was some discussion since the Village of Dryden was giving $ 750 . 00 and was asked for only $ 1 , 000 . 00 for the 1980 budget year . The Town Board decided to give the library an increase of $ 150 . 00 making a total of $ 1 , 000 . 00 since it is in the village and more village residents use the library than the people in the Town of Dryden . There was some discussion since the Village of Dryden brought up Items # 3 & # 4 in the Town Budget . The Village of Freeville definitely does not want to get out of Item # 3 and # 4 . There was some discussion on the ambulance and was decided that since the committee needed a committment from the town board one way or the other it would have to be put in the budget at this time . Clw Graham suggested that to help the ambulance fund , even though it would take some time and effort it would be a good thing to send the people that do use the ambulance service a letter stating that any contribution would be greatly appreciated . The Town Board decided to increase the whole town budget that everyone contributes to by $ 18 , 000 . 00 and use $ 18 , 000 . 00 FRS money to lower the tax base in the town outside budget . t " Closed public hearing Susanne Lloyd y Town Clerk tit/K .0°e" VARNA VOLUNTEER FIRE CO. , INC. Enalosed is the projected budget for the Varna Fire Company for 1980 . WeLwill be glad to go over it with the town board if you or any of the - members have any questions whatsoever . We ' ve found in the past we ' ve been much too conservative in asking for funds , and as a result have not been able to keep up with the times . We voiced a strong opposition last year to a two year contract , because of the economic situation . This is borne out by our higher costs for utilities and gas and oil . It is sheer folly to expect an entirely volunteer company the size of ours to make this up because of poor planning on the part of the town board . We want it to be known we will not live with such agreements in the future . We have been unable to set up a truck depreciation and replace - ment fund as you requested last year . We would like to be putting at least $ 5000 a year into this . For 1980 we could put $ 242 into it . Because of the cor. ;mittment to rescue calls , our first attack vehicle in now overloaded . The members and line officers have decided a rescue vehicle is definttily needed . Again , we have no funds • set aside fortthis , because we had no idea rescue calls would becometsuch a large part of our conirnittment within the company . To just keep up with the inflation factor therefore , the Varna Volunteer Fire Company is requesting an additional x; 2000 dollars for 1980 . You will find that this is under the 13% rate of inflation that is quoted as realistic . This $ 2000 , used in conjuction with the amount appropiated toward a rescue truck would make it possible to work toward obtaining such a vehicle . If any monies would remain , we would possibily be able to start the truck depreciation and replacement fund you requested last year , but not anywhere near the figure you quoted . You will note that the company itself raises a third as much as our present contract . Caught between all the fund raising endevors between Ithaca and Dryden , you ' ll have to agree this small company has done execptionally well for itself . We ioay not be able to keep this up . . We insist on being in on any discussions concerning use of fire monies by the Dryden Town Board . We want to work with you on a realistic budget figure for 1981 . GRAND TOTAL $17 , 500 . 00 eet_od etzge, „ 4 ,) ann . • • '5s_ TOWN BOARD MEETING November 13 , 1979 Minutes of the Town Board meeting held on November 13th Supv Cotterillrcalled the meeting to order at 7 : 30 PM Members and guests participated in the Pledge of Allegiance Roll call was by the Town Clerk : Supv Cotterill , Clm Webb , Clm Tarr , Clm Metzger Atty Perkins and Z . O . Stewart Approval of the minutes : Motion was made by Clw Graham and 2nd by Clm Metzger that _ Ask the minutes of the board meeting on October 9th be approved as submitted . Mr William Bailey spoke with the Town Board concerning the possibility of purchasing liability insurance coverage for public officials . At this time there is no liability coverage in force for the board members and is beyond the liability coverage which would be bodily injury liability or property damage liability for the ownership of your vehicles , town vehicles , town premises or the equipment operating on the roads . As board members you could be held legally liable in a civil claim of some sort . If something that was or was not done in your authority , or you should have done something that you didn ' t know because you were not aware of it . If someone was harmed because of the wrongful act and as a result they bring suit against you as employees , or the board members and the Town of Dryden . There is also the possibility that a wrongful act could have occured at the time when you were on the board and have since retired from the board . You could be brought into action . You do have quite a lot of liability from what we would call the tail . If something that you do right now might not occur until 5 years later , and because something done now harms someone financially , or has harmed his rights . . Clw Graham wanted to know if there was any statute of limitations . Mr Bailey said that there wasn ' t any . The town is really wide open to liability . Basically the insurance agreement says that the company will pay on behalf of the insured , . all loss with the insured , will become legally obligated to pay for any civil claim or . claims first made against them because of a wrongful act , provided that the claim is first made during the policy period and written notice of said claim is received by the company during the policy period . This would mean that if the board decides to take the coverage , you will pick up all the coverage for all the wrongful acts for the balance of this year and all previous acts over the past years , if the claim is made in this policy period . You would be picking UP everything in the past by taking the policy out now . Supv Cotterill wanted to know if there was anything pending ? Mr Bailey said that the i questionaire is pretty clear . If there was something pending there would not be an o ffer because the policy would then read , this policy does not cover any claim or claims arising from or attributable to or based upon any wrongful acts committed or alleged to have been committed prior to . Mr Bailey said that since you have made no wrongful act or are aware of any wrongful act previously you will be c vered from this day forward as long as you carry this kind of coverage . Mr Bailey said that the Town of Dryden and all persons who were , now , are , or shall be lawfully elected or lawfully appointed officials and members of the public entity would be covered . The term insured shall include member of such commissions , boards , or o ther units operating by or under the jurisdiction of such governing body and within an appointment of the total operating budget indicated in the proposal form . Mr Bailey said that he had submitted a budget with the proposal . The term insured shall include employees as may be responsible to the governing body or to its commissions , boards or o ther units . The employee shall not include any person working on a retainer or a contractual agreement . A wrongful act shall mean any actual or alleged error or misstatement or act or omission or neglect or breech of duty including misfeasance , malfeasance by an insured as a public official or employee of the public entities . They will not represent the town if there would be any benefit that you would enjoy as a memeber of the board . They will not defend you in a dishonest act . They w 11 defend you for an allegedly dishonest act , if it is proven it was a dishonest act . If it was an actual purpose to defraud or cast some dispersion upon the public then that would not be covered . There are some other things , false arrest , assault and batter , detention o r imprisonment is not covered . It is covered under your legal liability . Defamation ; of character , false arrest and also personal injury would be covered under legal liability . Mr Bailey felt aht the dishonest act and the personal property should not concern the employees of the town , but these are 2 clauses in the policy . The coverage for $ 100 , 000 . 00 per claim with a million dollar aggregate the premium would be $ 1908 . 00 per year . One million of liability with no limit of $ 100 , 000 . 00 per claim would be $ 2385 . 00 Two million would be $ 2980 . 00 These are all $ 5 , 000 . 00 deductible per each claim . Two million with $ 2500 . 00 deductible the premiums would be $ 2383 . 00 with the statement that they will not pick up anything that has previously happened . $ 5 , 000 . 00 deductible with no coverage prior would be $ 1991 . 00 $ 7500 . 00 deductible with no coverage prior would be $ 1796 . 00 35CP Supv Cotterill felt that the town should not expect an employee doing a service to the townbe responsible for $ 5 , 000 . 00 deductible . Mr Bailey said that they would not be , the town would be defended . The cost of the defense would be in addition to the cost of the settlement . The only time the town would be liable would be if you were ever judged for a wrongful act . He felt it would be to the towns advantage to take the policy with the clause that covers everything prior toy today . COUNTY BRIEFING Co Rep Tillapaugh reported that the County Board of Reps passed a resolution for a County Wide Dog Control Contract with the SPCA and there are no county tax dollars going toward this dog control itself . Co Rep Tillapaugh did want to make clear that the $ 20 , 000 county tax dollars that is used in this contract is for other than dog control laws . Co Rep Tillapaugh said he was opposed to this primarily because there "e`- - were not any statistics to shdvthat the $ 20 , 000 was needed for control to work with animals other than dogs . He wanted the resolution amended to delet the portion dealing with the $ 20 , 000 until the need or cost for this money was substantiated , but his amendment was defeated by 8 to 7 . It did bring attention to the board , however , the SPCA will bring the facts to the board when they have them . He was not opposed to working with other animals but the cost to be used in that category . Reported that the intersection at Quarry Rd and Ellis Hollow Rd had been fixed . Reported that the proposed Ag Dist # 8 will hold a public hearing on Nov 26th at 7 : 30 PM at the Court House . Reported that the Hospital Board of Trustees have a public relations person to develop patient education/ Reported that at the last 2 Board of Managers meetings they have had a doctor there to explain the new technics and new facilities that are available at the hospital . Also reported on a soil waste disposal program that is being proposed . This is something to think about because there will be more meetings on this program . Reported that there is a vacancy on the Hospital Board of Managers . Co Rep Tillapaugh thought the board should try and find someone from the Town of Dryden to fill this vacancy . Also reported on Rt 13 . The County Board of Reps hope to have this finalized soon . Co Rep Tillapaugh opposes the rehabilitation of Rt 13 and feels it should be a complete new highway . Supv Cotterill questioned that since the county has contracted with the SPCA and if the towns contract with the SPCA , one of the stipulations is that it will be mandatory that they take a dog census at least once a year in every town , but he has not found this in the agreement , all it says is dog control . Supv Cotterill said we only need dog control when there are complaints in the rural areas , but we do need to know that the dogs are licensed . He felt if we are going to spend this kind of money then we should make sure that there will be someone to see that they are licensed . Supv Cotterill felt that the Town of Dryden should not join unless it is stipulated that the SPCA does the dog census every year . Clm Webb agreed with Co Rep Tillapaugh about the new Rt 13 and that it would be impossible to upgrade the present Rt . 13 Mr Bailey reported on workman ' s compensation . Years ago the old county self - insurance program was in effect . At that time you were paying on the basis of population , the villages were paying for workman ' s comp and the town was paying for workman ' s comp and the volunteer fireman ' s coverage was payed for by their own departments based on the population for each area that they served . When they decided to get out of the county self - insurance program they went to the State Insurance Fund because at that time they were reducing it by 25 % what the normal rate was for volunteer fire departments . The State Ins . set up the original program in the name of the Town of Dryden fully aware at that time it was Neptune Hose Co # 1 Inc . ; W . B . Strong Fire Co and Varna Fire Depart . It was all written up in the name of the Town of Dryden based on the population in the Town of Dryden . When Etna Fire Company was firt incorporated we wrote to the State Ins Fund and asked that the Etna Fire Co be added on the town coverage . The State Ins Fund then became aware : that since it is based on population and since the town was already paying on the total population of the Town of Dryden it wouldn ' t matter if you had 14 departments they only receive a certain amount of money . At that point was when they decided it would be better if the town and villages were billed seperately . They would bill those seperately because they could do it with less error and faster . They bill us in June and becomes effective in Jan . The Town of Dryden followed that recommendation . Mr Bailey said that he received a letter from the State Ins Fund and they would like to date the Village of Dryden volunteer fireman ' s coverage in June rather that Jan . as you now receive it . They want to experience rate the Village of Dryden because their comp comes due in June rather than in Jan like the Town of Dryden . Everytime the State Ins Fund comes in here they tell us that everybody els in the State of NY is a fire - district and not as we are set up where the Dryden Town Board appropriates the money and pays for the volunteer fire companies . Mr Bailey said there is Neptune Hose Co # 1 Inc . , W B Stron Fire Co Inc . , Etna Fire Co Inc and Varna Fire Department . 56-7,47/ If you look at the policy all of the fire companies are individually named on the policy , before the bills came to the Town of Dryden , Village of Dryden and Village of Freeville , it said nothing about Etna or Varna . This letter is saying that the home area for a fire company is the municipality in which it is housed . They are saying that Neptune Hose Co # 1 Inc is located in the Village of Dryden , so they will base that on the population of the Village of Dryden , which is exactly the way you are paying for it now . The same is true with the W B Strong Fire Co in the Village of Freeville . The balance of the fire companies are figured on the balance of the population in the town which would be fore Etna and Varna . The only other way is to become a fire protection district . There was more discussion and was tabled . iP RESOLUTION # 139 PURCHASE LIABILITY INSURANCE FOR THE TOWN OF DRYDEN Clm Metzger offered the following resolution and asked for its adoption . RESOLVED , that this Town Board purchase a one-million dollar liability insurance policy from Mr William Bailey at a premium of $ 2385 . 00 for the town employees and town officials . 2nd Supv Cotterill Roll call vote - all voting YES CITIZEN PRIVILEGE OF THE FLOOR John Morey requested that the Town Board think about moving Dist # 3 Dryden High School to the Dryden Fire Station . At the school it is in the hallway which , is dark , cold and very noisy when school is in session or an activity in that portion of the school . Also the Town Board received a request from the election inspectors for the change . Supv Cotterill said that he would look into the possibility for the change . Mrs Evans from 49 Turkey Hill Rd thanked the ZBOA Board for all the work they have done over the past years , but was wondering about the duration that a member is appointed to serve on the board . There was one at the recent hearing who said that he has been on the board for 10 years . Mrs Evans felt that it is really to long for 1 person to serve on the board and hold a grudge . She was wondering what could be done to change the law so that these people could be appointed for a 3 year term instead of forever . In that way we would have a change of opinion and different people on the board . Mrs Evans felt this would be a fair way of doing it . Supv Cotterill said one of our problems is getting people to serve and would be glad to know of anyone who would like to be on the Planning Board or ZBOA Board . Supv Cotterill was not sure about the legality for the length of the term but the policy has been to appoint someone every year . There are 5 members and they serve a - 5 year term . Atty Perkins said that it was a state law to serve a 5 year term with one coming due every year . There would be no way to change unless the person resigns . Peter Brellochs is due for reappointment , he has been filling out a persons term who resigned . Mrs Evans asked since it is a 5 year term could something be done so that they would not be reappointed . Supv Cotterill said that the Town Board could make that decision if they felt it would be beneficial . Supv Cotterill said it would be very helpful if the Town Board had a list of names of people who would be willing to serve , this is our biggest problem . Right now we have a vacancy on the Planning Board . The Town Board is open for suggestions . Mrs Evans said she would be willing to serve on the ZBOA . Z . O . Stewart said that Peter Brellochs was absent from the hearing and he would be their representative for the Turkey Hill Rd area . Supv Cotterill said most of the time we have to beg the people for reappointment because of the impossibility of finding someone . The problem in question is that ZBOA granted a special permit to Mr Petricola to lease his land to Robert Eastman to have a print shop where Colorful Carpets used to be on Turkey Hill Rd . Clm Webb said that in the past if a member was doing a good job the Town Board would ask that member to serve another term , should the Town Board reverse this policy and only ask someone to serve 1 term on either board ? Mrs Evans said this is right , it is the only fair way . . ATTORNEY Reported on Snyder Hill Water Dist . - The district map has been drawn up and Mr Tidddmann is in the process of compiling his report . They have received an aid application from Farm Home and in the process of filling that out . Mr Tiedemann should be sending this by the end of the week . Mr Tiedemann said that the system . was turning out to be more expensive that originally anticipated . The 300 , 000 gal tank alone was going to be . about $ 100 , 000 which would provide 1 , 000 gal . fire flow per min for 10 hours . What Mr Tiedeman is proposing now , and will be in the preliminary report , is that we cut the size of the tank to 100 , 000 gal which would cut the cost in half . They have also planned for 15 hydrants at $ 2 , 000 a piece and apparently there will be some rock excavation at $ 50 , 000 . This will bring it down to a more manageable proportion for the district . The draw back will be that you will not have quiet the fire flow for the hydrants and perhaps an increase of insurance for the homeowners there . Mr Tiedemann would like some direction from the Town Board and Snyder Hill residents at this point because when they submit the aid application to Farm Home they need a firm proposal and not alternatives . EPrit Also reported that there will have to be a public hearing for the change in water ✓ ates for Bolton Point , and an adoption of the rules and regulations for the commission , Atty Perkins said that after some discussion with the attorneys who represent the Town of Ithaca and Bolton Point , they have arrived at an agreement that the best way to do these items would be by Local Law instead of resolution . The Town Board will hold a public hearing at their December meeting . Atty Perkins said that if the Town of Dryden does establish a local law for the water ✓ ates and the enforcement provisions and in the local law provide that subsequent increase in rates can then be made by a resolution by the Town Board after a public hearing . Also the rules and regulations because there are enforcement provisions in there that also should be a local law after a public hearing . Atty Perkins said that he would get the notice for the Town Clerk to have put in the newspaper . Supv Cotterill requested Atty Perkins to contact LVRR to see if they were going to accept or reject the offer that the Town Board made for the purchase of the LVRR abandoned property . The town would like to know one way or the other , TOWN CLERK Supv Cotterill wanted to know if the county was going to run a county wide quarantine on dogs at night and winter months for the protection of the deer . The new state law says that the towns have a right to pass this law . He did not want our town to be without some kind of an ordinance . He was under the assumption that the county was not going to pass a resolution but let each town do their own deer predator o rdinance . Co Rep Tillapaugh said he would check into the matter . Atty Perkins said whenever the governing body of any municipality or governing body of any municipality may at any given time by order , which means county , town or village , so if the county does pass this it would apply for the town . ZONING OFFICER 6 building permits in October - 1 one- family , 1 two - family house , 1 addition , 2 mobile homes and 1 garage . ZBOA granted._ a permit to Mr Petricola to lease the property to. There was some discussion about a request from Cy Ortin to put no parking signs on Mt Pleasant Rd near Rt 3661 . Supv Cotterill said that if they were parking on the road that it would be up to the Sheriff to give them a parking ticket and this is a matter of enforcement . No parking signs would mean that you can ' t park off the road . Dianne said that the state has put up no parking signs on Rt 366 and now Mr Ortin would like the town to put them up on Mt Pleasant from the corner of Rt 366 to the knoll on Mt Pleasant Rd . According to state law you need to do this by a town ordinance . Supv Cotterill wanted to know if they were effecting the traffic on the road or what was the matter . Hwy Supt Humphrey said that the state has put up no standing any time along the state highway . Supv Cotterill said that he would check into this situation to see what the problem was before any action would be taken . He had taken $ 18 , 000 that we were discussing for ambulance and add it to the tax of the whole town budget which includes the villages and then took $ 18 , 000 from FRS money and put that into highway item that is covered in town outside , so the FRS money is credited to the town outside . This off sets the other so that the villages will not receive the credit but the town does . We added $ 150 . 00 to the Southworth Library budget , also figured what would happen if we did apply the FRS money to the balance of the budget . This is a decision the board will have to make to decrease the taxes or what . If we take the $ 18 , 000 FRS money to put in the budget it will have a balance of $ 57 , 000 . 00 in the FRS fund . Supv Cotterill considered to put $ 30 , 000 . 00 into highway like last summer without changing the tax load , and then take the other $ 27 , 000 that hasn ' t been allocated and applying it to the highway and reducing the tax load by that amount . If this was done we would end up with all of the money in the budget . $ 30 , 000 of it would be additional and $ 27 , 000 of it would be for reducing the taxes . Town wide would be $ 2 . 31 ; 55c increase . Part town would be $ 1 . 24 for a total of $ 3 . 55 . the fire tax rate would be about 80 cents . Clm Tarr felt that the $ 30 , 000 should not be put in the budget at all but kept for reserve in case the highway needed some equipment or something else that might come up .
