HomeMy WebLinkAbout1978-07-11 PUBLIC HEARING # 1 Federal Revenue Sharing July 11 , 1978 Minutes of the public hearing held on July 11th at the Town Hall commenced at 7 : 40PM Present : Supv Cotterill , Clw Graham , Clm Webb , Clm Tarr , Clm Metzger , Atty Amdur and Z . O . Stewart Supv Cotterill read the notice that was published in the newspaper to consider the use of $ 90 , 000 of Federal Revenue Sharing monies for the town highway garage addition . QUESTIONS AND / OR COMMENTS III Mr Harold Case wanted to know if that would use up all the revenue sharing money the town now has ? Supv Cotterill stated that we now have about $ 1 , 000 more that is drawing interest and should receive another payment at the end of this month for the quarter , which should be about $ 14 , 000 or $ 15 , 000 . There should be enough revenue sharing money by the end of the year to pay off the amount in full . . 11111 Closed Public hearing 7 : 45PM PUBLIC HEARING # 2 Richard Saunders - 1279 Dryden Rd . , parcel # 3- 52 - 1- 25 . 2 July 11 , 1978 Minutes of public hearing ## 2 commenced at 7 : 45 PM Supv Cotterill read the notice that was published in the newspaper to consider the application of Richard Saunders , 1279 Dryden Rd . , parcel # 3- 52- 1- 25 . 2 to build and operate a greenhouse and garden center . QUESTIONS AND / OR COMMENTS Supv Cotterill wanted to know if Mr Saunders had Health Dept approval ? Mr Saunders stated that he had received a permit from the health dept . to put in the store . Clw Graham wanted to know if he would be using the same driveway as the Plantation Inn and would there be some type of a buffer zone ? Mr Saunders said that he would be using different driveways clearly marked enter and exit . Supv Cotterill wanted to know if the state had approved these driveways yet ? Mr Saunders said that he had not checked with the state on them yet . Supv Cotterill wanted to know if he owned the property ? Mr Saunders said that he was just purchasing the property . Clw Graham wanted to know if this enterprise would be °pen to people of all ages ? Mr Saunders said that it would be . Closed public hearing # 2 7 : 50 PM TOWN BOARD MEETING July 11 , 1978 Minutes of the Town Board meeting held on July 11th Supv Cotterill called the meeting to order at 7 : 55Pm Members and guests participated in the Pledge of Allegiance Roll call was by the Town Clerk : Present : Supv Cotterill , Clw Graham , Clm Webb , Clm Tarr , Clm Metzger , Atty Amdur and Z . O . Stewart . Approval of the minutes : Motion was made by Clm Metzger and 2nd by Clm Tarr that ' the minutes of the 3 public hearings and Town Board meeting held on June 13th be ' approved after a correction was made in Resolution # 87 to read in sight instead of in site . • COUNTY BRIEFING - Abs et ti::. 0 CITIZEN PRIVILEGE OF THE FLOOR nothing COUNCILMAN PRIVILEGE OF THE FLOOR Clm Webb reported that he had been going to the county highway meetings and they are having problems with the city concerning Rt 96 . There are 4 routes that the county will accept as long as there is an overpass over the railroad . Clm Metzger reported on the progress of the town highway garage . There have been a few changes in the plans , but this will not have any change in the cost . I Also made a motion for Mr Peter Brellochs to fill the term of Robert O ' Brien on ZBOA . 27 .4 Clw Graham had several questions since she left the last board meeting early , with regard to cable communication franchise and underwriters inspector . ATTORNEY . Atty Amdur reported that she had received a letter from LVRR in regard to the George Rd bridge . Atty Amdur told LVRR that the town has been in touch with the county because it is a county bridge and is their problem . Supv Cotterill said that he had received a letter from the county and the county is waiting to see who really is responsible for the bridge , since it has been abandoned by LVRR . There was some discussion . Atty Amdur said that it is a state law that bridges of certain lengths are the responsibility of different municipalities . TOWN CLERK - nothing ZONING OFFICER Reported 18 building permits for the month of June . Permits $ 150 . 00 , Special permits $ 50 . 00 , ZBOA $ 50 . 00 ZBOA held two hearings and both were granted . 1- Mr Rogers for a garage which is • less that 70 ft from road center line . 2 - Mr Dingier , small addition to store replacing something that had been there before . Z . O . Stewart had talked with Mr Pyle in regard to the old building in Etna which is part of the Prince estate . Mr Pyle said that someone was interested in cleaning up the building , but nothing has been done yet . Mr Pyle was going to contact the fire dept and see what could be done . Reported that the violations had been corrected at the Cornelius Apts . Mr Dan Conrad who is an inspector in the City of Ithaca is helping Z . O . Stewart . RESOLUTION # 102 AUTHORIZE ZONING OFFICER REGARDING SYRACUSE UNDERWRITERS Supv Cotterill offered the following resolution and asked for its adoption . RESOLVED , that this Town Board authorize the zoning officer , on behalf of the Dryden Town Board , to request the Syracuse Underwriters Office for inspections as the zoning officer sees a need for it . 2nd Clm Metzger Carried There was some discussion in regard to the Frank Robinson violation in zoning . Zoning Officer Stewart said that the Health Dept was to send a letter to Judge Newhart stating their disapproval . Supv Cotterill requested Z . O . Stewart to find out from Judge Newhart and to let the Town Board know the status on the violation at the next board meeting . RESOLUTION # 103 GRANT SPECIAL PERMIT Richard Saunders parcel # 3- 52- 1- 25 . 2 Greenhouse and Garden Center- Clm Metzger offered the following resolution and asked for its adoption . RESOLVED , that this Town Board grant the special permit for the greenhouse and garden center to Mr Richard Saunders , 1279 Dryden Rd . parcel # 3- 52- 1- 25 . 2 . This is compatible with the use of the neighborhood and will not be detrimental according to the use of the neighborhood . Also received an oral consent from the County Planning Board . The permit is for the use that is stated on the application , for a greenhouse and sale of tools and accessories in the use of gardening . 2nd Clm Tarr Roll call vote all voting YES CORRESPONDENCE Request from North Rd residents for Cable TV extension . RESOLUTION 104 EXTEND CABLE SERVICE ON NORTH ROAD • 4 Clw Graham offered the following resolution and asked for its adoption . RESOLVED , that this Town Board request Sammons Communication Inc . to analyze the area and give the Dryden Town Board a reply as to what the findings are and what action will be taken before the next board meeting on August 8 , 1978 . 2nd Clm Webb Carried Supv Cotterill reported that the water commission is getting ready to analyze their benefit levies . The levies have been based on estimates made before the water was sold . At a commission meeting last week the levies were going to changed . Supv Cotterill told the commission that the tax money was budgeted last January and the levy could not be changed now . Based on consumption during the last 4 quarters , Dryden has consumed 35 per cent morethan was estimated . The levy may go up $ 1300 or $ 1500 if the consumption stays the same . 2 O yr Supv Cotterill also reported on a meeting held concerning the sewer . The City of Ithaca is in a position of a need for improvements in their sewer system . There have been meetings with the City of Ithaca , Town of Ithaca and the Town of Dryden since some of the Town of Dryden is going into the sewer system , which is , similar to the water system . Right now it is in the discussion stage . There was some discussion on the abandonment of the LVRR between Dryden Village and Freeville Village . . Also reported on the intersection of Irish Settlement and Ferguson Rd . There still has not been any progress made on the intersection . RESOLUTION # 105 SUMMER RECREATION PAYROLL Clw Graham offered the following resolution and asked for its adoption . RESOLVED , that the Supv be authorized to process a payroll every two weeks for the Dryden Summer Recreation Commission . Vouchers will be audited at the Town Board Meeting following the end of the program . 2nd Clm Tarr Roll call vote - all voting YES RESOLUTION # 106 ANTIRECESSION MONEY TO HIGHWAY Clm Tarr offered the following resolution and asked for its adoption . RESOLVED , that the Supv be authorized to allocate the Antirecession ( Federal ) money to Highway , Item # 1 contractual . ( $ 562 . 05 ) 2nd Clm Metzger Roll call vote - all voting YES RESOLUTION # 107 FEDERAL REVENUE SHARING MONEY FOR HIGHWAY ADDITION Clm Tarr offered the following resolution and asked for its adoption . RESOLVED , that the Supv be authorized to allocate $ 90 , 000 . 00 from Federal Revenue Sharing money for the highway addition . • 2nd Clm Webb Roll call vote - all voting YES RESOLUTION # 108 AUDIT HIGHWAY BILLS Clm Metzger offered the following resolution and asked for its adoption . RESOLVED , that this Town Board appoint Peter Brellochs , 1405 Ellis Hollow Rd . , Ithaca , to the Zoning Board of Appeals to replace Robert O ' Brien whos term expires in 1979 .
