RESOLVED , that this Board use Town Law Section # 63 . 2nd Clm Webb Carried • RESOLUTION # 2 SALARY SCHEDULE . Clm Metzger offered the following resolution and asked for its adoption . RESOLVED , that the salaries of the Town Officials be set for the year . 1978 as scheduled in the budget . Susanne Lloyd Town Clerk • 238 1 • 1 • 1 239 toVN BOARD MEETING January 11 , 1978 Minutes of the board meeting held by the Town Board at the Town Hall on January 11 instead of January 10th due to inclement weather commenced at 7 : 40PM • Public Hearing that was scheduled for January 10th was cancelled due to the inclement weather . Supv Cotterill called the board meeting to order at 7 : 40PM Members and guests participated in the Pledge of Allegiance Roll call was by the Town Clerk . • Present : Supv Cotterill , Clw Graham , Clm Webb , Clm Tarr , Clm Metzger , Atty Amdur and Z . O . Stewart Motion was made by Clm Tarr and 2nd by Clw Graham that the minutes of the December meeting be approved as submitted . COUNTY BRIEFING County Rep Watros reported that there would be a meeting held on January 19th at 10 : 00AM at NYSE &G Administration Building . NYSDOT will be forced to terminate subsidized rail service from the Dryden to Locke portion of the Lehigh Valley Auburn branch . This will eliminate rail service to shippers in Freeville , Groton and Locke as well as killing any hope of resumed direct rail coal delivery to Cornell Univ . Clm Metzger wanted to know if there was a financial statement available for the paid parking at the Tomp Co airport . County Rep Watros stated that he had only tentative figures and they were well above what they had expected . Supv Cotterill wanted to know if anything had been done about the abandonment of III LVRI; between Freeville and Groton . County Rep Watros stated that the farmers had formed an association and have hired an attorney . The association will represent the group and have a proposal put before the county . CITIZEN PRIVILEGE OF ThE FLOOR -- Nothing COUNCILMAN PRIVILEGE OF THE FLOOR - • Clm Tarr wanted to know what progress was being made on the Francois Boeres restaurant Atty Amdur stated that 60 days had expired since the - matter was agrued , but that it was not possible to do anything beyond what beyond what she had already done , which- was call the Judge ' s office twice and explain that we were interested in having as early a decision as possible and that , b}, e was informed the Judge had been engaged in trial and would get to it as so & n as posse Ie . Clm Webb reported that he had attended a meeting with Mr Deming in regard to Route 38 . Any project that is over 20 feet of pavement is considered a major project . They are going to take the trees down in front of the district office and remove part of the bank to . help improve visibility . There will also be some surveyors to see about the low spot on the west side . There is a possibility of raising the pavement . There was much discussion . Clw Graham suggested that the Town Board begin a continuous property control system . • Also suggested that the Town Board provide a copy of the Town Board book- for- each councilman Clw Graham wanted to know if a meeting could be set up between the Dryden school officials Dryden Village Board , Freeville Village Board and Dryden Town Board regarding the relocation of Route 13 • Supv Cotterill stated that he had talked with Mr Liguori and a meeting is being planned to see what Cortland County will accept . There was much discussion . ATTORNEY Supv Cotterill wanted to know if Atty Amdur had received any information about the property on Crystal Drive and former Wood property . Atty Amdur stated that she had contacted Mr Arrowsmith ' s attorney several times and has not received an answer yet . 240 TOWN CLERK Reported that there would be a Tomp . Co . Municipal Official Assoc . meeting January 18th at the Valley House Restaurant at 7 : 00PM Reported that $ 58 , 839 . 45 were collected for taxes to date and 1300 dog licenses issued . ZONING OFFICER 3 building permits issued . $ 20 . 00 for permits . No hearings for the Planning Board or ZBOA . Z . O . Stewart gave the board members a yearly report . Clm Metzger wanted to know what was happening on Genung Rd , whether or not the people had applied for a building permit . Z . O . Stewart stated that he had been out there and talked with the people . As of now there was no foundation . Clm Metzger stated that there was a house there now that was brought in on a trailer . Z . O . Stewart stated that he would go over and check it out again . Clm Metzger wanted to know if RWD Insulation Inc had come back with the plans for what was formerly Shipwreck Kellys . Z . O . Stewart stated that they hadn ' t been back with the plans , but there was work being done in the garage part of the building . Z . O . Stewart was wondering about the fire and safety regulations because the town doesn ' t have any regulation for that . Atty Amdur stated that it would be under state regulations because it is a public place . HIGHWAY SUPERINTENDENT - Absent - RESOLUTION # 39 DOUBLE ENTRY BOOKKEEPING SCHOOL FOR SECRETARY- BOOKKEEPER Clw Graham offered the following resolution and asked for its adoption . Notice from the assessment department that the revaluation is on schedule . In April the towns and villages will get a mailing of their property market value figures . April and May there will be hearings . There was some discussion on a town ordinance for the highway to remove parked cars from the highway for plowing purposes . • RESOLUTION # 40 APPOINT MEMBER TO TOMPKINS COUNTY ADVISORY COUNCIL Clw Graham offered the following resolution and asked for its adoption . ( Busy Bus ) RESOLUTION # 44 PUBLIC HEARING FOR FEDERAL REVENUE SHARING MONEY FOR BUSY BUS • Clm Tarr offered the following resolution and asked for its adoption . RESOLVED , that this Town Board hold a public hearing for the request from the Busy Bus for $ 2000 . 00 from Federal Revenue Sharing money . 2nd Clw Graham Carried Clm Webb Opposed Letter received from Mr Liguori and the Health Dept both indicating the sewage treatment proposed for the development was not acceptable . Atty Amdur stated that Z . O . Stewart should let Mr Robinson know that before the Town Board holds a public hearing he should have the Health Dept approval first . Supv Cotterill stated that Mr Robinson should also have a detailed plan of what he plans to build , not just the disposal system . Supv Cotterill also wanted to know who was involved and who was in the corporation . RESOLUTION # 45 PUBLIC HEARING FOR ETNA FIRE COMPANY TO HOLD BINGO ON SUNDAY Clm Metzger offered the following resolution and asked for its adoption . RESOLVED , that the Town Board of Dryden has received the petition from the Etna Fire Company and will schedule a public hearing , with a possible change in the ordinance . 2nd Clm Tarr Carried RESOLUTION 1146 APPOINT TOWN HISTORIAN Supv Cotterill offered the following resolution and asked for its adoption . WHEREAS , this Town Board has reviewed the several accounts of the Supervisor ' s records in compliance of the annual audit for 1977 , now , therefore be it RESOLVED , that this Town Board approve the records of the financial status of the Town of Dryden for the year 1977 . 2nd Clm Metzger Roll call vote - all voting YES Adjourned : 9 : 30 PM J �� Susanne Lloyd Town Clerk ti . 242 PUBLIC HEARING JANUARY 31 , 1978 PUBLIC HEARING # 1 PROPOSAL TO AMEND BINGO ORDINANCE Minutes of the public hearing held on January 31st at the Town Hall commenced at 7 : 30 PM Present : Supv Cotterill , Clw Graham , Clm Metzger , Atty Amdur , Clm Webb & Clm Tarr Supv Cotterill read the notice that was published in the newspaper for the purpose of considering to amend the bingo ordinance Pursuant to Section 130 of the Town Law and Article 14H of the General Municipal Law . QUESTIONS AND / OR COMMENTS Supv Cotterill stated that the Town Board had received a petition and request from the Etna Fire Company to hold Bingo on Sunday . Mr Vantine from Etna stated that the reason for the request was if an occasion did arise that the Etna Fire Co . would be able to hold bingo on Sunday , but at the present time there was no plan to hold bingo on Sunday . There are a certain group of people that follow bingoall week long . Mr Scaglione from Etna stated that Dryden Fire Dept has bingo , someday Varna Fire Dept would like to hold bingo and other area organizations would like to hold bingo . If it comes down to the Etna Fire Co in the town that has bingo on Sunday , the town does realize there is revenue from this . He felt the ordinance should be changed . Maybe Dryden would like to change their day . He felt that the town would get extra revenue and would relieve the taxpayers burden from this . Clw Graham wanted to know if they were planning to hold the games on Sunday . Mr Vantine stated not right now but eventually they probably would . It wasn ' t the original intent , but if they had to they would be able to hold the games on Sunday . Clm Metzger wanted to know if they had any time of day set . Mr Vantine stated that they had planned on the afternoon . Supv Cotterill read a letter opposing bingo on Sunday from H A Hartkopf . Mr Guyett from Etna stated that there is now a new veterans building here in Dryden and is sure that eventually they would like to apply for a bingo license , in the near future . Ed Couch from Etna stated that there were church people who wrote that they were against having bingo on Sunday, but all churches are not against bingo because there are churches in the area that do have bingo . Atty Amdur stated the the town does not have to have a special election and had also checked with the NYS Wagering Board . If the Town Board does decide to pass the ordinance law then it would become effective 30 days after publication . Town Clerk Lloyd reported that the Town receives 3 percent from the net profit . The bingo license costs $ 12 . 50 per occasion ( $ 5 . 00 to the town and $ 7 . 50 to the state ) Monies from bingo games have to go strictly for fire equipment , but money can be donated to charity or any non- profit organization . Section 3 ( a ) of the Ordinance to permit the conduct of Bingo adopted by the Town Board of the Town of Dryden on February 3 , 1960 , is hereby repealed . 2 . Minutes of public hearing # 2 commenced at 8 : 00 PM Supv Cotterill read the notice that was published in the newspaper to consider the request from Dryden KIDDS Inc for $ 2 , 000 from Federal Revenue Share . • QUESTIONS AND / OR COMMENTS IIIMrs Barbara Lauber read a statement of intent ( see attached ) Clm Metzger wanted to know if EOC now owned the existing van . Mrs Lauber reported that they have a contract with EOC . If the program fails EOC will get the van back since • they donated $ 1 , 000 . Supv Cotterill stated that there were a lot of questions in the community . 1- why did this program ever get started 2 -- who ' s idea was it 3- who requested it . He had been asked these type of questions and cannot answer them . Mrs Barry reported that she formerly worked for the Day Care Council , an organization based in Ithaca . They received a grant 5 years ago from the Appalachian Regional Commission to do some organizing in rural areas . Mrs Barry worked with the day care council and . to help organize Dryden KIDDS Inc . originally . The purpose of the organization was to look at the needs of children under 6 in the community and to see what kind of services were already available and what kind of services were necessary . Once the group got together they began to do some thinking' about the things that were needed in Dryden and one of the things that came up from both Head Start people and public health nurse was the need for s me sort of program to get child development materials out into the rural areas . Dryden some child development programs for pre- school children which is very limited . Right now there is a head start , a nursery school in Etna and a few other programs that serve about 70 - 80 children . People felt part of the reason for this was that it was very hard for people to pay for this kind of program and difficult for people to get there even if they could pay because of transportation . The committee began to look at what possibilities they would need to get some type of program started . It was going to start as a long range program , but they received a grant from the Dewing Foundation in Mass . , which allowed us to begin the program . The Dewing Foundation is a small trust fund which gives money to child development programs . Supv Cotterill wanted to know if they are continuing to put money into this program . Mrs Barry stated that this foundation is a type of seed money , which is the original money to get started . They are going to give $ 500 this year and more small amounts as they go along . They will not continue with the large amount of $ 3 , 000 which was given initially . The foundation expects the Dryden KIDDS Inc to work towards local support . This is the way the program started . We do have fund raising projects . Supv Cotterill wanted to know what the future of Dryden KIDDS Inc would be , what type of budget they were talking about 3 or 4 years from now . Where do they expect that money to come from . Is it going to be raised by Dryden KIDDS or is it going to be requested from the town and village . Mrs Barry stated that they would continue to hope for some funding through the State Division for Youth and looking into other possibilities such as joining with the head start program . They would like to see the program established with . sone other type of education . There is no guarantee of where the money will come from )`' he following years . ,� Supv Cotterill presented the Town Board with a petition that he had received from some citizens of the community opposing the request for the money . Dryden Town Youth Commission recommended that the Town Board could use the youth service fund up to $ 2 , 000 from the allocated amount in 1978 budget . There was some confusion about the youth service money and the application for money from Federal Revenue Sharing . Clw Graham reported that Dryden Town Youth Commission would like to see the Busy Bus program continue , but go to individual homes with parents . They feel that the day care giver has available to her the facilities of the Tomp Co Day Care Council , which has materials and information . Rather than the Busy Bus going to homes that provide day care service where they are several children and receiving money : for them . Supv Cotterill wanted to know how you determine which homes to go to and not to go to . 2 44 .. e Doreen Newcomb who is presently the co- ordinator for the Busy Bus stated they would like to attempt to attend every home where there are pre- school children but obviously they cannot with 1 bus and 1 co - ordinator . The Busy Bus does stop at day care homes . 90 % of the day care homes they visit do have pre- school children , for that reason they would qualify as a home with pre- school children . The other point is that they would like to reach as many children as possible . Day Care homes are ideal situations for us to go into because there are several children there . The day care caretaker in many instances has that child more hours that the parent has the child and is responsible for the stimulation of that child during the early childhood years . She felt that the purpose in going to day care homes is not being defeated . Mrs Barry stated that they are not only serving parents that are home but parents that are working as well . Sandy Parlett from Etna stated that she has been a day care mother for 9 years . The Busy Bus has been coming to her home since the program has started . As a day care mother it gets very hum- drum in the winter months . When the Busy Bus comes they do crafts and projects and give her an incentive to continue with the children until the next month when they come . They have worksheets with projects to do for that month with the holidays for you to work with the children . Also was wondering why these children have to be penalized just because their parents have to work . Clw Graham stated that the Dryden Youth Commission felt that there was a Tomp Co Day Care Council which did have materials and information available . Mrs Barry said they did have the information but were not able to take the material out to the day care homes . Sandy Parlett stated that some day care mothers do not have cars or any means of transportation to get the materials . Mr Lampila wanted to know what they did in an emergency then . Mrs Parlett said they would call on a neighbor or call the ambulance . Also she knows that a lot of these parents do not work with their children at home . She feels that working with the children at / iome , and then giving the receipe to the children the parents then do take time out to make play dough or crafts with them at night . Supv Cotterill stated that he is raising the question because he feels that we should not be using the Town of Dryden Federal Revenue Sharing money any where but in the Town of Dryden . The Village of Dryden and Freeville get their own and if the bus is going into either one of these villages then they should be contributing He felt very strongly that the taxpayers in the villages should contribute if the Busy Bus is going there . They are asking for town outside money and should definitely be used only in the town outside of the villages . Mrs Lauber wanted to know where the money came from . Supv Cotterill stated that it came from the Federal government in Washington . It is federal money which is distributed back to all municipalities . Clw Graham wanted to know if the Busy Bus visited homes in either Freeville or Dryden Village . Mrs Lauber stated that they did not . Supv Cotterill stated that they couldn ' t refuse to go to any home if they were asked to go and visit . Maureen Bergen stated that based on the petition that was passed around , they do not feel that we should increase the tax burden on the population by giving money to the Busy Bus from the revenue sharing money . Whether or not we get this money will have absolutely no effect on Dryden ' s taxes . Supv Cotterill stated that we can reduce the tax rate in the Town of Dryden if we use this money for reducing the taxes , that the town will need . Mrs Bergen felt that the Town of Dryden would not like to give the money to the Busy Bus program and wanted to know what plans the town had for the use of the money or was it just a certain amount that the Town gets . Supv Cotterill stated that is what the Town Board has to decide within a certain amount of time what they want to use the money for . It must be allocated within a year after the town receives it for use . The town has used it towards the addition on the town hall , for community centers , senior housing , on roads and highway equipment . Mrs Bergen stated that her children were fortunate and can be sent to a nursery school , but she watches children during the day and can see a marked difference between the academic level of the 2 children and her own just because they do not get any stimulation at home . Mr Cleland has admitted that when they start school there are 2 completely different groups . Those which have had pre- school and those who have not . They are 24 `) e • already starting behind the other children . Every year that you increase this gap it just gets wider and wider . As a highschool English teacher for a short time , when you get to the upper end it is so wide that it can never be corrected . I think the only way to correct this is to get the upper hand and start at the very beginning . We should try and get these children at age 5 a little closer together . The Busy Bus can expose these children to what is going on outside in the world . Mr Roger Lampila stated that he has been a Tomp . Co . resident all his life , a new resident in the Town of Dryden and before a resident of the Torn of Newfield . Mr. Lamila pointed out that the Town of Newfield put aside their revenue sharing money and just recently built a new town hall . Previously to this , Newfield did not have a town hail . The town hall was $ 120 , 000 which has been totally paid for , no bonding has been done . As you well - know those who own homes with mortgages amount of interest . The Town of Newfield using the revenue sharing money to off set the cost of the building , the town has saved the taxpayers a tremendous amount of money just in the terms of interest . I personally feel - - any money used from the revenue sharing money that the town gets should be used to benefit the general public not a specific group of people . • Mrs Bergen wanted to know if Newfield didn ' t have a program for pre -- school children . Mr . Lampila stated that they have a head start program just like in Dryden . He also felt that his money should not be used to support an orgainzation that is helping to relieve the parents responsibility of educating their own children . He grew up in a family of 5 and his parents paid attention to them , they didn ' t ignore them . They gave them a good education even though his parents were farmers and didn ' t have much money . Doreen Newcomb stated that he was lucky and not all children are . Mr Lampila felt that it was a matter of parents assuming the responsibility in educating their children . He already pays for head start which is supposedly helping the underprivileged and the slow children . Right now he is losing 40 percent of his salary and doesn ' t feel like losing any more of it . By taking $ 2 , 000 out of Dryden ' s revenue sharing you certainly are . If he had any children he certainly would take the responsibility of raising them himself . Mrs Bergen stated that he would support these children either way because if the children do not get the advantages to begin with they will eventually become burdens on society . Supv Cotterill stated that we should decide whether we want to use our money for this program or not . IIIMrs Bergen asked Supv Cotterill if he didn ' t think that it was fair for the town to give • all this money for the Busy Bus , than how would he want it figured equally between the town and villages . Supv Cotterill said that he didn ' t even want to make a comment or suggestion for the villages of Dryden and Freeville , that it is their business . He just wanted to make clear whether or not they were using their revenue sharing money for the program . He felt the village boards would resent him making a proposal of how they run the village affairs . Mr Matsudaira stated that he has worked with delinquents for 11 years . In Tomp . Co . when they have to send boys or girls to a detention facility in Rochester it costs $ 38 . 00 a day for special care for those youngsters . The end result for some of them is turning onto the streets and getting involved in drugs . In New York State the range of annual costs for a student in the institution is anywhere from $ 12 , 000 a year up to the limit of $ 29 , 000 . Supv Cotterill stated that he had talked with Mike Martin from the Human Service Coalition for the county . Mr Martin made a statement that there were about 164 different organizations in the county . With that many programs , you are trying to tell me we still have this type of problem . It looks like our money hasn ' t done to much good . It hasn ' t solved the problem . Mr Matsudaira stated that the only difference is the Busy Bus is more of a preventative measure . We are dealing with after the facts now , after the kids have already done something . • I would like to see the Busy Bus allowed to continue and get the funding , this way we would be approaching the problem before it gets started . Sandy Parlett stated that these 164 programs have been going on long . She felt that it is a little to early to tell if the program we have now is going to work or not . Also the gentleman that made the statement that the money from the federal revenue should not be used for the busy bus and that it should be used for the general public , well children are the general public . Also as far as the petition goes they don ' t feel the money should be used for a social group . I feel that it is not a social program but an educational program . Supv Cotterill stated that anything that is coming out of the county taxpayer is some kind of a social program , they all have different names but they are referred to as a social program . ' • • 246 • Mrs Lauber stated that the Busy Bus operated on a budget of $ 6 , 000- $ 7 , 000 a year . There is another program that is going just like this one in Whitney Point at $ 40 , 000 . 00 We reach approximately 100- 150 children on the full time program on this small budget . In Whitney Point 40 children are? reached on the budget of $ 40 , 000 . 00 . Susan Chapman stated that the impression is when you say social program people believe mothers go , deposit their children and run , they don ' t . When the Busy Bus comes to my house or to the neighbors , I will transport my children there . I could do a lot more with that time other than transporting my child there and spending the time there while he is getting this education . To me this is of great value . I am not sitting there drinking coffee for my health , when I could be at home working . Supv Cotterill stated that what the question really is who is responsible , why don ' t the parents benefiting from this pay the costs . Ask each of the parents to donate • $ 10 . 00 a month to cover the costs rather than asking the taxpayers . The other question that has been asked by senior citizens is what can the Town of Dryden do to help so that they will have less taxes to pay . Supv Cotterill asked the senior citizens to come to the public hearing , but was told that their feelings were known and are already burdened beyond their ability to pay . Supv Cotterill brought this point out because we have to recognize this point of view . Some people maybe like some of the ones that you are talking about that are on a fixed low income and have a hard time making ends meet . They feel that it is not their responsibility , it is the parents to pay for it . Mrs Bergen stated that Supv Cotterill reported that $ 5 , 000 was for Senior Citizen housing from Federal Revenue sharing , no one in this room is a senior citizen . Our tax money went to pay for the housing . Supv Cotterill said that was right and also money was given from the Dryden Village and the county , with a guarantee that it would be a one time request . Mrs Bergen asked if it would effect their plan if it would only be a one time request . Supv Cotterill stated that it certainly would be a question that the town board would be interested in to know , knowing that this would be the last request . That was why the question was raised in the beginning of the hearing , and who would fund the program the following years . County Rep Watros had mentionEthat the count had hired a co - ordinator for the Human Service Coalition at $ 40 , 000 a year to analyze programs in the county . To see if there was duplication , combine them , cut costs , and give better service . They had recommended to combine or eliminate 3 and haven ' t been able to remove or combine them with any other program . In 3 years of a $ 40 , 000 budget , what started out as a $ 4 , 000 or $ 5 , 000 job jumps from $ 25 , 000 to $ 30 , 000 . Supv Cotterill stated that he was very much concerned that if the town gives $ 2 , 000 this year the town board might be asked for $ 4 , 000 next year . This is going to be a growing burden on the taxpayer . Also there is concern for another reason , there is going to be a reassessment in another 4 or 5 months and the town board is going to have to listen to people who ' s assessments double and triple . Supv Cotterill said that he will have to try and tell them why they are going to be paying twice as much money next year without a bigger budget . Any new programs are going to have to be analyized very closely because the town board is going to have to make some hard decisions . Sandy Parlett mentioned that she had taken care of a child for 3 hours a day and charged the parents one dollar . The parents said they can no longer afford the $ 1 . 00 and now the child is home alone when there is no school and from school is out until the parents get home , so they would not be willing to pay the $ 10 . 00 a month . Mrs Matsudaira stated that being a resident in the Town of Dryden means more to her than just paying taxes . It means contributing to the community . One of the things that she saw when she was involved with the Busy Bus was getting close to the people in the community and finding out what their needs were and how best to support them . Her background before was a council person working with the emotional disturbed . All the time she was working with these children she thought it was the parents fault for the way they were . She now realized that the parents were under a lot of pressure and tention . The parent today is not the same as they were 20 years ago . There are a lot of pressures and tention , you only have to look at the newspaper at night , child abuse , wife beating , divorce rate , husband beating are up . At least once a week you will seel ) some type of crime because the child has seen it on tv . The children are not getting a sense of values from the parents who have been traditionally that source . There is no one for the children to look up to . The parent has been traditionally that seed of value , but they don ' t have the support any more . It was - the parents who were getting the support from their parents . It was an extended generation thing . You had aunts , uncles , grandparents around to give you support . It just isn ' t there any more . The people now in the community are transient people who are here for only 2 or 3 years . These people don ' t even know their neighbors , let alone depend on them . So the parents have no where to go . They have problems raising their children , who can they turn to for support as parents . This was one of the most essential things . , I was doing when I would go around with the bus . I was providing stimulation and material for the children also 2417 more important giving support to the parent . If you can ' t support parents in the job of parenting on this limited budget where can we go and what is going to happen when you have delinquency . You have these kids because they haven ' t had a nuturing experience as some pre- schoolers . They get into trouble later and :we will be paying for it . Our school taxes are already paying for the remedial programs in school and the question is do we work on preventing that sort of thing or do we put all our money in a remedial program . Do we put all our money in corrective programs . Supv Cotterill wondered if they had analyized this program to see if it was on going and all of the parents knew that all pre - school children in the area , what would happen if they all requested their services , what type of staff and equipment would you need to answer all of the calls . The Town of Dryden is a big place and you are covering a small part of the town . If the people say we are paying for this program lets give us some service . Mrs Matsudaira stated that they had been in several portions of the town . Supv Cotterill wanted to know if they had been over in the Ellis Hollow , Snyder Hill and Bethel Grove area . Mrs Matsudaira said that they have not concentrated on that area . • Supv Cotterill wanted to know what would happen if they did since their money was going into this program , would the budget triple to cover this . Mrs Barry stated that they hadn ' t looked at that yet , that they were only working with the small program they now have which is a very effective job on the limited amount they are asking for . Supv Cotterill wanted to know if this would be a one time request or would it be an on going request . Mrs Barry stated that as a group they have not made that decision . They would not only look to the town board , but are looking at a lot of different possibilities but would like to have the town ' s support . Mrs Barry thought the town would like to support this program and really care about the children in Dryden . Doreen Newcomb stated that twice the Busy Bus had to be towed to the garage . If the program does go on they will definitely need a different vehicle . The bus does run 5 days . a week . Supv Cotterill stated that there was no question in his mind that they were doing a good job , but is it the responsibility for the taxpayer . Maureen Bergen stated that if Laura or Doreen did see a problem when they were with the pre- school children they were there for support in telling the parent who they could contact for further information and resources available . They worked with the whole family . Supv Cotterill wanted to know if they had approached the Human Service Coalition to see if it could be combined with some other type program . Mrs Lauber said they had only approached the head start program . Mrs Ferger felt that if the town board did approve the request that it might prove a merit for the other municipalities to follow . This is a program that has a wide range for children and important to a lot of families . Clw Graham felt that there is a budget of $ 10 , 000 for youttwhich is funding a program at the highschool , 7 - 12 during the summertime , basketball , football , and now bowling for younger children . We also provide funds for the Dryden Senior housing for the elderly , also have a tax exemption that is allowed for the elderly in the town for a certain income level . The Village of Dryden and Freeville provide a summer program for children , from k- 6 , but children that are pre- school there is no program that the town is supporting . Mrs Brown felt that the pre- school children are the formative years .
