PUBLIC HEARING # 1 AGED EXEMPTION
INCOME LIMITION
Minutes of the public hearing held by the Town Board on the 13th day
o f December commenced at 7 : 40PM
Present : Supv McCord , Ciw Graham , Cim Cotterill , Clm Tarr , Clm Webb
and Z . O . Stewart
Supv McCord read the notice that was published in the newspaper stating

the purpose of said hearing was to consider the increase of income
limitation for the 50 per cent tax exemption for real property owned by
d _. persons 65 years of age or older from $ 6500 to $ 7200 .
QUESTIONS AND / OR COMMENTS
Being that there were no questions or comments public hearing was
closed at 7 : 42PM

went on with . the Board Meeting .

Minutes of the Board Meeting held by the Town Board at the Town Hall
commenced at 7 : 50PM on the 13th day of December 1977
Called to order by Supv McCord
Members and guests participated in the Pledge of Allegiance
Roll call was by the Town Clerk
Present : Supv McCord , Ciw Graham , Cim Cotterill , Clm Webb , Clm Tarr
-- and Z . O . Stewart
Absent : Attorney Amdur .
Motion was made by Clm Cotterill and 2nd by Clm Tarr that the minutes
o f the Public Hearing and Town Board Meeting held on November 10th be
approved as submitted .
COUNTY BRIEFING
Co . Rep Watros reported that the Youth Bureau is now organized and have
hired a director . Co Rep Watros is the representative from the Town of
Dryden , as well as a representative from the Villages of Freeville and
Dryden .
Reported on the SPCA . There has been much discussion primarily because
o f the proposal to extend the coverage . If the county enters into a
contract with the SPCA for 24 hours coverage that would mean a considerable
amount of money . There has been some concern expressed that many of the
towns throughout the county do not have any dog control regulations at
® the present time and therefore it would be of little value to those areas .
At this point the county will go with the same coverage as last year with
the SPCA . If the various townships and villages in the county decide to
develope some kind of dog control that can be enforced ; the county would
probably move forward with that type of coverage , but as it is now it is
o nly on a partial basis throughout the county . If anything could be done
on a per municipality basis and make some kind of remuneration for that
service , it would be on a county wide basis . .
Reported on the abandonment of LVRR . There have been many proposals ; The
most recent one is by the landowners - along the r - o - w . The Ifarmers would
like to see it revert back to them for agricultural use . The farmers are
going to form an association that would represent them in making a
proposal to Tomp . Co . for them to acquire the r - o - w . .
Clm Cotterill wanted 'to know if the county can legally buy the property
and than sell the property back to the landowners without putting it out
for bid . Co . Rep Watros= said that question was raised and if it did appear

to become a problem , that the county could pass a local law authorizing
the county to sell the property to the landowner , but it did not appear
to be a problem
Clm Cotterill wanted to know if there was any discussion about holding
any kind of r - o - w or lease on the land when it does revert back .
Co Rep Watros stated that there was some discussion , and it had been
considered . One of the problems in maintaining it for public use is that
many of the large tracts of land have a reversionary clause in their
deeds that in the event it ceases to become a railroad that it would
revert back to the landowner . There is a question of getting clear title
for public purposes , also there is a big liability if the county does
take it over . At this point the county is waiting for the landowners . '

Supv McCord wanted to know about the paid parking lot at Tomp Co Airport .
If there was a financial statement as to the monthly projected income .
Co Rep Watros stated that the monthly projected was $ 2000 net to the 411
county , but he did not have a financial statement for the - Town Board .
Supv McCord stated that it is very important and should be a monthly
report for the board because it is a very controversial subject to keep
the town residents informed .
Mr Ken Tillapaugh wanted to know if the Town Board was aware of the danger
areas at the railroad crossings in Varna . Supv McCord stated that he had
written to the railroad when matters have been brought to his attention ,
and usually receives correspondence back that they have been repaired .
Co Rep Watros stated that the hospital is on schedule .

COUNCILMAN PRIVILEGE OF THE FLOOR
Clm Webb was upset that there has been no dedision yet on the t-du1t
Clw Graham wanted to know if the town was liable if someone was injured
on the front walk trying to come into the office because of the condi -
tion that it is in . Supv McCord stated that the town was liable .
Clw Graham stated that it is a - very poor state .
Clw Graham also wanted to know if equipment is purchased for town officials
for whom do they belong . Supv McCord stated that it belonged to the town .
Also people keep asking if the Adult Book Store is still open because of
the sign still up .
TOWN - G6ERK - nothing
ZONING OFFICER .
15 building permits . $ 140 in building permits . $ 25 . 00 for a special hearing
and $ 25 . 00 for ZBOA . Also needed more building permits . The price was
$ 108 . 00 for 500 and $ 133 . 00 for 1000 . The Town Board authorized the
Z . O . to order 1000 .
Supv McCord wanted to know if Clw Graham had anything specific in mind 411
about equipment purchased . Clw Graham stated that th e town should have
a property records file of some kind . The town doesrave one and we are
getting quite a bit of equipment . It should be done for good accounting
purposes . Clw Graham " sta .ted " tha-t sheTha:d been going through the
abstracts for several years and was - aware that a lot of equipment had .
been purchased . They should have tabs kept on them , when they are
disposed of either sold or discarded a record should be kept .
Supv McCord stated that we do have an inventory which Clm Joubert requested .
Clw Graham stated that Ruth and Bunny started an equipment file which is
a good job but is still not complete yet . .
Clm Cotterill wanted to know the status of Frank Robinson . Z . O . Stewart
stated that Judge Newhart gave him 30 days to cover up the building . Mr
Robinson called and wanted a hearing set up for tonights meetin § because
he now has Health Dept approval . Z . O . Stewart told him that he couldn ' t

u ntil the matter was cleared up in the court . Clm Cotterili stated that
Judge Newhart should notify the Board what decision is made on the matter , '
before Mr Robinson comes back to the Board for another hearing .
Z . O . Stewart stated that Mr Dennis was present now for the public hearing .
HIGHWAY - nothing

Supv McCord stated that we would now interrupt the Town , Board Meeting
and hold the public hearing for R . W . D . Insulation Inc .
PUBLIC HEARING # 2 R . W . D . INSULATION INC .
Minutes of the public hearing held by the Town Board on the 13th day of
December commenced at 8 : 20PM
Supv McCord read the notice that was published in the newspaper stating
the purpose of said hearing was to consider the application of R . W . D .
. Insulation to convert the building at 1274 ( formerly Shipwreck Kelleys )
Dryden Rd . to a shopping center , Tire Store , Garage and Hardware Store .
QUESTIONS AND / OR COMMENTS
Supv McCord asked Mr Dennis to describe to the Town Board what his
plans were essentially . Mr Dennis stated that there would be approximately
5 small stores in the one facility without changing the outside appearance 's
o f the building . Supv McCord wanted to know if the building was
constructed to have interior stores . Mr Dennis stated that it would need
interior partitions . Supv McCord wanted to know about plumbing facilities
and requirements when you have more than one store . Mr • Dennis stated that
there is plumbing there now because it was previously a warehouse ,
however talking with the Health Dept thererwas one draw back about the
sand filter system . The system was installed over 10 years ago and since
that time there has been environmental restrictions so the Health Dept
w ould have to check the records . Mr Dennis thought that in the meantime
he could get an approval from the Town Board and wait for the Health Dept
approval .
Clm Webb wanted to know the parking lot size . Mr. Dennis stated about
300 to 500 cars and he has a . 40 foot r - o - w by the Box Car Restaurant .

stated that there would' be no changes totthe outside of the building .
Mr Dennis said that he had no plans for it right now at this time but ,
there might be some decorative change no structural changes . Supv McCord
stated that if he had any changes in mind they are covered in the
zoning ordinance or if there were any questions he could ask Mr Stewart
about them .
Clw Graham wanted to know if the business would be open to people of
all age groups . Mr Dennis stated that it would be .
C141 Graham wanted to know the grade of the road out to Rt 366 . Mr Dennis
didn ' t know . Supv McCord stated about 6 % .
Clw Graham wanted to know if the town had received any feed back from the
• Tomp Co Planning Board . Z . O . Stewart said that he had not received anything
as of this time .. Supv McCord stated that this was compatible with the area .
Clw Graham also wanted to know what type of garage and what it constituted . ;
Mr Dennis stated that it would be at repair garage , no body work only
mechanical work . Clw Graham was wondering about the other stores he had
mentioned as a hardware store and flamable products . we re. m uolued ,

ATTORNEY Absent
Supv McCord reported that Atty Amdur had received some correspondence from
DOT in regard to the bridge on George Rd . So far there had been no action
yet . The railroad consideret - the structural part of the bridge as their
responsibility , Apparently this is because the bridge was rebuilt after
1925 therefore , any maintenance that goes around or approaches the bridge
is the responsibility of the town or the - municipality . That is the states
position , since they have indicated they are not responsible after January .
The school has decided not to run the school buses across the bridge until
somethin3 is done . a_
Cim Cotterill thought Atty Amdur should find out who would be
responsible after January .
CORRESPONDENCE, •
Letter from Mr Demming in regard to Rt 38 in front of the highschool .
The school board directed Mr Demming to advise the Dryden . Town Board
and DOT that the board strongly favors a solution to improve the sight
distance there by removing the highway crown between the 2 school
d * tveways and also advise the state authorities to remove the 6 trees
to complete improvement of the line of sight .
Co Rep Watros *canted to know why this couldn ' t be done with maintenance
funds by the Ithaca district engineer in their budget . Co Rep Watros
felt that it would be a lot better to have it done this way , and would
be a lot quicker that to wait for DOT .
Letter from Carol Harper regarding the condition on Hammond Hill Rd .
Supv McCord was wondering if there was any problem . Hwy Supt Humphrey
stated that now the logging company is finished there isn ' t any problem .
Letter from Judge Betty Friedlander requesting the Town Board to appoint
a representative to the Advisory Councillto Tomp Co Family Court .
There was some discussion , but no action taken . Clw Graham will try and
find someone .
There was discussion on the Royal typewriter in the Town Clerk ' s Office .
Town Clerk Lloyd is going to sell the typewriter to Judge Newhart for a
trade in value of $ 40 . 00
RESOLUTION # 14 ; ACCEPT KIMBERLY CIRCLE
AS A TOWN ROAD
Clm Cotterill offered the following resolution and asked for its adoption .
RESOLVED , that this Town Board accept the dedication of Kimberly Circle
as a town road with the approval of Hwy Supt Humphrey , Planning Board
and Atty Amdur . . .

RESOLUTION # 148 TAX . ANTICIPATION NOTE FOR
AMBULANCE FOR 1978
Supv McCord offered the following resolution and asked for its adoption .
RESOLVED , that this Board hereby authorizes . the Supv to execute the
issuance of a Tax Anticipation Note for the ambulance payment of
$ 20 , 000 . 00 for the year 1978 . •

Ciw Graham offered the following resolution and asked for its adoption . I
RESOLVED , that this Town Board authorize the Supervisor to add all one
year deliquent water bills and penalties to the Town & County tax rolls .

RESOLUTION # 151 REIMBURSEMENT FOR DRYDEN KIDDS INC
C1w : Graham offered the following resolution and asked for its adoptilon .
RESOLVED , that the Dryden KIDDS Inc . contribute to the Town of Dryden the
sum of $ 1 , 000 for each quarter fora total of $ 4 , 000 and the Town will
reimburse Dryden KIDDS Inc . to whatever extent the town receives from the
New York State Division of Youth .

BE IT RESOLVED , that the Town Councilmen would like the record to show
their appreciation of the leadership given to the Town Board by
Supervisor Charles G McCord during the eight years of his administration , 1
and would further like to express their thanks on behalf of the residents
of the Town of Dryden and themselves for Supervisor McCord ' s dedication
to duty and accomplishments during his term of office .

Clm Cotterill offered the following resolution and asked for its adoption .
RESOLVED , that this Town Board grant the special permit subject to the
Health Dept approval , a detailed floor plan of the stores and what the
square footage for each of the areas , also the fire and safety regualtions
are adhered to .

NEW BUSINESS
Schedule meeting to transfer funds - December 21 , 1977 5 : 00PM
Schedule organizational meeting . - January 3 , 1978 7 : 30PM
Clm Cotterill stated that there was some more business and would like to
honor our guests . At this time Clm Cotterill turned the floor over to
Assemblyman Gary Lee .
Assemblyman Lee stated that he has had the privilege of knowing Supv McCord
and worked with him for almost 20 years . The • Town of Dryden has been
blessed with superb supervisors in this town for 50 years . You can - go
back to Ed Sweetlands father , Carl Mott , Charles Downey , Lew Gridley
for 10 years , and Tom Todd for his short term and the short term that I I
had the privilege of serving as supervisor . Your 8 years have stood
u p very well against the excellence that your predecessors have put
before us . We are grateful for the dedicated loyal service that you 411
have given to us , and the Town of Dryden is better for it . At this time
I would like to present to you Supv McCord a NYS Flat) .
This is the official flag of the State of New York .
This certificate is being presented " wTothe Town of Dryden in honor of
Supervisor Charles G McCord ' s dedicated services 1970 - 1977 by Assemblyman
Gary Lee on this 13th day of December , 1977 , in the 201st year of

Supv McCord stated that he appreciated this very much - and being close .
n eighbors with Gary that was how he became involved in politics : When
Supv McCord was first introduced to politics was when the town was going '
through with zoning . That was really not the best introduction that
anybody could want to get into , but we have survived and it has been
a most enjoyable experience . All of the people you get to know and get .
to work with , that has made the job and certainly the experience most
w orthliwhile . It is a gret . town and perhaps the most diverse town in the
county with a ‘variety of interest running from the agricultural interest
to the highest of higher education interests . We are trying to keep
the balance and provide a good living environment for all the people .
It has been a fine challenge . Of course , you cannot do that without
a good town board which I have been blessed with . Supv McCord stated
that he really thanked everyone . This is the most people that have
e ver been at a Town Board meeting , and hopes it continues during the
n ext administration .
Clm Cotterill spoke on behalf of the elected officials , Highway Supt . ,
Justices and Town Board add would like to present to you this engraved
pen set as a token of our appreciation for all of your hard work and
leadership .
