HomeMy WebLinkAbout1977-06-14 1 -87 • PUBLIC HEARING FEDERAL REVENUE SHARING JUNE 14 , 1977 A Public Hearing of the Town Board of the Town of Dryden was held on June 14 , 1977 commencing at 7 : 30PM Present : Supv McCord , Clm Webb , Clm Tarr , Clm Cotterill and Z . O . Stewart Absent : Clw Graham and Atty Amdur Supv McCord read the notice that was published in the newspaper stating the purpose of said hearing was to consider the use of Federal Revenue - Sharing Funds . QUESTIONS AND / OR COMMENTS Supv McCord stated that the Town is required to have 2 public hearings . 1 - To hear from interested parties to make suggestions , recommendations , o r statements of the Town Board on the expenditure of Revenue Sharing . 2 - The 2nd public hearing , the Town Board will make a proposal as to the w ay the funds will be spent . Mr Watros stated that the Dryden Senior Housing Corp was formed in 1976 as a non - profit corp to provide elderly citizens of the area with good quality housing at modest rental rates . The corp proposed to build 50 units . It is necessary that the corp have some equity in the project , therefore the corp is seeking $ 25 , 000 . 00 toward the purchase of the land and architectural services . Dryden Village agreed to contribute $ 1 , 000 . 00 plus special concessions which would be in the neighborhood of $ 5 , 000 . 00 for sewer hook - up . The Tomp . Co . Board of Rep . passed a ✓ esolution committing $ 12 , 000 . 00 to the project . The Dryden Senior Housing Corp hereby requests a one time grant of $ 12 , 000 . 00 from Federal Revenue Sharing Funds to assist in the purchase of land and professional services for the purpose of constructing housing for the elderly . Mrs . Jean VanAlstine presented the Town Board with a survey report for application for FHA funding . Question 12 : Would you be willing to move in if apartments were available in 1978 ? Also a ✓ equest from the Highway Supt . for funds to devote to road maintenance and rebuilding . The Town Board can vary its expenditure policy but in the past the board has tried to expand revenue sharing funds on capital improvement type projects rather than programs that can go on in the future without a necessary source of money . Pete Curtiss wanted to know the amounts that the community associations had asked for . Supv McCord reported Etna - $ 4765 . 00 Varna - $ 3500 . 00 West Dryden , Bethel Grove and Ellis Hollow figures were not available . Representatives from Varna and Etna were the only ones present from the Community Assoc . Clm Cotterill stated that there should be some improvements on the highway buildings . Closed Public Hearing : 7 : 45 PM 0.08 . TOWN BOARD MEETING JUNE 14 , 1977 Minutes of the Board Meeting held by the Town Board at the Town Hall commencing at 7 : 45Pm on the 14th day of June 1977 . Called to order by Supv McCord Members and guests participated in the Pledge of Allegiance Roll call was by the Town Clerk Present : Supv McCord , Clm Webb , Clm Tarr , Clm Cotterill and Z . O . Stewart Absent : Clw Graham and Atty Amdur Motion was made by Clm Cotterill and 2nd by Clm Tarr that the minutes o f the Public Hearing and Board Meeting held on May 10th and Special Meeting on May 24th 1977 be approved as submitted . COUNTY BRIEFING County Rep Watros reported that the county had acted on 24 resolutions 2 of which would be of interest to the Town of Dryden . 1 - LVRR abandonment , the County Board had passed a resolution approving a purchase offer on LVRR r - o - w in the amount of $ 100 per acre or about $ 4500 . 00 from Freeville to the Cortland County Line . The county to acquire the r - o - w and than dispose of it in whatever way they wanted to . Supv McCord stated that if the county is not interested in the property that the Dryden Town Board is already on record to acquire the r - o - w . County Rep Watros stated that when the railroad ceases to operate that in some deeds it is to revert back to the land owners . He was not sure how many deeds were like that and if they were over ruled by some legislation passed since that time . 2 - Also discussion on the County Youth Bureau . It was decided to hold a special meeting to duscuss the one item . The date was June 24th at 4 : 00PM . Supv McCord wanted to know the status on paid parking at the Tomp . Co . airport . County Rep Watros said he had not heard anything since the ✓ esolution was passed last year , but will check at the next meeting . CITIZEN PRIVILEGE OF THE FLOOR John Morey approached the Town Board to see if the zoning could be e nforced on Bone Plain Rd . Supv McCord wanted to know if Mr Morey had spoken with Z . O . Stewart . Mr Morey said that he had several times but it just seems to be getting worse . Supv McCord stated that tf the zoning officer sees a violation o f the zoning ordinance the z . o . goes to the individual and notifies that individual he has 5 days to clean `the property up .. If the person doesnot , than the z . o . fills out a citation for the individual to appear in justice court , because he is tin violation of the zoning ordinance . Once the property owner appears =n court it is strictly up to the court system to settle the case . The toning covers junk cars but in terms of keeping ones property neat the town board cannot legislate with zoning w hat is to be considered neat . Supv McCord stated that the z . o . could list what violations there are and review them against the zoning o rdinance and make necessary notification to the individual for violation . Mr John Davis representative from Sammons Communication was present • in responce to the report from NYS Cable Commission . Mr Davis stated that he was present if there were any questions in connection with the report that the Town Board might have . The report is in responce from a letter written by the Town Board to the State Cable Commission ✓ aising some questions about various technical aspects of the operation . The report is lengthy and technical . The town raised a question with concern about proper engineering standards on the sytem and the question as to whether cable signal per say were inferior . The narrative ° report indicated that the problems which were observed during the test could not be attributed to a poor system as inferior equipment . The amplifiers that the board questioned being spaced to far apart to provide the most quality signal , the report indicates that the amplifiers spacing along Route # 13 were checked and proved to be appropriate . The age of the e quipment and system design to serve Dryden is acceptable in accordance w ith approved engineering standards . There were some suggestions and ✓ ecommendations as items reraaining • rwhich the State Cable Commission _ S9. thought that the cable system should look into . If the Town Board has any questions Gene Mironti , chief technician is present to answer any of them for you . The purpose in being here is to acknowledge the ✓ eport has been received by us as well as the Town Board and to answer any questions that you may have . Clm Tarr wante4to know under summary and conclusion the problems noted cannot be attributed to poor system design of inferior equipment . They can be corrected by adjustment and / or minor equipment replacement . When is this going to be done . Mr Mironti stated that tests were made at the tower and all the way to Dryden . A meter that they were using to test the cable was sent to the factory for repair and calibrated which was calibrated wrong . The cable company was getting a wrong reading in their tests . The remainder of the problems are scheduled to be worked o n . Mr Davis stated that if the board desired an engineering representative from the home office in Dallas , Texas they will have one come up at 411 the boards convenience . Supv McCord stated that if the report is going to do what it says then the board sees no reason for a representative . Clm Tarr spoke with Mr Strange , Vice Pres from Sammons Communication at the County Commission Cable TV and indicated that they would do e verything possible to correct the situation and would not put the new ✓ ates into effect until the matter is cleared up . Harold Case wanted to know what Cy Ortin was going to operate in Varna . Supv McCord reported a restaurant and bar . Mr Case was very upset with another bar going in that area and was wondering if anything could be done with the zoning ordinance so that this type of operation would need a special permit and hearing . There was some discussion . RESOLUTION # 81 MEMBERSHIP FEE FOR CABLE TV TASK FORCE Cim Tarr offered the following resolution and asked for its adoption . RESOLVED , that the Dryden Town Board submit a $ 50 . 00 membership fee to the County Cable TV Commission 2nd Clm Cotterill Roll call vote - all voting YES Clm Webb reported that there was a meeting scheduled Tues . June 21st at 4 : 00PM at the Tomp . Co . Planning Office to discuss Route # 13 Clm Cotterill reported on Tomp . Com Municipal Off . Assoc . meeting . Beverly Livsay passed out sample local dog laws for regulating and controlling the activities of dogs in the town . The rest of the discussion w as on the County Youth Bureau . 90 % of the people there were strongly o pposed . TOWN CLERK . Received $ 50 . 00 from Ithaca City School District for old voting machine . RESOLUTION # 82 APPOINT DEPUTY TOWN CLERK Clm Cotterill offered the following resolution and asked for its adoption . RESOLVED , THAT this Board , upon the recommendation of Town Clerk Lloyd , appoint Mrs Dianne McFall as Deputy Town Clerk to be paid in a range n ot to exceed $ 2 . 50 per hour . 2nd Clm Webb Carried 410 ZONING OFFICER Reported 24 building permits $ 230 . 00 for permits . Reported on what neighboring towns do for building permits on small buildings . Towns of Groton and Virgil doesn ' t require a permit for a 10 ' x 10 ' free standing or smaller . Town of Harford doeshot require one for $ 500 . 00 or less but are working on a new ordinance and expect to change . Town of Ithaca requires a permit for any Size . Sent Mr Frank Robinson a violation letter . There was some question on r - o - w with the property that Lynn Wright is selling to Elmer Goehner . HIGHWAY SUPT . - Absent Left a report on notification for sealed bids for the clean up on Keith Pool Town property . S 9 CORRESPONDENCE Traffic signal regarding blinking light by Dryden High School . There was some discussion and was decided to request a lower speed limit . RESOLUTION # 83 REDUCED SPEED LIMIT BY DRYDEN HIGH SCHOOL Clm Cotterill offered the following resolution and asked for its adoption . RESOLVED , that this Town Board request that the DOT investigate and recommend that the speed limit on Route # 38 in the area of Dryden High School between Spring House Rd . and State Route # 13 be lowered from 55 MPH to 35 MPH . 2nd Clm Webb Carried RESOLUTION # 84 APPOINT ELECTION CUSTODIANS Clm Cotterill offered the following resolution and asked for its adoptioill RESOLVED , that this Board appoint John Morey , Democrat and Joseph Petersen , Republican as Custodians of the Voting Machines at a fee of $ 300 . 00 each for the year . 2nd Clm Webb Carried .
