July 15 , 1975
Minutes of the Regular Monthly Board Meeting of the Town Board of the
Town of Dryden held at Town Hall on the 15th day of July , 1975 , commencing
at 7 : 35 P . M .
Meeting was called to order by Deputy Supr Webb .
Members and guests participated in the Pledge of Allegiance to the Flag .
Roll Call was by the Town Clerk .

Motion was made by made by Clm Gridley , seconded by Clm Joubert , that
the Minutes of June 10th be approved as presented . Carried .
COUNTY BRIEFING
No report was made .
CITIZENS PRIVILEGE OF THE FLOOR
Arthur Prince was present and explained to the board that his daughter ,
Nancy Fidler , has drilled two wells at 329 Snyder Hill Road and is
getting just 4 gallons of water an hour . Mr . Prince reported that he
- has talked with Pat Hannan and he is agreeable to sell them city water .
Mr . Prince reported that he has talked with Walt Schwan and he is
w illing to let Mrs . Fidler hook into the Town of Ithaca pipe . He also
✓ eported that Manley Thaler is willing to give him a temporary right -
o f - way . It will be a private line approximately 350 - 400 feet at the
e nd of Eastern Heights according to Mr . Prince . He was of the understanding
that should a water district be formed , this line would have to be dis -
continued . He said it was necessary for the board to approve of this
hook - up .
RESOLUTION # 113 APPROVAL OF WATER HOOKUP - RE : ARTHUR PRINCE
Clm Joubert offered the following resolution and asked its adoption .
RESOLVED , that the Town Board of the Town of Dryden approve of the
arrangement with the City and Town of Ithaca for water hookup at 329
Snyder Hill Road ; until such time of the existance of a water district ,
then such water line would be discontinued .
2nd Clm Cotterill Carried .
Harold Case spoke relative to the moratorium imposed by the City some
* time ago and was very surprised that Pat Hannan has agreed to sell Mr .
Prince water . He expressed skepticism of the deal with the City .
Board instructed the Clerk to send a copy of the above resolution to the
City of Ithaca , Town of Ithaca and Mr . Prince .
Harold Case spoke relative to the fact that his son ' s claim for roof
damage has not been settled yet . He reported that no one has come to
the house to look at the damage and Donald Case has contacted Bailey
Insurance Co . several times , the last time about a week ago . Dep . Supr .
Webb said he would contact Bailey and run it down .
Janet Graham spoke relative to the overflow of bottles and glass at the
container station by the Victory store . She ask if this was a courtesy
o f the highway dept . to pick up the bottles and transport them to
Challange Industries . Dick Case said they had been picking them up and he
would check into this . .

COUNCILMAN PRIVILEGE OF THE FLOOR
Clm Gridley spoke relative to a complaint from Mr . Lodbell regarding a
sewer problem near northwest Etna . The Town Clerk was instructed to
notify the Health Department .
Clm Joubert - nothing . .
Clm Cotterill expressed thanks to Clerk Stelick for the " Gallery of
Supervisor Pictures and Plaques hanging on the wall . He also reminded
Clm Gridley that his picture was missing and we hope to see it on the
wall with the other supervisors .
Clm Cotterill reported that County Rep Kidney reported to him that the
Health Committee has asked Dr . Safadi to meet with them and as yet he
has not done so .
Cim Cotterill spoke relative to some problem the residents at Sunset
West in Etna are having with mosquito problem . He said there is stagnet
w ater on Hurlbut vacant land . Cotterill said that Bob Watros has called
the Health Department over 5 weeks ago and it was just today that
George Guest drove out there . According to Cotterill , Mr . Guest got
o ut of his car , went to one house and left . Health Dept . ( Dr . Gafney )
maintains they do not have a program for this problem .
Clm Cotterill inquired about the updating of the directory . Clerk
Stelick reported her department is working on it as did Z . O . Stewart .
Consensus of the Clerk and Zoning Officer was they hope to have it ready
for press by the 1st of September .
Cim Cotterill spoke relative to the zoning request from the Kimberly
Drive residents and gill bring it up at the Planning Board meeting
Thursday night .
In regard to the directory , Z . O . Stewart has run into a problem with
house numbers . He reported that Ringwood Court numbers are all jumbled
u p and Peruville Road numbers on the Groton side are entirely different .
Deputy Supr Webb expressed puzzlement that the numbers on the Groton
side of Peruville Road should be in a different series when the same
person renumbered Groton as well as Dryden . It is suspected that the
people on the Groton side are just not using the new number . According
to Webb , its an unfortunate situation , but we can ' t do anything about
it .
ATTORNEY - absent .
TOWN CLERK - Nothing to report .
ZONING OFFICER
Z . O . Stewart reported that he issued 25 permits for the period . Zoning
Board of Appeals granted one variance . Four new violations , 3 no build -
ing permit and 1 unregistered motor vehicle . Letter from Stan Tsapis
attorney for Shearers on Turkey Hill requesting of Judge Sweetland that
they be granted an extension of time until his clients ( Shearers ) re -
turn from abroad sometime in August . Clm Joubert opinioned that the
Judge should deny Tsapis ' request as this case has been pending far
too long . Deputy Supr Webb questioned about the structures on Ed Hill
Road . He said one looked like a" wigwam " . Z . O . Stewart said he has sent
a notice of violation and they were in last Saturday . Its being taken
care of according to Stewart . Z . O . Stewart reported that the billboard
o n the Fay Stafford property has been taken down apparently by the
o wners .
Clm Joubert spoke relative to dispatching methods by the County Fire
& Disaster Coordinator , Jack Miller . He spoke relative to a high - speed
accident on Slaterville Road in which Perkins Ambulance Service was
called . Miller maintains that he has been instructed by the Dryden
Ambulance that all calls in the Town of Dryden must call Perkins . Joubert
felt Miller should be able to call anyone who is the closest . This was
discussed by the Board and it was decided that the Town Clerk contact
Jack Miller and request he attend the next board meeting at Varna and
speak relative to his dispatching methods .
Clm Gridley thanked the Board for all the cards and good wishes during
his recent stay in the hospital .
CORRESPONDENCE
Petition from Snyder Hill area residents for Cable TV Service from
Ceracche Television Corp . Clm Joubert said that Ceracche is ignoring
✓ equests for services in the franchised area and he feels that this is
w rong , if people want it they should have it according to Joubert . He
felt there should be tighter control on these kind of corporations .
Density and cost was discussed .
RESOLUTION # 114 REQUEST CABLE SERVICE
Clm Joubert offered the following resolution and asked its adoption .
WHEREAS , a petition has been presented to the Town Board signed by
33 people of the Snyder Hill - Redwood Lane area requesting cable
television service from Ceracche Television Corporation , NOW , THERE -
FOR , BE IT
RESOLVED , that the Town Board of the Town of Dryden request that
Ceracche Television Corporation make the hookup for t . v . service
in the above mentioned area .
2nd Clm Cotterill Carried .
Consensus of the Board was to request an answer regarding the above
request for cable service and when the service will be available .
Received $ 12 , 325 . 00 federal revenue sharing check .
Report from Mrs . Hanford re funds of the Community Centers in that
some of the second five thousand has been used , Etna has used none
at all yet and Bethel Grove has used nothing of the second bequest .
Letter from NYSEG re rate increase for outside lighting .
Letter re state legislation from Gary A . Lee .
Letter re study of the Village of Dryden flood level .
Letter from State Board of Equalization and Assessment on file for
viewing .
Letter from County Planning Department of their meeting .
FLASHING RED LIGHT
Clm Cotterill spoke relative to a flashing red light request at the
intersection of Route 38 and Peruville Road . He said if there has not
been any answer , then he would like to renew this request . Clerk
Stelick reported that she was not sure about this request and would
check it out . Art Clark said the DOT has put up a stop ahead sign and
a larger stop sign and lowered the speed limit to 45 MPH .
RESOLUTION # 115 AUDIT GENERAL BILLS
Clm Joubert offered the following resolution and asked its adoption .
RESOLVED , that the General Bills be paid as audited .

Clm Cotterill offered the following resolution and asked its adoption .
RESOLVED , that the Highway Bills be paid as audited . .

ZONING OFFICER ( Cont . )
Z . O . Stewart spoke relative to a request from Ray Dennis of Bone Plain
Road requesting permission to cut up old cars and haul it off to Cort -
land to sell for junk . This was discussed by the Board and Clm Webb
determined it was not a matter for the Board as it has not had any
complaints . Webb maintained that it was a decision for the Zoning
0 Officer . The Board did not have any objection to said request .

Six - month financial report of the Supervisor was made available to
the Board . Webb said they would study it and comment on it next month .
Mrs . Hanford commented that it was prepared with the thought in mind
for budget projection and that the Capital Fund was closed and it gives

a complete picture of the total cost of the town hall addition .
OLD BUSINESS
Clm Webb spoke relative to the McLean Lighting District . He said the
light stays on and the taxpayers are getting madder . Clm Cotterill
requested that the Town Clerk notify the Town Attorney to get some
action and report by next meeting .
RESOLUTION # 117 MC LEAN LIGHTING DISTRICT
Clm Cotterill offered the following resolution and asked its adoption .
RESOLVED , that this Board request that Attorney Amdur notify the New
York State Electric Corp . to disband the McLean Lighting District and
find out what has to be done .

NEW BUSINESS
Merton Webb spoke relative to the McLean Fire Dept . forming a fire
protection district . He reported that this is in process now . .
Discussion was had relative to setting a public hearing for a zoning
amendment with regard to increasing the fee for mobile home parks
from $ 10 . 00 to $ 25 . 00 . It was decided to set the hearing at the
next regular board meeting on August 12th at the Varna Community
Center at 7 : 30 P . M .
Zoning Officer Stewart reported that he received a letter from Mr .
Jackson re cleanup of the fire debris on his property at Sheldon Road .
Mr . Jackson wrote relative to hiring the town to clean up for him . The
Board said this is not allowed . Mr . Jackson stated that Mr . Russell
was welcome to the old car that sits on the premises .
