McCord , Councilmen Gridley , Cotterill & Joubert , and Z . O:; Stewart . Absent : Clm Webb and Atty Amdur . Purpose of the Hearing was the application of Crispell Automotive for a Special , . -Permit to build an addition - to their present building located at 1920 Slaterville Road . • Supr McCord read a letter from the, Tompkins County Dept , of Planning that said building addition will have ,no significant deleterious impact on inter community , . county or state interest . Dick Crispell was present and stated that the size of the additions will be : 7" 12 x 36 feet ( to the rear ) . 20 x 65 feet ( to the Rest ) No one appeared for or against said project . RESOLUTION , # 154 GRANT SPECIAL PERMIT Clm Cotterill offered the following resolution and asked its adoption . RESOLVED , that this Town Board . grant the Special Permit to Crispell Automotive to build two additions to their present building at 1920 Slaterville Rd . 2nd Clm Joubert Carried . It is being proposed by the _ Inter- Governmental Committee . He . sai;d , no . action has been : taken yet . Clm Gridley was . o.pposed to the establi "shment of this' t. ype of agency . Supr said the alternative to take the 'Ithaca- Youth ' Bureau and - turn it into a County Youth Bureau . Medical Facility : Discussion was hadtre medical facilities at the Small Mall - off-- Triphammer Road . Cty Rep Watros said it is like an emergency room . Supr McCord replied that this is an -interim.. Discussion . was had , re a management firm , taki-ng - over the hospital . Mr . Watros said it has not been fuflly explored and they don ' t i to1 , if it will be , allowed by the ' State , of New ' York ; r APPOINTMENT - J , Dui to the • absence' i of plm Webb , Supr McCord apponted Ciin Joubert to sign the General Bills . . , . - CITIZENS PRIVILEGE OF " THE FLOOR Nothing YOUTH COURT . - _ Marjorie Olds , Legal" Advis(or , spoke ` relative to her experience in work - ing with the Youth Court far this summer ; Had some meetings , ' but nothing formal . Has a Bar Course scheduled at the Dryden High School . { T � COUNCILMAN PRIVILEGE OF THE FLOOR Clm Joubert - Nothing . Clm Cotterill reported on a . problem with mail delivery to new residents in his subdivision . . He got . in touch with,. Congressman - Walsh . re this - - problem . C_im Cotterill has beenrinfprmed that] new equipment is coming to the Dryden Post Office to correct this situation and postal service will be available . but the mailboxes have to be clustered . Clm Cotterill commended Congressman Walsh as being responsible in solving this ; problem , Clm Cotterill reported - that nothing has • been done -by .Cortiand Video in getting cable service to people on . South Knoll Drive . He said it has created ill feeling among the people . Clm Cotterill opinioned that he does - not feel Cortland Video has made any . . effort to live up. to their •- promis,e of cable service to this area . It was decided- to relate . this complaint to Helen Amdur , Town Atty , and also ;.Ceracche. cable on . Sunnyslope Road . Clm . Gridley - nothing . i r . J TOWN CLERK Clerk Stelick reported that some election inspectors . had to be used in emergency and it is necessary to appoint them . . RESOLUTION # 155 ' - APPOINT- SUBSTITUTE -ELECTION INSPE;C;TORS- Clm Gridley offered the Jollowing . resolution and asked their adoption . RESOLVED , that this- Board appoint t•he - following. - as ' substitute Election Inspectors : at the rate of $ 2 . 00 per hour : r . . . _ Nellie Fulkerson - Democrat • . Ellen K . Whetzel - Democrat D - Viena Ketola - Democrat . 2nd Cim Cotterill Roll call vote - all YES Discussion of the Polling Place in the High School was had . Clerk Stelick reported that their facilities are in the hall - Fin the auditorium side and only 16 .. _ peopleTvoted . Also Ellis Hollow Comm . Center was n ot fully informed and it conflicted with their program . Clerk Stelick ✓ eported that - she has sent them a schedule and they will plan accordingly . As for the school facilities , Clerk Stelick reported that they- will allow us to use . the school for this year but we may have to look for a new polling place for 1975 . The school administrator is upset - because they have to carry the voting machine up from the basement for election and back down again after election . The Election Custodians are not happy with the fact that they must set up in the basement as the light is not ✓ ery good . . Clerk Stelick reported that she will work with the School in hope that the situation can be improved . .`. ZONING OFFICER . Z . O . Stewart reported that he has issued 23 building permits for this period . He reported that the ZBA granted a variance to Bob Russell on the road off Bone Plain Rd ( so called Short Road ) . Clm Joubert inquired about the gas station on the corner out - side the village . Z . O . Stewart = reported that it is going to be an eating place . Z . O . Stewart reported that the Etna Community Assoc . is now planning to build their facilities on the lot that is vacant on Upper Creek Road . Supr McCord said if Stewart get it in writing that it is in the clear zone , . then it was okay by the Board as ' to what decision he ' makea, just as long as he -is . satisfied , Discussion was had on the hobby? cars on Turkey Hill Rd . Stewart reported that he. turned the violation over . to Nudge Newhart and he turned it over to Judge Mlller . . Mr . Stewart said - he does not knoit - if it has been served yet . _ HIGHWAY SUPERINTENDENT . • Highway Supt . was present . Discussion of regrading Snyder Hill was had by Clm Joubert . Discussion of lights at intersections was had : at Rte 79 and German Cross Road and at West Dryden . A request for a light at Snyder Hill Baptist Church;,was had . Clm Joubert said its necessary and is a bad situation and something is needed . There are a lot of youth activities taking place there in the evenings according to Joubert . Mr . Case said he will check into this . Case gave a report on Livermore Road construe - tion . Clm Joubert spoke relative to the parking lot behind the Town Hall and Case reported said they will do nothing until after the contractors are done with the building . ;. CORRESPONDENCE Announcement of meeting from Mayor Conley . Mark Trumbo said he would try to make it . Letter re public access to records . • JUSTICE REPORTS None FINANCIAL REPORT Highway Fund : Revenues : $19 , 939 . 73 ; Expenses : $22 , 550 . 51 General Fund : Revenues : $32 , 207 . 80 ; Expenses : $37 , 173 . 41 RESOLUTION #156 HIGHWAY FUND BILLS Clm Cotterill offered the following resolution and asked its adoption . RESOLVED , that the Highway Fund Bills be paid as audited . 2nd Clm Joubert - Roll call vote - all voting YES RESOLUTION #157 GENERAL FUND BILLS Clm Gridley offered the following resolution and asked its adoption . I RESOLVED , that the General Fund Bills be paid as audited . 2nd Clm Joubert Roll call vote - all voting YES RINGWOOD COURT BRIEFING Supr McCord reported that a letter had been sent to all property owners with an I estimate of their individual cost for 1975 to pay for the bond for Ringwood Court Improvement . This created quite a stir and a meeting was called with the people and Supr McCord and Atty Amdur . The people had the impression that the Town would pick up the interest . There was a great deal of discussion over who said what at the hearing; and why is the Town Board imposing it on ust They went away with the understanding what it is going- to cost them according to Supr McCord . The estimated cost for the first year is 90 ¢ per front foot decreasing to 56¢ at the end of the term . This is over a 10 year period . Supr McCord reported that there is a problem with the light pole in the right -of -way . John Haight feels it should be moved by Gas & Electric . The pole was installed after the subdivision was filed and they ( NYSE&G) stuck it in the ROW . NYSE&G is balking about moving it . RESOLUTION #158 REMOVE POLE Supr McCord offered the following resolution and asked its adoption . RESOLVED , that this Board instruct Attorney Amdur to make a formal request to NYSE&G to move the pole from the Right -of -Way on Ringwood Court . 2nd Clm Joubert Carried PLANNING BOARD Discussion was had re recommendations for replacements to the Planning Board . Clm Cotterill said he has a few names . He was told to give the list of names to Barbara Caldwell . VARIANCE DECISIONS Clm Joubert said he read something about the variance decisions may have to come up before the Town Board for review . He will report further on this when he gets more information . TOWN HALL PROGRESS REPORT Mr . Levatich or Mr . Pachen could not make it to report this evening . Clm Cotterill raised questions re progress and said its been awfully slow . RESOLUTION # 159 APPOINT DOG ENUMERATOR Clm Gridley offered the following resolution and asked its adoption . RESOLVED , that Harold Cook be appointed Dog Enumerator for the year 1974 , at no cost to the town . 2nd Clm Cotterill Carried RESOLUTION # 160 SEWER BILL Supr McCord offered the following resolution and asked its adoption . WHEREAS , the Town of Dryden has been notified by the Village of Cayuga IIHeights that a sewer rental charge of $ 148 . 60 including interest for property at Sapsucker Woods Road is outstanding in the name of Clifton Barton , Parcel # 43 - 1 - 7 , therefore , be it RESOLVED , that this Board authorize the County Assessment Office to include this charge on the 1975 County & Town tax statement . 2nd Clm Cotterill Carried .mss °, -- - RESOLUTION # 161 YOUTH COURT APPOINTMENT Clm Cotterill offered the following resolution and asked its adoption .
