extend his cable service to the Sunny Slope area . when the telephone
company laid some -cable . After checking , it was discovered that the
telephone company is going to lay the . cable sometime in .. August or
September . Supervisor McCord . requested , that . : AttyAmdur . write Mr .
Ceracche and confirm his constructionto . take place at that time .

road tour . Attorney Amdur cleared • the confussion . by stating that we did n . .;
not deed AshenburyLane as a road - only - as a turn around . There was a
proposed . extension that never materialized and . • therefore , we ' only .

PUBLIC HEARING • '
A Public Hearing was called to order . by Supr . McCord at 7 : 30 P . M . at
Town Hall . Present : Supr McCord , Councilmen Webb , Joubert , . Cotterill
and Gridley and Zoning Officer . Stewart . Absent : Atty , Amdur . Also
. present three area residents .
- Purpose of the hearing was the application of James Brotherton of 36
Mott Road for a Special Permit to extend his mobile home park located
at 36 Mott Road .
Mr . . Brotherfi was present and reported . that he had approval for this •
• project before but 'due . to financial . difficulties . was unable to begin
the project . His plans call for a total ' of 26 pads , 13 on one side of
the road and 13 on the ' other side of the road . He ' presented a map and
it was discussed . .. He is presently requesting permission . to put in
6 pads for now . His present park has 17 • trailers . . He . does . . not have a
. ' recreation area : yet . It was discussed and Mr . Brotherton appeared
• . willing to set aside a recreation . area . It was noted - that the appii -
. ' cation would have to be referred to . the Planning Board .

County Fair Assoc . to erect 3 signs . Mr . Hubble . representing the 'Fair
Association indicated the kind of signs as :: permanent _ directional
signs to the fair . Said signs will be erected at the corners of Route
13 and Pinckney . Road`, Route 13 .. and . Hanshaw Road andHanshaw and Etna
Roads : 1 . .
Supr4McCord read .a letter from . the Tompkins County Department: of . Planning
. and said theft seems to be some confusion as to what th�ey . are requesting .
am Webb replied that it sounds like they - are requesting road signs . Supr
McCord explained - that a road ' directional sign is on . the road right - of-way
and a billboard is ' ondthe . property and is limited to ' 16O sq . feet . Supr
McCord said it should be spelled . out on . the application . • Mr . Hubble said
they 'were requesting signs approximately . 18 " x24 " . or 30 " that reads
" County Fair Grounds " with an arrow . The Board determined that they would
need permission from the New York State DOT and/or Tompkins County to '
' place these .signs on . the 'rigt* of-way . • Supr .. McCord suggested that Mr .
Hubble get in touch - with Mr . Liguori and ask him . what steps toitake . •
The Board took no ' action `as . this application did . not : qualify . under the

•Mr . Holland said the size will be 3300 sq . feet , 2 floors , 8-units .
Mr . Hanshaw. questioned ' sewage drainage . . Mr . Hanshaw . claimeds that it sits '
on artisian water . and expressed concern . . about the sewage flowing on ,
their property . He also • claimed their : farm .. operation . . will be • objectional
to the tenants . He was very much opposed to this venture .
Letter from Mr . Liguori that . this proposal : will have no-, significant impact
on intercommunity , County or State interests , and had no objection .

Mr . Holland spoke relative to drain ' culvert on Ferguson Road . • He reported
that hehas tried to get hold of Highway Supt . . Case for the ' past year and
it was going • tocget done last fall and it hasn ' t - been done yet . Supr
McCord told- him; to write a: letter - to Highway . Supt • Case and a copy to the

ELECTION: DISTRICTS . , • . . • •
Mrs . Joyce Gerbasm - -presented •a new . map with ten election districts . This
action was prompted by pressure from the Board of . Elections as the old '
districts have become unbalanced and over populated . . There was some
question about the need for two districts - within the • village . The east
section will have about 250 . voters and the west •section is where the
. growth is taking place . Ron Denniston supported the - Village ' s position
to split into two districts - as . one ' district willtbe too burdensome . There
will be ten ‘districts creating a complete, tnew district in ' the Ellis
Hollow . area : Residents. will be notified by; •mail : from the Board of Elections
re their new voting district . - - ,•

Justice . Miller appeared before the• Board with _ a 'request that ' :their budget
be supplemented+'. . He estimated that they. need an additional $ 1500 . 00 for
salary of court : clerk and supplies . Judge . Miller - reported that Judge
Hoagland did is- own paper work and: • the court : clerk ; is : doing all the paper
work for both judges . ( Newhart & Miller) and they need . more money to pays .
her for the balance of the year . Hel stressed that - the Board in the future
consider a more ; realistic budget for the justice department . He also
reported that he has been holding town . 'court .( arraignments : ) at the Free _,.
ville Village ' Hall and the Village Trustees are concerned about damage
done to their building by a defendant . Supr McCord Said coverage for the
Village should - be carried by the Village . Supr McCord told Judge Miller to
put his budget request in writing and submit it to the Board .

Supr McCord opinioned that the salary should be high enough to attract
good candidates . Clm Webb opinioned that the salary should be compared
with other counties . Hospital Committee : Expect a report in June as
to what direction . Boardman House : County is going to appeal the
decision in favor of Landmarks Preservation . Route 13 Task Force :
Approved by the county board . They will begin deliberations with the
DOT . It is definitely going to Pokeville . TC Sewer Dist . # 1 : Has not
been approved yet -. has been over a year at Audit & Control . When it
is approved , the county will buy the Cayuga Heights sewer plant . Bolton
Point ; Suggested that the town board propose forming a water district
as auhole . . Go the route that town of Ithaca took : and have one town wide
water district . Zoning complaint : Neighbors are upset on Turkey Hill
Road with the man who claims he has a hobby business of old cars . He
• , asked the Zoning Officer to take a look at the situation . TC3 : In good
shape . Can house 2 , 000 students . Enrollment is down for full - time
students .

Clm Joubert : Questioned the highway bill of mileage for Robert Luss .
He wanted to know why 'are we paying mileage for an office man . He could
justify the payment for the highway superintendent and deputy highway
superintendent , bit he questioned mileage . allowance of $ 50 per month
for the office man . Supr McCord said we will find out and hold off

Reported that he issued 39 permits for the period . ZBA . had three .
hearings , granted one variance . Mr . Coon from Gas & Electric reported
to Mr . Stewart the numerous electrical defects at . the Conger Trailer
Park on Kirk Road . They would like to get together with the Board and
fire underwriters to set up an electrical ordinance . Copy of NY Board of
Fire Unerwriters list of defective electrical equipment attached to the

PLANNING BOARD
Mrs . Caldwell spoke relative to the hiring of a planner as authorized
in the budget . ' Supr McCord left the decision up to Mrs . Caldwell and
the Planning Board . She further reported that the county planning
office has a series of maps re population , flood , wildlife , etc . She
would like to present copies of the maps to the town board . Supr McCord
said that we will be meeting on the 28th and suggested she present
it at that time .

RESOLVED , that this Board accept the bid of $ 2 , 009 . 00 from the Automatic
Voting Machine Division of Jamestown for 1 voting machine with printed
return mechanism and the Supervisor be empowered to make the necessary
transaction .

At the request of Supr McCord , Clerk Stelick briefed the Board on the
problems with the old copy machine and the need for a new . machine . She
reported that there has been a series of breakdowns resulting in delays .
The machine was overhauled and there was to be a $ 45 . 00 charge for this
work but the machine wouldn ' t cooperate with the repairman or its owners
and there seems to be no choice but . a new machine . The cost for renting
a Xerox that is a book copier is prohibitive . The service from the Photo
Copy Supply has been excellent and after much haggling over . the price
and trade - in allowance we arrived at an agreeable figure of $ 850 . 00 .

Attorney -Amdur announced that a check from the Sammons Communication had

Dennis Lawrence requested an extension of his permit re extension of
mobile home park on Hanshaw Road . Attorney Amdur determined that no
extension should be granted if no substantial work has been done . Dis -
cussion of granting an extension to Pentaf was had and it was decided to
inform both Mr . Lawrence and Mr . Levatich that they must have a new
h earing and no extension is allowed .
