Absent : Councilmen Cotterill and Tarr . Also present : Mr . Crosby and Mr . Harold Case . Supervisor McCord read the notice of public hearing . Said hearing was for the purpose of considering the contracting with the Etna Volunteer Fire Department , Inc . for fire protection to be furnished to the Town of Dryden and to cover their firemen under Workmen ' s Compensation Insurance . No one appeared to question or comment on said hearing . RESOLUTION # 139 CONTRACT WITH ETNA FIRE DEPT . Councilman Gridley offered the following resolution and asked its adoption . RESOLVED , that thisBoard contract with the Etna Volunteer Fire Department under the following terms , to wit : a . The Etna Volunteer Fire Department , Incorporated , shall answer and attend upon all calls in the vicinity of Etna and in said district . b . For such service said Department shall receive the sum of $ 1 . 00 . c . The district shall also be responsible under Workmen ' s Compensation Insurance for payment of all claims for injuries to or death of fireman in connection with such calls , or other authorized activities . d . The contract shall continue until December 31 , 1973 . e . Such other incidental terms as may be necessary or proper in connection with such contracting . 2nd Councilman Webb Carried Adjourned 7 : 50 P . M . Charles G . McCord - Supervisor Rosemary Stelick - Town Clerk • • 315 BOARD MEETING October 9 , 1973 Minutes of the Town Board of the Town of Dryden commencing at 7 : 30 P . M . at Town Hall October 9 , 1973 . Present : Supervisor McCord , Councilmen Gridley and Cotterill . Councilman Webb arrived 7 : 45 P . M . Also present : Attorney Amdur and Zoning Officer Stewart . Absent : Councilman Tarr . Motion was made by Councilman Gridley , seconded by Councilman Cotterill the the Minutes of August 28 Public Hearing & Special Meeting ; September 11 Regular Monthly Board Meeting ; September 18 Public Hearing and Special Meeting ; September 25 Special Meeting and October 2 Public Hearing be approved as submitted . Motion carried . COUNTY BRIEFING : County Administrator : Passed local law establishing this position . The Administrator will be responsible to the Board of Representatives and at the pleasure of the Board . County Budget : Objective is to Phold the line " . Hospital : Holding meetings in different areas of the county . Spoke of one meeting that turned out approximately 145 people and Lee estimated that approximately 100 of the people were administrators , members of the Board , doctors and employees of the hospital . Extendicare did not subfiit a formal proposal . TC3 : Building in Groton will be left vacant . Renovation cost estimated on the Groton building is 150 thousand dollars . It will go back to Smith Corona . if no one takes over . Equals - zation Rate : Reported that Dryden has the lowest rate in the county . He e xplained that as the market value goes up the equalization goes down . It is based on the value of sales and Dryden has the hottest sales in the county . The assessed value is still on the 1965 assessment . It will not be until 1975 before the rate will improve . Route 13 Corridor : He suggested that the Board dust off the proposals and see where we stand . At this time he noted that he had been coming to the Board with his ✓ eports on county activities for the past four years and wanted to know if his reports had been of any help . Consensus of the Board was that his ✓ eports have been very helpful and they would like to see this procedure continued. by Co . Rep . Gary Lee . CITIZENS PRIVILEGE OF THE FLOOR Jim Horton from Yellow Barn Road was present and expressed concern and criticism over the way the Youth Recreation Program was being administered . He claimed that several of the boys have been allowed to play regulation football without the proper equipment . This is with the 5th to 6th grade teams . He stated that the equipment was distributed arbitrarily . He re - . quested that the Board find out how much is spent for football uniforms and where they are purchased . An unidentified man commended Mr . Thorpe , Director of the Youth Program . He reported that they had 30 uniforms and 37 kids in 6th grade football program . Paul Whitted was present and presented the Board with certified copies from the County Clerk of a 1937 town map . He further stated that the Town Board Minutes of 1948 mentions the road . He claimed that since no official abandonment procedures have been taken the road should be con- sidered a town road . Considerable discussion was had on abandonment procedures . Attorney Admur noted that Mr . Whitted did not own the property until December 1969 and . was not a owner of record before zoning . She further stated that the road does not appear on the official town map of 1968 and that abandonment procedure can occur officially if the road is not maintained by the town for a period of six years. The Board decided . to postpone a decision until the road is inspected and more discussion is had . . RESOLUTION # 140 WHITTED ROAD Councilman Cotterill offered the following resolution and asked its adoption . RESOLVED , that this Town Board defer action on Whitted Road until insp ection of said road . 2nd Councilman Gridley Carried COUNCILMAN PRIVILEGE OF THE FLOOR Councilman Gridley reported that consensus of the present Drug Council is that there is a need for continuing the program . He presented the name of John Young to fill a vacancy . 316 . RESOLUTION # 141 DRUG COUNCIL APPOINTMENTS Councilman Gridley offered the following resolution and asked its adoption . RESOLVED , that this Board appoint John Young to the Town of Dryden Council for the Prevention of Drug Abuse for a one year term , and be it FURTHER RESOLVED , that this • Board reappoint the following people to the Town of Dryden Council for the ' Prevention of Drug Abuse : for one year : Rev . Kenneth Read Walter Baurle , M . D . • Leonard Snow , Attorney J anet Graham D esignated representative from Dryden High School Designated representative from George Jr . Republic ' 2nd Councilman Cotterill 4 Carried Discussion was had on scheduling the fire contract hearing . RESOLUTION # 142 PUBLIC HEARING - FIRE CONTRACTS Councilman Gridley - offered the following resolution and ' asked its adoption . RESOLVED , that this Board schedule a Public Hearing regarding fire contracts on October 30 , 7 : 30 P . M . at Town Hall . 2nd Councilman Cotterill Carried Supervisor McCord designated Councilman Gridley to approve General . Fund Bills . . ATTORNEY - Attorney Amdur reported that Cricket Lane has been approved by Highway Superintendent Case . Said road is in the John Smith subdivision off Route 38 . RESOLUTION # - ACCEPT CRICKET LANE Councilman Cotterill offered the following resolution and asked its adoption . RESOLVED , that this Board accept Cricket Lane as a town road . 2nd Councilman Webb Carried TOWN CLERK Clerk Stelick reported that Vicki Dabes had submitted her resignation as Election Inspector in District # 4 and requested that Anne Tuttle be appointed as a substitute election inspector . RESOLUTION # 144 - APPOINT ANNE TUTTLE Councilman Gridley offered the following resolution and asked its adoption . RESOLVED , that this Board appoint Anne Tuttle agagmEn election inspector . 2nd Councilman Cotterill Carried ZONING ENFORCEMENT OFFICER Zoning Officer Stewart reported that he had issued 17 permits for the last period . Has a public hearing scheduled for the 23rd . CORRESPONDENCE : . Letter from the Supervisor to the Real Estate Department of the Lehigh Valley Railroad stating that we would be interested in acquiring the right - of-waysif it comes available . Notice from the Department of Transportation stating that they have set a 45 MPH on Route ' 366 between • Freese Road and Route 13 . Letter from Edwin Sweetland to be considered as Town Justice upon the resignation of Justice Hoagland . Since Judge Hoagland has not taken any action yet , the Board could not take any action . M . at Town Hall . 2nd Councilman Gridley Carried RESOLUTION # 150 SEWER BILL Supervisor McCord offered the following resolution and asked its adoption . WHEREAS , the Town of Dryden has been notified by the Village of Cayuga Heights that a sewer rental charge of $ 76 . 95 nterest for property at 55 Sapsucker Woods Road is outstanding in the ~ name' of Clifton Barton , parcel # 43 - 1 - 7 , therefore , be it RESOLVED , that this Board authorize the County Assessment office to include said charge on the 1974 county and town tax statement . 2nd Councilman Gridley Carried RESOLUTION # 151 YOUTH COURT APPOINTMENTS Supervisor McCord offered the following resolution and asked its adoption . RESOLVED , that this Board appoint Jay A . Erstling as Legal Advisor and confirm the Tompkins County Youth Court recommendation that Donna R . McCord - Supervisor Rosemary Stelick - Town Clerk • 318 PUBLIC HEARING October 23 , 1973 Supervisor McCord called the Public Hearing to order at 7 : 35 P . M . at the Town Hall . Present : Supervisor McCord , Councilmen Gridley and Webb and Zoning Officer Stewart . Absent : Councilmen Cotterill and Tarr . Supervisor McCord reported that the purpose of said hearing was upon the appeal made by Ralph Thorpe of 1686 Slaterville Road for a Special Permit to operate a used furniture , antique and furniture stripping business at 1990 Drlden Road . Mr . Thorpe reported that he would be operating the furniture sales . business and the furniture stripping business would be operated by two other men . John Tweitmann appeared in support of the business . No one else appeared to question . comment or oppose said business . RESOLUTION # 152 GRANT SPECIAL PERMIT Councilman Gridley offered the following resolution and asked its adoption . RESOLVED , that this Town Board grant a Special Permit to Ralph Thorpe to operate a used furniture , antique and furniture stripping business at 1990 Drsiden Road , Freeville , New York , subject to the rules and regulations of the zoning ordinance . 2nd Councilman Webb Carried Adjourned 7 : 45 P . Present : Supervisor McCord , Councilmen Gridley , Webb and Tarr . Absent : Councilman Cotterill . Also present 25 firemen from the town . Purpose of the Public Hearing was the presentation of the fire contracts for fire protection in the Town of Dryden . Supervisor McCord outlined whow the town board arrived at their figures : 1973 - tax rate was 86¢ per thousand - the 1974 figures presented to the town board would make the tax rate 1 . 31 per thousand and the board felt this too high . Therefore , — the board came up with a 30 % increase across the board . Varna Fire Company $ 10 , 400 . 00 ) N eptune Hose Company 14 , 300 . 00 ) W . B . Discussion was had on the increased cost of fire fighting equipment , re - placement and repairs of equipment . They compared the cost of fire pro - tection in other towns vs . the cost to Dryden . They felt the people were getting fire protection at a cheap price . They reported that they are prohibited from having fund raising dinners due to health regulations . Freeville stated they will run $ 3 , 200 . 00 in the red for 1974 if they receive just $ 5 , 000 . 00 from the town . Consensus of the firemen present was to have one year contracts to better negotiate costs according to the fluctuating economic situation . Rublic Hearing declared closed 8 : 05 P . M . PUBLIC HEARING - BUDGET October 30 , 1973 Supervisor McCord called the Public Hearing to order at 8 : 15 P . M . Present : Supervisor McCord , Councilmen Gridley , Webb and Tarr . Absent : Councilman Cotterill . Also present 13 people . Purpose of the public hearing was the presentation of the annual budget for 1974 . Copies of the proposed budget was distributed . Total increase $ 66 , 710 . 00 . To meet the increase in expenditures is $ 17 , 244 . by increased valuation , $ 22 , 710 . increase in revenues and $ 26 , 756 . unexpended balance . This will maintain the same tax rate as 1973 . Tax rate : 3 . 67 town wide , 3 . 84 part - town equals 7 . 51 . Being no questions , comments or inquires , the public hearing was declared closed at 8 : 27 P . M . Purpose of the public hearing was the presentation of the Special 3o Assessment Rolls for the water and sewer districts in the Town of Dryden . Supervisor McCord said it was increased from $ 45 to $ 50 . 00 . The $ 5 . 00 increase was the result of a deficit ' from prior years and this was to make it up accord - ing to Supervisor McCord .
