July 11 , 1972
Minutes of the Regular Monthly Meeting of the Town Board of the Town of
Dryden held July 11 , 1972 , at the Town Hall , commencing at 7 : 35 P . M .
Present : Supervisor McCord , Councilmen Cotterill , Tarr and Webb , Atty .
Amdur and Zoning Officer Stewart . Absent : Councilman Gridley .
Meeting was called to order by Supervisor McCord ; and opened with the
Pledge Allegiance to the Flag .

ill Being‘ no additions or corrections , motion was made by Councilman Cotterill ,
seconded by Councilman Webb , that the Minutes of the Public Hearing of
June 14th be approved as submitted .
• Being no additions or corrections:,. motion was made by Councilman Cotterill ,
seconded by Councilman Tarr , that the Minutes of the Regular Monthly Board
Meeting of June 13th be approved as submitted .
- Being no additions or corrections , motion was. made by Councilman Tarr ,
seconded by Councilman Cotterill that the Minutes of the Public Hearing of
May 23rd be approved as submitted .
It was decided to reserve approval of the minutes of June 1st .
COUNTY BRIEFING : Mrs . Schiekel was absent .
CITIZENS PRIVILEGE OF THE FLOOR : Nothing
COUNCILMEN PRIVILEGE OF THE FLOOR : Councilman Cotterill reported that he
talked with Highway Superintendent Case about the petition and he said
they expect to get the work done by this fall . Supervisor McCord said he
wrote a letter informing them of this schedule .
Councilman Tarr presented a letter from the Department of Transportation
in regard to a request to reduce the speed limit on Route 79 , and the
request was denied . They will put up some signs on the curve and school
bus crossings .
ATTORNEY : No report this month .
TOWN CLERK : Reported that the October Board Meeting scheduled in Etna
will conflict with voter registration . It was decided to schedule the
meeting for November .
ZONING OFFICER : Issued 15 permits during this period . Has scheduled a
public hearing for the 25th . The Zoning Officer noted that the zoning
books were getting full of loose pages of amendments and wanted to know
if these could be incorporated into the books by the printers . It was
d iscussed and decided a separate printing of the gravel ordinance be
stapled in and the other amendments pasted on the back cover .
CORRESPONDENCE
A copy of a letter from Howard Robinson written to Jim Graves regarding the
Federal Aid available to flood victims . The only damaged sustained by the
Town is road and bridge damage and Highway Superintendent Case will assess
the damage and get it to the county officials .
• Petition regarding the sewer hookup on East Main Street . Said petition is
d irected to the Village of Dryden and requires the signature of two -thirds
o f the owners . In view of the fact that no figures were available , Super-
✓ isor McCord was reluctent to sign the petition . Attorney Amdur assured
h im that this was just a formality to allow a public hearing to be called .
Considerable discussion as to how the cost will be paid for . Attorney Amdur
said the formula will be set up by the Village . An estimated figure was
around 40 thousand dollarl .
RESOLUTION # 83 AUTHORIZE THE SUPERVISOR
Councilman Cotterill offered the following resolution and ask its adoption .
RESOLVED , that this Board authorize the Town Supervisor to sign the Petition
requesting the Village of Dryden to construct a sewer line along East Main
Street to a distance of 950 feet , more or less , from Montgomery Street
sewer line .
2nd Councilman Tarr Roll Call Vote - all voting YES

Councilman Tarr so appointed to sign the highway bills .
RESOLUTION # 84 APPROVE HIGHWAY BILLS
Councilman Webb offered the following resolution and asked its adoption .
RESOLVED , that the Highway Bills be paid as audited .
2nd Councilman Tarr Roll Call Vote - all voting YES
RESOLUTION # 85 APPROVE GENERAL FUND BILLS
Councilman Cotterill offered the following resolution and asked its adoption .
RESOLVED , that the General Fund Bills be paid as audited .
2nd Councilman Tarr Roll Call Vote - all voting YES

RESOLUTION # 86_ PURCHASE OF SMALL TOOLS '
Councilman Cotterill offered the following resolution and ask its adoption .
RESOLVED , that this Board authorize Richard C . Case , Highway Superintendent ,
to purchase small tools not to exceed $ 1 , 000 . 00 .

RESOLUTION # 87 JUDICIAL CONFERENCE
Supervisor McCord offered the following resolution and ask its adoption .
RESOLVED , that taippacd authorize Millard J . Hoagland , Town Justice , to
attend advanced/ nurse at St . Lawrence University on July 18 - 21 with
mileage and expenses to be reimbursed by the Town .
2nd Councilman Webb Roll Call Vote - all voting YES
NEW BUSINESS
Supervisor McCord announced that a meeting has been scheduled for Monday ,
July, 24th , 7 : 30 , for the purpose of an, informational. hearing by the Towns
of Dryden and . Groton regarding a new hospital : , Supervisor McCord felt
that :. we should get our plug in for a regional concept along the lines
of a school district rather than a county concept . This meeting is
scheduled at the Dryden High School . '
Supervisor McCord _ said. . that Mr . Thorpe is the - only member on the Youth
Council and we need to fill out that council . He reported that ; he will
be meeting with Mr . Thorpe shortly .
Motion was made by Councilman Cotterill , seconded by Councilman Tarr , that
this meeting be adjourned .
NOTE : August Board Meeting at the Town Hall .

PUBLIC HEARING
The Public Hearing was called to order by Supervisor McCord at 7 : 45
P . M . at Town Hall . Present were Supervisor McCord , Councilmen Cotterill ,
Webb and Tarr ; Zoning Officer Stewart and Attorney Amdur . Absent was
Councilman Gridley .
Supervisor McCord reported the purpose of this hearing was the request
for a Special Permit by Kirby Werninck of Werninck & Sons , Inc . to
build an addition and expand their business at 173 Main Street Ext . ,
Freeville , New York .
At this time the Supervisor opened the floor to questions or comments
• from the public . No one appeared to question the applicant . It was
noted that adjoining property owners had been notified by mail .
Mr . Lionel Werninck was present and reported that the proposed building
size would be 41 ' x44 ' and in the middle of two existing structures . It
will be used for storage of funiture and appliances . In his building 94
plan there was provision for another proposed building . He is setback
from Route 366 90 - 95 feet according to Mr . Werninck . Lot size is 310 ' x
500 ' .
Public Hearing Closed 8 : 50 P . M .
The Board decided to take action at this time . The second proposed
structure was discussed .
RESOLUTION # 88 GRANT SPECIAL PERMIT - WERNINCK
Councilman Cotterill offered the following resolution & ask its adoption .
RESOLVED , that this Board grant the Special Permit to Kirby Werninck of
Werninck & Sons , . Inc . to construct two buildings as set forth on the
ill application .
2nd Councilman Webb Roll Call Vote - all voting YES

SPECIAL MEETING
Called to order at 9 P . M .
RESOLUTION # 89 FLOOD REPRESENTATIVE
Supervisor McCord offered the following resolution and ask its adoption .
RESOLVED , that the Town Board hereby authorize the Highway Superinten-
dent , • Richard C . Case , to represent the Town of Dryden to the Army
Corps of Engineers regarding flood assistance .
2nd Councilman Tarr Roll Call Vote - all voting YES
