FEBRUARY 12 , 1969
The regular monthly Board Meeting was called to order by Supervisor
L ee at 7 : 30 P . M . Present were Supervisor Lee , Councilman Todd ,
O gden , Cotterill ; Attorney Amdur and AssessorWells . Arthur Clark
from the Ithaca Journal and Harold Case were also present .
ABSENT : Councilman Gridley
S upervisor Lee , apologized for the January 15 , 1969 minutes being
so late and deferred approval of the minutes until the March 12th
meeting .
Mr . Case wondered why the February 17th Public Hearing on Zoning ,
was not going to be held in Varna as was originally planned . Super -
visor Lee explained that due to the turn out at the February 6th ,
Public Hearing the Town felt that the auditorium in the Dryden Cen -
tral School would hold more people than the Varna Community Center .
STANDING COMMITTEES
The Standing Committees reported that everything was progressing
as usual .
Supervisor Lee informed the Town Board of the fire in the lighting
system in the Town Clerk ' s Office and that the new lights were work -
ing fine .
Mr . Charles Downey was given recognition for the fine job of fram-
ing the flag and refinishing the desk in the Board Room .
PLANNING BOARD
The Planning Board has met since the February 6th , Public Hearing
and have made some changes in the Proposed Zoning Ordinance which
appeared in the Ithaca Journal in part on February 12 , 1969 .
DRYDEN SEWER DISTRICT # 1
Attorney Amdur reported that the Village of Cayuga Heights would
like an amendment to limit the use of residence in a dwelling in
the Dryden Sewer Dist . #1 , and a Certificate of Compliance be issued
at the completion of any dwelling in the future .
RESOLUTION L .7 - AMENDMENT TO DRYDEN SEWER DISTRICT # 1
Councilman Todd offered the following resolution and asked its adoption .
RESOLVE that the agreement between Dryden Sewer Dist . #1 and Cayuga
H eights be amended to limit the use of residence to not more than
2 Familys for any one structure , a family being either related per -
sons or not more than. 3 unrelated persons . Gary A . Lee , Town
S upervisor is authorized to execute such amended agreement .
2nd . Councilman Ogden Roll call vote - all voting YES
RESOLUTION 48 —CERTIFICATE OF COMPLIANCE
Councilman Ogden offered the following resolution and asked its
adoption .
RESOLVE that a Certificate of Compliance with plans and the agree -
ment between the Town of Dryden and the Village of Cayuga Heights
be issued by the Town Building Inspector at the completion of any
dwelling ' in the future for Sewer Dist . #1 . The issuance of this
Certificate of Compliance is a prerequisite of the Village of
Cayuga Heights for hook -up to said sewer .
2nd . . Councilman Cotterill Roll call vote - all voting YES
H . A . CAREY INSURANCE ( FIREMEN ' S COMPENSATION )
Attorney Amdur reported that . she did find a copy of letter through
Elsie Boyd , that was sent to all Supervisor ' s in the county back
on September 1 , 1965 . The charge was based on population . No
payment will be made until Attorney Amdur checks the records in
Town Hall .
PUBLIC REFERENDUM - ZONING
Attorney Amdur has drafted a statement on " The Right to Vote " on
Zoning. ( Memorandum attached to minutes )

TOWN CLERK
Supervisor Lee reported that Mrs . Marlene W . Luss is still re -
cuperating and will probably not be able to return to work until
March or April 1st .
LUCENTE TRAILER PARK - ETNA
The proposddtrailer park will cover approximately 35 Ac . on Upper
Creek Rd . , directly behind Jack Hurlbutt. . It will consist of 178
spaces each lot will be 55x100 ft . with Spruce trees , concrete
block and patio , carport and paved driveway . Trailers will have
underground wiring and possibly underground T . V . cable .
There will be a fence 4 - 62ft . high of Spruce trees surrounding S
the trailer park . Central part of the park will, be . a 1 Ac . play -
area .
Mr . Lucente does not have at the time of this meeting , the approval
of the Tompkins County Health Department . Neighbors in the area
are receptive to the plans stated Mr . Lucente .
Mr . Lucente is proposing that the Town of Dryden take over all the
roads which would be built .to Highway Specifications . The reason
for this proposal is for the safety of the people within the park
and the dependability of the Highway Department .
There would not be a commercial sales lot in the trailer park .
Superintendent Case will inspect their road plans . Attorney Amdur
will look into the legality of taking over the roads by the Town .
JUSTICES
S upervisor Lee reported on what a find job Justice Hoagland and
Justice Newhart our doing for the Town and how fortunate the Town
of Dryden was in having to loyal and dedicated Judges .
S PRINGHOUSE ROAD
Supervisor Lee read a letter from Mayor Watros concerning Spring-
house Road . Supervisor Lee informed the Town Board that Highway
Superintendent Case , Mayor Watros , Joe Borowitz and himself were
meeting with Mr . Howard Stevenson regarding the road .
Councilman Todd stated that he felt the basic problem was west
of the bridge . The water has no place to go after reaching the
bridge .
Mr . Harold Case suggested that if the shoulders were built wider
and filled with gravel and dirt and grass planted , this might help
the problem .
CORRESPONDENCE
S upervisor Lee read a letter from Mrs . Arnold Kannus concerning
Mr . Collin ' s dump ; from - the Health Dept . concerning the Austin
trailer which must be removed by April 1 , 1969 .
A letter was also read from Mr . Relyea concerning bids for Sewer
District # 2 which Supervisor Lee has answered ; and a letter
from the New York State Board of Equalization & Assessments was
read concerning the equalization rate .
All letters received by the Town Board concerning Zoning will be
put in a file to be reviewed before any final decision on Zoning
is made.
COUNTY LEVEL
Cortland County Board will move on the Tompkins - Cortland Community
College at their next meeting .
Our six voting districts have been put into 2 districts for electing

2 Legislators to serve on the County Board in 1970 . They are as
follows :
New Dist . 1 - will consist of Old Dist . 1 , 2 & 7 .
New Dist . 2 - will consist of Old Dist . 3 , 4 , 5 & 6 .
VARNA SEWER DISTRICT # 2
Sewer bids will be open on February 27 , 1969 at 2 P . M .
RESOLUTION L .9 - HIGHWAY BILLS
Councilman Ogden offered the following resolution and asked its
adoption .
RESOLVE that the Highway Bills be paid as audited .
2nd . Councilman Todd Roll call vote - all voting YES
RESOLUTION 50 - GENERAL BILLS
Councilman Cotterill offered the following resolution and asked its
adoption .
RESOLVE that the General Bills be paid as audited .
2nd . Councilman Todd Roll call vote - all voting YES
RESOLUTION 51 - RECREATION
Councilman Todd offered the following resolution and asked its
adoption .
RESOLVE that Supervisor Lee file the recreation application with
New York State for the year 1969 .
2nd . Councilman Ogden Roll call vote - all voting YES
Meeting was adjourned at 9 : 05 P . M .
